1 General Situation of the Project

1.1 Background of the Project

Dashiqiao city now owns nearly 20 heating companies, the entire area altogether has 101 heating

boiler rooms in large and small scale, and 120 boilers, and the total nameplate output is 457.6MW.

Among which, within the scope of the project, there are 64 heating boiler rooms, 76boilers, 407.4MW

of the total nameplate output, and 17 heating enterprises, among which the biggest heating enterprise is

Hongyang Thermal Energy Company.

At present, the existing problems concerning heating supply shall be as follows:

(1)within the scope of 3,470,000 square meter heating area, there exist heating boilers as many as

76, and the boilers’ aggregate capacity is 407.4 MW, the boiler capacity in unit heating area is 117.4

W/m2, and the average capacity of each boiler is only 4.85MW. From the above data, we can see, the

existing boiler capacity is rather small, and boiler quantity is too many, while the heating efficiency and

the equipment utilization rate are very low, the energy waste phenomenon is rather serious, the

equipment gets aging, the heating quality is quite worse, the equipment for dust-removal and

desulphurization is so imperfect that environment suffer froms from serious pollution.

(2)Due to the unsystematic plan, disorder development and unreasonable layout of the original

pipeline network design, some part of the pipeline network has to suffer from from serious maladjusted

service condition of water power and thermal energy.

(3)The pipeline network has seriously become aging, and is absent from receiving the prompt

service, the replacement and transformation for a long time, which makes the system water supplement

up to 2-4% of the system circulating flow, but through nearly two years maintenance and

transformation ,the water loss rate of the pipeline network falls to 2.17%.

At present, the majority of constructions in the city zone of Dashiqiao all are provided the heating

by the scattered boiler rooms in middle and small scale, the heating efficiency of scattered boilers

is ,generally speaking, as low as 40~65%; with so many chimneys and backward dust-removing

equipment, the efficiency of majorities of dust-removers falls between 60-85%, and also most of them

have not yet adopted the desulphurization facilities and the pollution is serious; the intermittent heating

is employed by most of the boiler rooms , which causes way too much heat wastes, the fuel

consumption amounts to as many as 159,500 tons every year, the annual discharged SO2 and fly ash is

respectively 1879.2 ton and 1360.5 tons, which has not only caused the serious pollution to the city

environment, but also has increased the freight volume of coal, the ash, the dregs, and caused more

pressure on the municipal traffic and transportation and also worsened the pollutants emissions of the

transportation vehicles, moreover, it has also occupied great area of the construction land and city

greenbelt, which have seriously affected the city landscape and the environment quality of Dashiqiao

city.

itable choice for the urban development to construct large-scale heating source factory and the

heating network and further substitute the city centralized heating for the scattered heating. After this

project implementation, we may realize the centralized heating for 4,943,000 square meter floor space,

and substituting the city centralized heating for the scattered coal-burning boilers may greatly save the

energy and realize the goal of approximately 95,300 tons of annual coal-saving quantity, and reduce the

occupying land area, dwindle the discharging volume of the mist and dust, SO2, etc. is respectively

1360.5 ton/year, 1879.2 ton/years, and simultaneously has also dwindled the freight volume of coal,

dregs and also alleviated the traffic pressure and as well as reduced the automobile exhaust emissions,

thus it is conducive to improving the city environment condition. At the same time, it will greatly

improve the heating quality and the living standard of the local people. Simultaneously we will

continue to strengthen the transformation dynamics for the original pipeline network, so as to control

water loss rate of the pipeline network to be: the first level network ≤1, secondary network ≤2. Therefore,

we can say that this project construction has not only the economic benefit, but also has the

considerable effect and profit on the aspect of environment and society.

1.2 Name, nature and location of the Project

The project name: the City Zone Central Heating Project of Yingkou Dashiqiao

Construction Location: Dashiqiao City of Yingkou

Construction Nature: Newly Built

Date of Project Investment and Construction: 232,022,000 RMB Yuan, 58% of the total is

loaned from World Bank,the rest 42%is self-financing。Date of Project Construction Term:from May,2008 to October,2009

From March to May ,2008:Complete the design of the shop drawing.

From May,2008to October,2009:Complete the Construction

November,2009:The project will be in operation

70% of the investment will be accomplished in 2008, and 30% of the investment will be finished

in 2009.

1.3 Contents of the Construction Project

The construction contents of this project includes: to newly build one heat source factories, one

boiler room in this phase scale is uniformly equipped with 4 hot water boilers of 64MW; to realize

heating area for 4,457,000 square meters, and to newly build 43 heat exchange stations; to lay the

corresponding first-level hot water network for 34930 meters. The total investment on this Project is

232,022,000 RMB Yuan.

