Tour Operators and Tourist Van Drivers’ Association demanded closure of the Ross Island than running the show in such an un-organized manner. Soon the Director held a meeting with the stake holders of Tourism Industry in his chamber but no result came out during the meeting. However, later in the evening the Administration agreed to increase number of ferries for Ross Island. According to a press note of Tourism Department the frequency of trips by MV Durgaprasad, the 50 passenger capacity vessel, has been increased. “Now it will be making four trips to Ross Island daily. In addition to this, MV Mohit, a 36 passenger capacity vessel has been pressed into service by the Directorate of Shipping Services exclusively for tourists visiting Ross Island. It will make at least five trips to Ross Island. The tickets for Ross Island will be available at the ticketing counter at Rajiv Gandhi Water Sports Complex from 8 am onwards. The timing and schedule of the boats will be displayed at the ticketing counter. Also the fun ride activities inside the safe water enclosure of RGWSC will start functioning from tomorrow,” the release said. The Administration further added that to further facilitate the trips to Ross Island, 70% of the advance ticket for the next day trip will be made available at the Tourist Information Counter of Port Blair, Feb 14: A team of CID Branch, headed by the Dy.S.P (CID) today raided CID team raids truck with illegal quarry products and seized a private truck, which was carrying illegal quarry products. The truck was raided at Kamraj Nagar, near Calicut. The truck driver reportedly failed to provide any valid documents for the quarry products, it was carrying. Sub: Chaos at Water Sports Complex

Oh.. no.. this is not done. This is not the way touristsbe treated anywhere. Yes, it is very true that 50 seatsfor 1000 tourist would create more problems than anysolutions. This shows that the officials were merelyinterested in “start for nameshake” and not with properdata, intention, a proper brainstorm and plan. Also tomy surprise these officials seems to work on isolationand do not work with local travel agents. Would localtravel agents invited for discussion the outcome wouldhave been something else and for sure better one.

My humble request to tourism department isnot to play with the sentiments of tourists/operators anddo whatever it takes to restore the condition for tour-ists in Andaman Islands with no personal and politicalagenda.

NEW DELHI: Facing flakover his pepper spray attackin Lok Sabha during intro-duction of the TelanganaBill, Seemandhra MP LRajagopal on Friday regret-ted the act, but maintainedthat he had done it in selfdefence.

"I am not sayingwhat happened in Parliamentyesterday was the right thing... Definitely, all of us regret,all of us feel ashamed ofwhat happened," hesaid.Rajagopal was widelycondemned for the incident,which saw him being sus-pended from Lok Sabha bySpeaker MeiraKumar.Appearing to havemellowed down a day after,

EDITORIAL.....Victory of strategic vote

Data suggest voters nimbly, simul-taneously cue in different parties innational and state elections

As a part of a series of re-search projects aimed at under-standing voter behaviour in India,we investigate if Indian voters votedifferently in national elections ascompared to state elections. We findevidence in support of the hypoth-esis that a significant section of vot-ers do vote differently in nationalelections when compared to stateelections.After the recent assemblyelections, there is a growing debateabout the appropriateness of ex-trapolating assembly election resultsto yet to be held national elections.Both sides of the debate have anec-dotal evidence to support theirclaim.

While proponents of ex-trapolation give the example ofMaharashtra in 2004, where stateelection winners got more or lesssimilar vote share in national elec-tions, the other side can come upwith counter examples in the formof Delhi in 1999 where the partythat won state elections did not doas well in the national elections. Weare of the opinion that anecdotal evi-dence cannot be a substitute forsound empirical investigation.

First, it is important toconsider only those assembly elec-tions that are held on the same dayas national elections. This rules outthe possibility of new informationthat can emerge after the first elec-tion and before the second and havesignificant impact on the votingpattern in the later election.

For example, in 2007, Con-gress secured less than 9% of thepopular vote in Uttar Pradesh as-sembly elections. But in the 2009parliamentary elections, the partysecured more than 18% of thepopular votes, winning as many as21 seats. It is important to note thatthere was a gap of more than a yearbetween the two elections and anumber of important events with apotential to influence voters mighthave taken place in between. Forinstance, a massive farm loanwaiver was announced in February2008.We circumvent this problemby examining only those stateswhere the central and state electionswere held together. This rules outthe possibility of incremental infor-mation impacting the results. Insuch elections, we analyse the per-formance of more than 30,000 can-didates at constituency level.

