1. INTRODUCTION

1.1 District Information:

The District consists of two colleges, Woodland Community College and Yuba College, with campuses located at six different locations: Yuba College in Marysville, CA; Sutter County Center in Yuba, CA; Beale Education Center, Beale AFB, CA; Woodland Community College in Woodland, CA; Colusa County Center in Williams, CA; and Lake County Campus in Clearlake, CA.

1.2 Yuba Community College District

The Yuba Community College District (YCCD) was founded in 1927 and spans eight counties (Yuba, Sutter, Colusa, Yolo, Lake, Butte, Glenn and Placer) and nearly 4,200 square miles of territory in rural, north-central California. It has colleges in Marysville and Woodland, an educational center in Clearlake, an educational center in Williams, an educational center in Yuba City, and outreach operations at Beale Air Force Base.

1.3 Purpose Of Request:

The Yuba Community College District is accepting pre-qualification information from Architectural/Engineering firms including a comprehensive statement of qualifications, Architectural/Engineering resumes and CV information regarding experience associated with similar projects in the public sector for Community Colleges in California. Experience working with the Division of the State Architect (DSA) is required.

The Yuba Community College District is accepting proposals for Architectural/Engineering services associated with various roof projects of existing buildings at Yuba College, Woodland Community College, and the Lake County Campus.

1.4 Qualifications

The District may award a contract to the Vendor that, in its sole opinion, is the most capable of providing the range of services described in the RFP, and provides “best maximum value” to the District.

To be considered for this service contract the Vendor must demonstrate knowledge and experience in similar service contracts, capacity to provide needed services, with the following qualifications:

1. Vendor number of years in business.2. Public projects and service contracts require prevailing wage. Contractor and Subs must be

registered with Department of Industrial Relations prior to working for the District.

A. Who is a public works contractor?A public works contractor is anyone who bids on or enters into a contract to perform work that requires the payment of prevailing wages. It includes subcontractors who have entered into a contract with another contractor to perform a portion of the work on a public works project. It includes sole proprietors and brokers who are responsible for performing work on a public works project, even if they do not have employees or will not use their own employees to perform the work.

B. Who needs to register as a public works contractor?Anyone who fits within the definition of public works contractor (above) is required to register with the DIR.

C. Is a contractor who only does Davis-Bacon work under federal contracts required to register?Registration is required only to bid or work on public works projects that are subject to the prevailing wage requirements of the State of California. Registration is not required for projects that are awarded by and under the complete control of the federal government. However, federally funded or assisted projects that are controlled or carried out by awarding bodies in California are subject to the state's prevailing wage laws and therefore require registration.

D. Are there any exceptions to the registration requirement?The contractor registration requirement does not apply to contractors working solely on public works projects awarded prior to April 1, 2015. Some exceptions allow contractors to bid on federally funded projects or submit joint venture bids without first being registered, as long as the contractors that are parties to the joint venture and the joint venture are registered at the time the contract is awarded.Contractors who work exclusively on small public works projects are not required to register as a public works contractor or file electronic certified payroll reports for those projects. Contractors are still required to maintain certified payroll records on a continuous basis, and provide them to the Labor Commissioner’s Office upon request. Additionally, awarding agencies are not required to submit the notice of contract award through DIR’s PWC-100 system on projects that fall within the small project exemption. The small project exemption applies for all public works projects that do not exceed:

o $25,000 for new construction, alteration, installation, demolition or repair  o $15,000 for maintenance

E. Who is eligible to register?Contractors must meet the following requirements to register:

o Have workers' compensation coverage for any employees and only use subcontractors who are registered public works contractors.

o Have a Contractors State License Board license if applicable to trade.o Have no delinquent unpaid wage or penalty assessments owed to any employee or enforcement agency.o Not be under federal or state debarment.o Not be in prior violation of this registration requirement once it becomes effective. However, for the first violation in a 12-

month period, a contractor may still qualify for registration by paying an additional penalty.

