10.1 The Ministry is stimulating mass awareness about the use and benefits of renewable energy in the country through an exclusive “Information & Public Awareness (I&PA) Programme”. The information on technological developments and promotional activities taking place in renewable energy sector is disseminated through various media. The Programme is implemented through a pragmatic use of existing Government channels i.e. State Nodal Agencies (SNAs), Directorate of Advertising & Visual Publicity (DAVP), Doordarshan, All India Radio (AIR), etc. Besides, a variety of media like Print, Electronic and Outdoor publicity through exhibitions, bus panels, hoardings, kiosks etc. are used for popularization of New and Renewable Sources of Energy (NRSE) systems & devices. 10.2 The main objectives of the I&PA Programme are: i. To popularize and create awareness about new and renewable energy systems and devices highlighting their benefits; ii. To create mass awareness about technological developments and promotional activities taking place in Renewable Energy Sector from time to time in the country, with special focus on rural areas; iii. To make people aware about the availability of NRSE systems & devices, their proper use, repair and maintenance facilities, etc; iv. To expand and promote the market for NRSE systems & devices; and v. To raise awareness about NRSE amongst students, teachers, scientists and public at large through publicity using electronic, print and other media. Electronic Media

10.3 Two Radio Sponsored programmes on Renewable Energy having a duration of 15minutes viz. (i) “Roshan Rahe Zamana” and (ii) “Nai Dishayen Nai Aashayen” entailing42 episodes were broadcast on 109 Primary and 22 F.M channels of All India Radio inHindi and 16 other regional languages during the year. The programmes covered allfunctions entrusted to the Ministry, with particular emphasis on those RenewableEnergy based systems & devices which are available in the market, and also highlightedthe subsidies and financial incentives provided by the Ministry.

Production/updating of films/ video spots

10.4 Four video spots on Renewable Energy viz. Biogas, Solar Lantern, Solar cookerand Solar Water Heating System were updated during the year.

10.5 Financial support has been provided to State Nodal Agencies for production and

telecast of video spots/radio spots, video films in their respective regional languages.

10.6 A publicity campaign on Renewable Energy was launched through National FilmsDevelopment Corporation Limited through 1010 digital cinemas in the country.

Publicity through print media

10.7 By releasing advertisements in national and regional newspapers, publication ofnewsletters, pamphlets, booklets, reports etc, the Ministry has been creating awarenessabout NRSE on a continuous basis. During the year, eight display advertisements werereleased on Renewable Energy Programmes, System & Devices on important occasionssuch as releasing of guidelines on Jawaharlal Nehru National Solar Mission, etc. Thepublicity campaign for promoting use of solar water heating systems in English,

Hindi and regional languages newspapers was carried out through DAVP. Theadvertisements in five issues of Akshay Urja were also published.

Newsletters

10.8 Five issues of the Ministry’s bi-monthly newsletter titled “Akshay Urja” werepublished in English and Hindi separately, with a focus on national/internationalrenewable energy developments, technological developments, manufacturer’s details,renewable energy education, etc. A total of 20,000 copies of each issue of thenewsletter were distributed among various stakeholders. The newsletter has been wellreceived.

Booklets, Folders & Pamphlets

10.9 A booklet on “Renewable Energy in India – Progress, Vision & Strategy” wasbrought out during “Delhi International Renewable Energy Conference”. Besides, afolder on ‘India’ Progress Towards Renewable Energy” was brought out both in Hindiand English for distribution during India International Trade Fair – 2010, at PragatiMaidan, New Delhi. Besides, two booklets, the first on Jawaharlal Nehru National SolarMission Guidelines for Selection of New Grid Connected Solar Power Projects (releasedon 25/07/2010) and the other pertaining to Jawaharlal Nehru National Solar MissionGuidelines for Off-grid and Decentralized Solar Applications and Rooftop and otherSmall Solar Power Plants (released on 16/06/2010) were also brought out by Ministry.