A cursory look at the votessecured by different parties givesenough clues. For example, Con-gress secured almost 6% highervotes in Lok Sabha elections com-pared to assembly elections inOdisha in 2004 and almost 3%higher in Andhra Pradesh in 2009.However, there could be state, time,party and constituency specific fac-tors that could have caused this out-

come. We cannot make causal claimsbased on summary statistics alone.

We adopt a method which inacademic jargon is known as differ-ence in difference approach. We usethis approach to see if the party thatwins national elections has an incre-mental advantage in Lok Sabha elec-tions. We analyse 2004 and 2009 LokSabha elections and also state elec-tions held together with these elec-tions for states such as Maharashtra,Odisha, Andhra Pradesh for 2004 and2009, Haryana 2009, Jharkhand 2009and Karnataka 2004.Our constituencylevel analysis reveals that the nationalelections winner enjoys an incremen-tal advantage over its rivals in LokSabha elections when compared toadvantage enjoyed by the party in as-sembly elections. A Lok Sabha can-didate belonging to the party that winsnational elections has a 19% higherchance of winning (or 19% lowerchance of losing) against his rivalswhen compared to the difference inprobability of winning for a VidhanSabha candidate belonging to thesame party.

This implies total votes se-cured by the nationally winning partyin a Lok Sabha constituency is higherthan sum of votes secured by theparty in all assembly segments of thesame Lok Sabha constituency in stateelections. The difference is more than1,00,000 votes.These results holdwhen we analyse the states sepa-rately. For example, in Odisha, in2004 as well as 2009, Congress didbetter in Lok Sabha elections com-pared to assembly elections. Therewas a large section of voters thatvoted for Biju Janata Dal in the as-sembly elections while preferringCongress candidates for the LokSabha.Our results do not hold for thestate of Karnataka but that does notimpact the trend seen in the overallsample. This clearly indicates thatswing voters vote in favour of theparty that they perceive as winningnationally in national elections eventhough they vote for a different partyin state elections. It is also importantto note that we control for state spe-cific and party specific factors in ouranalysis.Thus our analysis reveals thatit is too simplistic to blindly extrapo-late assembly election results to LokSabha. The voter, especially theswing voter, is smarter than has beenassumed in popular discourse. Sup-port for the expected national winnertends to increase in Lok Sabha polls.The swing voter is likely to go withthe party or coalition which is seenas forming the government at theCentre.Thus it is important for a partyor a coalition to be seen as winningnationally in order to attract swingvoters. Otherwise they will be leftonly with their core voters. The club hasbeen extending support and its train-ing aids to Port Blair Yatchting Asso-ciation also. The centre has also con-ducted J24 Sailing Expeditions toPhuket and Chennai in last two years.

Ross Island, this most soughtafter tourist destination in Port Blairis maintained by INS Jarawa. Floraand Fauna of the island includes ap-proximately 3500 coconut trees, vari-ous varieties of ficus, tamarind, neem,gulmohar, spotted deer (approxi-mately 400) and peacocks (approxi-mately 50).Various infrastructure de-velopments have been undertaken onthe island to make it more touristfriendly so that each person feelswelcome. A new jetty, accommoda-tion for duty sailors, toilets for visi-tors, Gazebos and rest huts, pumphouse, two guest rooms, a helipad anda cafeteria have been constructedover the last few years. Smritika, theRoss Island Museum was also reno-vated last year and is one of the mainsource of motivation for the youngmen and women visiting the island.The unit is also actively participatingin the Light and Sound Project atRoss Island. The island is open to visi-tors on all days except Wednesdays.

The unit maintains a NavalBand which has entertained audi-ences all across these islands on nu-merous occasions. The Naval bandhas been integral part of the Indepen-dence Day and Republic Day Pa-rades held at NetajiSubhashStadium.The band has been performing at ITF,Marina Park, Raj Niwas, commis-sioning ceremonies and at Milanfunctions. The band has also per-formed in various national and inter-national musical festivals and Militarytattoos. The band concert at MarinaPark and Dweepika is a regular fea-ture during Navy Week celebrationsand MILAN.