F. How much does registration cost, and how long does it last?Registration costs $400 and covers one fiscal year (July 1–June 30), regardless of the date on which a contractor registers. Registration is renewable annually.

G. What if I don't register (i.e., what are the consequences of noncompliance)?Contractors who are required to register but fail to do so are ineligible to bid or work on a public works contract and can be removed from any public works project on which they currently are working. For a single violation in a 12-month period, a contractor who is otherwise eligible may still register by paying a $2,000 penalty in addition to the $400 registration fee. Registered contractors who inadvertently fail to renew by June 30, but continue to work on public works after that date, have a 90-day grace period to renew retroactively by paying a $400 penalty in addition to the registration renewal fee.

H. How long does it take for DIR to process contractor registrations, verify submitted information, and post contractor information in the registration list that is accessible online?This process can take less than 24 hours if registration fees (including penalties, if applicable) are paid by credit card. Verification of payment by other means can take up to eight weeks.

3. Contractor / Qualified Firm will submit a Professional Agreement for Service Contract, W-9, and Proof of Liability Insurance Policy that designates Yuba Community College District as the Secondary Insured, with the Proposal at the proposal due date/time.

4. Submit proof of current State Architect License.5. Be in good legal standing with no outstanding judgments or liens owed to workers or to the State of

California.6. Not be debarred from doing public works by the United States Department of Labor or any state that

has public works debarment law.7. Have required license registration in the state of California or access to such services as part of the

required project scope of services. 8. Provide all associated qualifications regarding various roof replacement design projects, types of cost

effective solutions, and opportunities applied to reduce cost and provide “maximum value” to the client.

The District reserves the right to investigate the qualifications of all firms and to confirm any part of the information furnished, or to require other evidence of managerial, financial, or technical capabilities that are considered necessary for the successful performance of the scope of work as described in this RFP.

1.5 Applicable Codes

All work is to be performed according to the building codes, ordinances and laws of the Authority having jurisdiction on the project/services provided. When the requirements of the building codes, ordinances and laws conflict with any other part of the building codes, ordinances and laws, the most restrictive requirement shall prevail.

Yuba Community College District is interested in soliciting proposals from Architectural/Engineering firms to provide cost effective roof solutions that will either replace the existing roof systems, coat over the top of existing roof systems, or provide membrane solutions over the top of existing roof systems in order to provide very low maintenance weather-tight solutions for various buildings with minimal impact to the continuing instructional programs within each building.

The successful Architectural design firm will survey the condition of the existing roofs, estimate options to address the need to have reliable, energy efficient, 20 year (minimum) roof solutions, lowest possible maintenance and “Total Cost of Ownership”, and an implementation approach that allows late spring and summer construction during 2018 with little or no impact to instructional use of the buildings during the construction period. It is also the intent of the District to utilize DSA IR-A 22, entitled,” Construction Projects and Items Exempt From DSA Review” as much as is possible. If not possible, DSA “Pre-Check” design options should be used-if available. If not possible, then an expedited process to allow submission ot DSA for review and authorization shall be included in the overall strategy for the roof systems. If possible utilize DSA IR A-22, exemption number 22 and 23 for all flat roof solutions.

Architectural design drawings and specifications shall be developed to meet minimal requirements required by the Division of the State Architect (DSA) and support future solicitation of contractor proposals. All field inspections and research shall be included and performed, as needed, including all measurements, verification of existing roof conditions. Field on site roof inspections shall include a visual inspection of the roofing systems, flashings, counter flashings, copings, parapets, trims, hatches, penetrations, curbs, roof mounted equipment, discussion with maintenance staff to gather historical information regarding roof leaks, and a

written evaluation/summary of the findings with recommendations regarding future construction scope of work to address issues in a comprehensive fasion.

