    1,000 DAYS IS A PARTNERSHIP THAT BRINGS TOGETHER GOVERNMENTS, CIVIL SOCIETY

    ORGANIZATIONS AND THE PRIVATE SECTOR TO IMPROVE NUTRITION FOR WOMEN AND CHILDREN

    DURING THE CRITICAL 1,000 DAYS FROM PREGNANCY TO AGE 2, WHEN BETTER NUTRITION CAN

    HAVE A LIFELONG IMPACT ON A CHILDS FUTURE AND HELP BREAK THE CYCLE OF POVERTY. THE

    1,000 DAYS PARTNERSHIP PROMOTES TARGETED ACTION AND INVESTMENT IN EARLY NUTRITION

    AND ENCOURAGES SUPPORT FOR THE SCALING UP NUTRITION (SUN) MOVEMENT, WHICH SEEKS TOCOORDINATE AND ACCELERATE EFFORTS TO COMBAT MALNUTRITION.

    The 1,000 days between a womans pregnancy and her childs second birthday oer a unique window o opportunity to buildhealthier and more prosperous societies. The right nutrition during this time can have a proound, lie-changing impact on a

    childs ability to grow, learn, and rise out o poverty and has a powerul, lasting eect on a countrys stability and prosperity.

    Recognizing the critical importance o nutrition in early lie and the pervasiveness o the problem o malnutrition, thegovernments o Ireland and the United States, together with leaders rom around the world, launched the 1,000 Days Partnership

    in September 2010 to:

    Demonstrate increased stakeholder alliances, greater alignment to country-led nutrition strategies, and increased unding;

    Show evidence o more children and mothers reached; and

    Demonstrate impact on malnutrition indicators.

    The 1,000 Days partnership has also served as a challenge to the global community to accelerate progress toward realizing theMillennium Development Goals (MDGs) by scaling up investments in nutrition.

    Globally, 165 million children - 1 in 4 children under age 5 - are chronically malnourished1 .

    Malnutrition is responsible or almost hal o all deaths o children under the age o 52.

    Malnutrition can translate to a loss o as much as 8% o a countrys GDP3.

    By scaling up access to just ten proven nutrition interventions, we can prevent 15% o all deaths ochildren under age 5, saving 1 million children per year 4.

    And yet proven and low-cost interventions do exist. Today, we accept the 1,000 day

    challenge to change lives and to change the uture. We must recognize that mothers and

    to support them partnerships that bring together community organizations, the private

    While much remains to be done, the 1,000 days between the September 2010 launch o the 1,000 Days partnership and June

    2013 has brought about tremendous progress in mobilizing stakeholders to support country-led nutrition strategies and increase

    investments designed to improve the nutritional status o women and children during the 1,000 day window. Since its inception,the 1,000 Days partnership has expanded to include over 80 partners rom civil society, academia, business and government allworking to:

    Communicate the importance o the 1,000 days window or impact;

    Advocate or greater action and investment in maternal and child nutrition; and

    Catalyze partnerships among dierent sectors to scale up eorts to reduce malnutrition.

    Commucg mpoc o 1,000 dy wdow o mpcIn groundbreaking research eatured in its maternal and child nutrition series in 2008, The Lancetmedical journal identied acritical window o time between the start o a womans pregnancy and her childs second birthday in which nutrition lays the

    oundation or a persons lielong health, cognitive development and uture potential. This window or impact, later termedthe 1,000 days window, has revolutionized the way the world approaches the seemingly intractable problems o hunger andmalnutrition. By ocusing investments on improving nutrition or women and children, rom pregnancy to age two, much o the

    serious, oten irreversible, damage caused by malnutrition can be prevented.

    Doing so is also extremely cost-eective. Leading economists have argued that improving nutrition is one o the best investmentsthat can be made to achieve lasting progress in global health and development, estimating that every $1 spent on improvingnutrition can have as much as a $138 return on investment 9.

    By shining a light on the strong returns on investment and the science o the 1,000 days window, the 1,000 Days partnership has

    brought about a sea-change in the way donor and country governments and other partners target their policies, programs andinvestments to improve the nutritional status o women and children.

