3.5.4 The 3V subgroup thanks the USNB for its comment on the development of 3D extensions of AVC, and agrees that it would be desirable to improve the coding efficiency when the dependent texture view is coded independent of its depth. A contribution on this topic has been received and will be evaluated further in a core experiment, to achieve a detailed assessment of benefits and complexity impact, for possible inclusion in a Study of DAM at the next meeting.

3.14.2 A number of companies were requested to provide an IPR statement on Web Video Coding (ISO/IEC 14496-29). Looking at the ISO patent database, we are concerned that we are only aware of responses from a subset of them. Recognizing that the responses may be in process but not yet published, or that some companies may not currently be aware of IPR of theirs applicable to AVC Constrained Baseline profile, WG11 urges the companies listed below to take the appropriate steps to ensure that an appropriate IPR declaration is made available to  ISO and IEC at the earliest possible opportunity: 8x8 Inc., AT&T Corp., British Telecommunications plc, Broadcom Corp., Conexant Systems, Daewoo Electronics Corp., FastVDO LLC, France Telecom, Freescale Semiconductor Inc., Fujitsu Ltd., Hewlett-Packard Company, Hitachi, Ltd., Intel Corp., IBM Corp., JVC Kenwood Corp., KDDI Corp., LG Electronics Inc., LSI

3.14.3 WG11 kindly requests the SC 29 Secretariat to issue the communication letters in N13562.

3.14.4 WG11 expresses concern that the IPR database maintained by ISO, as displayed at http://www.iso.org/iso/home/standards_development/governance_of_technical_work/patents.htm, appears to have a number of problems which impede its use by committees and the public: 1) we are aware of at least one company that has supplied a declaration on 14496-29 that does not appear in the database; 2) the database has columns for 'type 1' and 'type 2' but a large number (the majority) of the rows have neither of those checked, implying (erroneously) that the organization filed a type 3 statement; 3) the database contains declarations which are 'stale' -- companies which no longer exist, or contact information for people who have left the company; 4) some links in the database seem to be broken; 5) the actual IPR statements made are not visible, and hence important information is not disseminated (e.g. it is essential to have an indication of Type 2 with a willingness to do Type 1 if all others do the same).

3.14.5 WG 11 requests NBs to draw attention to the issues relating to the ISO database, as listed in 3.14.4, to their parent organizations.

4.1.4 The video subgroup recommends CDVS experts to carefully review the text of Working Draft 4 and help the CDVS editors to continue editorial improvements of the text, particularly on the new tools adopted at the 104th MPEG meeting, the extraction pipeline and the arithmetic encoder. Substantially improved text is expected to be available in preparation for issuing a CD at the 105th MPEG meeting. The video subgroup recommends that any new CDVS technical proposals be accompanied by a high quality, detailed technical description to enable fast integration.

13.1.4 The Video Subgroup thanks the NBs of Canada and US for the valuable comments on the process in Internet Video Coding exploration. No immediate action has been taken from the outcome of CE1. However, as the results unveiled evidence that alternative investigated technology clearly outperforms the existing ITM solution, a CfP has been issued as N13545. Depending on responses received, WG11 would be able to take appropriate action by the next meeting, based on the required information and the clear rules set up in the CfP, including a note that WG11 has the intention to potentially combine and/or modify submissions received, as per the usual MPEG process. The current exploration activity could continue as long as it is assessed to be capable of leading to a useful target.