It is the intention of the District, once these roof projects are completed, to have roofing systems on all existing buildings that are very low maintenance solutions, energy efficient, weather-tight, meet wind uplift requirements for current codes, and that will last at least 20 years before needing any major maintenance or replacement construction work. Roof deck that is damaged shall be replaced. Flashing and counter flashing shall be replaced if it is either not compatible with new roof solutions proposed, or if it is over 20 years old, or if it is compromised or damaged, or if it must be replaced to support efficient reliable effective solutions.

It is also the intention of the District to include code compliant fall protection tie-off points near roof-mounted equipment when required by code to be added to existing roof systems to allow safe servicing of mechanical equipment on the roofs.

The District does not have accurate as-built drawings in some cases. All drawings of existing buildings will be made available to the successful Architectural/Engineering firm. It is the intent of the District to award the Architectural Services contract by February 15th, 2018. The bid packages to contractors should be prepared to support solicitation of proposals during the period Mid-March through Mid-April. This is a fast track-project.

3.0 Proposal Format Organization

The Firm is requested to use the following proposal format:

3.1. Proposal Delivery, Contents, and Format:

Proposals should provide straightforward, concise information that satisfies the requirements noted in this RFP. Expensive binding, color displays, and the like are discouraged. Emphasis should be placed on brevity, conformity to the Districts instructions, selection criteria of this RFP, and completeness and clarity of content. Each Respondent’s proposal should clearly and accurately demonstrate specialized knowledge and experience required for consideration.

In a sealed box or envelope (clearly marked “), submit the following:

One (1) flash memory stick containing the complete proposal and supporting documentation; One (1) original and two (2) copies in paper form of the proposal, which consists of a Proposal Letter

and responses to the proposal requirements listed in Section 2.3

Proposals shall adhere to the following requirements for contents and format, should be as concise as possible and should not include more than 40 pages of promotional or marketing materials. There is no page limit overall but each proposal is requested to be no more than 200 physical pages (printing on both sides of each page) in total length.

Architectural Engineering firms must comply with the provisions of these instructions for completion and submission of the Proposal. The failure of a Firm to comply with the Proposal Instructions and Requirements will result in rejection of the Proposal for non-responsiveness.

The Proposal shall include a Cover Letter on Respondent’s official business letterhead, which shall be signed by an individual authorized to legally bind Respondent. The Cover Letter shall also identify the name and telephone number of a person who may be contacted during the Proposal evaluation process.

3.3 Table of Contents

Provide a Table of Contents that outlines in sequential order the major sections and sub-sections of the Proposal. All pages in the Proposal shall be clearly and consecutively numbered and correspond to the Table of Contents. Use tabs to allow information to be more easily located.

3.4 Executive Summary

The Proposal shall include an Executive Summary that briefly describes the Proposal, the Service Team, and the Service approach to meet the District’s goals. The Executive Summary shall describe the approach that will be used to keep costs as low as possible yet provide the minimal services required by California State regulations and codes. In addition, provide a description of the service responses to emergency calls and call-backs for services provided.

3.5 Proposed Project Team

The Proposal shall include a description of the proposed Service Team, including but not limited to:

Lead Architect, Architect of Record Structural Engineer, Engineer of Record Office Support Staff Others as applicable.

3.6 Qualifications

Responding firms must provide a complete submittal that highlights capabilities and experience to provide the A/E services contemplated by this RFQ. The complete submittal must be comprised of three sections that include and address each of the qualifications noted below. Submittals are to provide the information required below, referencing the same Section Headings and Section numbering as indicated, for clarity and evaluation purposes.

Where indicated, responses are to be provided on the respective form provided with this RFQ. A specific response is required to each of the following sections.

3.6. A - Statement of Qualifications Supplemental Information Form

Each respondent to this RFQ must complete and submit with its Proposal(s) the specific form entitled “Statement of Qualifications Supplemental Information” attached to this RFQ.

Failure of a responding firm to submit a completed and executed “Statement of Qualifications Supplemental Information” form in Appendix Q will render the respondent’s RFQ submittal to be deemed Non-responsive and it will be rejected.

