BACKGROUND
Article 13, clause no. 13.2 of the Concession Agreement states that:
13.2 Inspection
“During the Construction Period the Independent Engineer shall inspect the Project
Highway at least once a month and make a report of such inspection (the “Inspection
Report”) stating in reasonable detail the defects or deficiencies, if any, with particular
reference to the Scope of the Project and Specifications and Standards. It shall send a
copy of the Inspection Report to the Authority and the Concessionaire within 7 (Seven)
days of such inspection and upon receipt thereof, the Concessionaire shall rectify and
remedy the defects or deficiencies, if any, stated in the Inspection Report. Such
inspection or submission of Inspection Report by the Independent Engineer shall not
relieve or absolve the Concessionaire of its obligation and liabilities hereunder in any
manner whatsoever”.
To comply with the requirement of the above clause of Concession Agreement, a Joint Site
Inspection program of the Project Highway was planned for 24-01-2015 by a joint team
comprising NHAI, IE, Concessionaire and EPC Contractor and the same was informed to the
Concessionaire vide this office letter ref. no. LASA/BK/IE/73426/2015-840, dated 22/01/2015.
During site Inspection, full team of IE, representative of NHAI Mr. Shailendra Sambhu (D.M)
and Mr. Kunal Roy (Site Engineer), Concessionaire’s team comprising Mr. Amarnath Dash
(GM cum Authorized signatory of BKEL), Mr. Sarwan Kumar (Authorised signatory of BKEL)
EPC Contractor Mr. Naidu (PM) and Mr. E. Daragaiah (DPM, structure), Mr Adinarayan
(Material Engineer), Mr. J. K. Panda and other site engineers were available. This Joint Site
Inspection Report is based on the findings during site inspection by the whole team of IE (TL,
RE, B/SE, SQME, QS, AHE-2, ABE-2, AQME-2 and Survey Engineer).
Project Brief
The NH-34 Barasat to Krishnagar Section in the state of West Bengal is located in the
northern part of Metropolitan city Kolkata. It is part of the proposed Barasat to Raiganj section.
The NH-34 is an integral component of the National and Regional road network. The project
highway described in this report is under construction and runs from Km 31.000 to 115.000
between Barasat to Krishnagar on NH 34 in the state of West Bengal.
The completed NH-34 will connect the traffic from Kolkata to Siliguri as well as facilitating the
movements between the State highways (SH), Major district roads (MDR) and other district
roads (ODR). The increase in car ownership, changes in land use and travel patterns have
resulted in congestion on many parts of the State road network including NH-34. The NH-34
currently not only functions as a main corridor to Nepal and Bangladesh but as an urban
collector/distributor between communities, employment and shopping centres.
The alignment traverses through two Districts North 24 Paraganas and Nadia. The terrain
along the project road is generally plain. The predominant land use along the project road is
agricultural with ribbon development near human settlements. At certain locations,
encroachments within the ROW have been observed in the form of Shops, Hotels, Dhabas

and various other commercial establishments. The road passes through towns of Kamdebpur
(2247’13”, 8830’13”), Amdanga (2234’06”, 8830’27”), Gadamara (2254’00”, 8832’21”),
Barajaguli, Chakdah (2304’52”, 8832’35”), Ranaghat, Phulia, Shantipur (2315’59”,
8826’50”), Govindapur and Krishnagar (2322’40”, 8829’10”) etc.

I. SCOPE OF WORK
The scope of the Access Controlled Highway Project as detailed in the concession Agreement
shall be broadly classified as follows:
Construction of Four Laning of NH-34 from km 31.000 to km 115.000 (Existing
chainage) or 115.341 (Designed chainage) in the state of West Bengal.
Construction of 2 nos of Major bridges, 5 nos of Minor Bridges, 134 nos of slab culverts
and 17 nos of Pipe culverts on main carriage way under New/widening/ Reconstruction
Scheme as per Schedule B of Concession Agreement.
Construction of 4 nos of ROBs, 1 no of RUB, 2 nos of Vehicular Underpass, 12 major
junctions, 14 nos of minor junctions, 1 no of toll plaza and others Schemed as per
Schedule B and Schedule C of Concession Agreement
During the entire construction period, the Project Highway is to be maintained by the
Concessionaire at his own cost from the appointed date.

Traffic Management and Safety of workers and the road users shall be maintained at all
times in accordance with the relevant IRC and relevant Codes as stipulated in the
Concession Agreement without any deviations.
The scope of the work for the Project Highway also includes but not limited to the following:
Road side furniture
Pedestrian Facilities
Highway Lighting Systems
Junctions(Major & Minor)
Tree plantation and landscaping
Truck lay byes & Bus lay byes with bus shelters.
II. SITE INSPECTION
Joint Site inspection was conducted on 24th January, 2015 by a team comprising
representative of NHAI/PIU-Krishnagar, IE, Concessionaire and EPC Contractor. During site
Inspection, representative of NHAI Mr. Shailendra Sambhu (D.M) and Mr. Kunal Roy (Site
Engineer), full team of IE, Concessionaire’s team comprising Mr. Amarnath Dash (GM cum
Authorized signatory of BKEL), Mr. Sarwan Kumar (Authorised signatory of BKEL) EPC
Contractor Mr. Naidu (PM) and Mr. E. Daragaiah (DPM, structure), Mr Adinarayan (Material
Engineer), Mr. J. K. Panda and other site engineers were available. This Joint Site Inspection
Report is based on the findings during site inspection.
The visit started at 10:30 AM from Project end point (at Km 115+000) and concluded at Km
51+000 on the same day at 5:30 PM.
III. FINDINGS OF JOINT SITE INSPECTION
As there is some improvement in construction works at site, such as Earthwork, Sub-grade
and GSB work. Similarly, there is some sign of improvement of progress on structures too.
The compliance of comments given by the Independent Engineer in the Reports of previous
Joint Site Inspections was reviewed during this inspection but not complied in full. The works
which are under progress were also inspected. The following are the findings of compliances
of previous instructions:
1. Project Information Board:
A. It is found that the Concessionaire has installed the information board at the end point
of the Project Highway. Information board is still missing and no correction is made in the
information board of starting point. The Concessionaire was instructed in the previous Joint
Inspection Reports to re-install missed information board at the end of Project Highway.
Findings: Till date, the Concessionaire has not complied the instructions given by IE
in this regard. The Concessionaire is again reminded to install the missed Information
Board and correction in the information board as described in previous reports.