    Over one million children under the age o ve in Zambia45%are stunted. With almost hal o its children chronically

    malnourished, Zambia projects that it will lose an estimated USD $775 million in economic productivity over a ten year period.Recognizing malnutrition as both a serious public health problem and an economic issue, in 2013 the Government o the Republico Zambia launched a national campaign, the First 1,000 Most Critical Days Program (1,000 MCDP), and the Strategic Plan o the

    National Food and Nutrition Commission.

    The 1,000 MCDP aims to scale up proven nutrition interventions rom pregnancy to a childs second birthday to reduce childhoodstunting. The program ocuses on ve strategic areas: 1) policy and coordination or harmonization o programs; 2) priorityinterventions to reduce stunting; 3) institutional and human resource capacity building; 4) communications and advocacy; and

    5) monitoring, evaluation and research. The Zambian Government is deeply committed to the success o 1,000 MCDP and haspledged to coordinate the program activities among ministries and properly resource activities to meet program goals. To ensure

    its success, 1,000 MCDP also actively seeks to involve and oster ownership o the program across dierent sectors rom thecommunity to national levels and encourage greater cooperation and collaboration rom a variety o stakeholders rom dierent

    government ministries, private sector and civil society organizations.

    Muvi Posse, a popular award-winning Zambian musical group, composed a theme song10 or the 1,000 MCDP to spread the 1,000

    Days message through music. The song was perormed at the launch o the 1,000 MCDP and will be distributed across all Zambiannational radio stations and translated in ve dierent local languages to promote the importance o nutrition during the 1,000 day

    window.

    The launch o the 1,000 Days partnership by the Irish and U.S. governments inspired civil society organizations in Ireland andthe United States to mobilize supporters and champions to bring attention to the critical 1,000 day window or impact. In June

    2011, Bread or the World and Concern Worldwide hosted the rst event ocused explicitly on engaging civil society in the ScalingUp Nutrition movement. In the United States, Bread or the Worlds Women o Faith or 1,000 Days campaign involved Christiandenominations and womens civic groups dedicated to promoting greater awareness o maternal and child nutrition. In Ireland,

    Concern Worldwide launched its 1,000 Days campaign to raise awareness and mobilize support across Ireland or the 1,000 daysmessage. This campaign is also giving women and mothers in Ireland a chance to connect in a meaningul way to women and

    mothers in developing countries.

    Guatemala suers rom the highest rate o child malnutrition in the Western Hemisphere and the ourth highest in the world:almost hal o Guatemalan children under the age o ve are chronically malnourished. The Government o Guatemala recognizes

    that malnutrition is costly or their country not only in human terms, but also in economic terms. A study by the UN World FoodProgramme and the Economic Commission on Latin America ound that child malnutrition cost Guatemala over $3.1 billion in2004, which translates in to 11.4% o its Gross Domestic Product (GDP). When President o Guatemala Otto Prez Molina learned

    that less than 1% o Guatemalas population believed their country had a problem with malnutrition, he instructed his entirecabinet to live in rural areas or a week with a amily acing chronic ood shortages and malnutrition. As word spread about the

    Presidents directive, over 6,000 people joined rural amilies to understand the problem o malnutrition. The result was a tidalshit in attitudes, a whole-o-government Zero Hunger Pact initiative launched by President Prez Molina and a mobilization

    campaign known as La Ventana de los Mil Das (The 1,000 Days Window).

    The Zero Hunger Pact aims to reduce chronic malnutrition in children under ve years o age by 10% by the end o President Prez

    Molinas term in 2015 and will prioritize the 1,000 Days window, implementing ten interventions or mothers and children duringthe rst 1000 days that have proven to be the most eective against chronic malnutrition and have a high cost-to-benet ratio.

    The eorts o the Guatemalan government have been recognized and supported worldwide. At the Clinton Global Initiativein 2012, leaders rom the Guatemalan private sector, the UN World Food Programme, and World Food Program USA ( WFP USA)

    unveiled a new commitment to reduce child malnutrition in partnership with the Guatemalan government. In early 2013, the U.S.and Guatemalan governments, WFP USA, and key Guatemalan private sector and civil society groups met to identiy gaps and

    opportunities to scale up 1,000 day ocused nutrition eorts.

