OPEN LOBSTER FISHERY

THE Ministry of Agriculture, Food Production, Fisheries, Co-

operatives and Rural Development informs the general public that the lobster fishery is OPEN from August 2, 2015 to February 29, 2016 both days inclusive.

When the lobster fishery is open, lobsters may be obtained, fished for, sold and purchased; however, the following regulations are in effect in accordance with the Fisheries Regulations Chapter 7.15 of the Revised Laws of Saint Lucia 2008:

No person shall harm, give, receive from anyone, or at any time have in his possession, expose for sale, sell or purchase:

(a) any lobster that is undersized;

(b) any lobster carrying egg; and

(c) any lobster which is moulting.

No person shall:

(d) remove the eggs from a lobster, or have in his possession, or

Reports to the Chief Registrar on a weekly basis on the performance of the Court of Appeal Registry and on any other matters which may require attention and discussion.

Assists the Chief Registrar with the Court protocol functions.

Ensures that all arrangements for the Court of Appeal Sittings in Saint Lucia are in place, including sending of relevant notices to the Government Printery, Correctional Facility, Police Commissioner for provision of Gazetted Officers and for the provision of meals for the Sitting.

When required, assists in the preparation of Draft Orders for review by the Chief Justice or Justices of Appeal.

Assists the Chief Registrar with any of the functions of that office as and when required.

Any other related duties as may be assigned from time to time

SKILLS, KNOWLEDGE AND ABILITIES:

A sound working knowledge of administration practices and procedures.

Ability to interpret, apply, administer and enforce laws.

Familiarization with civil and criminal practice and procedures of the Rules of the Eastern Caribbean Supreme Court.

A sound working knowledge of information technology applications.

Demonstrated supervisory management ability.

Demonstrated ability to communicate effectively both orally and in writing.

Qualifications and skills must include the following:

A Bachelor’s Degree in Law.

sell, or purchase a lobster from which the eggs have been removed.

(e) spear, hook or attempt to spear a lobster;

(f) sell any lobster that has been speared, hooked, or otherwise impaled, and

(b) In this Regulation: "undersized" means in relation to lobster-

(i) less than 9.5 centimeters (3.75 ins.) in carapace length measured from the ridge at the base of the horns to the end of the carapace (back shell); or

(ii) if the tail has been removed, a tail weight of less than 340 grammes (12 ounces)

Contravention of each of these Regulations is subject to a maximum fine of EC$5000.00 for each offence.

The Department seeks the cooperation of all persons and encourages members of the public to report to the Marine Police, District Stations or the Department of Fisheries, any person or establishment that is found contravening the REGULATIONS FOR THE LOBSTER FISHERY.

THIS Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on August 4, 2014.

Saint Lucia has received a credit from the International Development Association toward the cost of the Disaster Vulnerability Reduction Project (DVRP), and intends to apply part of the funds to cover eligible payments under the Contract for Procurement of a Meteorological Workstation. The consulting services (“the Services”) include:

Assist with data collection including baseline data that can be used for guiding the overall Monitoring and Evaluation (M&E) arrangement outlined in the PAD.

Development of Tools / Instruments for Monitoring and Evaluation

Design and develop the tools / templates / instruments to undertake the collection of baseline data as well as to verify data sets stated in the PAD

Prepare a detailed data collection plan to enable verification of baseline and targets stated in the PAD, also r define the additional indicators need to be collected. Define data sources, methods of collection, techniques to analyze, present data, safeguards to

Develop methodology for additional data collection such as surveys, questionnaires and interview plans.

Development of tools such as forms, surveys, questionnaires and interview plans to be used for collecting additional indicators on (i) baseline (ii) data collection for reporting. This should be consistent with the PAD and other contributors from the CARCIP Coordinator, National Development Unit, PCU and the Business Incubation and Grants Manager and the Ministry of the Public Service.

Collect and analyze data on all indicators identified in the PAD providing comments on the suitability of the data sets.

Finalizethe presentation of the project results.

