- The job involves procurement of Line Pipes, Coating, Metering & Pressure Reduction, Control Valves, SCADA, Telecom and Construction of Buildings, Pipeline Laying etc. for the activities, the Completion period of 12 months upto commissioning + 3 months for Project Close out appears to be too tight. It is suggested that the increase of completion time to 18 months upto commissioning + 3 months for Project Close out may be reviewed.

- It is presumed that all statutory approvals will be obtained by GAIL. The role of PMC shall be limited to technical assistance (drawings/documents) only.

14 General Conditions of the

Contract

Limitation of Liability It is presumed that PMC, s liabilities on all accounts (including on account of material reconciliation, accuracy of cost estimates, delays etc.) will be limited to 10% of Contract Value. Please confirm.

The limitation of liability is exclusive of the other terms and conditions of the tender document.

- It is presumed that soft and hard copies of As-built drawings / documents of existing facilities shall be provided to PMC soon after award of work. Please confirm.

Facilities at receiving terminal will be built up. Dispatch terminal drawing (Hard Copy) will be provided.

All KRA recoveries should be reviewed at the end to the project and refunded if the project is completed within time As long as the total project is completed within contractual completion period, the recoveries made under KRAs should be refunded. Hence the clause shall be modified as given below: “in case project is completed within the contractual completion schedule i.e. 15 months including 3 months period for project close out time from date of FOI, retention / recoveries made against key result area if any shall be reimbursed to the consultant and in case final time extension is granted without PRS, no recovery shall be made.”

Moreover obtaining statutory clearances is not in PMC scope. GAIL may please clarify.

34 Clause 4.1 xv) GAIL to clarify whether the contracts for Customs clearance, Transportation will be awarded by GAIL on the recommendations of the PMC or whether PMC is expected to award these contracts by himself. In the first case the payments to Contractor will be directly made by GAIL.

PMC shall be responsible for the work. GAIL will reimburse the cost for such activities.

35 Clause 5.2 viii Please clarify the scope of Stores infrastructure facilities. Whether these will be arranged by GAIL or whether PMC is expected to provide for these facilities and get reimbursement from GAIL later.

In‐house study report for providing pipeline connectivity for transportation of gas available from Focus energy consortium to RRVUNL, Ramgarh 

INTRODUCTION – 

In house study has been carried out on the request of Gas Marketing group to develop a scheme for transportation through pipeline system. The gas to be available at Langtala fields of M/s Focus Energy consortium in Jaisalmer area of Rajasthan with Power Plant of RRUVNL at GAIL  terminal at Ramgarh in Jaiselmer area.  

Recii survey of the proposed route is carried out by S&RL dept. Their report is also enclosed in the last. Three different alternative route were surveyed by the agency M/s S M Associates, Navi Mumbai engaged by S&LR group, as below:

Alternative 1 route was suggested by S&LR group for considerations because of the availability of approach for constructions and maintenance of pipeline in desert. 

In house study has been carried out based on the input provided by Gas Marketing group on customer data like volume, pressure etc. and other details provided in survey report. 

BASIS OF STUDY 

1. Total gas available from the fields: 0.95 MMSCMD 

2. Volume considered in the study : 1.20 MMSCMD 

(as per Marketing group, the daily nominated qty. can be 1.20 times the DCQ)

3. Pressure available at source: 58 Kg/cm^2g 

4. Temperature of gas available at source: Ambient temperature. 

5. Heating value of gas: 6000 Kcal/SCM 

6. Pressure of gas required by RRVUNL: 27 KG/cm^2g(min.) 

 

7. Starting point of pipeline ‐ 

Gas shall be delivered by the Seller to Gail at the delivery point, which shall be the outlet flange of seller’s facilities located at the onshore gas Well identified as SGL‐[1/2] which  

shall be the point at which the seller’s facilities shall be interconnected to gas off take and transportation facilities of Gail. 

 

8. End point of pipeline‐ 

Pipeline shall be terminated at the Gail’s terminal of Power Plant of M/s RRUVNL at Ramgarh. Gail has existing terminal at Power Plant for gas supply to RRUVNL; gas is being sourced from OIL India Ltd. and ONGC.  

The proposed terminal shall be built near to the existing terminal. Sufficient land is available at Power Plant. Utilities like power, air and control room building etc. will be shared and if required control room building may be extended for accommodating panels for SCADA and electrical etc. 

9. Pipeline length: 90 KM. (as a alternative I, suggested by S&LR group in survey report) 

10. Size of new pipeline: 10 Ø (Hydraulics copy enclosed) 

Facilities at starting point or delivery point 

Dispatch terminal consisting of‐ 

• Pig launcher 

• Fire fighting facilities

Note‐ Gas chromatograph is not proposed at receiving terminal since gas being received from single source, i.e, Focus Energy.               

 Sectionalizing Valves 

Three number of SV stations have been proposed on the route, however, exact location of these SVs will be finalized during detail engineering stage. 

Telecom/SCADA 

OFC based telecom system and SCADA  RTU have been proposed. Cost has been built up in estimates accordingly.

One number 10Ø spare tap‐off shall be provided at upstream of RRVUNL terminal for taking the gas to Jodhpur and other reasons in future.

Operating cost‐ Rs. 3.28 Crores/year 

Basis of operating cost: 

• Gail man power: 3 nos. @ Rs 16lakhs/annum 

• Plant and Administration: 100% of man power cost 

• Repair and maintenance: 1% of pipeline cost 

• Security: 3 nos. @ Rs. 2.4 lakhs/annum 

• Power: 60 KWH @ Rs.5/KWH 

• Line pack: 0.22MMSCM 

Transport tariff 

Fixed monthly transport tariff have been calculated by Pricing group as Rs. 21, Rs. 276, 149/‐ for a period of 12 years from start date. The tariff has been calculated with opex as mentioned above and following financial parameters: 

• Gas price: $5/MMBtu with NCV of 7999 Kcal/SCM 

• Economic life: 12 years
