Note to Members of the Audience

Addressing the Board To address the Board of Education, please do the following:

1. Complete a "yellow" form, available on the hallway table outside the Board Room, and present it to the either the Assistant Superintendent or the secretary before the meeting begins.

2. When called by the Board President, approach the lectern, state your name and address if you wish, and direct your remarks to the Board.

You do not have to provide your name, address, school, or organization in order to address the Board. If you choose not to provide this information, the Assistant Superintendent or secretary will assign you a number that will be called when it is your turn to speak.

You will be allowed three minutes to address the Board. A maximum of twenty 20 minutes may be allowed for public presentations on any one subject. Distributing Materials If you have materials for Board members, please give those materials to the secretary who will present the materials to Board members. Resolving Complaints For efficient handling of complaints, please obtain a complaint form from the secretary, fill it out, and either return it to the secretary or mail it to the Superintendent’s Office, Pomona Unified School District, 800 South Garey Avenue, Pomona, CA 91766. Maintaining Orderly Meetings Government Code Section 54957.9 authorizes the Board to maintain order at its meetings. No boisterous, disorderly, or disruptive conduct will be permitted. The Board may order that individuals be removed or that the entire room be cleared if necessary to maintain order. Individuals not participating in the disturbance may be allowed to remain or return at the discretion of the Board. Members of the media not participating in the disturbance will be permitted to remain. Mrs. Rosario Ambriz and Mr. Luis Rodriguez recognized the PAC2E Scholarship recipients. Information: 1.06 Associated Pomona Teachers’ Representative Comments: Dorothy Kim-Perez, President, Associated Pomona Teachers, Associated Pomona Teachers’ (APT) thanked APT members for their continuous hard work. She also thanked APT retirees for their years of service. She announced, Dave Moss from Fremont Academy of Engineering & Design High School as the Teacher of the Year. Mr. Moss has been a music teacher for over 20 years and his love and passion for music shines through his students. Mrs. Kim-Perez also spoke about the need to practice collaboration amongst all stakeholders Districtwide, in order to raise the achievement gap. Mr. Tedeja, Vice-President, Associated Pomona Teachers recognized Mr. Manuel Coronado, Substitute Teacher, for his service at PUSD. Information: 1.07 California School Employees’ Association Representative Comments: Mariana Orozco, President, California School Employees Association (CSEA), Chapter 14, congratulated Gabriela Patino, for receiving the Perfect Attendance Award and presented a $300 check to her on behalf of CSEA.

Information: 1.08 Audience Comments: Madison Elementary School parents and community members, Patty Campos, Claudia Sanchez, Margarita Esparza and Frayle Family, Maria Sierra, Teresita Hernandez, Maria Lasleys, Nadia Hernandez, Judith Hernandez, Jeannett Molina, Maria Esparza, Omar Flores, Danny Torres, and Nely Diaz spoke in support of the principal. Adriana Arreola submitted a slip indicating her support of the principal, but did not wish to speak. Evelia Rocha, member of Padres Unidos spoke in regards to District expenditures of LCAP funds. Melenie Andreo, member from Pomona Students Union spoke about concerns in the LCAP 2019-20, specifically on how hiring school safety officers will benefit English Learners, Low-Income, and Foster Youth students. Mr. Guzman acknowledged Mr. Victor Preciado, City of Pomona Councilman, who was in the audience. 2 INFORMATION ITEMS/PRESENTATIONS Information: 2.01 Superintendent Oral Communications on Agenda Items: Mr. Martinez announced Agenda Item 5a.01 Certificated Personnel – Administrative Assignments, Section B, # 9 only, is being pulled from the agenda. Mr. Martinez said there is an Agenda Item 7.26- Fiscal Agreement, MOU with Pomona Unified School District and Pomona Alliance of Black School Educators (PABSE). This group has worked alongside PUSD for many years. As well as the most recent MOU with the Latino Educators Association of Pomona (LEAP) which is comprised of teachers, administrators, and community residents; who serve to advance students through school, into college and careers. He thanked PABSE President, Samuel Tharpe, former PUSD principal for attending. Information: 2.01 Staff Report Co-Teaching Highlights: Mrs. Lilia Fuentes, Interim Assistant Superintendent of Educational Services, introduced Dr. Kathrine Morillo-Shone, Director of Equity & Professional Development. Dr. Morillo-Shone said the Co-Teaching Model began operationalizing the multiple aspects of Pomona Unified School District’s Strategic Plan with an emphasis on talent development; embracing our organizational call to be bold, innovative, proactive; and create new opportunities to accelerate student and teacher learning. It explores a teacher-led learning model that can help improve and enhance the efficacy system of support for teachers, strengthen and leverage the expertise of classroom based teacher leaders and also ensures the sustainability of District Professional Learning that is not solely dependent on the expertise of outside entities. Dr. Morillo-Shone introduced the teacher leaders and principal from Armstrong Elementary School and Cortez Magnet School, along with Mrs. Sarai Costley, Program Administrator of Equity and Professional Learning. Mrs. Costley said, two years ago, the Co-Teaching Team was presented with the opportunity to join PUSD on a learning journey that allowed them to teach 50% of the