The total fixed number of working stuffs in Central heat source factory work is 132. The boiler

operation and the water treatment operation practices working in four shifts and three running, the coal

transportation group executes the operation practices working in three shifts and two running, other

production workshop adopts the intermittent working system, one shift per day, and each shift lasting

eight hours. As for the Composition of the Project, please see table 1-1.

1.4 Summary statement of the pollutant generated by the project

The summary statement of pollutant discharge after the implementation of the project is specified

in table 1-2.

1.5 Substitution Source Situation

After implementation, this project will replace 64 scattered small boiler rooms in its heating scope,

altogether 76boilers, with aggregate capacity483.5t/h.

These small boiler rooms can discharge soot and SO2 respectively 1360.5t, and 1879.2 t every

year.

After the project implementation, these small boilers will be completely shut down, the low and

short chimneys will completely demolish, which will greatly improve the ambient air quality in

Dashiqiao city .

After completion and having been put into production, this project will discharge 12.3 t/a soot and

170.4t/a SO2. Since it has replaced some part of small boilers in the Dashiqiao urban district, 1360.5t/a

soot and1879.2t/a SO2 will be replaced. After the implementation of this phase project, the region will

be able to reduce 1347.9t/a soot and 1708.8t/a SO2.

2 Design basis of EMP

2.1 Performance criteria

2.1.1 Environmental quality standard

(1)Ambient Air Quality Standard

The normal pollutants of environmental air quality shall apply National Ambient Air Quality

Standard Grade Ⅱ. (GB3095-1996). See Table2-1 for the details.

(2)Ambient Noise Standard

Ambient Noise Standard should adopt Standard of Environmental Noise of Urban city Grade

Ⅲ(GB3096-93)60 dB in the daytime, 50dB at night.

2.1.2 Emission Standard for Pollutants

(1)Emission Standard for Waste Gas

Boiler flue gas in the first and second periods is compliance with the maximum allowable emission

standard, according to Emission Standard of Air Pollutants for Coal-Burning Oil-burning Gas-fired

Boiler (GB13271-2001).The uncontrolled discharges of pollutants in coal transportation system should

adopt Integrated emission standard of air pollutants Grade Ⅲ (GB16297-1996). See table 2 – 3 for

details.

(4)Discharge Standard for Solid Wastes

Adopt Standard for Pollution Control on the Industrial Solid Wastes in Liaoning Province (DB21-

777-94)and Standard for Pollution Control on the Storage and Disposal Site for General Solid Wastes

(GB18599-2001).

2.2 Design Basis

This Environmental Management Plan is designed according to the laws and regulations of

environmental protection in People’s Republic of China; World Bank Safeguard Operation Policy;

related environment protection rules and structured documents Yingkou City; the design documents of

this project; technical documents on the construction project’s environmental impact assessment of

PRC Environmental Protection Agency; international environment protocols that signed by China; etc.

3Analysis of the Environmental Impact

This Chapter is aiming at collecting the negative environmental impact of the project, which is

mainly based on the environmental impact report of the project.

3.1 Present Situation of the Environment Quality

(1) Ambient Air Quality

From January 22nd to 26th, 2007, the monitoring results from 5 day-long continuous surveillance

indicated that:

- - on 1#-7# monitoring sites, the daily average concentration scope of TSP is 0.207 ~1.292mg/m3, the daily average concentration on 7 monitoring sites all exceed the allowed figures, and

the maximum daily average standard-exceeding multiple scope is 0.90~3.31, standard-exceeding rate is

60%~100%; Causes for exceeding the allowed figures shall be mainly attributed to the soot and fume

pollution caused by the local industry and mining enterprise and boiler rooms, moreover, the exposed

land and the few vegetation coverage of the local area are also the factors causing the local soot and

fume pollution.

- - on 1#-7# monitoring sites, the daily average concentration scope of PM10 is 0.153~0.723mg/m3,

the daily average concentration on 7 monitoring sites all exceed the allowed figures, and the maximum

daily average standard-exceeding multiple scope is 1.59~ 3.82, the standard-exceeding rate is100%;

Causes for exceeding the allowed figures shall be mainly attributed to the soot and fume pollution

caused by the local industry and mining enterprise and boiler rooms, moreover, the exposed land and

the few vegetation coverage of the local area are also the factors causing the local soot and fume

pollution.

