Energy as a National Security Challenge

Strategic Implica.ons of Energy Dependence
America’s has a strategic “center of gravity” – a na.onal source of strength, freedom of ac.on and na.onal will to act. It is our
economy. We also have cri4cal vulnerabili4es.
1. Petroleum for transporta.on2. Electricity for homes, businesses, industry
Both are virtually unprotected10

Operational Implications of Energy Security
•Technology is the center of gravity of the United States Military
•Electricity is the critical vulnerability associated with that COG

DoD Encompasses …• Over 3M people (na.on’s largest employer)– 1.3M ac.ve duty military– 684K civilian employees– 1.1M Guard/Reserve
• Opera,ng in – All 50 States & 7 US territories– More than 160 countries
• US single largest energy user– ~0.9% of U.S. energy– ~80% of federal energy
• Lots of Buildings – 307K bldgs;– >2.2B SF– Replacement value >$720B– ~1/3 of DoD bldgs are >50 yrs old– By 2025, 2/3 of DoD bldgs will be >50 yrs old
• 28.6M acres– 593 installa.ons & 5,579 sites– If DoD were a state, we’d be as large as …
Even though only 1 % of total U.S. use, DoD will have the largest impact on Federal
energy reduc4on efforts – DoD is the Gorilla in the room

DoD Opera.onal and Facility Energy
In FY2010 DOD spent over $3.95 billion on facility energy -‐-‐ 26% of Defense-‐wide expenditure for energy: $15.2 billion

• The Dept of the Navy is the second largest fuel user in the DoD, consuming about 4,200,000 gals/day. (About 75% of all fuel products are transported by sea, much of it passing through vulnerable points protected by U.S. naval forces.)
• By 2012, create a "Green Strike Group" composed of nuclear vessels and ships powered by biofuels;
• By 2015, reduce petroleum use in the 50,000 commercial ground vehicle fleet by 50 % by phasing in hybrid fuel and electric vehicles;
• Produce at least half the shore-based energy requirements from renewable sources, such as solar, wind and ocean generated by the base; and by 2020, ensuring at least 40 percent of the Navy's total energy consumption comes from alternative sources.
U.S. Navy Goals for Alternative/Renewables
18
19
USAF Goals for Alternative/Renewables
• 84% of Air Force energy use is aviation fuel – 2.5 Billion gal/year.
• Increase non-petroleum-based fuel use by 10% per year in the motor vehicle fleet
• By 2016, be prepared to cost competitively acquire 50% of the Air Force’s domestic aviation fuel requirement via an alternative fuel blend in which the alternative component is derived from domestic sources produced in a manner that is greener than fuels produced from conventional petroleum– Test and certify all aircraft and systems against 50/50 alternative fuel
blend by 2011– Increase the number of flexible fuel systems– Identify/develop privately financed/operated energy production on
Air Bases
• Increase facility renewable energy at annual targets, 5% by FY2010, 7.5% by FY2013, 25% by FY2025—50% of increase must come from new renewable sources
