    BUDGETING?

    PERFORMANCE is not understood only as the finalimpact of programs, but also contributions allalong the public value engineering chain

    PERFORMANCE-BASED budgeting does not meanroutinely determining resource allocations; suffice

    it to have a budgeting discussion which includesperformance information
