Introducing the 2016 Sandringham East 1:1 Computer Program

Sandringham East Primary School already provides students with a solid ICT / eLearning environment through

the use of iPads, laptops, interactive whiteboards, flip cameras and PCs in classrooms. However we would like

to do more – and believe it is important to do so if we are to appropriately prepare our students for future

success.

The 1:1 laptop program commenced at the beginning of 2013. It provided the opportunity for students in

Levels 3, 4 and 5 to lease a laptop computer from the school. During 2013 the Department of Education and

Training (DET) introduced a Bring Your Own Device (BYOD) policy to permit computers owned by parents to be

loaded with DET software and connected to the school network.

Sandringham East Primary School Council has agreed for 2016 to continue to adopt a specific laptop that can

be purchased for school use (a managed BYOD program). This will enable our teachers to continue to provide

a high quality educational experience and to ensure that students have reliable and up-to–date computers.

Purchase of these laptops can only be achieved through a special Sandringham East Primary School Portal

located on the Learning with Technologies LWT website. After purchasing the laptop it will be delivered to SEPS

for our technician to image and configure for use on our network. Students will receive their laptop as soon as

it’s set up. Leased laptops will be ready for use during the first week of Term 1. Purchased laptops will be ready

for use as soon as they are set up.

What is included

The package comprises a laptop, bag and onsite warranty.

The computers will be loaded with the same software that is used at school, the DET “Edustar” package

detailed in this information booklet.

The package is also supplemented by a comprehensive insurance policy, LWT’s technical support service and

our school Technician’s support.

The computer is available for the student’s exclusive use during school time and can be taken home to allow

students to complete any necessary homework / additional learning.

Laptops (netbook) weigh just over 1kg and fit easily into a

school bag. They will need to be charged at home each night

so they are available for use at school each day.

Wireless internet access will be available at school, and

laptops can also be used at home – with or without internet

access. Connection to the internet at home is the

responsibility of the parents.

Why are we moving in this direction?

Today’s students think, connect and communicate differently

from those who were at school even only a few years ago.

DET Laptop Trial research showed that students with 1:1 access

are:

more motivated and engaged in learning

better organised which improved literacy and

numeracy outcomes

better able to collaborate and think analytically 1:1 Laptops promote better learning in and out of school by

encouraging:

anywhere, anytime access to learning

independent, self-initiated learning, e.g. promotion of problem solving skills, ability to research learning

tasks and questions

more family involvement in education through accessing their laptop

Advantages of the 1:1 program:

Students who participate in the program

will have guaranteed one on one

computer time during relevant lessons

using a current model computer.

Computers will be fully covered by a

comprehensive insurance policy (with a

$50 excess for each claim on a laptop)

A 24/7 technical support service is

available to support repairs / service.

Students will have access to the same

software used at school for them to use

at home, which will allow students to

become more technically competent

and confident.

collaboration between students in different schools, states and even countries.

ability to teach students how to communicate appropriately and safely on social websites

the ability to access homework and school information online and offline

more time for teachers to teach students to use the internet appropriately as a tool to learn

greater access to real-time information, digital learning resources and educational software

working in online spaces, such as a Wikispace, where students can access varied content to support

their level of understanding in a subject area.

Cost

The cost of the laptop package will be dependent on which option you select.

All payments will be facilitated online via the LWT Portal that will be specifically provided for the SEPS 1:1 laptop

program, except for the 2 year leasing option which will be paid to the school.

The LWT Portal will be available throughout 2016 and so it will be possible to join the 1:1 Computer program at

any time. However LWT will not hold the price of the package indefinitely and so price fluctuations could

occur. Please also note we cannot guarantee laptops / tablets will be available for the first day of school next

year, unless they are ordered by the 27 November 2015 deadline.

How has the package and cost been arrived at?

Different vendors and their offerings were assessed for the 2016 1:1 Computer program. The eLearning

subcommittee of the SEPS School Council decided that the package proposed by LWT provides the best

overall balance of quality, specification, service and cost to support the education of our students. For

example the laptop is a lightweight, current model device. It will have all school and DET licensed software

preloaded for you (which you cannot purchase or download) and will be covered by insurance and have

24/7 technical support.

We are aware of the differences between the 2013 - 2015 and 2016 1:1 Computer programs, but given the

changing DET policy approaches and commercial offerings, the above package was agreed upon. We are

continuing to negotiate with LWT and any improvements to the package will be immediately passed on.

Options and choices

In order to support our teachers to provide a consistent and streamlined education in our classrooms, and to

obtain the most cost-effective price for parents, only one package is offered in the 1:1 Computer program.

