– Former school bus driver linked to al Qaeda
– Information on US schools found in Iraq terrorist camp

– FBI notifies 6 states – photos, diagrams, emergency plans found among terrorists
– Beslan, Russia – school siege – 331 dead, including 150+ children
– Afghanistan – school bomb kills 10

– U.S. Dept of Ed sends alert to all schools
• Possible terrorist targeting of U.S. schools and school buses

– School bus ambushed in South America – 28 dead, mostly children

– School bus in Miami hijacked at gun point

DEFINING THE THREAT AND RISK
• Terrorism is not a new phenomenon
• Wide variety of motives, tactics, preferred targets
• Expect more terrorism in U.S.

Why target school buses/facilities?
• Relatively unprotected and vulnerable
• Large number of potential casualties
• Schools all over the nation
• Represent an emotional target
• Escape relatively easy
• Demoralize community, state, nation

• School bus security begins with driver
• Must be able to identify and define potential security problems
• With planning and forethought, it is survivable