- - on 1#--7# monitoring sites SO2 hourly concentration scope is 0.002~0.341mg/m3, hourly

concentration on 7 monitoring sites all reach the designated standard, the daily average concentration

scope is 0.007~0.212mg/m3, and daily average concentration on 4 monitoring sites all exceed the

allowed figures, the maximum daily average standard-exceeding multiple scope is 0.03~0.41, and the

standard-exceeding rate is 20%~60%; Causes for exceeding the allowed figures shall be mainly

attributed to the SO2 pollution discharged by the local boiler rooms and the peripheral enterprises.

In summary, the monitoring factors on 7 monitoring sites within the assessment-receiving region

all exceed the requirements of limit value in the GradeⅡstandard in "Ambient Air Quality Standard" .

(2) Noise Environment Quality

The noise background value of the planning to choose factory site and periphery of the factory

and as well as the inhabited area can satisfy the requirements of the GradeⅡstandard stipulated in "City

Region Ambient Noise Standard" (GB3096-93).

Among the 31 heat exchange station, the peripheral noise of inhabited area nearby No.7 and 15

heat exchange stations appear the phenomenon of exceeding the allowed figures, the inhabited area

noise of other heat exchange stations can satisfy the standard requirements; Causes for exceeding the

standard should be mainly attributed to the impact of the existing movement noise from boiler rooms

and the mechanical noise from the relocation scene.

3.2 Environmental Impact Analysis during Construction Period

3.2.1 Environmental impact analysis on heat source plant and heat-exchange

station during Construction

(1) The impact of blowing dust during construction

The ground blowing dust during construction period is mainly from transportation vehicles and

other vehicles used for construction. The analogy investigation data shows that blowing dust produced

by construction and vehicles for transportation has a significant impact on a range within 30m from

both sides of road, and the concentration of TSP can reach 10mg/ m3 or more.

(2) Waste gas during construction

The pollutants contained NO2, CO, CmHn, etc are the results of the oil-burning machineries and

automobile exhaust. It is showed in the related test result that that the concentration of NO2 is 150μg/

m3, and the impact range can reach 200 m round.

(3) Waste water during construction

Domestic sewage produced by the constructors during construction contained the main pollutants such

as SS, CODCr,is main wastewater

(4) Noise during construction

Noise during construction is generated mainly by the different machines and vehicles, as well as

bulldozer, grab, loader and unloader, pile driver in the primary period, concrete mixer, etc. The noise

intensity and equivalent sound level located at different distances from the sound source is shown in

Table 3-1. Noise attenuation calculated by the attenuation of sound pressure level in free-field of spot

resource.

(5) Waste and backfill during construction

Heat source plant and heat-exchange stations do no harm effect to the ecological environment

during construction. The earthwork generated not cleaning our in time during construction and backfill

will do great effect on the form of secondary blowing dust to the ambient environment on once the

beginning of the heave wind.

3.2.2 Environmental impact analysis on heat pipeline network during Construction

The environmental impact of laying heating pipe network changes with the differences of the

laying methods of pipes.

(1) Analysis on atmospheric environmental impact

The blowing dust is the main reason caused the environmental atmospheric pollution during the

operation of the pipeline network, especially the blowing dust during the earthwork digging and

piling, materials transportation, pavement removing, earthwork backfilling, road recovering, and

vehicles transportation.

(2) Analysis on water environment

The domestic waste drainage produced by constructors is the main wastewater source in the

construction period. If the domestic wastewater is drained directly, water environment in all the regions

will be impacted。

(3) Analysis on solid waste environmental impact

Solid waste includes domestic waste produced by construction workers, building waste such as

packaging bags and building leftover materials.

(4)Analysis on sound environmental impact

The main machine in the construction period includes loading vehicles, road rollers, load-carrying

vehicles, etc. See Table 3-2 about noise of main construction mechanical equipments.

Noise of construction will impact much on resident area or schools around heat exchange

stations, and the first row of building on the road next to the site.

(5) Analysis on traffic impact

The following aspects are the main traffic impact on piping construction in the construction

period:

The piping construction breaks road and blocks traffic;

Piling earthwork and digging road block traffic;

The increase of transportation vehicles will raise the vehicle flow.

(6)Analysis on ecological environmental impact

When digging the piping of this project, it will impact environment in a certain degree but not

make the green land broken. However, vegetation in both sides of the road will be damaged in certain

degree in the process of construction. The sort of vegetation damaged will mostly be aspen, willow, etc.