Exhibitions and Outdoor Publicity

10.10 The Ministry provided financial support for almost 150 district / State-levelexhibitions in different States/UTs of the country. NRSE systems and devices, workingmodels and translites were displayed in Hindi, English and regional languages. Inaddition, hundreds of exhibitions were organized through Mobile Exhibition Vansthroughout the country.

10.11 A total of 16 States were provided central financial assistance for taking up“Information & Public Awareness” activities like advertisements, orientation camps andoutdoor publicity through hoardings, bus back panels, kiosks, wall paintings and Bus ‘Q’shelters in their regional languages.

10.12 Publicity on Renewable Energy through the medium of LCD Screens in BESTbuses in Mumbai was carried out through Directorate of Advertising & Visual Publicity(DAVP). A campaign on publicity on Renewable Energy through the medium of Bus BackPanels on Uttar Pradesh State Road Transport Corporation (UPSRTC) was also launchedthrough DAVP. Besides, publicity on Renewable Energy through the medium of panelson Main Line Electrical Multiple Unit was also undertaken through DAVP

7-8 January 2010 at Stein Auditorium, India Habitat Centre, Lodi Road, New Delhi. The Ministry also participated in Delhi Sustainable Development Summit – International Climate Change Exhibition, organized by “The Energy and Resources Institute (TERI) during 2-5 February 2011 and ISRMEX India, 2011 - an International Exposition on Agriculture, Rice, Energy, held from 10-12 February 2011 at Karnal.

10.14 An attractive pavilion on Renewable energy, covering an indoor area of 702 square meters was set up at Pragati Maidan, New Delhi during India International Trade Fair, 2010 from 14-27 November 2010. “Green Building” and “Renewable Energy Village” were created at the pavilion. State Nodal Agencies and public sector enterprises mainly set up stalls, displaying therein various renewable energy systems & devices such as solar cookers, solar water heaters, solar lanterns, solar invertors, solar water pumps, solar garden lights, solar torches, solar run street, home lighting etc.

10.15 Delhi International Renewable Energy Conference, 2010 (DIREC-2010), was organized by Ministry during 27-29 October 2010. DIREC-2010 was an international platform for government, private sector, and non-governmental leaders to jointly address the goal of advancing renewable energy. On the occasion of DIREC-2010, Ministry fabricated a Renewable Energy Village in approximately 1000 square meters for display of the New and Renewable Sources of Energy (NRSE) exhibits/systems & devices at Greater NOIDA, Uttar Pradesh. A 10 KW biomass gasifier was set up to light up the village. Besides, Renewable Energy systems & devices were set up in the village to demonstrate various technologies such as biogas, solar water pumps, street lights, home lights, solar charkha, etc. Thousands of people, including foreign delegates, thronged the Renewable Energy and appreciated it.

Rajiv Gandhi Akshay Urja Diwas (RGAUD)

10.16 The ‘Special Day’ – Rajiv Gandhi Akshay Urja Diwas 2010 (RGAUD-2010) wasobserved all over the country in a befitting manner. The State level function of Delhi onthe occasion of Rajiv Gandhi Akshay Urja Diwas-2010 was held at India Habitat Centre,New Delhi. Thousands of school children from large number of schools and hundreds ofcollege students participated in the event. Renewable Energy pledge was administeredto the participants. School level competitions were conducted for banner painting,slogan writing and scientific model making on Renewable Energy during August, 2010.State level functions were also held in other States throughout the country with activeparticipation of large number of school children. Administering of Renewable Energypledge to school children, Rallies/Runs and human chains on Renewable Energy,exhibitions of renewable energy based systems & devices and competitions in essaywriting, paintings, slogan writing, debates, scientific model making etc. were the mainactivities organized on the occasion.

Special Area Demonstration Project Programme

10.17 The Special Area Demonstration Project Scheme of the Ministry has beenintroduced with the objective of demonstrating application of various renewable energysystems in a project mode at places of national and international importance includingworld heritage sites, heritage monuments, religious locations and places of publicinterest to create greater awareness of renewable and to supplement the energyrequirement at such locations

10.18 The Special Area Demonstration Project (SADP) Scheme is being implementedinto two parts firstly the Demonstration of Renewable Energy Systems at ProminentPlaces and secondly the Energy Park scheme.

