Our events at the lodge during the summer were a great success and I would like to thank all the members who came out and supported them. Fall is here and our activities are still on going. With your participation all of our activities are a success and with that your lodge is a success. Also, we are always sending out email blasts for upcoming events, plus your bulletin can be sent to you by email if the secretary has your email address. If it is not on file please call the lodge with your info so you can get all the latest information a little quicker. I am still looking for volunteers for a number of lodge and club committees so if you’re interested please call the lodge and I will get in contact with you personally and get you on the committee of your choice. With your participation in both activities and committees, and the dinning, lounge area we can build to resume the great success of Elkdom. Summer is over and I hope everyone has enjoyed it. Our events at the lodge during the summer were a great success and I would like to thank all the members who came out and supported them. Fall is here and our activities are still on going. The last crab feed and steak feed of the season are this month. Details are inside page 9 & 13. Saturday morning breakfasts are still going on and we are planning to continue them through October. (details inside page 13) So stop out and enjoy a good hot breakfast. As the weather gets cooler, please come out and enjoy our dining room and lounge area. Dances are still going strong so look inside for the details of upcoming dances like the Halloween Dance this month. I am still working on the details

for a couple of seafood buffets this fall and winter through the spring so pay attention to your bulletin for details. The activities committee is going strong as well with all kinds of activities such as prize nights and karaoke so once again look inside for details. Like I have said in all my letters to you please read your bulletin so you don’t miss out on all the fun. With your participation all of our activities are a success and with that your lodge is a success. Formal Attire $35 per ticket (Tickets will be sold at the Elks Lodge 378 or by contacting Jim Mills, Ruth Collins Shaw Tickets go on sale 9-2-2015. Fantastic Menu with Prime Rib, Asparagus and more The principle of the Toys for Tots activity, which takes place each year, is the collection and distribution of toys, helping less fortunate children throughout the United States experience the joy of the holidays. Toys for Tots plays an active role in the development of one of our nation’s most valuable resources – our children. Toys for Tots’ local Sponsor the Hagerstown Elks Lodge 378 has joined this effort in supporting the US Marine Reserves by hosting the Toys for Tots Charity Ball. Cost of ticket is $35, the evening will include cash bar, food, music and fun. Guests will have the opportunity to support Toys for Tots through a silent auction sponsored by local businesses and vendors. Have a business donate items to help us raise money so “Every Child has a Christmas”. Last year we helped over 3000 children in Washington County and my team picked up 27,000 toys. We gave the families a shopping experience when picking toys for their children. Join us this year, i.e. be a Volunteer, have an event, get a box for your business, or donate funds, Two ways you can do that is to write a check or go to our local website at www.hagerstown-md.toysfortots.org to make a donation and make sure you designate the funds for Washington County, Maryland. NOTICE

As required by Grand Lodge Statute Section 17.060, notice is hereby given to the membership that a General Revision to the By-Laws of Hagerstown Lodge #378 will be considered at the regular meeting on Tuesday, October 13, 2015. This will include Grand Lodge mandatory changes, Hagerstown Lodge changes as outlined below and such other changes as the membership may consider. Notice of this special order of business was read on the Lodge floor on September 8, 2105, and laid upon the table pending notification to the membership as required by Statute.

REVISION TO BY-LAWS OF HAGERSTOWN LODGE

#378

ARTICLE III: LIFE MEMBERSHIP

Section 1. A Lodge, by affirmative secret ballot of two-thirds of those present at a regular meeting, may elect to Life Membership any of its members in good standing, who shall have paid to a Lodge or Lodges required annual dues for a period of not less than 45 years preceding his election, not less than the last 25 years of which must have been with this Lodge, and who has attained the age of not less than 65 years.

It is proposed that Section 1. be amended as follows:

Delete the phrase …,not less than the last 25 years of which must have been with this Lodge, …

Reason: Grand Lodge amendment (Resolution 2015-02)

ARTICLE VI: APPOINTTIVE POSITIONS AND DUTIES

Section 1. Before his installation, the Exalted Ruler shall appoint an Esquire, a Chaplain, an Inner Guard (and an Organist and Vocalist, if an Organist or Vocalist is available), and after his installation, shall appoint a Presiding Justice of the Subordinate Forum and a Mediator as provided by Sec. 13.020 of the Statutes of the Order.

It is proposed that Section 1. be amended as follows:

That the phrase “(and an Organist and Vocalist, if an Organist or Vocalist is available)” be deleted

Reason: no longer used by this Lodge.

