Identification of this task will give wide range of domestic and global best practices that can be useful for the Government in several ways. Best practices that are seen as innovative and useful can be implemented by the Government in the interest of the youth. The doer of this task should bring to the table his or her passion and a fresh point of view that would make this a great opportunity.

Main Motto of the Task
Main Motto of the task is taken from a famous quote by Swami Vivekananda, who once said……
“INDIA OUGHT TO LEARN FROM THE EFFICIENCY OF THE WEST JUST AS WEST SHOULD LEARN IDEALISM FROM INDIA. SOLUTION THEREFORE LIES IN COMBINING THE IDEALISM WITH EFFICIENCY”
So, Let’s combine the EFFICIENCY WITH IDEALISM !

Skill Development – General Aspects
SKILL DEVELOPMENT is a big, a very big word, with unlimited opportunities !
Our Country needs it in virtually every area, be it technical or non-technical, economics or commerce, business or management of business, information technology or communications, the area and fields are indeed vast and endless…!
India and our Indian Youth, in particular, needs it in every field, in order to achieve the vision of providing the global workforce by 2020 !!!

There are many successful models of skill developments in some of the advanced / progressive / developed countries, from
which India can take a leaf out of their success models & adopt it locally
But, may have to analyze & chose case by case, field by field, which country model is good for specific area
Different models for different countries may have to be adopted eg. If we our farmers need skill development in organic farming techniques from a country A, the skill development of same country in Technical field may not hold water for our country
A model good for one country may not be ideal for our country & this aspect shall be kept in mind, while selecting any particular model

As per NSDC Report in the above link (vide table 18.1), by 2022, the Incremental Skill Gap across various Industries in India, in 2022 are given as below :

The above table clearly gives us the lead & clue about the field, where India needs to focus on skill development, as Infrastructure / Automobiles & Building Construction are the major 3 area / fields among the top most 5 area / fields, where we need trained / skilled persons.

In view of this project requirement in Infrastructure & Automobiles, ONLY TECHNICAL AREA IS CHOSEN for the
purpose of this task
Models thus chosen is applicable only to technical field & may not be applicable / valid for other area / field, per se
Even the technical field is very vast & hence, the area is limited to skill development in Mechanical / Electro – Mechanical / Automobile / Electrical field only
Above technical field is chosen in view of the anticipated robust growth & huge opportunities in the above technical field, in the days to come

Why skill development in Mechanical / Automobiles ? - An Overview
Robust growth of automobiles expected in the near future
Requirement of huge skilled workforce, as can be seen from NSDC report / table reproduced in the slide no. 7
It is seen in many countries, when economy grows, automobile industry too grows fast
It’s said, an automobile or a car needs components from over 250 different types of industries, which means, growing opportunities in 250 different types of industries, associated with automobiles
More vehicles means need of more designers, more draftsman, more technicians, more welders, more fitters, more painters, more servicing technicians, mechanical / electrical / electronics alike…..

Why Skill development in Mechanical / Electro-Mechanical / Electrical Area ?
India today is thus poised for a higher growth trajectory
And if this growth has to happen, then we should generate more power and electricity
From the present ‘power deficit country’, we need to move on to become a ‘power surplus nation’, if the vision of 24 x 7 electricity for every village has to be realized
If this vision has to succeed, then we need a large workforce of skilled technicians / supervisors / engineers who’re well trained in this field which is vital power industry & other industries supporting / supplying equipments to the power industry

Which country model could be good for India in Mechanical / Electrical Engg. Field ?
Although models followed by many other countries such as Japan, South Korea, U.S, U.K, France etc.. are all equally good, GERMAN MODEL of skill development could be more suited to India, in technical fields of Mechanical / Electrical Engg.

Why German Technical Model ?
Germans have one of the best facilities, innovations and expertise in all the above fields covering mechanical & electrical / electronics field & they have the latest state – of – the – art techniques in these field
From this background, it’s obvious that, India can probably take a leaf or two, out of their VASTLY SUCCESSFUL SKILLED DEVELOPMENT PROGRAMMES.
Since the nature of the fields of skill development needed by us are same as that of Germany, it makes lot more sense to adopt this kind of model for our skill development.

Vocational Training Model
Germans have one of the best & most successful vocational training model followed for training and honing the skills of their technicians / supervisors / engineers et al.
This System is a combination of classroom, practical, theory as well as practicing, learning as well as working, and is recognized worldwide as one of the best & most effective model for vocational training.
An essential requirement of this dual system is the mandatory cooperation between largely private companies, on the one hand, and the public vocational schools / institutes, on the other hand.

Vocational Training Model
Significantly this cooperation is regulated by law.
The term “dual” also denotes a specific constitutional situation in Germany, where the government is responsible for vocational training in the companies, and the federal states for the vocational schools.
Thus, this German model of dual system of vocational training combines theory & practice, knowledge & skills, learning & working, all in an effective & efficient manner.

Skill Development Models in India
In fact, there have been some progress already in our Country for adopting the German models of skill development
A couple of years back, Department of Employment & Training, Govt. of Karnataka tied up with Germany and started two Multi Skill Development Centers (MSDCs) of international standards for training in advanced technology areas with the technical collaboration of the German Technical Cooperation.

Govt. of Karnataka initially started with two such centers, but now, they have opened 5 more centers covering all regions of the state
It’s a reasonably a good model of skill development which can be emulated by other states in view of the exposure, one is getting due to association with international training methodology/latest skill development techniques of Germany
India needs more & more such centers all over the country, so that, our youth has an avenue &
opportunity for getting exposure to international standards of training & skill development