3.6 B - Provide a list of the currently licensed professionals employed by your firm indicating: Name of individual; type of license; license number; license expiration date; position within the Firm (Owner, Principal; Partner; other).

3.6 C - Provide a complete list of architectural and engineering services provided or offered by your firm.

3.6 E General Project Types – Illustrative Qualifications

This section is to be inclusive of separate subsections, one each for each of the general project types for which the Respondent is to be considered. Within each general project type subsection the Respondent must illustrate its corresponding qualifications referencing the same item numbering as indicated below for clarity and evaluation purposes:

o List a minimum of five (5) completed similar projects that were subject to the jurisdiction of the Division of State Architect (DSA) for which your firm served as the Architect or Engineer of record. Include DSA approved dates and owner references for each.

o For each completed similar project in which the respondent served as the architect of record over the last five (5) years, provide the following information.

o The original construction contract sum or cumulative value of all trade contracts for projects constructed with multiple prime contractors, the building type and size, and the Owner.

o The total value of all change orders due to incomplete, incorrect, or conflicting construction documents issued for each project.

o Was each project completed on time and within budget? Provide quantitative results as compared to the Owner’s approved budget and completion dates.

4.0 Proposal Requirements and Evaluation Criteria:

The submitting firms must have demonstrated qualified capability associated with the requested scope of work. The District will consider the following background and experience factors in the evaluation of all submittals:

1. Lowest Cost/”Best Value”: Lower unit and overall costs scores higher. Hourly rates for various consultants, reimbursable expenses, travel expenses, fixed price costs, contract administration costs, total cost of ownership, energy conservation measures, location of A/E firm offices and ability to support projects due to distance concerns/costs. Options to keep the A/E costs to a minimum.

2. Firm Qualifications: Various areas of concern such as that Described A/E Statement of Qualifications, Reference Projects, Matrix of Roles of Project team members, Experience with like projects, Capacity to provide timely services per this RFP, understanding and ability to apply “total cost of ownership” modeling to make effective recommendations for each roof system, energy conservation options experience, understanding of means and methods to reduce labor costs and enhance value through public procurement agreements in place (if applicable for each roof system). Options to keep roof solutions costs to a minimum yet achieve at least 20-year life expectancies on all buildings in the District.

3. Project Approach: Schedule, field survey of existing roofs, understanding of various types of roof systems and determination of expected life remaining, Division of the State Architect project experience, ability to support a fast-track timeline, team members commitment to the project, software used, milestones and ability to get started right after award, ability to meet the construction drawings and specifications bid package schedules, number of staff dedicated to the project to put full effort and emphasis on the project, willingness to travel to each District location, communication processes, organizational chart, overall ability to meet District needs for lowest cost least maintenance, highest reliability to be weather-tight, while maximizing existing roof systems value-if any, and minimizing impacts to instructional spaces within buildings.

4. Contract Administration and Project Close-Out: Commitment to tracking and documenting project process and progress to completion with DSA and the Owner.

5. References: Provide at least FIVE (5) references of “like” service contracts. Preference for Community College Districts in California. Provide at least 3 references of the 7 total references in the Northern California (down to Sacramento area) region.

Note: The College reserves the right to award this work to any of the qualified proposers or not to award this project at all. It is however the intent of the College to award the scope of this project to a single responder as noted in this RFP process. The District may negotiate the scope of the project to allow the project to be awarded with available funding resources. Factors such as available budget resources, project team review, executive leadership review, and College Board of Trusties review and authorization are all factors that will influence and guiding the award process. 4.5 District Parking:

-No parking in Reserved Spaces without a proper permit-Permit Parking is enforced in all general lots between 6:00 am and 6:00 pm, Monday through Friday. All general lots require a properly displayed, valid permit during these times -Daily Parking Permits are $2.00 -Permits are available for purchase at any of the permit machines located in the student parking lots -All other parking regulations are enforced 24 hours a day, seven days a week.  This includes designated staff spaces, handicap spaces, timed spaces, red zones, yellow zones, and areas not marked (no parking at any time)-Once this project is awarded, temporary parking permits will be processed as requested by the successful firm for all service contractor employees associated with this project at no cost to the contractor for the duration of the project at each Campus location. These temporary permits must be displayed at all times on the dash board of service contractor vehicles.