day and support professional learning the other 50%. Our desired outcome for this model was to build capacity, support the Next Generation Science Standard (NGSS) roll-out and create model classrooms with an integrated support on instruction. Educational Services partnered with principals at both Armstrong and Cortez schools who had already informally begun the process of empowering their teacher leaders. Mrs. Sanchez, Principal at Armstrong Elementary School, said part of our culture has been to encourage and mobilize teacher leaders. My role as a principal has been to both support and recognize not only great teaching, but also leadership opportunities. The proposal to partner with Educational Services allowed us to take an informal site-based practice and convert it into a District-level prototype aimed at exploring innovative ways to recognize teachers who are leading, but without the need for them to leave the classroom. Mrs. Jamie Santana, teacher at Armstrong Elementary, said the implementation of this model allowed us to grow professionally, build the capacity of our peers and has impacted student achievement in a positive way. This has allowed the system to build another teacher-leader model that supports job-embedded professional learning for the betterment of our students. Mrs. Melanie Alvarez, teacher from Cortez Magnet School said that across the board, students scored higher on the Benchmark than in previous years at both schools, 76% of our students showing positive growth in Math and 72% in English Language Arts. Mrs. Santana said that not only did teachers and students benefit from this model, but so did our colleagues. We’ve had the opportunity to share best practices within the system and with external partners such as The Stewart Foundation, The Carnegie Summit, UCLA Center for Transformation of Schools, and the Center for Teaching Quality. Technology Report Highlights: Mrs. Lilia Fuentes, introduced Dr. Jennifer Wagner, Director of Educational Technology. Dr. Wagner said the Technology Teacher Lead (TTL) program is heading into its seventh year. It was developed out of the consistent and growing need to provide professional learning opportunities around educational technology, digital tools and resources. It is now an integral program at each school site that has helped shape the trajectory of how we “do school” in Pomona, including our initial readiness and success with the Future Ready Promise Schools 1:1 program. TTL’s are a diverse and passionate group of classroom teacher leaders who are consistently willing to take risks and grow as teachers, and in turn support their colleagues. Dr. Wagner said since the program’s inception, 213 classroom teachers have served as TTL’s for their site, providing guidance and leadership with Educational Technology, with many serving on their site leadership teams. Each year, TTL’s record well over 1,500 contacts with teacher, colleagues and administrators, during late start Friday’s, teacher planning time and Professional Development Days, as well as being accessible for “ just in time” support. Since we began our Future Ready Promise Schools 1:1 program in the 2017-18 school year, the program has made a big jump in participation. PUSD’s digital learning vision is part of the Future Ready Plan, which serves as the inspiration and foundation to the TTL program. The vision aspires to provide

opportunities and environments that will equip, inspire and empower all leaders-to-learners to effectively use technology to become self-directed goal-oriented members of their communities. In turn, the strengthening, broadening, and deepening of student learning through the effective use of technology continues to be the objective of the TTL program. During the past seven years, we have made significant strides in learning innovations for PUSD students, including being one of the first 100 Districts to sign the Future Ready Pledge, which in turn inspired the work of our District Future Ready Technology Plan in the 1:1 program, funded by Measure P. The TTL work is transforming the traditional classrooms into environments where the 1:1 student-to-device ratio allows teachers to adapt learning experiences to meet all student needs. Site visits and classroom walk-throughs were conducted in Spring 2016 to make recommendations for the 1:1 program. We discovered a direct correlation to the number of TTL’s and the site’s readiness to go to 1:1. The schools that had invested in additional TTL’s were identified in the assessment to be the most ready to realize the vision of deeper student learning and engagement through leveraging technology. The TTL data revealed that the Professional Learning provided during the 2018-19 school year has had the greatest impact on enhancing student critical thinking development. Through the work and the support of TTL’s, students are able to work more efficiently, are more literate, have increased skills in research, information literacy, and writing. They also learn to solve problems with new and different solutions and have become community-conscious. This access to teachers who possess high level skills around educational technology and instructional practices, allows for more student-centered choice and authentic voice. Anahy Lizarraga and Evelyn Jimenez, members of the Teen Green Water Testing/AB746 environmental Teen Program spoke regarding their concern with the water levels from drinking fountains. They also requested to have water fountains repaired and cleaned. Board members requested Mr. Martinez to look into this matter. Mr. Martinez said he will report at a later date regarding the water levels and repairing or replacing water fountains throughout the system. Fernanda Frausto, Ev Lopez, Iris Villalpando, Brenda Gomez, and Melanie Andreo, members of the Pomona Students Union and Paige Bryn, Miranda Sheffield, Benjamin Wood, and Mireya Escobar, community members spoke about their concerns in the LCAP 2019-20, on how hiring school safety officers will benefit English Learners, Low-Income, and Foster Youth students. RESOLUTION NO. 5 (2019-2020) APPROVAL FOR ADOPTION OF THE

