INTRODUCTION This paper contains a summary of the 1998 Queensland election. It contains details of voting for all Legislative Assembly districts, summaries of the two-candidate preferred vote, as well as regional summaries, and summaries of the distribution of party preferences. For each Legislative Assembly electorate, full detail of primary and two-candidate preferred votes are provided. The format for the results is summarized below. First Count: The votes shown for each candidate are the total primary votes received. Percentage votes are calculated as a percentage of the formal vote for each electorate. Swing is calculated by subtracting the percentage vote received by a party at the previous election from the percentage received at the current election. Where the parties contesting the district differ from the previous election, ‘ghost’ candidates (indicated by "....") have been included representing candidates not contesting the current election. As a result, all primary swings add to zero, subject to rounding errors. Final Count: Represents the two-candidate preferred count after the final distribution of preferences in an electorate. All votes which did not indicate a preference to the two remaining candidates are included in the total listed as Exhausted. Two-candidate preferred percentages are calculated by dividing the two-candidate preferred vote by the votes remaining in the count, which is the same as the total formal vote minus the exhausted votes. Two-candidate preferred swings are shown compared to the previous election results. Where the party composition of the final two candidates differ from the previous election, a ghost candidate appears, and three swing figures are shown. Two-Candidate versus Two-Party Preferred results To win an electorate, a candidate must receive more than 50% of the vote after the distribution of preferences. This is carried out by successively excluding the candidate with the lowest primary vote, and distributing those votes as preferences to candidates remaining in the count. At the end of the count, the votes for the two remaining candidates are referred to as the 'two-candidate preferred count'. At most elections, it is also common to talk about two-party preferred votes, the final count in contests between Labor and the Coalition. In most electorates, this will be the same as the two-candidate preferred count. At the 1992 and 1995 Queensland elections, the Electoral Commission provided separate two-candidate and two-party preferred counts in the electorate of Gladstone, where the final contest had been between Labor and an Independent. At the 1998 Queensland election, the rise of Pauline Hanson's One Nation resulted in only 53 of the 89 electorates finishing as a two-party contest between Labor and the Coalition. In these circumstances, the Electoral Commission chose not to re-count the other 36 electorates to obtain a two-party preferred count. This was the correct decision, as it is impossible to talk of state-wide two party preferred vote in an election where voters in so many electorates did not choose between Labor and the Coalition. As a result, this publication does not include traditional analysis of two-party preferred vote and swing by electorate. Instead, the table of two-candidate preferred swings on pages 24-26 shows the result of the election with electorates grouped by the composition of the final two-candidates in electorates. As shown in these tables, there was no uniform swing across Queensland at the 1998 election. However, when electorates are grouped together by the final two contestants in each electorate, a pattern of swing does appear. The nature of the swing was determined by which party's candidate finished third and had their preferences distributed. As shown in the tables on pages 24-26, in the 54 electorates that finished as a two-party contest between Labor and the National/Liberal Party Coalition, there was a 4.6% swing to Labor. However, in the 22 electorates that finished as a contest between Labor and One Nation, there was a 3.0% swing against Labor. In contests between the National Party and One Nation, there was a 16.2% swing against the National Party after preferences.

As the preference distribution tables on pages 32-35 show, the flow of preference from excluded Liberal and National Party candidates to One Nation tended to be slightly higher than the reverse flows when One Nation candidates were excluded. In addition, a higher ratio of exhausted preferences from One Nation candidates, a slightly lower primary vote at exclusion, and geographic differences between the south-east corner and the rest of the state created the divergent pattern of swing. By-Elections All swings for the 1998 election have been calculated compared to the 1995 election. By-elections have been ignored. Details of by-elections conducted between 1995 and 1998 are provided on page 36.
