#1 QUESTION: CAMPAIGN OVERVIEW

• Public policy campaign led by PCA-WV. • Our goal is that lawmakers and people from

all walks of life use the question “Is it good for children?” as a litmus test for their actions.

• Replaces Children’s Day at the Legislature.• Provides stipends to support up to 25 local

events.

COMMUNITY PUBLIC POLICY FORUMS

• Mobilize grassroots advocacy activity for children’s issues,

• Educate lawmakers about local priorities,

• Build relationships with lawmakers,

• Distribute information about #1 Question: Is it Good for Children? campaign.

PCA-WV 2011 Proposed Policy

Agenda

Ask state legislature for $1.1 million investment to prevent child abuse and neglect BEFORE it occurs.

Funding would support:

– $300,000 for In-Home Family Education.

– $200,000 for evidence-based prevention education.

– $600,000 for community prevention projects.

$300,000 In-Home Family Education

$300,000 to support In-Home Family Education programs and restore funding to FY 2010 level.

Funding will secure over $10.5 million in federal funding for IHFE in WV over next 5 years.

CDC estimates child abuse could be reduced up to 40% if these programs were widely available.

$600,000Community Prevention Projects

$600,000 to expand Partners in Prevention from 40 counties to all 55 counties – 38% increase.

Teams are key leaders for transformative change in their communities.

Teams implement local initiatives that build protective factors to prevent abuse and neglect.

$200,000Evidence-based Prevention

Education

$125,000 to expand Our Babies: Safe & Sound safe sleep campaign and implement Period of PURPLE Crying statewide and serve 21,000 babies per year.

$50,000 to expand Stewards of Children and train 3,000 adults. Long-term goal to train 5% of WV adults.

$25,000 to expand Strengthening Families initiative for early childhood programs.

Return on Investment

The $1.1 million prevention portfolio only costs $2.87 per child in West Virginia.

Expected returns include:

– Reduction in child abuse and neglect.

– Improved school readiness.

– Better child health.

– Better outcomes as adults.