    The 1,000 Days partnership has harnessed high-level political leadership and the expertise o a broad range o stakeholders inorder to increase commitment to improve nutrition.

    Through their engagement in the SUN movement, the Irish and U.S. governments and other 1,000 Days partners have supportedthe expansion o SUN to include 40 countries. Countries that join the SUN movement are committed to ensuring that programs in

    all sectors o government are sensitive to nutrition and increasing coverage o proven interventions that improve nutrition duringthe 1,000 day period between a mothers pregnancy and her childs second birthday. Many countries involved in SUN have begunto develop plans to scale up nutrition eorts and meet the goals to reduce maternal and child malnutrition that they have set or

    themselves.

    In 2012, 1,000 Days partners worked to support the adoption by the World Health Assembly o the rst-ever global targets toimprove maternal, inant and young child nutrition. These global targets are helping to shape country and donor strategies to

    reach greater numbers o women and children with nutrition interventions.

    1. Reduce by 40% the number o children under age 5 who are stunted.

    2. Achieve a 50% reduction in anemia in women o reproductive age.

    3. Achieve a 30% reduction in low birth weight.

    4. Ensure that there is no increase in the number o children who are overweight.

    5. Increase to at least 50% the rate o exclusive breasteeding in the rst six months.

    6. Reduce and maintain childhood wasting to less than 5%.

    These targets were endorsed by the 65th World Health Assembly in May 2012 as part o the World Health Organizationscomprehensive plan on maternal, inant and young child nutrition.

    Within the United States and Ireland, there is a concerted eort to measure both the resources spent on achieving nutrition

    impact and the results that are achieved. Both donors are active in the SUN donor group at country and global level and haveagreed to include standard reporting on nutrition expenditures in the annual SUN progress reports.

    The U.S. government has amplied its commitment to nutrition through Feed the Future, the U.S. governments global hungerand ood security initiative, which aims to promote inclusive economic growth through agricultural development and improve

    the nutritional status o women and children. Through Feed the Future, the United States also contributes to the New Allianceor Food Security and Nutrition, a shared commitment to achieve sustained and inclusive agricultural growth and raise 50million people out o poverty by 2022 by aligning the commitment o Arican governments to drive eective country plans and

    policies or ood security; the commitments o private sector partners to increase investments where conditions are right; and thecommitments o the G-8 to expand Aricas potential or rapid and sustainable agricultural growth.

    were going to keep ocusing on nutrition, especially or young children, because we know

    the efects o poor nutrition can last a lietime -- its harder to learn, its harder to earn a

    living. When there is good nutrition, especially in those thousand days during pregnancy

    up to the childs second birthday, it means healthier lives or that child and that mother.

    And its the smart thing to do because better nutrition means lower health care costs and it

    means less need or assistance later on.

    Tackling global hunger and under-nutrition in the 1,000 day window has been a central ocus o the 2013 Irish Presidency o the

    European Union (EU). Under Irish leadership, the EU and its institutions and 27 Member States were urged to: step up eorts on

    addressing maternal and child undernutrition; tackle stunting and wasting; and increase nancial support to partner countrieswith high burdens o undernutrition or implementation o national plans that scale up proven nutrition interventions. Puttingthese commitments into action, the EU and its 27 Member States adopted a new EU Nutrition Policy that enhances maternal andinant nutrition interventions and recognises the 1,000 day window o opportunity. Critically, under the Nutrition Policy, the EU

    adopted a new Food and Nutrition Security Implementation Plan that holds countries accountable or implementation o policycommitments on undernutrition and ood insecurity.