Demonstration of Renewable Energy Systems at Prominent Places

10.19 SADP Scheme deals with demonstration of renewable energy systems/devices atplaces of national and international importance, where large flow of people and touriststakes place every day. The objective is to popularize renewable energy systems anddevices to create greater awareness and to supplement the energy requirement.

10.20 Renewable energy systems/ devices are being installed at places of national andinternational importance, world heritage sites, national parks, tourist and religiousplaces, zoological parks, science museums, secretariats, and collectorates, etc. Thescheme is being taken up in four categories, depending upon the importance /popularityof the site as per following details:

Category I: Places of national and international importance including world heritagesites

10.21 28 monuments/locations in the country have been inscribed as world heritagesites. In addition, Raj Ghat, Rashtrapati Bhawan, Presidential Retreat Building,Mashobara, Shimla and Rashtrapati Nilayam, Bolarum, Hyderabad, Raj Bhawans andParliament premises are not only places of nation’s pride but attract large number ofIndian as well as foreign visitors round the year.

10.22 Renewable energy systems and devices will be demonstrated at these places soas to illuminate these monuments/locations as also to supplement the energyrequirement by way of providing green and clean energy as per the requirement ofindividual locations. Full support up to 100 lakh per location will be provided by theMinistry.

Category II: Places of tourist and religious interest and of national importance

10.23 There are number of places of tourist interest in the country which arefrequented by large number of tourists (with at least five lakh and above visitors peryear/site). In addition, there are number of religious places of national importance ofvarious religions in the country frequented by large number of pilgrims. In addition to

these, the State Assembly premises are also covered.

10.24 Renewable energy systems and devices will be demonstrated at these places soas to illuminate these locations/monuments as also to supplement the energyrequirement by way of providing green and clean energy as per the requirement ofindividual locations. Full support up to 50 lakh per location will be provided by theMinistry.

Support to Religious locations with visit of devotees of 10 lakh/annum or above

10.25 A number of proposals for support for various religious locations are beingreceived for support. Accordingly the religious locations with more than 10 lakh/yeardevotees visits will be considered for 50% support limited to 25 lakh per location.Confirmation regarding devotee visits will be submitted by the SNAs as certified by thedistrict collector.

Support to heritage schools/colleges/institutes

10.26 A number of schools/colleges/ institutes which are centres of excellence in theirfield, are operating and have reached heritage status after

completing 100 years since their establishment. These are instrumental in groomingfuture policy makers and decision makers of the country. It will therefore be appropriateto create awareness towards renewables at these pillars of knowledge. Accordingly such

institutions will be considered for 50% support limited to 25 lakh/institution.

Category III: Places of tourists and religious interest and of national importance

10.27 There are number of places of national repute including places of tourist interest(with at least one lakh and below five lakh visitors per year/site) where it would be

important to demonstrate the renewable energy technologies for creatingdemonstration effect as also to create awareness amongst large visiting community.

The Secretariats in various States/UTs are also covered under this category.

10.28 Renewable energy systems and devices will be demonstrated at these places soas to illuminate these locations/monuments as also to supplement the energy

requirement by way of providing green and clean energy as per the requirement ofindividual locations. Full support up to 25 lakh per location will be provided by the

Ministry.

Category IV: National Parks, Zoological Gardens, Government ScienceMuseums/Science Cities, Collectorates.

10.29 Covers national parks, zoological gardens, government science museums/sciencecities and collectorates. CFA up to 75% cost limited to 7.5 lakh for national parks,

zoological gardens, government science museums/science cities and 50% of cost up to5 lakh for collectorates.

