1 The term "State commercial banks" used in Table 3 re-fers (in this State) to (1) banks that at one time or anotherduring: the period were designated in the annual reports ofthe Comptroller of the Currency as "State banks," "loan andtrust companies," or "private banks and bankers" (unincor-porated banks) and (2) industrial banks that accept deposits. In this report, however, the data for unincorporated banksare discussed separately from those for other State commer-cial banks.

for national banks. The following sectionsdescribe these problems and the methods usedin deriving the revised series. In the descrip-tion the banks are classified in three groups:(1) State commercial banks (other than unin-corporated banks), (2) unincorporated banks, and (3) mutual savings banks.

The sources of statistics for State com-mercial banks (other than unincorporatedbanks) for 1896-1933, and for unincorporatedbanks and mutual savings banks for 1896-1946 were (1) figures reported to the Comp-troller and published in his annual reportsand (2) figures published in the reports andabstracts of the State banking departmentand by other State authorities. For unincorpo-rated banks these sources were supplementedby data obtained from bankers' directories.

The sources of statistics for State com-mercial banks for 1934-1946 were (1) sum-mary figures for insured banks published orsupplied by the Federal Deposit InsuranceCorporation and (2) figures for noninsuredbanks obtained from reports of the Statebanking department or from bankers1 direc-tories. Data for this period are discussedseparately because of the substantially bettercoverage and more consistent reporting begin-ning in 1934.

Beginning with 1947, all statistics—in-cluding the breakdowns of loans, investments, cash assets, and deposits—for State commer-cial banks, unincorporated banks, and mutualsavings banks were taken directly from datapublished or supplied by the Federal DepositInsurance Corporation.

STATE COMMERCIAL BANKS (OTHER THAN UNINCORPORATED BANKS), 1896-1933

The following paragraphs describe (1) theprincipal adjustments in the figures as pub-lished by the Comptroller of the Currency,(2) supplementation of the data from othersources, and (3) preparation of estimateswhere data were incomplete or were not avail-able.2 The United States Summary includesa discussion and evaluation of alternativeestimating procedures considered, tested, andused in one or more States. It also includesexamples of the use of banking trends as aguide in making State estimates,

NUMBER OF BANKS AND AGGREGATEBALANCE SHEET

The number of banks in 1918 and 1919was reduced by three and in 1920 by one onthe basis of information in State banking de-partment reports. No change was necessaryin the balance-sheet data.

Connecticut State bank data reported tothe Comptroller and published in his annualreports for 1896-1898 were for the Octobercall of the preceding year. Accordingly, forthe revised series, balance-sheet data for 1896and 1897 were taken from the Comptroller'sreports for 1897 and 1898, respectively; datafor 1898 were taken from the report of theState banking department.

The assets of the savings departments ofloan and trust companies were variously re-ported:—as "all other" loans, "other" invest-ments, or "other" assets—in the Comptroller'sreports for 1916-1925. For the revised seriesthese assets were redistributed among thevarious items of the balance sheet on thebasis of the breakdown of assets of the savingsdepartments for the fall call date of theseyears shown in the State banking departmentreport.

2 In cases where the breakdown of a given item (for ex-ample, total loans) was not estimated on the basis of a per-centage distribution, but where one or more components wereestimated on the basis of data from various sources or forvarious dates, the "other" category (for example, other loans)is a residual. This procedure was also used for other classesof banks in the State.

LOANS

A complete classification of loans intoreal estate, collateral, and "all other" was notreported to the Comptroller regularly until1928. For years in which items were not pub-lished by the Comptroller, figures were ob-tained from other sources or were estimated.

Real estate loans for 1896-1898 were de-rived from State banking department reports. For 1902-1908 they were estimated by apply-ing to total loans, ratios of this item to totalloans that were derived by interpolating be-tween ratios based on reported data for 1901and 1909. For 1916-1925, figures for the fallcall date from the State banking departmentreport were adjusted to June dates.

