Project Background

• Launched in June 2009• Objective: To promote road safety in work and

study places through implementing an internal RS policy

• Partners: Traffic Police and Lao Red Cross as trainers

• Activities: Assist members in drafting their RS Policy and in its implementation; provide training and RS information

• Tool/materials: Advice, Road Safety Training, RS Materials Support

Steps to approach organizations & companies

• Invitations to all organizations & companies targeted.

• Follow up to make an appointment with interested companies and organizations.

• Conduct individual introductory meeting.• Provide advice on policy development.• Policy signing as commitment of company and

organizations.• RS information provision form HIB/RS team

Key Success

• 60 work places (companies, NGOs, government organizations) were approached, 40 replied;

• Current members are 9 (4 NGOs, 5 Private companies) • 10 prospective members in the process of drafting and

revising a policy;• 3 Companies received RS awareness material support;• 9 Companies and NGOs (2000 people) have received

training on Road Safety and basic traffic rule (some are twice) between 2009-2010;

• There are now 6 organization were requesting to be a member (including schools);

• The DOT has also interest in the network (but it still depends on MOU)

What to provide?

• Training (safe driving, traffic rules, First Aid)

• Materials (Helmets, T-shirts, leaflets, reflective & non-reflective stickers, DDD stickers, comics, teacher booklet and posters.

• RS information such as road crash statistics and the RS presentation.

Challenges/Difficulties

• Work without support from DPWT. • Some companies do not see the importance of Road Safety yet

and benefit of their employees (in particular national companies).• Difficulty to meet with company’s senior manager on this issue

(no time, resistance for policy, reluctance of senior management.)• The Network is new for us.• Monitoring policy implementation.• Enforcement• How to balance material support for each members (e.g. should

large companies contribute to the printing costs?).• No MOU so…• No regular follow up with members and prospective members.• …

Lessons Learnt

• Invitation sent directly to HR Division is more effective .• Meeting with individual organization better than

inviting all for a meeting.• Adaptation of presentation and training necessary

according to needs.• Inclusion of TP( traffic rules), PWD (crash experience). • Meeting with trainer before event is needed.• Meeting with members regularly is needed.• Orientation materials should be produced.• Member workshop should be take place annually.• Short visit to member’s organization or company is

Conclusions

• Great interest from private companies and NGOs in promoting road safety at their work place.

• Factories, in particular the garment sector, were less interested and difficult to access.

• Members started providing information to their employees.

• RSN is getting known among NGOs and the business sector as inquiries regarding membership are made.

Recommendations

• Regular capacity building for RS trainers (believable credibility) necessary).

• Press and media involvementà • Start membership with willing

and interested companies first. • Put member activities through

media, annual reports, etc.

• Does is need to have special funding for RSN?