10.30 In addition, renewable energy systems, primarily biomass based/ solar cooking

system, recovery and use of biogas from kitchen waste/effluent treatment plant, solarhot water systems is also being demonstrated at 50 such short listed locations. CFA up

to 50% is available for government establishments and up to 25% for private sector.

The scheme also covers renewable energy systems, primarily biomass based/ solarcooking system, recovery and use of biogas from kitchen waste/effluent treatment

plant, solar hot water systems will be demonstrated in roadside eating joints, canteensat industrial establishments/institutions, dhabas and restaurants.

Achievements under SADP scheme

10.31 Under the Scheme, the Ministry has so far supported 41 proposals for worldheritage sites, Parliament House, Raj Bhawans, State Assemblies, places of tourist and

religious importance.

10.32 During 2010-11, the Ministry has so far supported 20 projects at four worldheritage sites of Humayun’s Tomb, Qutub Complex, Keoladeo National Park and Group

of Monuments at Hampi, six Raj Bhawans at Dehradun and Nainital, Agartala, Itanagar,Imphal, Bhopal and Chennai, Sikkim State Assembly, and prominent religious locations

such as Anandpur Sahib, Badrinath Shrine and Kedarnath Shrine etc.

10.33 Projects at Kolkatta and Raipur Raj Bhawan, Chhattisgarh State Assembly atRaipur and five Collectorates in Chhattisgarh were completed during the year. Lighting

at the main holy caves at Shri Vaishnodevi shrine is being carried out through 5 kW SPPinstalled under SPV programme and water heating system at Niharika complex at Katra

is also providing hot water to the pilgrims. Part project have also been completed atDargah Sharief, Ajmer.

Energy Park Scheme

10.34 The Renewable Energy Park Scheme was started in 1994-95 under the SpecialArea Demonstration Programme. The main objective of the Renewable Energy Park

Scheme is to create awareness, publicity and provide an opportunity to the students /teachers and rural and urban masses about the use and benefits of the renewable

energy by demonstrating new and renewable energy systems and devices bydemonstrating working systems, cut models, LED models, blow ups etc.

10.35 Two types of Renewable Energy Parks are being supported under this schemenamely District Level Renewable Energy Parks (DLEP) and State Level RenewableEnergy Parks (SLEP). DLEPs are set up at Educational Institutions, Krishi VigyanKendras, Registered Consumer Forums, and registered NGOs with facilities for Scienceand Environment Education and public places where there is large inflow of public. SLEPis set up in a State at a location where large flow of people and tourists takes placeevery day.

(i) State Level Energy Park

10.36 Two State level Energy Parks would be considered for setting up in each State.The State level Energy Park would be established by the State Nodal Agency or

departments either by the Agency themselves or through a Memorandum ofUnderstanding with any reputed Government institution/organization.

(ii) District Level Energy Parks

10.37 The Ministry has so far sanctioned 484 District Level Energy Parks. Thecomponent of DLEPs from the existing scheme has been discontinued. The sanctionedparks are being completed.

Achievement

10.38 Under the Scheme, the Ministry has so far supported 30 State level RenewableEnergy Parks and 484 district level Renewable Energy Parks in 32 States/UnionTerritories. State-wise break-up of the Renewable Energy Parks supported so far isgiven in Table 10.1.

10.39 During the current year, claims of a number of district level energy parks havebeen settled. New State Level Park has also been sanctioned at NIT, Hamirpur inHimachal Pradesh.

10.40 During the year 2010-2011, the following delegations met the Hon’ble Minister ofNew and Renewable Energy (MNRE), Secretary, MNRE and other officers and undertookbilateral/multilateral activities, to carry forward its objective of cooperation in the fieldof Renewable Energy and discussed matters of mutual interest at International level:-

10.41 The details of Foreign delegations and visits by Hon’ble Minister, Secretary andofficials of the Ministry during 2010-2011 to keep the Ministry abreast of the latestdevelopments in the field of Renewable Energy are given below:

i. Dr. H.L. Sharma, Scientist ‘F’, MNRE attended IBSA Working Group Meeting onEnergy and visited certain sites in Brazil relating to Bio-fuels from 12-15 April,2010.

ii. An Indian delegation led by Shri Hari Kumar, Joint Secretary, MNRE, Dr. S.Gomathinayagam, ED, C-WET, Chennai and Shri Rajesh Katyal, Unit Chief, R&D,C-WET, Chennai visited National Renewable Energy Laboratory (NREL), USA tounderstand and

plan possible areas of cooperation in the field of Wind Energy as per the MoU signedbetween C-WET, Chennai and NREL, USA from 10-14 May, 2010.