4.6 RFP Proposals

Deadline for submission is 1:00 PM. PST, January 18th, 2018. Proposals received after the deadline will not be opened. Each responder shall submit one (1) signed original, two (2) additional hard paper copies. Provide one electronic format copy of the proposal using electronic media such as a flash drive, CD, etc..

All materials submitted in response to the RFP shall be on 8-1/2"x11" paper, preferably inPortrait orientation. All submitted materials must be bound in either a three-ring binder or spiral bound notebook. Content shall be tabbed and numbered per the items included in the Submittal Requirements. All Proposals will be reviewed and evaluated by a District Selection Committee. The District at its sole discretion may interview finalists, or select a firm or firms to perform work based solely on the evaluation of the Proposal. Page limit of 200 pages.

All Proposals become the sole property of the District and the content will be held confidential until the selection of the firm is made and the project is awarded.

4.7 Acceptance

Upon review and approval of the evaluation committee's recommendation for award, Yuba Community College District will issue a "Notice of Intent to Award" letter to the apparent successful Responder. The College will also notify all unsuccessful Responders as to the outcome of the evaluation process once the Board of Trustees has authorized the project to be awarded.

4.8 Award of Contract

A. The Contract will be awarded to the most responsible and responsive proposer whose proposal, conforming to the request, will be most advantageous to the District. An Interview process of the top 2 or 3 proposer firms may be included per this RFP to allow the District to meet the District and Project Team members of the proposer to further discuss the project approach, schedule, capacities of the proposer to deliver, and any other considerations that warrant further discussion and evaluation.

B. The District reserves the right to enter into an Agreement without further discussion of the proposal submitted based on the initial offers received.

C. The District reserves the right to reject any or all proposals or any part of the proposal and to waive informalities and minor irregularities in the proposals received.

D. The RFP, its addendums, and the proposal of the selected Firm will become part of any contract initiated by the District.

F. In no event shall a proposer submit its own standard contract terms and conditions as a response to this RFP. The terms of any contract may be negotiated as part of the negotiation process with the exception of contract provisions that are nonnegotiable.

G. A formal contract shall be signed by the successful proposer and Yuba Community College District to perform this service.

H. The District reserves the right to enter into discussions with any one or all of the Responders after Proposals have been initially reviewed. Such responses shall be subject to all provisions, terms and conditions as set forth in the RFP, unless otherwise modified.

I. If the contract negotiation period exceeds 30 days or if the selected Responder fails to sign the contract within seven calendar days of delivery of it, the District may elect to cancel the award and award the contract to the next highest-ranked Responder.

J. Award shall be made to the Responder whose submittal, conforming to the RFP, will be the most advantageous to the District after consideration of the defined evaluation criteria.

K. The District intends to award to a single RFP Responder.

4.9 Reservation of Rights

The District reserves the right to:

• Reject any or all submittals at its sole discretions.• Cancel the Request for Proposal (RFP), without cause.• Modify any requirements contained within the RFP and request a revised submission from all Providers.• Establish other evaluation criteria determined to be in the best interest of the District.• Contract with any of the firms responding to the RFP based solely upon its judgment of the qualifications and capabilities of the firm.

The District reserves the right to cancel the contract any time during the contract period after providing at least a written 14-day notice to the Firm. The District would consider cancellation of the contract if the Firm does not fulfill the contracted requirements of this RFP in a timely and professional fashion); or, if for some reason the performance of the Firm or quality of the work adversely impacts the mission of the District in serving Students or Staff; or, if available funding resources to implement the service contract were no longer available.