Collateral loans for 1896-1908 were esti-mated by applying to total loans in each yearthe average ratio of this item to total loanscomputed from reported data for 1909-1913;for 1916, by applying the average ratio com-puted from reported data for 1915 and ad-justed data for 1917. For 1917-1925, collateralloans as shown in the Comptroller's reportswere increased by the amounts estimated tohave been held in savings departments ofloan and trust companies; for these estimatesthe figures for collateral loans in savings de-partments on fall call dates, as shown in Statebanking department reports, were adjusted toJune dates. Collateral loans held by thebanking departments of trust companies in1924 and 1925 were estimated by applying tototal loans the average of the ratios of thisitem to total loans based on reported data for1923 and 1926.

INVESTMENTS

A complete breakdown of investmentsinto United States Government, State andpolitical subdivision, and other securities wasnot reported to the Comptroller regularly until1926. .In the years in which items were notreported, figures were obtained from othersources or were estimated.

Very small holdings of United States Gov-ernment securities were reported intermit-tently in years prior to 1917. No estimateswere made for other years in this early period.Beginning with 1917, holdings were reportedregularly except for amounts in the savingsdepartments of loan and trust companies inthe period 1917-1925. The latter were ob-tained from State reports and added to totalsreported by the Comptroller.

Small amounts of obligations of Statesand political subdivisions were reported inter-mittently in the early years of the period. Noestimates were made for years when suchholdings were not reported. For 1916-1925,figures for the fall call were obtained fromthe State banking department reports andadjusted to June dates.

DEPOSITS

The breakdown of deposits into inter-bank, United States Government, other de-mand, and other time was adequate after someminor revisions in the reports of the Comp-troller beginning with 1909, although reportedfigures for United States Government depositswere supplemented in a number of years.3 Noattempt was made in the revised series to

provide figures for the latter item prior to1918 because practically all such depositswere held by national banks.

In years when items were not reported, figures were obtained from other sources orwere estimated.

The breakdowns of total deposits otherthan interbank into demand and time for1896-1901 at loan and trust companies wereestimated by applying to this total in eachyear the average ratio of time deposits to thistotal computed from adjusted data for 1902-1907. Time deposit figures for loan and trustcompanies for fall call dates in 1902-1908 andfor State banks in 1914, 1916, 1919, and 1920were obtained from State banking departmentreports and were adjusted to June dates.

Figures for United States Governmentdeposits at State commercial banks in theperiod 1918-1925 represent those at Statemember banks only. Figures except for 1918are as reported. The figure for 1918 was esti-mated by applying to United States Govern-ment deposits at all State member banks inthe United States on June 30 of that year, the ratio of these deposits at State memberbanks in Connecticut to such deposits at allState member banks on June 30, 1919.

STATE COMMERCIAL BANKS (OTHER THAN UNINCORPORATED BANKS), 1934-1946

The principal assets and liabilities ofState commercial banks for 1934-1946 wereobtained by combining data for insured bankspublished by the Federal Deposit InsuranceCorporation with data for individual nonin-sured banks. Figures for the latter group for1934-1941 were taken from bankers' direc-tories; for 1942-1946, they were compiled bythe Federal Deposit Insurance Corporationfrom data furnished by the State bankingdepartment, supplemented by data frombankers' directories.

The breakdowns of some of the principal8 In subsequent paragraphs these items (if discussed) are

designated and arranged as follows: demand, time, interbank, and United States Government. This order differs from thatin the tables.

asset and liability items that were requiredfor the all-bank series were not available fornoninsured banks for every year during the1934-1946 period in either of the sources cited. The breakdowns of these items were estimatedon the basis of the percentage distribution ofcorresponding items at other groups of banksas follows: loans for 1934-1938 and invest-ments other than United States Governmentobligations and cash assets for 1934-1941,on the distributions at insured nonmemberbanks in corresponding years; loans for 1939-1946, on the distribution at noninsured banksin December 1947; and deposits for 1934-1941,on the distribution at noninsured. banks in1942.

