➢ The Ukrainian jet with 176 aboard was hit by an Iranian surface-to-airmissile shortly after it took off from Tehran’s Imam Khomeini Airport.After initially rejecting western assertion that an Iranian missile broughtdown the plane, Tehran on Saturday said one of its soldiers fired themissile, mistaking the jet for an enemy aircraft “as it turned to asensitive area”.

➢ This is not the first time U.S.-Iran tensions have led to an aviationdisaster. In 1988, in the last stage of the Iran-Iraq war, a U.S. Navywarship shot down an Iran Air flight over the Gulf, killing all 290passengers. Then the U.S. troops said they mistook the plane for amilitary aircraft that was going to attack the ship. Iran says the sametoday.

➢ This time it was U.S. President Donald Trump’s reckless decision toassassinate Soleimani that pushed both countries to the brink of a war.

➢ After launching missiles at U.S. troops in Iraq in retaliation for theGeneral’s killing, Iran’s missile defence systems were on high alert,anticipating retaliatory American air strikes. Iran blames “human error”for the attack on the passenger plane. But whatever the context is, itcannot abdicate responsibility for what happened.

➢ Iran’s admission and apology is a step in the right direction. But itshould carry out, along with international investigators, a thoroughprobe into what led to the “accident”, and punish whoever isresponsible for the “human error”.

Final Words➢ If Iran is sincere in its apology, it should not only unearth what

happened and punish the culprits but also take immediate steps toreduce tensions with the U.S.

➢ Some States are better than others in tracking and registeringcrimes. This is why Kerala and the National Capital Region havingthe highest crime rates in the country — 1463.2 per one lakhpopulation and 1342.5, respectively — is also a reflection of the factthat crime reporting, follow-up and subsequent steps in trial andpunishment are much better undertaken in these two States/UTs.

➢ Better reporting could also perhaps explain why there is a 15%increase in the total crimes against women across all States, but thefact that this number went up by 66% in a large State such as UttarPradesh must be cause for concern.

➢ Conversely, crimes against women fell 20.8% after reaching a peaknumber of 17,222 in Delhi. It is well understood that the protestsagainst the gangrape in Delhi in 2012 had significantly contributedto greater reporting of crimes against women.

Prelims Exam:

➢ The Civil Services Preliminary exam comprises of two

compulsory papers of 200 marks each (General Studies

Paper I and General Studies Paper II).

➢ The questions will be of multiple choice, objective type.

➢ The marks in prelims will not be counted for final ranking,

but just for qualification for the main exam.

Note: GS Paper -II (popularly known as CSAT) has been made

qualifying in nature. This means that the candidate has to just

score 33% marks in it. Only marks for GS Paper 1 will be

counted for selection towards Mains.

Mains: The written examination (main) will consist of the

following nine papers, but only 7 papers will be counted for final

merit ranking. For the rest two papers, the candidate should

secure minimum marks prescribed by UPSC each year.

Personality Test: The candidate will be interviewed by a Board who

will have before them a record of his/her career. He/she will be

asked questions on matters of general interest. The object of the

interview is to assess the personal suitability of the candidate for a

career in public service by a Board of competent and unbiased

observers. The test is intended to judge the mental calibre of a

candidate.

Final Rank – A candidate’s rank in UPSC Civil Service Exam

depends only on the marks scored in Main and Interview. The

main exam has 1750 marks while interview has 275 marks.