Students who choose not to take up the 1:1 program option will continue to be able to use the school

computers during relevant lessons. Access to these devices will be shared between the students in the class

who do not have their own computer. At this stage, we do not know how many children will be sharing a

school laptop since it depends on the take-up of the program but we anticipate it will be 2 students per

device. These students will not be able to take home a laptop and are not able to bring in a personal laptop

for use in school.

Steps to take

27th October 2015 Information Session

November 2015 LWT Portal is now to SEPS parents to purchase laptops for 2016

27th November 2015 LAST DATE for online orders which must be placed to ensure computers can be

delivered and configured ready for day 1 of school next year

First day of school 2016 Computers expected to be available for students to pick up and use.

FREQUENTLY ASKED QUESTIONS

Warranty / Insurance

If the laptop is damaged, lost or stolen, parents will

be required to make a claim under their insurance

policy. You will need to contact the school,

complete a form, the $50 excess paid to the insurer,

and a police report may also be required.

The school will forward the laptop to be assessed

for repair or replacement. Please see Attached

‘Education Laptop Insurance’ page for more

details, and follow the link for policy information.

Software Licensing and Copyright

Software installed by the school is subject to

licensing conditions from DET and must not be

distributed without written permission. Any media

installed on the laptop must not infringe copyright

laws and must not include crude or explicit

language or images. This will contravene the

School’s ‘Digital Technologies Acceptable Use

Policy’.

SEPS believes that the DET licence will remain

current for the duration of your child’s education in

a government school, but that DET expects parents

to remove the software thereafter.

Internet Usage

Use of the laptop by students is governed by the

‘Digital Technologies Acceptable Use Policy’, which

students and parents must agree to, and sign, for

the use of ICT both within and outside the school.

Any inappropriate use of the internet is

unacceptable and may result in disciplinary action

and exclusion from the school network and

resources.

Technical Support

The school employs an ICT technician to support

the school’s technology assets in general, as well as

the Computer Program. Students are to inform their

teacher immediately of any problems. Matters that

cannot be fixed on site will be fixed by LWT with an

estimated 3 day repair time. Please see the trouble

shooting process for more information. (Page

attached)

Power Supply

All Laptops need to be charged overnight and

returned back to school fully charged at the

beginning of every day. The laptop battery will last

a typical school day.

Backup/ Recovery

Students should backup their data at all times. We

recommend the use of a USB or external drive

(provided by parents), but students may also

periodically back up their work on the school

server. Students will receive training on how to do

this during their ICT lessons.

Installing their own Software

The school does not prevent students from installing

their own software. It is the student’s responsibility

to ensure that there is enough hard drive space

and RAM available to engage in all educational

requirements. Downloading music, games and

videos from the internet during school hours is

prohibited except when directed by a teacher.

Any non-DET software will not be supported by the

school, and might be lost in the event of the laptop

being re-imaged due to ICT technician support

work.

When will the laptops arrive?

Laptops will be ready for distribution as close to the

start of 2016 school year as possible.

What kind of contract or agreement needs

to be signed?

If you take up the leasing option you will be

required to sign the SEPS 1:1 Computer Program

Leasing Acceptance document.

The laptop package will also contain an insurance

policy, between the parents and iBroker,

underwritten by QBE Insurance (Australia) Limited.

All students and parents of SEPS will be required to

sign the ‘Digital Technologies Acceptable Use

Policy’. The 1:1 Laptop LWT Term and Conditions

needs to be accepted by parents participating in

this program.

Is there any Government assistance

available?

You may be entitled to receive a contribution from

the Government to assist with the laptop expense

via the Government School Kids Bonus scheme,

which is available for qualifying families.

Can students bring their own devices from

home instead?

No. In order to provide a consistent computing

experience to all students, as well as to enable the

teaching staff to balance the education of the

students who participate in the program and those

who do not, the school has decided to support only

two devices in 2016. Other devices will not be

supported by SEPS and should not be brought to

school for use.

Is the device password-protected?

Yes. Students will be prompted to log on with a

password when turning on the device. A password-

protected device will help to protect students’

personal information in incidents of loss or theft.

Where do the devices go when not in use?

When not in use, the devices will be in a student’s

locker/tub or locked classroom. An unattended

device around buildings or school grounds will be

picked up immediately by a staff member and

treated as a lost item.

How will teachers be trained and

supported?

Teachers complete the Department ICT

Capabilities Survey and set ICT professional learning

goals as a result of feedback. Support is a strong

element for success and teachers will be involved

in mentoring and coaching each other to

complement their growing ICT capabilities.

Will students use computers ‘too much’ in

their schoolwork?

No. The 1:1 device will simply support the existing

school curriculum by providing an appropriate

digital learning tool to supplement traditional

learning methods.