An Indian delegation led by Shri G. Upadhyay, Scientist ‘E’, MNRE, Shri MohanLal, Dr. E. Sreevalsen, Unit Chief (WRA), C-WET and Dr. E. Sundaram Surendiram,Executive Engineers Electrical, NCES, TNEB, Chennai interacted with ETP expert tounderstand the facilities and their capabilities for developing of Solar Wind PowerProjects in India as follow up action of MoU signed between India and Scotland from 17-21 May, 2010. iv. Dr. Farooq Abdullah, Hon’ble Minister, MNRE, led an Indian Delegation

comprising Ms. Gauri Singh, Joint Secretary (IR), Shri Sanjay Mitra, JointSecretary to the Prime Minister, Dr. B. Bandyopadhyay, Scientist ‘G’ and ShriRohit Kansal, Private Secretary to the Minister, NRE to have bilateral discussionsabout enhancing cooperation with Spain in the field of Renewable Energy asfollow up of the MoU signed by the two countries in April, 2009 and visitedcertain Solar installation and had discussions on policy experience in Spain in thecontext of the newly launched, National Solar Mission (NSM) from 19-22 May,2010.

Memorandum of Understanding (MoU)

10.42 The following Memoranda of Understanding were signed with different countries during the year:

- A Memorandum of Understanding (MoU) was signed on 19th April, 2010 by this Ministry with the Ministry of Enterprise, Energy and Communications of Sweden for cooperation in the field of Renewable Energy.

- A Memorandum of Understanding (MoU) was signed on 9th July, 2010 by this Ministry with the Ministry of Power of the Islamic Republic of Iran for cooperation in the field of Renewable Energy.

- An Agreement was signed with United States Agency for International Development (USAID), USA on 30th September, 2010 for Technology Commercialization and Innovation Project.

10.43 The following International Events were organized by MNRE during 2010-2011.

- 8th Meeting of the Renewable Energy and Distributed Generation Task Froce (REDGTF) of Asia Pacific Partnership (APP) at New Delhi on 26th October, 2010.

- The Delhi International Renewable Energy Conference (DIREC), 2010 was held at Greater Noida from 27-29 October, 2010. This Conference was attended by official delegations from 71 countries including about 40 Ministers with the aim of up-

scaling and mainstreaming renewables for energy security, climate change and economic development.

The Conference adopted a political declaration in which the participated countries acknowledged the multiple benefits provided by Renewable Energy. The participants also welcomed and urged cooperative global action to strengthen human and institutional capacities in developing countries.

10.44 The Planning and Co-ordination Division is responsible for overall planning and budgeting plans schemes/programmes of the Ministry and matters related to Reforms, Policy measures, Fiscal concessions, etc. Its work involves maintaining a close liaison with different Programme Divisions of the Ministry and with other concerned Ministries/Departments/States, State Nodal Agencies, etc. on a regular basis.

10.45 Major activities handled by the Division during 2010-11 include preparation of reports to Standing Committee on Energy relating to the Ministry’s Demand for Grants and other specific subjects selected for examination, monthly reports of major achievements/initiatives to PMO and Cabinet Secretariat, multi-sectoral inputs/briefs for various meetings, speeches of Minister / Secretary, replies to VIP and other references / questionnaires and Parliament Questions involving multiple schemes / programmes, processing of pre-budget proposals relating to Central Excise & Customs and Direct Taxes, Outcome Budget 2010-11, formulation of Annual Plan 2011-12 proposals of the Ministry, organization of in-house review meetings and with State implementing Agencies. Its other major activity has been to maintain/update a large state-wise database of programmes / schemes of the Ministry. A Result Framework Document indicating monitorable activity of the Ministry for Financial Year 2010-11 was also prepared for monitoring by Performance Management Division of Cabinet Secretariat. A Strategic Plan for New & Renewable Sector for the period 2011-17 was also prepared during this period.