(also note, Grand Lodge will amend this section to include appointment of a Tiler)

Section 6. The Organist shall officiate at the opening and closing of the Lodge, and during initiations, as well as when otherwise required by the work of the Lodge. He shall receive as compensation for actual attendance at each meeting, regular or special, as well as each social session when his services are required, such sums as the Lodge may from time to time direct.

It is proposed that Section 6. be amended as follows:

Delete Section 6. in its entirety.

Reason: no longer used by this Lodge.

Section 7. The Vocalist may perform during each Lodge session and during special services when requested and on special occasions when required by the Lodge. The Vocalist shall perform the duties required of them by the Laws of the Order, or by the

By-Laws of the Lodge.

It is proposed that Section 7. be amended as follows:

Delete Section 7. in its entirety.

Reason: no longer used by this Lodge.

ARTICLE VIII: COMMITTEES

Section 1. – will be amended by Grand Lodge.

ARTICLE IX: HOME,CLUB, OR OTHER FACILITIY

Section 3. The supervising or managing body of the Home, Club or other facility mentioned herein shall present to the Lodge for approval, on or before the final regular Lodge meeting in April of each year, a separate and comprehensive budget and shall likewise submit to the Lodge a monthly written report showing its financial condition and the condition of its budget, as provided in Sect. 16.040, Statutes of the Order.

It is proposed that Section 1. be amended as follows:

ARTICLE X: FEES AND DUES

Section 1. The fee for initiation in this Lodge for an applicant shall be $100.00, $50.00 to accompany the application, and the balance to be paid when the candidate presents himself for initiation. .

It is proposed that Section 1. be amended as follows:

Reason: to encourage membership growth

Reason: to provide a modest increase to annual Lodge income.

(note: the last dues increase was in Lodge year 2006)

Sec. 3. The reinstatement fee for an Elk holding an Absolute Dimit from this Lodge shall be $50.00. The affiliation fee for an Elk holding a Transfer Dimit from another Lodge shall be $50.00. The affiliation fee for an Elk holding an Absolute Dimit from another Lodge shall be $50.00. The fee for affiliation for an unaffiliated Elk holding a Certificate of Release from another Lodge shall be $50.00. ….

It is proposed that Section 3. be amended as follows:

Sec. 3. The reinstatement fee for an Elk holding an Absolute Dimit from this Lodge shall be $25.00. The affiliation fee for an Elk holding a Transfer Dimit from another Lodge shall be $15.00. The affiliation fee for an Elk holding an Absolute Dimit from another Lodge shall be $50.00. The fee for affiliation for an unaffiliated Elk holding a Certificate of Release from another Lodge shall be $50.00. ….

Reason: to adjust the certain fees .

It is proposed that Section 4. be amended as follows:

Reason: to adjust the fee to match initiation fee.

ARTICLE XIII: BILLS AGAINST THE LODGE

It is proposed to add Section 3. as follows:

Section 3. The Treasurer may pay recurring bills after approval by the Board of Directors without obtaining Lodge prior approval. The payment shall be reported at the next regular Lodge meeting.

Reason: Board of Directors request. [permitted by GL Statute Section 12.060 (b)]

The en re building known as Hagerstown Lodge #378, 11063 Robinwood Drive, Hagerstown, Maryland, shall be have the following normal opera ng hours: Sunday, 9:00 a.m. to 6:00 p.m.; Monday through Thursday, 9:00 a.m. to 11:30 p.m.; Friday, 9:00 a.m. to 12:30 a.m. (Sat.); Saturday, 9:00 a.m. to 1:00 a.m. (Sun.). During special func ons, emergencies or maintenance, the closing hours may be adjusted by the Board of Directors. It shall be the duty of the manager or any member of the Board of Directors to see that the building is properly locked and maintained.

It is proposed that House Rule 2 be amended as follows:

Rule 2 The en re building known as Hagerstown Lodge #378, 11063 Robinwood Drive, Hagerstown, Maryland, shall be have daily opera ng hours as determined by the Board of Directors and shall be posted in the Lodge, the Lodge newsle er and the Lodge website. RULE 18.

RULE 19.

The members room shall be open to all members in good standing. The card room is for members only, no guests or minors

It is proposed that House Rule 19 be amended as follows:

Reason: Request by Board of Directors to delete members room reference as a separate members only room no longer exists.

RULE 20.