What about handwriting?

Students will continue to write with pen and paper

and work to improve their handwriting as well as

using the keyboard.

Won’t students be able to ‘cheat’ by using

the spell checker?

The spell checker is a tool to allow students

immediate feedback on the correct spelling of

words they use. It supplements our existing school

spelling program, but does not replace it.

Personalising your Laptop

Each laptop has a removable sticker identifying its

owner. Students may personalise their desktops but

be aware that updates to the system performed by

the school may revert the hard drive image to its

original form that may result in students losing stored

files if they have not been correctly backed up.

What if my child forgets his/her laptop at

home?

On that day he/she will have to share one of the

existing school computers with other students. This

will result in your child having reduced access to a

computer on that day, as well as placing increased

strain on the availability of school computers for

other students.

The school monitors usage at school, but

who monitors it at home?

Monitoring home use is the responsibility of parents.

When off school grounds, parents have full

responsibility and authority to monitor device

usage. Examples of this include:

encourage use in a family room and not in

the bedroom

restrict use at certain times of the evening or

weekend

advise not to take on long trips, and

examine the documents and other contents

of the device.

How can students access the internet from

home?

Home internet connection is not supplied by the

school or DET. If there is an existing internet

connection at home, the device can be

configured for access to it. However there is no

mandated expectation that internet access be

made available at home.

When might home internet access be

needed?

Examples of home use for which internet access

would be required include:

using online collaborative websites such as

class blogs, wikis

using online resources

completion of homework using online

resources.

Examples of home use for which internet access

would not be required include:

using any of the Microsoft applications or

other software provided

using any subject-specific software

working with audio, picture or video files on

the device.

How will the program be evaluated?

We will evaluate the effectiveness of this initiative.

This may involve areas such as literacy, numeracy,

collaboration and attendance. We will consider

using:

Anecdotal evidence provided by teachers,

parents and students

Tracking the amount of time students use

the 1:1 device in classrooms

Surveying parents, students and teachers

concerning the impact of 1-to-1 access on

student learning

Monitoring student learning.

What software will be on the devices?

DET has researched and designed a standard image (Edustar), which incorporates both DET-licensed and free

software. The current version of Edustar is listed below. Edustar is licensed by DET directly to parents as part of

the SEPS laptop program. The SEPS Laptop image will consist of the Edustar image plus any other programs

purchased by SEPS.

STUDENT SAFETY AND ONLINE PRIVACY

What about safe internet use?

Students are offered a device to facilitate anytime,

anywhere learning. Teachers will supervise students

as they would for any learning activity as they

create and maintain a safe, comfortable and

learning-focused classroom. Appropriate use of the

internet service within the DET network is closely

monitored by a filtering system, which allows for

inappropriate content blocking by a regularly

updated list of categories and sites. This does not

apply to use of devices outside of the school

network.

What if the laptop is used for inappropriate

purposes?

This will be seen as a breach of our school’s ‘Digital

Technologies Acceptable Use Policy’ and the

device may be banned for a period of time,

depending on the severity. It may also be restored

to its original image and all personalised content

may be deleted. It is important that teachers,

students and parents share the responsibility to

ensure safe and responsible use of devices at all

times.

Will children be safe carrying 1:1 devices?

Overseas research has shown that insurance

companies have reported very few incidents while

students travel to and from school. Students should

be specifically warned not to take the devices out

in public, to carry them in the protective cover

provided, and to place them within their school

bags.

Are these devices going to add to the

heavy loads students carry from home to

school?

The device has been deliberately chosen for a

number of reasons, including its lightweight

specifications.

However the device should not be packed into the

bottom of an oversized backpack with other books

and items, because this can lead to a compression

fracture of the screen.

Will the student files on the device be

private?

Students can expect their device to be periodically

inspected and monitored for appropriate usage.

Teachers may request access to the browser history

and/or caches as well as all files belonging to the

student saved on the laptops as well as stored on

the school servers. Students and parents need to

be aware that files stored locally or on school

servers are not private and can always be

accessed even after deletion.

Students will not be able to access each other's files

on the laptops as long as they do not disclose their

login passwords.

Education Laptop Insurance

When you participate in the Sandringham East Primary School 1:1 Computer program, you will also take out an

iBroker Education Laptop Insurance policy, underwritten by QBE Insurance (Australia) Limited. This is included as

part of the package to ensure that all students have consistent laptop availability throughout the year. It is

important for you to be aware of the Terms and Conditions of this insurance and your responsibilities under it such

as payment of premiums, payment of the excess in the event of a claim, and possibly for the cost of repair or

replacement should a claim be denied.
