I'd like to4 read an opening statement:5 This is to advise the general public6 that in compliance with Chapter 231 of the7 public laws of 1975 entitled "Senator Bryon M.8 Baer Open Public Meeting Act," the New Jersey9 Casino Control Commission on December 4th,

10 2015, filed with the Secretary of State at the11 State House in Trenton an annual meeting12 schedule. On December 9, 2015, copies were13 mailed to subscribers.14 Members of the press will be permitted15 to take photographs. We ask that this be done16 in a manner which is not disruptive or17 distracting to the Commission.18 The use of cell phones in the public19 meeting room while the Commission is in session20 is prohibited.21 Any member of the public who wish to22 address the Commission will be given the23 opportunity to do so before the Commission24 adjourns for the day.25 Please stand for the Pledge of

And some6 things have been changing in the corporate side7 of things.8 Again, it hasn't been downsizing any9 operations in New Jersey. It hasn't impacted

10 any the employment in New Jersey. These are11 corporate positions. Unfortunately, their12 corporate headquarters is in Nevada, and it13 oversees the entire Caesars Enterprise. But,14 you know, the company is cognizant of your15 concern, and we've talked about it before. I16 will obviously make them aware of it again.17 VICE CHAIR HARRINGTON: Thank you. I18 don't think it's entirely accurate to say that19 it's had no impact in New Jersey. I'm not20 talking about right now. I'm talking about21 over the course of my tenure on the Commission.22 We have certainly seen positions that have23 relocated or consolidated, but.24 MR. AGNELLINI: Okay.25 VICE CHAIR HARRINGTON: Thank you.

AGNELLINI: You're welcome.3 CHAIR LEVINSON: Can -- with the casino4 accounting controller position that I had when5 I worked in the casinos and over the Caesars6 Interactive Entertainment and looking at the7 revenue that comes out of the state of New8 Jersey when it comes to this company, can you9 explain to me the basis of why this position

10 doesn't require it to be in the state of New11 Jersey? I mean, I understand it's corporate,12 but when you look at what happens in New Jersey13 and how with the revenues taken into that14 company out of the state of New Jersey, it's my15 concern as a controller. And I understand this16 looks like a very routine situation here, but17 things have changed in the atmosphere in the18 New Jersey gaming and in Atlantic City and in19 this area.20 MR. AGNELLINI: It certainly is21 obviously a casino accounting controller22 position. Caesars Interactive is the on-line23 side of Caesars, and that function has a24 corporate level that is handling not only New25 Jersey but whatever they're doing in Nevada and

1 ITEM NO. 92 also the social gaming side of things, that3 Caesars Interactive has a very large social4 gaming business. These functions are all based5 out of Nevada. There are positions in New6 Jersey that were created as part of the7 internet gaming.8 CHAIR LEVINSON: Uh-hum.9 MR. AGNELLINI: And those positions

10 remain. There is an accounting function that11 happens here in New Jersey that is part of the12 internet gaming function. This is a corporate13 casino function. It doesn't have any direct14 impact into the gaming revenue coming out of15 New Jersey. It accounts for the casino revenue16 that comes out of New Jersey on the iGaming17 side. So it's sort of a level removed from the18 actual gaming operations. Which is why it's19 allowed to be at a -- or why it is at a20 corporate level.21 Obviously, again, there's still a New22 Jersey based casino accounting function on both23 the land-based and the internet gaming side.24 CHAIR LEVINSON: Okay.25 COMMISSIONER COOPER: I would just like

1 ITEM NO. 92 to add, I fully understand your explanations to3 my colleagues, the Chair and Vice Chair. And4 this has been going on for years. And as you5 just mentioned, the new corporate structure, et6 cetera, et cetera. Perhaps, just a thought,7 going forward that you can review the hiring8 practices, look at the hiring practices about9 the position development, as we've said, to

10 increase additional opportunities here in New11 Jersey. By doing so you, representing Caesars,12 can send a positive message and a lasting13 commitment about the importance of the Atlantic14 City market to the overall corporation.15 Just food for thought.16 MR. 1 ITEM NO. 102 again a temporary -- the issuance of a3 temporary key license for Sandra Morris to4 assume the position of Director of Information5 Technology for -- this is for Caesars6 Enterprise Services and the Atlantic City7 Operating Companies and the residency waiver.8 This is a -- this is a different9 situation, in that this person -- I believe,

10 has held this job some time prior to 2010. She11 was issued a key license and residency waiver12 in 2010. Again, it's a corporate position in13 Nevada. And for some reason, when the license14 came up for renewal, she didn't think that she15 needed to renew and, unfortunately, didn't16 bring it to anyone's attention, and so the17 license lapsed. She has -- in this position,18 has remained in this position. Nothing has19 changed other than the license inadvertently20 lapsed. So what we're asking is for the temp21 key. And she's refiled everything. She has to22 go through the process again.23 And we have tightened up some internal24 controls, also, to make sure that we are25 following -- the company's following this so it