3.3 Analysis of the Environmental Impacts in Operation

3.3.1 Environmental impact analysis on heat source plant during operation period

(1)Analysis of the Impact on the Air Environment

According to the investigation and analysis of polluted meteorological condition in the region of the

item, we forecasted the possible atmospheric impact for this item. The results is following:

The dominant ground wind direction all year long in this area is the S(south) wind, and the annual

mean wind speed is 3.9 m/s;

This area takes temperate and stable kind of weather as primary, D kind is the highest, accounting

for 48.73%; Next is E kind, accounting for 17.64%; and again next is F kind, accounting for

16.86%;

Under the condition of B kind of stability and 1.0m/s wind speed, the hourly ground concentration

of SO2 reaches the maximum, which is 0.012mg/m3, and accounts for 2.4% of the normal value,

the ground maximum distance is located in nearby the position 985m in NW direction away from

the chimney of central heat source.

Under the condition of typical winter climate, the daily average concentration maximum value of

PM10 and SO2 in this project is respectively 0.0011mg/m3 and 0.0025mg/m3, and respectively

accounts for 0.4% and 1.7% of the corresponding atmosphere mass standard.

The annual average concentration maximum value of PM10 and SO2 in this project is respectively

0.00041mg/m3 and 0.0011mg/m3, accounting for 0.2% and 1.8% of the corresponding atmosphere

mass standard.

Under the condition of typical winter climate, this project can cause only small increment to

various monitoring sites, and has just trivial impact on the regional ambient air quality.

After the old boiler retires, within the region, improvement rate of PM10 on the atmospheric

environment quality is 29.3%, while the improvement rate of SO2 on the atmospheric environment

quality is 81.5%.

In a word, the new boilers of this item make the environmental air quality concentration heighten

slightly, but as it replaced many small boilers, so the regional environmental air will be improved

generally after the item accomplished.

(2) Analysis on waste water impact

Waste water of the Heat Source Plant includes domestic sewage and production waste water, of

which all the production waste drainage used as humidification of ash and slag , no need to

discharge.The domestic sewage treated by septic tanks the will be discharge into the urban drainage

pipeline network with washing miscellaneous water together, the contents of pollutants in the waste

water are CODCr100 mg/L and SS100 mg/L.

(3) Analysis of Sound Environment Impact

The boundary noise of the project will be some increase at different level because of the utilization

of the water pumps and wind turbines

3.3.2 Environmental impact analysis on heat-exchange stations during operation

period

The noise, given out in operation period of the heat exchange station, will have an impact on the

environmental sensitive spots around it within a certain extent. Domestic sewage, produced by the

working personnel, will have an impact on water environment if they are drained freely. In addition, the

working personnel will produce some domestic waste.

3.3.3 Environmental impact analysis on heating pipe network during operation

period

The maintainers of the heating network will make some domestic sewage and domestic waste.4 Environment Impact Mitigation Measures

According to environment impact assessment documents, considering the project features and

based on pollution discharge process of project construction phase and operation phase, the

environment impact mitigation plans for different phase are given as Table 4-1~Table 4-3.

Solid Waste Domestic wastes and construction wastes should be timely collected and transported to Dashiqiao landfill ground. Lower Contractor

Air Quality /Plant Site Selection

1. The heat source factory is located in the load center of its charging heating area, and the factory district enjoys smooth topography. The central heat source factory covers approximately3.05 hectares with approximately 172m long from north-boundary to south -boundary, and about 178m long from east to west. The west side of factory district is close to municipal road. 5 Organization Arrangement According to environment monitoring plan, Environment Monitoring Station consigned by

Dashiqiao City Construction Investment Co., Ltd.will prepare monitoring report regularly for relevant functional department to audit their monitoring results.

To effectively control or relieve different bad environment influence, the whole process of this

project shall be tracked strictly and scientifically. Environment management and monitoring shall also

be carried out conforming to certain criteria, monitoring and respective managing organization as

follows:

1.Monitoring in site, data analyse and statistic and compiling of monitoring report will be finished

by monitoring organization with the qualification commissioned by Dashiqiao City Construction

Investment Co., Ltd.

2.Environmental official of WB, project office subordinated to Liaoning Province development

and reform commission and the owner (Dashiqiao City Construction Investment Co., Ltd.) will be in

charge of the report receipt.

3.Environmental Protection Bureau of all levels will answer for supervising.

7Reporting system

7.1 Monitoring Report

7.1.1Category and Content of Monitoring Report

Monitoring report consists of construction and operation monitoring report.

Perform analysis, assessment on the results during the construction and operation monitoring

period in accordance with relevant standard, with the explanation of monitoring site, sampling time and

monitoring factor.

Assess the result of environment mitigation measures conforming to monitoring results.

Discuss or negotiate with environment supervision organization, environment impact assessment

group to improve or replacement for the bad mitigation measures.