This RFP does not commit the District to negotiate a contract. The District will not be responsible for any expenses incurred by any firm in preparing and submitting a proposal or response to this RFP.

Condition of Roof: Extremely Poor

0700.Eng-Math and Science building 700 is located on the Southeast portion of the Yuba Community College campus of the Yuba Community College District in Marysville, CA. The one story, 14,090 square foot building contains classrooms, class labs and offices. Originally constructed in 1971, there was a renovation to the building in 1999 with no major remodels to date, 2016. A major remodel consist of but is not limited to a full gut face to stud remodel with replacement of all systems.

Structural/Exterior Closure:

The buildings foundation is a concrete slab on grade with deepened concrete perimeter footings. The exterior is tilt-up precast concrete panels with architectural textured surface panels with stucco soffits. A major remodel consists of, but is not limited to a full gut, face to stud remodel with replacement of all systems.

Structural/Exterior Closure:

The building foundations are reinforced concrete slabs on grade with deepened perimeter footings. The building exteriors are wood framed with wood board and batt siding. The roof structure is wood framed with wood decking using a composition shingle roof system of unknown vintage. Exterior doors are mostly wood and or metal in metal jambs using lever and knob type hardware. The windows are mostly original single paned glass in aluminum frames. There has been a few window up grades in the police offices, Aluminum dual pane fixed and operational units.

Old roofs of this type may require asbestos abatement. Rotted roof deck will be replaced. New larger rain gutters and downspouts will be installed. New flashing will be installed. An additional 2” of polyiso- roof insulation boards will be installed. The new roof system will likely be a high quality standing seam metal roof system similar to what was previously installed at Woodland Community College.

Wind and weather may have damaged the underlayment before the roof was installed, leading to persistent re-occurring leaks. It may be a wise decision to replace the roof to match the other roofs at the WCC campus.

Structural/Exterior Closure:The building is slab on grade with perimeter footings. The exterior walls are wood framed with board and bat wood siding. The roof structure is wood joist and decking with a asphalt shingle roofing system that is original to construction. Exterior doors are aluminum framed storefront type set in aluminum jambs using push plate, auto openers with panic type hardware. The windows are fixed and operational dual paned aluminum frame units.

The existing roof system has likely allowed some water into the wood deck resulting in some deck repair and replacement.

A reasonable scope of work would likely include removing the existing composite shingle roof, install 1” polyiso insulation board, new standing seam roof system to increase fire resistance, new flashing, finish trim, new large capacity rain gutters and downspouts with wire grating to keep leaves out installed around perimeter, replace rotted decking and perimeter trim boards as needed, sealed weather-tight.

The new roof system will likely be a high quality standing seam metal roof system similar to what was previously installed at other buildings on the Woodland Community College campus. Standing seam roofs also add some additional fire resistance protection which may prove valuable in the Lake County area.

Appendix “S” Proposal Signature FormThe undersigned acknowledges the following:

1. Having become familiar with the specifications and requirements of the Request for Proposal, hereby offers to provide all services in accordance with the proposal set forth herein, including all referenced material and attachments.

2. By submitting a signed proposal in response to this solicitation, the Firm acknowledges that they completely understand the scope of the needed services and that the proposed services as described in the proposal will meet or exceed the needs of the District.

3. Late proposals will not be accepted (even if they are only 5 minutes late).4. The District reserves the right to reject any and all proposals and that this proposal shall

remain open and not be withdrawn for a minimum of 90 days. 5. Cancellation Clause: The District may, without cause, terminate the contract(s) or a project

under the contract(s) by giving written notice of such termination to the awarded firm. In the event of such termination the District shall reimburse the firm for services performed and reasonable expenses actually incurred by the firm in relation to the terminated project prior to the firm’s receipt of such notice of termination. The cost of proposal generation, associated travel, copies, postage, etc.., will not be reimbursed and is considered a typical and normal part of the bid process which not reimbursed for any of the proposers.