    During ormer U.S. Secretary o State Clintons and Irish Tnaiste and Minister or Foreign Aairs and Trade Eamon Gilmores visit

    to Tanzania in June 2011, the Tanzanian government joined the SUN movement and committed to key policy and budgetarychanges to scale up nutrition and ocus on the 1,000 day window. The government integrated nutrition into the Tanzania

    Agriculture and Food Security Investment Plan, nalized an implementation plan or the National Nutrition Strategy (2011-

    2016), established a high-level National Nutrition Steering Committee, and designated a line in the national budget or nutrition,beginning scal year 2012. In 2012, Tanzania was the rst country to incorporate nutrition into its Comprehensive Arica

    Agriculture Development Programme (CAADP) country investment plan. On May 16, 2013, the Ofce o the President o Tanzania,in collaboration with the Prime Ministers Ofce and the Tanzania Food and Nutrition Centre, launched a Presidential Call to Action

    in Nutrition, in which the government:

    Re-afrmed high-level political commitment to nutrition in Tanzania;

    Increased momentum or the SUN movement;

    Mandated regional commissioners to take responsibility or nutrition at the district level; and

    Launched national programs or the ortication o wheat, maize and oil to expand the provision o Vitamin A and iron,

    together with universal iodization o salt12.

    Empowering New Generations to Improve Nutrition and Economic Opportunities is a ve-year, integrated nutrition program that

    builds upon the Government o Ethiopias nutrition initiatives and commitment as well as the U.S. governments Global Healthand Feed the Future initiatives. The project aims to improve the nutritional status o women, inants, and young children through

    sustainable, coordinated, and evidence-based interventions.

    Beore the project, Adi Aliyi, a widow with nine children, struggled to provide enough ood or her amily. She worried about thehealth o her two youngest children, eight-month-old Misra Haji and two-year-old Mubark Haji, who both seemed too small ortheir age. Adi learned about the importance o a diversied diet rom health and agriculture extension workers in her village, but

    could not aord expensive ruits and vegetables. Through this support, Adi received a variety o vegetable seeds or her garden sothat she could grow much more than just beans. The projects zone coordinators showed her how to plant and care or her garden

    and gave her small hand-tools to sow the land.

    Advisors showed Adi how to harvest the crops and how to prepare a variety o nutritious oods or her children. She discovered

    that she had enough vegetables or her own amily, plus extra to sell in the market so that she could earn additional income tobuy animal-source oods. Adi is now sharing her success story with neighbors and riends and even distributing seedlings so

    that others in her community can grow their own vegetables. She plans to continue home gardening; to add new crops, such asapples; and to construct a well or irrigating her crops throughout the year.

    One out o every three children under age 5 in Indonesiaover 7 million childrenis stunted. Recognizing that child

    malnutrition is an enormous drain to the countrys long-term economic growth, the Government o Indonesia has decided totake action. According to Nina Sardjunani, Indonesias Deputy Minister or Development Planning, the physiological connectionsbetween diet and physical development have been known or a long time, but we are making the point that a childs health will

    impact their skills development, their productivity, their income, and, ultimately, the economic growth potential o the country. In2011, the Government o Indonesia signed a $600 million compact with the U.S. Millennium Challenge Corporation (MCC),13 which

    is one o the largest compacts ever signed and the rst o its kind to ocus on improving nutrition as an investment in economicgrowth.

    The $131.5 million Community-Based Health and Nutrition to Reduce Stunting Project is part o the MCC compact. The projectwill target approximately 6,000 villages in provinces where rates o stunting and low birth weight in inants and children up to

    two-years-old are higher than national averages. Drawing on a growing body o international evidence on interventions to reducestunting, the project provides an incentives-based scheme to increase demand or tools to reduce stunting, while improving

    the health sectors capacities to respond to increased demand and working with the private sector to address the root causes omalnutrition.

    The Government o Indonesia joined the SUN movement through its own First 1,000 Days o Lie Movement, agreeing to be aleader in promoting nutrition as an economic investment. The objectives o the Indonesian First 1,000 Days o Lie Movement

    mirror the global nutrition targets endorsed at the 2012 World Health Assembly.

    The 1,000 Days partnership has inspired greater alliance-building among dierent stakeholders and sectors in support o

    improving nutrition at scale. Many o these partnerships help increase support or countries struggling with malnutrition, themajority o which are part o the SUN movement. The ocus on the 1,000 day window is evident in SUN plans at country level,

    NGO programs, campaigns and legislative eorts.

    Guided by an expanding evidence base, the global nutrition targets, and the work o the SUN movement, there has been greatercoordination and alignment o action to accelerate reduction in malnutrition. Leveraging governments commitment withcontributions rom the private sector and civil society is a hallmark o the 1,000 Days partnership.