UNINCORPORATED BANKS, 1896-1946

Figures for unincorporated banks werenot published by the State banking depart-ment until 1924 and were not adequatelyreported to the Comptroller of the Currencyuntil 1926. Bankers' directories, which gavefew or no balance-sheet data for banks desig-nated as private, were also inadequate. Never-theless, a balance sheet was constructed for1896-1923 on the basis of the State bankingdepartment data for 1924 and Internal Reve-nue data for 1900-1902. For the latter periodthe Bureau of Internal Revenue publishedfigures by States and class of bank on thenumber and capital and surplus of banks, compiled in connection with the tax on bankcapital and surplus imposed by the WarRevenue Act of 1898.

On the basis of estimates described below, the total assets of private banks throughoutthis period did not exceed 12 per cent of totalassets of all State commercial banks.

From the data published by the Bureauof Internal Revenue, an average capital-ac-counts figure per bank was determined foreach year of the 1900-1902 period; these threeaverages, in turn, were averaged. A totalcapital-accounts figure for each year 1896-1902 was then derived by multiplying thenumber of banks, as given in bankers' direc-tories, by the average capital accounts perbank for 1900-1902. Total capital accountsfor 1903-1923 were derived by interpolatingbetween the average per bank for 1900-1902and the average for 1924 and then multiplyingthe interpolated figure for each year by thenumber of banks in that year as given inbankers' directories.

Total assets and liabilities were then esti-mated by assuming that capital accounts ineach year prior to 1924 represented the sameproportion of assets and liabilities as in 1924.For 1896-1902, however, the total assets andliabilities 'figures thus obtained were adjusted

to reflect changes in the ratios of capital ac-counts to total assets and liabilities as reportedfor all commercial banks in Connecticut dur-ing this period. Individual balance-sheet itemswere then estimated for 1896-1923 by apply-ing to estimated total assets or liabilities theratio of each item or subitem to the total basedon reported data for 1924.

For later years in which detailed balance-sheet data were not available, the data wereobtained as described below.

LOANS

Real estate loans in 1925 and 1926 andcollateral loans in 1926 were estimated byapplying to total loans the average ratio ofeach item to total loans computed from re-ported figures for 1924 and 1927 and for 1925and 1927, respectively.

For 1942-1946, the breakdowns of loanswere estimated on the basis of the percentagedistribution of the total computed from re-ported figures for December of the same year. The breakdowns of real estate loans into farm, residential, and "other" for this period wereestimated on the basis of the percentage dis-tribution in December 1947.

INVESTMENTS

The breakdowns of investments for 1921-1926 were estimated on the basis of the per-centage distribution of the total as reportedfor 1927.

United States Government securities for1931 were estimated by interpolating in dollaramounts between reported figures for 1930and 1932.

State and political subdivision securitiesfor 1932-1938 were estimated by applying tototal investments in each year, ratios of thisitem to total investments that were derived byinterpolating between ratios based on reportedfigures for 1931 and 1939.

MUTUAL SAVINGS BANKS, 1896-1946

Data reported to the Comptroller of theCurrency and published in his annual reportsfor 1896-1908 were for the October call of theyear preceding publication. The statisticswere shifted to the year in which the call wasmade by the same process as described forState commercial banks; figures for 1908 weretaken from the report of the State bankingdepartment. After 1909 the calls were as ofJune 30 or July 1.

The breakdowns of the loan and invest-ment portfolios were generally adequate forthe entire period except 1922-1925 and 1939-1946. The breakdowns of loans for 1922,1923,and 1925 were estimated by applying to totalloans shown in the Comptroller's reports thepercentage distribution of total loans derived

from the State banking department reportsfor the October call in corresponding years;for 1924, by applying the average distributionsfor 1923 and 1925; and for 1939-1946, the dis-tribution for December 1947. In addition, some adjustments were made in the loan andinvestment breakdowns for the years 1921,1926, 1927,-and 1929-1932 on the basis of evi-dence in the State banking department reports.

Balances due from banks for 1897-1902were estimated by applying to total cashassets the average ratio of this item to totalcash assets computed from reported data for1896 and 1903. Figures for 1919-1925 wereestimated in the same way, using data for1918 and 1926.
