Dear Friends,The Minnesota Academic Excellence Foundation (MAEF) was founded in
1983, co-supported by the public and private sectors through community-basedpartnerships. It was created in response to the report, A Nation at Risk, and wasconceived as an innovative use of business, government and education resources toaddress the issues of student achievement and school performance.
The MAEF organization has a challenging and important mission: to be theprimary advocate for promoting and recognizing the importance of academic excellence inall Minnesota elementary and secondary students, schools and communities. And in1999, the MAEF Board and staff and its many partners worked to advance thismission through MAEF's three strategic goals:
• As the primary advocate for students, MAEF will provide leadership to designand implement programs and initiatives which increase student learning andensure a voice for students in managing their own learning.
• Families, communities, districts and schools will use MAEF services to recognizeand facilitate accountability for increasing levels of learning by all young peopleand for improving the performances of their local schools.
• MAEF will investigate and implement partnerships and cost-effective revenuestreams, which are consistent with and contribute to MAEF's charter andmission to support its programs and operations.

NATIONALLY-VALIDATEDPERFORMANCE CRITERIA FUELS'PARTNERS FOR QUALITY' SUCCESS
In 1990, the Minnesota Legislature chargedMAEF to develop a "schools of excellence"program that would establish "state standards,criteria and a process for showing improvement inacademic performance among Minnesota schools."
MAEF went to work organizing task forces,researching and evaluating criteria for a programthat could measure and promote quality ineducation. And now, following planning, research,several pilot tests and six years of deployment, aprogram known as Partners for Quality is doingjust that.

The program came with a set of pilot criteria.And, just this year, the Malcolm Baldrige NationalEducation Criteria for Pelfo1'lnance Excellence wasformally enacted by Congress to serve as tl1ebackbone of Partners for Quality.
The nationally-validated criteria addresseducation performance in seven categories:Leadership, Strategy Planning, Student andStakeholder Focus, Information Systems, HumanResource Development, Process and PerformanceResults. Thus far, MAEF and Partners for Qualityusers have been pleased.
"We feel the Partners for Quality program istruly a testament to the commitment to qualityeducation in the state of Minnesota," saysRepresentative Barb Sykora (R) - Excelsior, whohelped renew legislative funding for Partners forQuality. Representative Len Biernat (D) Minneapolis, agrees.
"We've been very pleased with the progressPartners for Quality has made thus far and we lookforward to its continued success." Business leaders
have also been quick to recognize the program."We wanted to see if the same quality tools
that have worked well in business could be used inclassroom settings," says Honeywell's Andre Lewis,a funder of the Partners for Quality program.Others echoed his views.
"As business leaders, we have a vested interestin what is coming out of our schools," says DeanAschman, manager of International TechnicalSupport, IBM. "These are going to be the leadersof tomorrow; it's important that quality educationmeasures be implemented early in the educationprocess." And educators couldn't agree more.
Just ask Gary Brandt, principal of CentralElementary School in Worthington what he'slearned in five years of trying to bring qualityprinciples and practices into the schoolhouse.
"The key is to show teachers how this canimpact their classroom. If you can do that, youhave a chance of getting their attention," saysBrandt. Many educators agree with Brandt, buteven more program supporters say it's inlportantfor all public entities to be involved in the process.
"MAEF and the Partners for Quality programserve as an excellent catalyst that pulls all ofacademia, businesses and institutions together forthe betterment of education," says Aschman. That'sexactly MAEF's intention says Jim Bartholomew ofMinnesota Business Partnership and board chair ofMAEF.
"Our goal is to be a voice jor and bringinnovative solutions to education customers:students, schools, community, businesses and theState of Minnesota."

ACADEMIC LEAGUE CELEBRATES10TH ANNIVERSARY AT STATE CAPITOL
The Academic League initiative celebrated its10th anniversary this year with a rally at tl,e StateCapitol. Currently, about 100 academic challengesand recognitions are endorsed by the AcademicLeague Council for use by elementary andsecondary students in Minnesota. What's more,40% of Minnesota's student population - or about300,000 students, participate in at least oneAcademic League activity.
Schools learn about these activities through anannual catalog, Reach jo'/' the Stars, which iscompiled by MAEF, printed by LifeTouch anddistributed to aU teachers in Mllmesota at no cost.But according to Greg Vandal, superintendent ofschools, Sauk Rapids-Rice school district, it takesmore than a commitment at the local level for theseactivities to be successful.