Commanding Officer, INSJarawa is the station commander of

Ex-servicemen Contributory HealthScheme (ECHS), which is a compre-hensive health care scheme for de-fence pensioners. The ECHS officeis located within the premises of INSJarawa and the Polyclinic is locatedat INHS Dhanvantri. The aim of thescheme is to provide comprehensiveand quality medical care to ESM andtheir dependents, widows and familypensioners. ECHS has been provid-ing yeoman services to all ESM ofAndaman and Nicobar Islands andhas been very prompt to the medicalrequirements, reimbursement ofmedical expenses, forwarding casesto main land for advance treatment,processing of smart cards and thegeneral welfare of ESM.

In addition the unit has beenproactive in protection of ecology andmaintains the fragile balance in itsarea of responsibility. Towards thisthe unit has regularly taken tree plan-tation, beach cleaning, shramdan,awareness program on garbage man-agement and drives against foodwastage. The unit also undertakesvarious social programmes like blooddonation camps, visit to Old AgeHomes, and conduct of lectures andde-addiction programmes.

INS Jarawa imparts weeklytraining to the Cadets on Sundaysbetween 0800 to 1230 hrs. Everyyear fresh admissions are carried outin the month of Sep & Oct and thetraining sessions commences fromthe month of Oct. The cadets aregroomed to be the model citizens, andare regularly taken on visits onboardNaval ships, imparted Parade train-ing, small arms firing, lectures on sea-manship, sporting and sailing activi-ties, swimming and picnics/visits tohistorical places. The cadets havealso been participating in Indepen-dence Day and Republic Day Pa-rades held at Netaji Stadium.INS Jarawa is committed to under-take all activities towards achievingits Vision Statement “To excel in op-erations and synergise for enhancingadministrative support and quality oflife”.

BANGALORE: Defence majorHindustan Aeronautics Limited todaysaid it has handed over the first "Crew Module Structural Assembly"for the "Human Spaceflight Program"to Indian Space ResearchOrganisation. HAL handed over theCrew Module to ISRO's VikramSarabhai Space Centre (VSSC),Thiruvananthapuram, in Bangalore,recently, the company said in a re-lease. The first Crew Module will befurther equipped with systems nec-essary for crew support, navigation,guidance and control systems byISRO for experimentation in theforthcoming GSLV-MK3 launch, the

release said.Currently under development

by ISRO, GSLV-III or Geosynchro-nous Satellite Launch Vehicle MarkIII, is conceived and designed tomake the country fully self-reliant inlaunching heavier communication sat-ellites of INSAT-4 class, which weigh4,500 to 5,000 kg. It would also en-hance India's competitiveness in themultimillion dollar commercial launchmarket. "HAL takes pride in theIndia's space programmes and ourAerospace Division has produced thisCrew Module in a record time to meetthe requirements of ISRO," HALChairman R K Tyagi said.

Oil Spills Linked to HeartProblems in Fish, Say Researchers

After carrying out a detailedstudy on marine life, research-ers at the National Oceanic andAtmospheric Administration(NOAA) have found link be-tween oil pollution and heartdiseases in fish.

The study was con-ducted after the devastating oilspill incident took place in year2010. The incident led to spill-ing of four million barrels ofoil of BP Deepwater Horizoninto the Gulf of Mexico dur-ing spawning season of tunafish.

After analyzing theeffect of oil on heart musclesof the fish, researchers foundthat the potassium and calciumchannels responsible for regu-lation of heart rate and rhythmwere blocked by the oil. Theysaid that the weathered oilseemed to be more toxic thanthe fresh oil in effecting heartmuscles of fish.Barbara Block, a biologist atStanford University, said thatresearchers are endeavoring to

find effect of air pollution onheart of humans.

The findings couldalso prove harmful for theGulf's commercial fishing in-dustry and for the region's eco-logical health, said Nat Scholz,head of ecotoxicology pro-gram at a NOAA fisheries cen-ter in Seattle.This incident has led to the lossof 85% of the bluefin tunapopulation, which has life spanof 35 years and can grow to12-feet in length. According to

the latest stock assessmentreport, the bluefin tuna spawn-ing population had fallen toabout 36% compared tobaseline population of1970.Yellowfin tuna, dolphins,blue marlin and swordfish aresome of the species of fishthat are under the threat of oilspill areas. Although low con-centration causes acute harmto embryos and the larvae, thehigh concentration of oil ex-posed to fish will simply killthe larvae.