    Malawi has demonstrated a strong commitment to improved ood and nutrition security as exemplied by the Governmentswork in support o the SUN movement through its 1,000 Special Days National Nutrition Education and Communication Strategy(NECS) and National Export Strategy. By 2017, the NECS aims to reduce child stunting among children under two, to less than 20%through ocusing on community-based awareness and behavior change interventions. This approach uses mass and communitymedia, amily counseling, awareness-raising o local leaders, and capacity-building o rontline workers.

    In 2013, the Government o Malawi joined the New Alliance or Food Security and Nutrition (New Alliance) and committed toworking together with local and international private sector partners and the G-8 to generate greater investment in agriculturaldevelopment, with the aim o achieving sustainable ood security outcomes, reducing poverty, and ending malnutrition andhunger. In line with the 1,000 Days Special NECS, Malawis New Alliance Cooperation Framework aims to reduce malnutrition bypromoting production and utilization o diversifed oods with high nutritive values and will scale up interventions that targetprevention o stunting.. At the time Malawi joined the New Alliance, 23 local and international companies had prepared and signedletters o intent describing their intentions to collectively invest over $120 million. In addition to the private sector, G-8 members,and other bilateral development partners including Canada, the European Union, Flanders, Germany, Ireland, United Kingdom,and the United States expressed their intentions o specifcally supporting the nutrition goals in the Cooperation Framework.

    On behal o 30 U.S.-based non-governmental organizations (NGOs), InterAction, an alliance o relie and development NGOs, has

    pledged to spend at least $750 million per year, rom 2013-2017, on global programs that improve nutrition. UK and Irish NGOshave also made signicant commitments to direct their resources to nutrition programs and policy engagement. These pledges

    have been inspired by the 1,000 Days partnerships Call to Action and by the June 2013 Nutrition or Growth event in London, andsignicant portion o the resources or these pledges comes rom members o the public in the United States and Europe, who

    During the 2011 annual meeting o the Clinton Global Initiative, the Global Alliance or Improved Nutrition (GAIN) announceda joint commitment with DSM, a leading producer o vitamins and nutritional ingredients, and Herbalie, a global nutritioncompany, to provide 20 million micronutrient powder MixMe packets to women and children in Kenya. With local partners,including the Government o Kenya, Feed the Children, and Phillips Healthcare Ltd., the Kenyan government leverages thesecontributions to reach 2.1 million children between the ages o 6 to 24 months. Together with GAINs Future Fortied campaign,

    DSM and Herbalie are also engaging new communities, including their employees, in the global eort to improve nutrition. Forinstance, in 2012, Future Fortied was named the ofcial charitable partner o the 2012 Herbalie World Football Challenge, asoccer exhibition tournament that brought together the worlds premier soccer clubs and raised $65,000 to support the training

    o community health workers and Kenyan amilies.

    Evidence-based nutrition interventions can be powerul poverty-ghting tools. The achievements o the 1,000 Days partnershipand the momentum realized during the rst 1,000 Days o Action, rom September 2010 to June 2013, serve as a strong

    oundation or ongoing action to ultimately eliminate malnutrition.

    Continued leadership rom all partners within the 1,000 Days partnership is vital to achieving signicant and sustainable

    reductions in the rates o maternal and child malnutrition.

    Goals:

    Accelerate progress to achieve the World Health Assembly nutrition targets.

    Help ensure the post-2015 Development Agenda includes a strong ocus on maternal and child nutrition, with particular

    emphasis on reducing the global number o stunted children.

    The Way Forward:

    Use new and emerging evidence to communicate the importance o early nutrition, champion greater nutrition invest-ments, and catalyze partnerships that can measurably improve the nutritional status o women and children in the 1,000

    day window.

    Continue to support countries in the SUN movement to develop, resource, and implement plans to scale up nutrition.

    Work with donors and partners to scale up nutrition unding to close the nancing gap or sustainable reductions o mal-nutrition in high burden countries.

    Expand the base o 1,000 Days partners to mobilize additional resources and leadership to accelerate nutrition impact.

    Increase accountability and tracking o nutrition unding, policy reorms, nutrition plan implementation, and progress

    towards nutrition targets.