"As the Academic League continues to growand mature it's important that it garners supportand commitment across the state," says Vandal.
Kay Miles, gifted programs coordinator, MidState Education District - Little Falls, agrees,adding that statewide funding is crucial toAcademic League programming.
"Some districts can support the programsbecause of how large they are," says Miles. "Butwhen you get into the rural areas and outstateMinnesota districts, the funds are very limited.Equitable statewide funding is imperative tocontinue providing Academic League opportunitiesfor Minnesota's students."
So far, there's been nothing but ringingendorsements and support for the AcademicLeague; just ask Whitney MacMillan, chairmanEmeritus, Cargill, Inc.
MacMillan and his wife, who had organizedtheir own foundation (Whitney E. MacMillanFoundation), were looking to bring their ideas toan entity that could deliver quality educationprograms and activities. Having been longtimesupporters of academic excellence, they sought torecognize those teachers who exemplified academicexcellence best.
"We were looking to an organization that wasbroad, yet focused enough on delivering qualityeducation programs and recognition to teachers,"says MacMillan. "We evaluated many, but therearen't a lot of organizations out there thatrecognize like MAEF does. I was amazed at thecapacity of what they did," says MacMillan. It wasthrough the marriage of WEM Foundation andMAEF that the Academic Coach Award, one of threenew awards programs, was born to recognizeexcellence in academic coaching.
So it comes as no surprise that the AcademicLeague has enjoyed 10 years of helpingcommunities support academia.

MAEF deploys a variety of awards torecognize outstanding performance. Teachers andprincipals are recognized for improving studentlearning in a number of awards programs,including the prestigious Milken Educator Award.The award provides the four outstanding educatorswith a $25,000 cash award.
MAEF also provides a number of awards forstudents who achieve academically. The Gatheringof Champions, held at the Minnesota State Fair,annually recognizes elementary and secondarystudents in three categories: students who areconsistent academic achievers; students who arestate-level champions in Academic Leaguechallenges; and students who make a turnaround in

"As a father of three, you tend to pay moreattention to education and organizations likeMAEF," says Joe Schmit, KSTP's sports anchor.Gathering of Champions is an outstandingprogram and we're very happy to be a part of it.
• Approved program proposals for Governor'sbudget bill: MAEF funding, School EnrichmentPartnership Program, Partners for QualityDistrictTraining Centers Program, AcademicLeague Booster Clubs and "Use your head to getahead" student achievement program.
• Clarified that the MAEF Advocacy Stancesupports "high standards, accountability andmeasurement for student achievement."
o Authorized the design and implementation bythe Personnel Sub-Committee and theLeadership Team of a tactical plan, staffing planand budget for the FY2000-2001 biennium.
o Charged Board to develop an aggressive revenueplan to leverage some self-sufficiency based onrevenue mix to be achieved by 2003-2004.

HELPING MAEF MAKE A DIFFERENCE

The Minnesota Governor's Scholars program wascreated in 1984 to respond to and prevent urgentproblems in our communities by tapping the positive potential of Minnesota's youth. Many ofthese problems have been endangered by the breakdown of shared community values; othersare the result of the factions that emerge when we cease to value all members of society.
Former Governor AI Quie, who keynoted this year's Summer Institute, said, "It startswith the family, and more specifically, the extent to which families get involved with theirchildren's education. I was struck with the eagerness and desire for learning that these youngscholars exhibit."
The 1999 Governor's Scholars posted their most significant learning gains of 30-50percent in the following areas:
• Determining a project that will impact the community in a measureable way.• Learning and using the Baldrige Continuous Quality Improvement Process as well as
practicing strategic quality planning, visioning and benchmarking.• Learning to prepare a leadership project proposal and quarterly reports on project
progress.The projects vary from student to student. For instance, Sara Holte of International Falls
High School, designed a project to address "the digital divide" - to increase the availability ofcomputer hardware in the school district, with top priority given to the youngest students.Another student, Mir Khalid Ali, Minneapolis Edison, designed a project to create greaterunderstanding between young people and the elderly. These are just two examples of thelevel of commitment and talent these students lend to their schools and communities.

DR MISSION IThe Minnesota Academic Excellence Foundation was
created in 1983 to be the primary advocate for recognizingand promoting academic excellence in Minnesota'selementary and secondary students, schools andcommunities. Its Partners for Quality Initiative andClassroom Quality Program are nationally recognized forimproving education delivery and fostering innovativepractices. MAEF is governed by a Board of Directorsappointed by the Governor to represent government,business and education. The Board focuses on threestrategic goals:
• student learning and engagement.• school performance and accountability for learning.• value-added pa1'lner'ships to support MAEF and
its mission.
The Friends for MAEF was incorporated by businessleaders in 1990 as a private nonprofit entity with its own501(c)(3) status. Its mission is to support the goals andprograms of MAEF through fundraising, public outreachand management of the MAEF endowment funds.
