On April the first 2016, the three Belgian regions – Flanders, Wallonia andBrussels, introduced together a kilometer charge based on the usage of theBelgian roads. The objective of this charge is to fairly invoice theinfrastructure fees linked to the usage of the Belgian roads as well as theimpact on the environment of HGV travel.
This kilometer charge is applicable on a network of about 6500km, spanningall three regions, and composed of motorways but also regional andcommunal roads. All vehicles destined for merchandise transport with agross revenue weight of over 3.5 tons are in scope.

To be safe, all HGV vehicles travelling on the roads in Belgium must beequipped with an On Board Unit (OBU) to pay the kilometric charge. Fixed and flexible control units are positioned on the network in order todetect unequipped vehicles which will receive a fine at a later date. Mobile teams will also proceed to random checks on all Belgian roads tocontrol and fine drivers that are not equipped. The standard fine amount is 1,000 €, applicable every 3 hours until thevehicle is conform.