Ground-Dwellers No Longer:Study Shows Crocodiles Can Climb Trees

If you ever find yourself try-ing to escape a crocodile, don’tclimb a tree. New studies re-veal that four species ofcrocodilians are adept treeclimbers. Oh, and apparentlythey can use tools.As reportedin Herpetology News, in onecase, a croc was spotted 13feet off the ground – and asfar as 16 feet out on a branch.

The team describedthe sizeable feat, noting that toget there the animal had to scale“a completely vertical bankand then [walk] amongst thebranches to reach the end ofthe tree.”Although the reptilesare commonly consideredground-dwellers, finding a

crocodile in a tree was no rareincident along the Nile, crocswere spotted in trees as fre-quently as some birds were.

As ectothermic, orcold-blooded, animals, croco-diles can’t regulate their ownbody temperature; instead,they rely on outside sourceslike the sun. Often, the climb-ing critters were seen in areaswhere there was little groundspace for the animals to bask,leading the observers to gatherthat they climb trees as an alter-native method “for regulatingtheir body temperature.”

In terms of the heighteach animal was able to reachin the trees, smaller crocs were

able to go higher than largerones. All across the board, theywere “somewhat skittish”;whenever they were ap-proached, they “jumped or fellinto the water.”The study con-nected crocodiles’ wary natureto this habit by noting that“climbing leads to improved sitesurveillance of potential threatsand prey.”`In one notable case,a crocodile in Australia was ob-served trying to climb a chain-link fence.Previously, anecdotalaccounts of alligators or croco-diles in trees had been reportedin Columbia, Mississippi, andthe Nile; these instances werebacked up by a mere three ref-erences in scientific literature.

The technique inspired by apigment used to make prehis-toric cave paintings will soonprotect space equipment on agroundbreaking mission to thesun.Developed by UCD-basedbusiness Enbio, the technologyis being used on the outer sur-face of the European SpaceAgency's Solar Orbiter craft.

The pigment is called'Solar Black', a type of blackcalcium phosphate processedfrom burnt bone charcoal. Itretains its properties under in-tense conditions, even overthousands of years.Due forlaunch in 2017, Solar Orbiterwill take high-resolution pic-

tures of the sun from as closeas 42 million kilometres away– just one-quarter of the star'sdistance to Earth.

At such a close dis-tance, the spacecraft needsprotection from the sun's pow-erful rays. The mission willendure 13 times the intensityof normal sunlight and tem-peratures as high as 520°C.

Enbio's techniqueuses the same pigment that ourancestors once used to makeprehistoric cave paintings.

to various household andhealth reasons. By availingthese additional trips theymay go for medical checkupsand complete other importantworks and come back at theirease.

Manmohan's post-retirementhouse 'identified'

NEW DELHI: Prime Minis-ter Manmohan Singh, who hasalready made known his in-tention to hand over themantle after the Lok Sabhapolls, may move from 7, RaceCourse Road to 3, MotilalNehru Marg, the current resi-dence of former Delhi chiefminister Sheila Dikshit.

The bungalow onMotilal Nehru Marg is one ofthose considered for Singh'saccommodation after hedemits the PM's office.

Sources in the urbandevelopment ministry saidDikshit had written to the es-tate department that shewould vacate the house by

February 20. Earlier she hadtold TOI that she would leaveher official accommodationby January-end. As per rules,CMs and cabinet ministersneed to vacate their house amonth after the end of theirtenure.

Dikshit was allottedthe bungalow in 2004 whenshe took over as CM for thesecond time. "Anyone whooverstays in official accom-modation has to pay damages(charges) to the govern-ment," said an official.

According tosources, recently a team vis-ited the bungalow to get ex-act details and to find out

whether this could be one ofthe best options to accommo-date Manmohan Singh.

Another bungalowbeing considered is 5, Janpathwhere former Prime MinisterI K Gujral lived. It has beenlying vacant since November2012.

Officials said therewould be enough time left torenovate the bungalow onMoti Lal Nehru Marg afterDiskshit leaves next week.The tenure of the present LokSabha ends in May.

All former PrimeMinisters are entitled to type-VIII bungalow, the highestcategory.