Train at least twenty people would include pertinent stakeholders, staff of the CARCIP, MOPS and National Development and other participating agencies on the correct and consistent use of forms and data collection instruments to be used for monitoring and evaluation purposes. There will be two Training sessions as follows:

Two Day workshop - Basic M&E training to staff of CARCIP, MOPS, National Development and PCU

One week workshop on the use of forms and data collection instruments to be used for monitoring and evaluation purposes to pertinent stakeholders, staff of the CARCIP, MOPS and National Development and other participating agencies

A One day workshop will also be held to present findings of the various surveys executed under the assignment.

The consultancy is to be undertaken over a period of one year with the possibility of renewal for a subsequent year.

VIEUX FORT WATER SUPPLY SYSTEM UPGRADE CONSULTANT - HEAD OF PROJECT MANAGEMENT

UNIT

THE Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) toward the cost of upgrading water supply system in Vieux Fort and it intends to apply part of the proceeds of this financing to payments under this contract for which this invitation is issued. Payment by CDB will be made only at the request of GOSL and upon approval by CDB,

and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.

The Water and Sewerage Company Inc. (WASCO), the executing agency for the project, now wishes to procure consultancy services for the services of a Head of Project Management Unit (HPMU).

Aside from the above-mentioned project, WASCO is also about to commence the implementation of the John Compton Dam Rehabilitation Project, which is also being financed by CDB, and intends to establish a Project Management Unit (PMU) to oversee the implementation of both CDB-financed projects. WASCO now wishes to procure the services of a Head of Project Management Unit (HPMU).

HPMU will report to Managing Director of WASCO. He/she will be responsible for coordinating and monitoring all aspects of the implementation of CDB-Financed Projects. HPMU shall be assigned exclusively to the CDB-financed projects and will be supported by dedicated professional and administrative staff. The professional staff will include two Engineers, and an Environmental Monitoring Officer.

HPMU’s duties will include, but will not be limited to:

(a) supporting WASCO in the procurement of various project consultants and construction contracts;

(b) proactively supervising and managing consultants and construction contracts;

(c) expediting the submission to CDB claims for disbursement/reimbursement;

(d) liaising with WASCO and CDB on all technical and administrative aspects of the CDB portfolio;

(e) keeping separate accounts for project-related expenditures and disbursement activities;

(f) submitting to CDB in a timely manner all reports required in the financing agreement; and

(g) preparing and submitting to WASCO and to CDB, Project Completion Reports, within three months after practical completion of the works.

Prospective candidates should have a minimum of the following qualifications: (a) a Masters Degree or equivalent in Civil Engineering, Construction Management or Project Management with a minimum of 15 years’ experience in the management and implementation of civil engineering projects; or (b) a Bachelors Degree or equivalent in Civil Engineering, Construction Management or Project Management with a minimum of 20 years’ experience in the management and implementation of civil engineering projects. Water supply project implementation experience will be considered an asset.

WASCO now invites interested eligible individual consultants to submit Expressions of Interest for HPMU. The objective of the assignment is to assist the WASCO in managing the various water-related projects that are being financed by CDB. The duration of the assignment is expected to be 24 months.

Consultants shall be eligible to participate if:

(a) the persons are citizens or bona fide resident or residents of an eligible country; and

(b) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB.

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. The Expressions of Interest must include a detailed curricula vitae and all information must be in English. Further information may be obtained from the first address below between the hours of 08:00 and 17:00 (Monday to Thursday) and 08:30 and 16:00 on Friday.

Four (4) hard copies of the Expressions of Interest must be received at the second address below no later than 12:00hours on September 04, 2015 and one hard copy must be sent simultaneously to CDB at the third address below. The sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “Expressions of Interest –Head of Project Management Unit- Vieux Fort Water Supply Redevelopment Project”.

Following the assessment of submissions, the most technically capable and appropriately experienced applicants will be invited to interview for the post and, if successful, to then negotiate a contract to provide the consultancy services. PURSUANT to the CPR Rule 5.13 service of the Claim Form in this action is being effected on you by this advertisements in two (2) consecutive issues of a local newspaper circulating in Saint Lucia and two consecutive issues of the Official Gazette. If you desire to defend the said action you must within fourteen days (14) days of the last publication of this advertisement file an Acknowledgment of Service at the Registry of the High Court of Justice in the City of Castries, and within 28 days file a Defence.