A member in good standing may bring guests into the Social Quarters during normal opera ng hours. All guests must enter through the front door in the company of their ELK host. Each guest 21 years of age or older must be registered by their ELK host in the guest register provided. Each guest must wear the guest tag provided, posi oned so that it is clearly visible at all mes. All guests must be in the company of their ELK host and must leave when their ELK host leaves the premises. Guests are not permi ed to purchase goods and services or gaming. The ELK host is responsible for the conduct of their guests while on the premises. The Board of Directors shall determine what special ELK func ons guests may a end.

It is proposed that House Rule 20 be amended as follows:

Rule 20. A member in good standing may bring guests into the Social Quarters during normal opera ng hours. All guests must enter in the company of their ELK host. Each guest 21 years of age or older must be registered

by their ELK host in the guest register provided. All guests must be in the company of their ELK host and must leave when their ELK host leaves the premises. Guests are not permi ed to purchase goods and services or gaming. The ELK host is responsible for the conduct of their guests while on the premises. The Board of Directors shall determine what special ELK func ons guests may a end.

Reason: Request by Board of Directors to allow use of both entrances for guests and to delete the guest tag requirement.

RULE 25.

The House Rules may be amended by a majority vote of the members present at a regular Lodge mee ng, provided that the proposed amendments are read at a regular Lodge mee ng and laid over for at least two (2) weeks for a vote. No ce of the proposed amendments shall be given in wri ng to the members of the Lodge at least ten (10) days prior to the vote.

It is proposed that House Rule 25 be amended as follows:

Rule 25. The House Rules may be amended by a majority vote of the members present at a regular Lodge mee ng, provided that the proposed amendments have been made in accordance with Art. XVI of the Lodge By-Laws.

Reason: Request by Board of Directors to bring into conformity with GL requirements

NEW RULE.

It is proposed that a House Rule be added as follows:

No cameras, recording or video devices are permi ed in the Social Quarters without prior approval of the Board of Directors and at no me should any images obtained be transmi ed via social media outlets. Members, and their Guests, should refrain from indiscriminate use of personal communica on devices while using the Lodge facili es. Viola ons may be subject to disciplinary ac on and/or prosecu on.

Reason: Request by Board of Directors to safeguard the sanc ty of Lodge ac vi es.

(Note: upon adop on, this will become Rule 25 and exis ng Rule 25 will become Rule 26).

Christmas Baskets for those in need. The season will be here before you know it!

Any Lodge member knowing of a family in need will find the forms for Christmas Baskets outside of the Lodge office (limit three per member). Forms need to be returned by 5 PM December 11, 2015. Boxes will be distributed on December 19, 2015. The member who

submitted a family should plan on delivering the box. Additionally, you may also be present the morning of the 19th at 8 am to help fill the boxes and enjoy a free breakfast when we finish.

HAGERSTOWN LODGE RECOGNIZES ITS VETERAN MEMBERS

The Hagerstown Lodge wants to recognizes the Lodge's

veterans by inviting them, as guests of the Lodge, to the chicken buffet dinner on Wednesday, November 11th. If you are a member in good standing of our Lodge and a veteran, you can stop by the Lodge Office and signup for a special chicken buffet dinner ticket which includes a non-alcoholic beverage. Tickets will be available beginning on Thursday, October 8 through Friday, November 6. Tickets will be

available only in the Lodge Office during normal Lodge Office hours. You will have to show your Lodge card, and record the branch of military served in and dates of service. The ticket is non-transferable and can be used only on November 11th in

the dining room. The dining room hours are 5:00PM to 8:00PM. Invite a guest (spouse, friend, etc.) to join you

for dinner that evening.

WE NEED YOU for the October 4th Money Bonanza and the November 14th Christmas Bazaar. Nancy Newkirk (301-739-0144) has a list of potential jobs for both events. Please call her to have yourself added to help us at one of these October or November fundraisers. There are some sitting jobs if you cannot walk like you used to do. (I’m in that boat.} Please bring your baskets for the Christmas Bazaar to the October meeting or bring it

in during my office hours on Tuesdays and Thursdays, the sooner the better. Our next meeting is October 12th. We are having beef vegetable soup and steamers with ice cream sundaes for dessert. We’ll have something similar at the November meeting with a nice meal in December for the holidays. We are trying to get a guest speaker for the December meeting. The Lodge is having several dances this Fall/Winer and you and your significant

other may want to join in the fun. Since I may have a knee replacement this winter I will need some of you to help with my duties. Many of you have been very helpful in making our events successful.