LOS ANGELES COUNTY FAIR IN POMONA AS THE WORLD’S LARGEST CLASSROOM,

AN EXTENSION OF THE POMONA UNIFIED SCHOOL DISTRICT

WHEREAS, the Pomona Unified School District desires to provide

comprehensive hands-on learning experiences for students of all ages throughout the district to stimulate interest in learning, and enhanced knowledge, and

WHEREAS, the Los Angeles County Fair Association through the learning

centers, has established a rich educational opportunity for the students and families within the school district boundaries in “The World’s Largest Classroom” devoted to offering educational experiences coinciding with a specialized curriculum at the Los Angeles County Fair,

NOW, THEREFORE, BE IT RESOLVED that the Board of Education of the Pomona Unified School District shall hereby recognize the Los Angeles County Fair and specifically the educational programs and curriculum included in the worlds largest classroom, as an extended campus of the Pomona Unified School District, and allow school arranged trips to this destination to be conducted as visits to another classroom so that students can attend and participate adequately supervised by certificated staff members with their assigned classes while visiting the extended campus at the Los Angeles County Fair.

4. Educational Services

It is recommended that the Board of Education approve the attached lists of core Pre K-12 textbooks andgrades 9-12 supplemental reading books for use in the District’s schools for the 2019-20 school year.

Rationale:The State Board of Education (SBE) requires districts to adopt standards-based materials approved by theSBE and local Board of Education in order to use state textbook funds.

Educational Services develops guidelines, procedures, and criteria to ensure that instructional materials,books, and equipment recommended to the Board for adoption will meet the requirements of the legislature,the SBE, instructional staff, and the instructional needs of students. Site and District personnel, along withgrade level curriculum committees, work collaboratively in the selection process to recommend books,instructional materials and library resources for adoption. In a comprehensive process coordinated by theDivision of Educational Services, District teachers annually review instructional resources and makerecommendations to the District Curriculum Council. The District Curriculum Council, in turn, reviews andforwards the recommendations to the Board for consideration and approval in accordance with Board Policy6161.1 – Procedures and Criteria for Selection and Evaluation.

It is recommended that the Board of Education ratify a Memorandum of Understanding (MOU) betweenPomona Unified School District and Bright Prospect, a California nonprofit corporation, to provide ongoingcomprehensive counseling and support systems designed to prepare high school students for enrollment inand graduation from four-year colleges and universities. This MOU is effective July 1, 2019 through July 30,2024. The District will pay $340 per District student for approximately 1,100 District students anticipated to beserved each year.

The term of this agreement covers servicesfrom July 1, 2019 through June 30, 2022. The total cost of this agreement is at an amount notto exceed $150,000.

Rationale:Approval of this agreement will provide the proposed schools an easy-to-use video platform that helps teacherssave time, boost classroom engagement and improve student learning through the interactive video method.Teachers will be able to embed questions throughout a video lesson. NTL will be allowed to be at Garey High School between the hours of 6:00 p.m. and10:00 p.m. This agreement is effective May 29, 2019 through May 31, 2019. There is no cost to the District forthis agreement.

Rationale:Approval of this agreement will allow NTL to film a documentary film subject student as he walks across thestage and receives his high school diploma during the school Commencement ceremony. NTL will ensure thatno District students other than the subject student are filmed.

It is recommended that the Board of Education approve Amendment No. 5 to the agreement between PomonaUnified School District, Child Development Department and the Los Angeles County Office of Education(LACOE) in Downey, California, for the operation of the Early Head Start, Head Start and State Preschoolprograms. This amendment increases the total amount of agreement #C-18409:18:19 by $90,227 bringing thetotal contract amount to $18,185,806.

Rationale:This amendment issues revised Exhibit B2-4 to increase the total amount of the agreement by $90,227 toprovide additional funding for the purchase and installation of a playground at Madison Elementary Schools. Allother terms and conditions of the original Contract and/or prior amendment(s) shall remain the same. TheDistrict will be reimbursed at the maximum amount for performance of the required services by LACOE.

It is recommended that the Board of Education approve the Williams Uniform Complaint Quarterly ReportSummary for the period beginning April 1, 2019 through June 30, 2019.

AB 550 required all school districts to modify their Uniform Complaint procedures to address the complaintsregarding the sufficiency of instructional materials, emergency facility needs, and teacher vacancy andmisassignment issues as directed in the Williams Settlement.

The Superintendent, or designee, is responsible for submitting a quarterly report to the County Superintendentand the Governing Board on the nature and resolution of the complaints addressing the revised UniformComplaint components. These are to be publicly reported in a regular Board meeting, with the complaints,responses, and quarterly reports becoming public record. Attached is the Quarterly Uniform Complaint ReportSummary with the nature and resolution of the type of complaints specified.