10.46 The Ministry provides support to universities, academic institutions/colleges, non-governmental organizations, Government Departments, etc. for organizing workshops, seminars, conferences to provide a forum for professionals, students, policy-makers, managers, economists, industry representatives, etc., to interact and share their views on identified thrust areas related to renewable or any other emerging area impinging on technology, innovation in regard to renewables.

10.47 During the year, the Ministry supported the following major activities:

10.48 Ministry has been implementing a comprehensive Human Resource DevelopmentProgramme with the objective of institutionalizing the renewable energy education andtraining in the country with the following overall goals:

i. To update the professionals working in the field of renewable energy ontechnological, economical and social issues and management of the science andtechnology and public administration through infusion of scientific temper andaccountability;

ii. To infuse commitment towards building of partnership and participatorydecision-making;

iii. iTo be responsive to the challenge of changing framework needs in policy,institutional, legal, trade, IPR, knowledge management, organizational andtechnological development;

iv. To strive for improving performance and efficiency of renewable energy systemsand devices to make them cost competitive;

v. To provide adequate knowledge of the technical issues that are essential to helpexecutives in Government, banking and financial sector with non-technicalbackground about renewable energy;

vi. To bring about attitudinal changes among the renewable energy professionalsand those working in the mainstream power sector to enhance the use ofrenewable energy for energy security of the country; and

vii. To act as a facilitator for improving the skill sets of professionals and executivesin the renewable energy industry and also in research and developmentinstitutions.

10.49 For this purpose, the HRD programme of the Ministry was modified during 2010-11 as follows:

I. The training approach include:

i. Training of professionals working in the Ministry and its attached andautonomous bodies, etc at specialized institutions in India and abroad;

ii. Training of professionals working with State NodalAgencies/Governments/utilities on different aspects of technology, itsdevelopment and project management;

iii. Training of manpower on social, economic, trade, legal, trade, IPR,administration, managerial and environmental aspects;

iv. Training of the manpower working on various aspect of renewable energy withresearch & development institutions, NGOs, community based organizations,

banking and financial institutions etc; v. Organization of training-cum-study tours;

II. Development of training modules including pedagogy through expert(s)/expertinstitution(s);

III. In order to gravitate students and professionals in the field of renewable energyand also to prepare manpower through universities/technical institutions readyto work on various aspect of renewable energy, the following steps have beeninitiated during 2010-11

I. The coverage of renewable energy fellowship scheme was enlarged by coveringmore universities/institutions and also R&D institutions to conduct research onall aspects of renewable energy. This way the renewable energy education andR&D will not be limited only to a few technology institutions but will have largerspread across the country. For this Ministry will provide 400fellowships/scholarships in the field of renewable energy every year in additionto existing fellowships awarded during 2009-10 and before (which will continueto their entire tenure), as given in Table in following page. Ministry has alreadybeen providing fellowships to 32 researchers since January 2010 and has

already selected 52 new fellows during 2010-11.

II. Ministry initiated the process of instituting a prestigious fellowship programmecalled National Solar Sciences Fellow Programme, where in special fellowships onsolar energy research of one lakh per month will be provided to 10distinguished scientists to work in cutting edge research area in solar energy.These fellows will be eligible for an annual research grant of 15 lakh eachbesides 5 lakh per annum contingency.

III. Ministry has also initiated process to provide financial assistance to educationaland research institutions to set-up infrastructural facilities such as laboratorylibrary and other teaching aids to the tune of 50 lakh to each of the selectedinstitutions.

