SOUTH DAKOTA Revised data for assets and liabilities and number of all banks in South Dakota, as of June 30 or the nearest available date, in the period 1896-1955 are shown in Table 1; for national banks, in Table 2; and for State com- mercial banks, in Table 3. 1 A separate balance sheet was not compiled for unincorporated banks in this State because adequate data were reported, either separately or in combi- nation with data for other State commercial banks, in the reports of the Comptroller of the Currency or the State banking department. A general description of the compilation of all-bank figures for the United States as a whole is given in Part I of this volume, the United States Summary. This summary in- cludes the definition of "bank" as used in this study and a description of the balance-sheet items, the classification of banks, and the principal methods and procedures used in compiling the figures. The figures for national banks in South Dakota were obtained from the abstracts and annual reports of the Comptroller of the Cur- rency with relatively minor adjustments. A 1 Since there have been no mutual savings hanks in South Dakota, the figures for all commercial banks are identical with those for all banks. For the same reason, the term "State commercial banks*' used in Table 3 is synonymous with "all banks other than national"; it refers to banks that at one time or another during the period were designated in the annual reports of the Comptroller of the Currency as "State banks," "loan and trust companies." "stock savings banks," or "private banks and bankers" (unincorporated banks). description of these figures is included in the United States Summary. Compilation of fig- ures for State commercial banks presented a number of problems and considerations not encountered in compiling the balance sheet for national banks. The following sections describe these problems and the methods used in deriving the revised series. The sources of statistics for State com- mercial banks for the period 1896-1933 were (1) figures reported to the Comptroller of the Currency and published in his annual reports and (2) figures published in the reports and abstracts of the State banking department and by other State authorities. The sources of such statistics for the pe- riod 1934-1946 were (1) summary figures for insured banks published or supplied by the Federal Deposit Insurance Corporation and (2) figures for noninsured banks published in reports and abstracts of the State banking department. Data for this period are discussed separately because of the substantially bet- ter coverage and more consistent reporting beginning in 1934. Beginning with 1947, all statistics—in- cluding the breakdowns of loans, investments, cash assets, and deposits—for State commer- cial banks were taken directly from data published or supplied by the Federal Deposit Insurance Corporation. 933 Digitized for FRASER http://fraser.stlouisfed.org/ Federal Reserve Bank of St. Louis 1896 - 1955

The following paragraphs describe (1) theprincipal adjustments in the figures as pub-lished by the Comptroller of the Currency,(2) supplementation of the data from othersources, and (3) preparation of estimateswhere data were incomplete or were not avail-able.2 The United States Summary includesa discussion and evaluation of alternativeestimating procedures considered, tested, andused in one or more States. It also includesexamples of the use of banking trends as aguide in making State estimates.

2 In cases where the breakdown of a given item (forexample* total loans) was not estimated on the basis of apercentage distribution, but where one or more componentswere estimated on the basis of data from various sources orfor various dates, the "other" category (for example, otherloans) is a residual.

LOANS

A complete classification of loans intoreal estate, collateral, and "all other" was notreported to the Comptroller regularly until1934. For the years in which items were notreported, figures were obtained from othersources or were estimated.

Figures for real estate loans and collat-eral loans for 1910, 1916, 1920, and 1922 wereobtained from the State banking departmentreports. Estimates of these loans in certainother years were derived by applying to totalloans, ratios of these two types of loans tototal loans derived as follows: for 1896-1898,ratios computed from reported data for 1899;for 1900-1908, ratios derived by interpolatingbetween similar ratios computed from reporteddata for 1899 and 1909; for 1919, the averageof the ratios computed from reported data for1918 and 1920; for 1921, ratios for 1922 alone, since in 1921 and 1922 total loans were ofsimilar magnitudes; and for 1924 and 1925,the average of ratios for 1923 and 1926.

Collateral loans for 1932 and 1933 wereestimated by applying to the total of theseloans and "other" loans, ratios of collateralloans to this total that were derived by in-terpolating between similar ratios based onreported data for 1931 and 1934.

INVESTMENTS

A complete classification of investmentsinto United States Government, State andpolitical subdivision, and other securities wasnot reported to the Comptroller regularly until1933. For the years in which items were notreported, figures were obtained from othersources or were estimated.

Because of the very small amounts ofUnited States Government securities reportedintermittently before 1917, no attempt wasmade to derive estimates for the missing years.Holdings for 1917-1925 were estimated byapplying to total investments, ratios that re-flected changes over the period in the ratio of

United States Government securities to totalinvestments at South Dakota national banks;these ratios were derived by interpolatingtechnique No. 2, described in the United StatesSummary.

Data for obligations of States and polit-ical subdivisions for 1896, 1901-1903, 1907,1910-1912, and 1916-1925 were obtained fromthe State banking department reports. Anestimate for 1904 was derived by interpolatingbetween reported figures for 1903 and 1905,

DEPOSITS

The breakdown of deposits into interbank,United States Government, other demand, andother time was adequate, after some minorrevisions, in the reports of the Comptrollerbeginning with 1911, although reported datafor'United States Government deposits weresupplemented in a number of years and therewere minor revisions for some types of de-posits for the period 1916-1932 based oninformation in reports of the State bankingdepartment.8 No attempt was made in therevised series to provide figures for UnitedStates Government deposits prior to 1918because practically all such deposits were heldby national banks.

In years when items were not reported, figures were obtained from other sources orwere estimated.

Total deposits other than interbank for1896 were broken down into demand and timedeposits by applying to this total the ratioof each type of deposit to this total computedfrom reported data for 1897.

Figures for time deposits for 1897-1908and 1910 were obtained from State bankingdepartment reports.

Figures for United States Governmentdeposits for the period 1918-1925 representsuch deposits at State member banks only, which held practically all of this type ofdeposit at State commercial banks. Figuresexcept for 1918 are as reported. The figurefor 1918 was estimated by applying to UnitedStates Government deposits at all State mem-ber banks in the United States on June 30of that year the ratio of these deposits atState member banks in South Dakota to suchdeposits at all State member banks on June30, 1919.

OTHER ITEMS

Borrowings for 1896-1908 were obtainedfrom State banking department reports.

STATE COMMERCIAL BANKS, 1934-1946

There were no noninsured banks in thisState in 1934, 1935, and 1946. Consequently, all the statistics covering State commercialbanks for these years were taken directly fromdata published or supplied by the FederalDeposit Insurance Corporation.

The principal assets and liabilities ofState commercial banks for 1936-1945 wereobtained by combining data for insured banks

3 In subsequent paragraphs these items (if discussed) aredesignated and arranged as follows: demand, time, interbank, and United States Government. This order differs from thatin the tables.

published by the Federal Deposit InsuranceCorporation with data for individual nonin-sured banks published in reports of the Statebanking department. The State banking de-partment reports did not show for noninsuredcommercial banks the breakdowns of loansand cash assets during this period that wererequired for the all-bank series. Estimates ofthe breakdowns of each of these items weremade on the basis of the percentage distribu-tion of the same item at insured nonmembercommercial banks in corresponding years.