7.1.2 Submitting Time and Monitoring Report Accepter

(1)Submission of Monitoring Report

In construction phase, monitoring report shall be submitted each month with the phase of the

construction. Comprehensive report shall be submitted after construction accomplishment.

(2)Monitoring Report Acceptor:

Monitoring report shall be submitted to Yingkou Environmental Protection Bureau, Liaoning

Environmental Protection Bureau, Dashiqiao City Construction Investment Co., Ltd.and World Bank.

7.1.3 Feedback Requirement of Monitoring Report

Each acceptor shall give their feedback in a month after receiving the report.

Acceptor shall analyze and assess report content within feedback time limit; confirm whether the

environment mitigation measures are effective or not; arrange following work and bring forward

relevant requirements.

Acceptor also shall bring forward improving advice and regulatory scheme (if applicable)on

environment mitigation measures within feedback time limit.

7.2 Records and EMP Implementation report

7.2.1 Record system

To ensure efficient operation of environment management system, Dashiqiao City Construction

Investment Co., Ltd., the owner, must establish a perfect record system and retain records in the

following respects: requirements of laws and regulations; license; environmental elements and the

relevant environmental impacts; training; inspection, check and the maintenance; monitoring data;

substandard, the effectiveness of precautionary and remedial measures; information of parties

concerned; verification; examination. In addition, proper control over the records aforementioned must

be exerted, including: records ID, records collection, catalogue, filing, retention, management,

maintenance, inquiry, retention period and process etc.

7.2.2EMP Implementation Reports

Dashiqiao City Construction Investment Co., Ltd. should keep a detailed record concerned with

the EMP implementation, which should be reported to Project Office in time; the project schedule

report made by Project Office must include EMP schedule, such as the schedule and effect of EMP

implementation. The annual EMP implementation reports should be completed within the specified

time and submitted to the World Bank.

EMP implementation report should cover the contents below:

Project progress;

Implementation of training programs;

If there is public complaint, if any, keep records of what they mainly complained, solutions

provided and the public satisfaction;

EMP implementation plan in next year.

8Training PlanAll employees shall be trained with environmental protection knowledge and skills especially the

constructors in order to carry out this project smoothly and effectively. Training includes not only the

importance and meaning of the pilot project, but also different training emphasis for employees in

different position according to the management level and the importance of the environmental

protection position. See details in Table 8-1.

9Public Participation Plan

9.1Continuous Public Participation Plan

A random callback survey should be conducted each quarter during the construction period and

within 3 years after the project comes into operation. Besides, on-site investigation meeting where

there is a public participation should be held annually in the area where environment-sensitive

targets are centralized.

Based on the quarterly survey and annul findings, appraise the public and perfect the

environmental mitigation measures if necessary.

9.2 Channels for complains of dissension

Establishment and composition of complaint organizations

A complaint system will be established to better secure the legal rights of the affected person and

provide an easy, transparent, fair and effective channel for complaint. Therefore, The Leading Group

For Accepting The Environmental Impacts Complaints occurred under this project has been set up,

which consists of the group leader who are working in Yingkou Environmental Protection

Administration, and the members from Environmental Monitoring Station and other organizations for

environmental impact assessment. Office for Accepting Complaints, which is affiliated with the

Leading Group for Accepting the Environmental Impacts Complaints, is set up in Yingkou

Environment Protection Administration. The daily complaints should be accepted and sorted by the

Office for Accepting Complaints which shall, after negotiating with the relevant organizations reliable

for the complaints, put forward treatment opinions.

Complaint procedures

The Leading Group and the Office for Accepting Complaints will accept the complaints filed by

the public within one week after the construction starts. Bulletin boards should be erected in all

construction sites during the construction periods and personnel responsible for the safety &

environmental protection should be appointed. Meanwhile, special lines and mailbox should be opened

for complaint. The detailed procedures for complaints are stated as follows:

In case that the affected person deems that his own right involved in the environmental protection

have been violated, he may file a complaint thereof to the Complaint Acceptance Office, in written or

verbal form. If a verbal complaint is filed by the affected person, members working in the Complaint

Acceptance Office shall make detailed records of the complaint, sort those records afterwards, and

submit treatment opinions within two weeks.

In the event that the complainer is not satisfied with the solution provided by Complaint

Acceptance Office, he may file a complaint in writing to Yingkou Environmental Protection

Administration which will make opinions for handing with this complaint within three weeks.

In the event that the complainer remained unsatisfied with the proposals by Yingkou

Environmental Protection Administration, he may, upon receipt of the proposals, bring his complaint to

the local court, to be judged by the court pursuant to The Civil Procedure Law of the People s Republic

of China.