IV. In addition, Ministry is also instituting Renewable Energy Chairs in fiveeducational institutions by providing one time grant of 1.5 crore only to each ofthe selected institutions. These Chairs will act as focal point for renewableenergy education in the institutions.

V. Ministry sanctioned short term training programmes to the institutions as given

in Table placed right.

VI. In addition, solar lighting, solar thermal and SHP has been incorporated in theregular syllabus of ITI students of electrician, electronics mechanic, Machinist,fitters, turners, sheet metal work, welders and plumbers trades. The coursematerial has been prepared and passed on to Directorate General of Employmentand Training and it has been agreed that about 16-60 hours will be devoted onRenewable Energy skill development during regular two-year ITI course.

VII. Ministry also formed two expert groups to identify gaps in the course curriculumof higher education.

VIII. Ministry has also been supporting the Centre for Innovation, Incubation andEntrepreneurship (CIIE) of IIM Ahmedabad by creating a Renewable EnergyIncubation Scheme, wherein Ministry’s contribution is 1.188 crore. Thisinitiative named as Renewable Energy Search, 19 aspiring entrepreneurs wantingto set-up their enterprise in RE sector were identified for undergoing threemonths internship/grooming programme. In addition evaluation of varioustechnologies being developed in various labs and patent search was also done.About 50 Start-ups applied for the initial support under the

project against which six projects of 13 aspiring entrepreneurs with start-up cost varying from 25 lakhs to 50 lakh have been identified for support. The Ministry is in the process of upgrading its support to CIIE for developing it as Centre of Excellence for Innovation, Incubation and Entrepreneurship in renewable energy.

Vigilance

10.50 The Vigilance Division of the Ministry is headed by Mr. Shashi Shekhar, Joint Secretary and Chief Vigilance Officer. The Vigilance Division is following the various rules, guidelines and instructions issued by Government of India and the Central Vigilance Commission in letter and spirit with a view to ensure corruption free functioning of the Ministry and its regional offices, as well as the Government of India Enterprise under it viz., Indian Renewable Energy Development Agency (IREDA). Although the Ministry has so far enjoyed a clean record in this regard, the Vigilance Division maintained continuous vigil to protect public interest. The Vigilance Division hasgiven due importance to the few complaints received from various sources by initiating preliminary enquiries and the same are in progress. Further action would be taken on merits as per the prescribed procedure.

10.51 During the year, the Vigilance Division carried out its functions and responsibilities meticulously and furnished the prescribed periodic reports and returns tovarious nodal authorities like CVC, CBI & DoPT.

Library

10.52 The Ministry has well-stocked library, which acts as a reference centre and knowledge house on all areas of renewable energy. Nearly 12500 books are available onvarious subjects such as Hydrogen Power, Wind Energy, Biomass, Biogas, Solar Energy, Fuel Cell Technology, Tidal Energy, Energy Economics, Climate Change, Applied Sciences, Zoology, Botany, Biographies and Autobiographies, Photography, History, Sociology, Indian Literature, Management, Public Relations, Economics, Indology, Philosophy, Psychology, Natural Sciences, Law, Religions, Computer Science, Paintings, Mountaineering, Sculpture, Food & Cookery, etc. Besides there are more than 3000 books in Hindi on different subjects which include some authored by eminent prize winning writers.

10.53 Currently the library has added the subscription to the new scientific journals like Renewable Energy, Environment & Development Economics, Nature, Discover, Photon International, Energy Policy, Renewable Energy Focus, Energy Economics, Biomass & Bioenergy, International Journal of Hydrogen Energy, Solar Energy, Solar Energy Materials and Solar Cells, Renewable and Sustainable Energy Reviews, Inwind Chronicle, TERI Information Digest on Energy & Environment, Solar Energy Magazine (TERI), etc. Some of these journals will be available online.

Right to Information

10.54 Officers have been designated as Appellate Authority, Central Public Information Officer (CPIO) and Central Assistant Public Information Officer (CAPIO) as given in Table 10.2.