B. Chainage Pillar - The Concessionaire was instructed to fix the reference chainage pillars
at regular intervals as per MORT&H specification and other relevant codes.
Findings: Till date, no action has been taken by the Concessionaire in this regard.
2. Cutting of Jalangi River Bond
There is complaint from Irrigation department that the Concessionaire has cut the Jalangi
River earthen bond for the construction of road and Irrigation department also requested to
stop to cut the bond and also requested to mend the cut portion. The Concessionaire agreed
that they had cut some portion of the said bond during making diversion for piling work for
Jalangi bridge and some more length of the bond was cut for maintaining the slope of
embankment in the month of September 2014. Concessionaire also informed that they have
already stopped further cutting of bond after September, 2014. Concessionaire’s
representative assured that the cut bond will be mended and made the same to its original
position.

3. Km 113+980 (RHS) – Box culver:
PCC work has been completed, but further work has been stopped due to objection of local
people. Concessionaire requested either to abandond the culvert if the culvert is not
necessary or provide administrative help for construction of the same if necessary.
Team Leader of IE expressed that the culvert was provisioned at this location for balancing
the water flow during high flood and construction of the same is required. Team Leader
reiterated that IRC:SP:13, Article 2,1 (iii) also recommend to construct a culvert at this
location as the culvert at this site is situated between two firm bonds. the

construction of the culvert for further action in this regard.

4. RUB (Km 112+215):
The construction of RUB is going as planned.
Slab concreting of Unit ‘D’ (left tunnel) was in progress. Concessionaire reported that there
may be problem for pushing of boxes if underground cables of railways are not trmoved on
time. Team Leader of IE suggested the Concessionaire to expedite the process for shifting of
underground cable (which is in progress).

5. Culvert @ Km 106+400 (RHS)
Concessionaire expressed that local people objecting the construction of box culvert at Km
106+400 (RHS). Joint Inspection Team inquired the local people about their objection. Their
point is that there no any stream for outlet of water from the culvert as there are residential
buildings all along this stretch. Concessionaire was instructed to request the local people to
construct the culvert at designed location or shift few meters on either side to accommodate
the demand of local people. Concessionaire was also suggested to loudge FIR if against the
persons who object to construct the culvert there,

7. Concessionaire’s site laboratory:
7 days compressive strength of Concrete cubes for Mix Design M35 (Pile, Mix Design)
using Ambuja OPC 43 grade cement; 7 days compressive strength of Concrete cubes
(M25 Mix design) used for RCC with Ramco brand OPC 43 grade cement and site cubes
of M25 concrete with Ambuja opc 43 grade cement (28 days) are tested.
The required compressive strenth of all concrete cubes are found satisfactory. (Results
encosed in the Annexture -I )

OGL bed was ready, checked for compaction and result found satisfactory. Allowed
for further work. (Result enclosed in Annexure-3 )

12. Km 59+738 (Minor Bridge):
Excavation work for foundation (LHS) was in progress. The Consessionaire was
instructed to take appropriate precaution during cutting of deep foundation, so that
existing road would not be damaged and traffic would not be obstructed.

site inspection:

Concessionaire has started laying of GSB in the following chainages:

III) Km 102 + 700 – Km 103+400 (LHS) – Completed
IV) Km 97 + 920 – Km 98+160 (LHS) – Completed
15. Major Bridge at Km 113+528:
Construction work of Major Bridge is completely stopped since 2 months as pile bore
are collapsed during boring.

16. Minor Bridge at Km 111+201
The construction activity of this bridge is paralysed since 7.9 2014 as there is hindrance
to remove 1100 KV over the Bridge.
17. From Km 31+000 to Km 51+060
Slush removal and C & G work from Km 43+000 to 44+200 (RHS) are in progress. There
are no other substantial works from Km 31+000 to Km 51+060.

18. Repair of Project Highway:
As the Concessionaire stopped Repair and Maintenance Work from 06-03-2014 and the
road severely damaged, NHAI has appointed M/S Roads (India) International as Repair
and Maintenance Contractor at the risk and Cost of the Concessionaire. Roads (India)
International has started to repair (potholes filling) work from 27-07-2014 and Repair and
Maintenance work at present is going in full swing. Till Date Roads (India) International has
completed following works:
• Potholes Repair:
84.00 Km (100%) (except severely damaged stretch from Km 58+450 to Km 59+850,
from Km 96+500 to Km 97+000 and Km 111+650 to Km 111+800)
• Bituminous Macadam (BM):
72.10 Km/84.00 Km (85.83%) Completed
• Semi Dense Bituminous Concrete (SDBC):
65.5 Km/84.00 Km (78.00%) Completed

IV. RECOMMENDATION:
The concessionaire has not yet fully addressed/responded/complied the instructions /
comments / suggestions given by the Independent Engineer in their previous Joint Inspection
Reports. It is again recommended to address the issues raised by Independent Engineer in
this Joint Site Inspection Report along with previous reports and correct/rectify the deficiencies
at the earliest to achieve the quality works.
