Information on the application is provided below: CFDA Number: 15.605 Grantor: U.S. Department of Interior, Fish and Wildlife Service Grant Title: Sport Fish Restoration Program Details: The funds from this grant will be used to conduct three community meetings

throughout the island and bid our requests for a marine or coastal engineer to design/draft drawings, specification, and other pertinent documents for repair of the Inarajan boat ramp.

Start Date: 10/01/2013 End Date: 09/30/2014 Federal Amount: $69,110.00 Deadline for comments is November 1, 2013 and can be sent via email to [email protected]. This is in an effort to reduce costs associated with the review process while maintaining efficiency. PROJECT TITLE: lnarajan Boat Ramp Repair

A. NEED

Boating access facilities enhance fishing opportunities, but they must be placed where there is a documented need for them. The facilities must be constructed with structures such as adequate lighting, water for rinsing, protection from pounding energy of ocean movements, aids to navigation, be usable during high tides and low tides, and maintained in order to provide a safe and enjoyable experience for boaters and recreational fishermen.

In 2006, a boat ramp at Agfayan Bay in the municipality of Jnarajan was constructed to provide an additional alternate ramp facility for fishers accessing the eastern coast of Guam to enhance their fishing opportunities (Ref Bill No.248 June 8. /989). With the closure of the often used Ylig makeshift boat ramp, the Inarajan boat ramp was also to provide the Guam Fire Department with an expedient launching site for emergency situations such as Search and Rescue operations on the east side of Guam. The Inarajan boat ramp was constructed as mitigation by the Guam Power Authority using local funds.

Unfortunately, after less than five (5) years, the Inarajan boat ramp fell into disrepair due to being in a high surf energy location and lacking protective barriers from the pounding waves of the sea (figure I). Agriculture's Participation survey, which does vehicle­trailer counts, recorded few but promising and progressively growing activity of trailered boaters using the facility and a favored tourist visited site. Some of the major problems with the facility include:

I . The foot of the boat ramp is currently not at a depth that enables boats to launch or to be trailered during low tides. A steep drop-off may be present at the foot of the boat ramp which may offer an engineering chaJJenge to extending the existing boat ramp to a suitable depth for use.

2. The boat ramp site experiences rough sea conditions, which may have caused the facility's platform to detach from the pilings and the walkway (Figure 2) to fall into utter disrepair. The existing platform and walkway should be discarded and a much sturdier fixed walkway be constructed (Figure 3).

3. Aids to navigation were not provided at Agfayan Bay, preventing night time use ofthe facility.

During 2012, the Mayor of Inarajan requested for Agriculture's assistance with repairing and upgrading the facility (Fonner Mayor Franklin Taitague's March 5, 2012 Jetter). A request of $150,000 was determined by the Mayor to bring the facility up to par for use. However, this may be an under-estimated cost since extending the existing boat ramp may involve pilings and backfilling.

B. OBJECTIVES:

1) To conduct three community meetings (Southern, Central and Northern villages) to detennine if there is a need to repair and upgrade the Inarajan boat ramp facility around Guam by Feb 28, 2014.

2) To bid out a request for proposal (RFP) for a marine or coastal engineer to design/draft drawings, specifications, and other pertinent documents such as recommendations on altering topographical features or installing wave attenuation structure to reduce wave impacts on the proposed facility by May 31 , 2014.

C. EXPECTED RESULTS OR BENEFITS

With the closure of the makeshift of the Ylig boat ramp, an opportunity exists for a similar facility to be constructed to provide the same benefits at the Ylig boat ramp: access to fishing and boating resources on the eastern side of Guam and an access point for the Guam Fire Department to utilize for emergency situations on the eastern side of the island. In addition, this would provide the Municipality of Jnarajan a site to provide additional fishing and boating events such as village celebration marine-related events, swimming events, paddling competitions, and local fishing derbies. This ramp also has the potential to provide residents with another shore-based site for shore-based rod and reel and castnet fishers. A boat ramp, properly constructed, could potentially expand into a facility that allows for fishing activity to increase such as a pier.

D. APPROACH

The current boat ramp facility has fallen in disrepair after less than five (5) years and is unusable, unsafe, and not maintained.

1) Put out an advertisement announcing a village community meeting with the Mayor and fishermen to see if there is a need to repair and upgrade the Inarajan Boat ramp and if there is a need for other boat ramp facilities around Guam.

2) a. Develop and complete a Scope of Work to a repair the Inarajan Boat Ramp.

b. Submit work request and Scope of Work to the Department of Public Works for the project

c. Have Public Works bid out the project to award a contract

ESA-listed species under NMFS jurisdiction that are known or expected to occur in the waters of the Marianas Archipelago, and which may be in the vicinity of the proposed action area include threatened green sea turtles (Chelonia mydas), as well as endangered hawksbill sea turtles (Eretmochelys imbricata), leatherback sea turtles (Dermochelys imhricata), blue whales (Balaenoptera musculus), humpback whales (Megaptera novaeangliae), sei whales (Balaenoptera borealis), and sperm whales (Physeter macrocephalus).

Marine manunals that have been reported within Guam's water are whales, dolphins, and dugongs (Micronesica 35-36: 2003). Another whale that occurs around Guam is the shortfinned pilot whales (Gwbicephala macrorhynchus). Dolphins that have been observed within Guam's waters include Spinner (Stene/la longirostris) and Risso's (Grampus griseus) dolphins. Dugongs (Dugong dugon), found in Palau, have been reported in Guam's wateni. However, most of the species listed, such as leatherback (Dermochelys coriacea) sea turtles, humpback whales (Megaptera novaeangliae) and dugongs (Dugong dugon) have been observed only on rare occasions around Guam (Micronesica 35-36: 2003).

In August 2003, a pilot whale stranded less than ~ mile north of Agfayan Bay. This is the only documented case of a marine mammal stranding near the site in recent times.

S. Describe the proposed project(s).

The Inarajan boat ramp is located on the east coast of Guam, in the village of lnarajan. It is located on the north side of Agfayan Bay, across from the popular rock formation called Bear Rock. The Inarajan boat ramp was recently completed as a local project, mitigation by the Guam Power Authority. However, the ramp soon fell into disrepair, possibly due to its design not being suited to the marine conditions of the bay. A request in 2012 was

made by the Mayor of Inarajan for the Department of Agriculture to assume the task of repairing the ramp, with an estimated cost of$150,000 provided.

The proposed boat ramp may require extending the existing boat ramp which may require addition of pilings and backfilling into the bay, removal or the existing damaged platform and walkway~ construction of a new fixed walkway, providing Aids to Navigation, providing water for rinsing.

6 What is the estimated effect of the project(s) on each listed species and critical habitat? Evaluate each action on each species.

Marine manunals are rarely observed inside Agfayan Bay at the lnarajan boat ramp facility, although cetaceans have been observed along the east code of Guam. In 2003, a pilot whale stranded approximately U mile south of Agfayan Bay. All repair work done at the facility requires that contractors cease work, report marine mammal sightings, and continue work only when the marine mammals leave on their own volition. Since this area is relatively shallow, spinner dolphins are the only mammals observed to occur around the pier.

Sea tmtles have also been rarely observed in Agfayan Bay at the inarajan boat ramp facility, although sea turtles have been observed along the east coast of Guam. All construction work done at the facility will require that contractors cease work, report the turtle sighting, and continue work only when the marine turtles leave on their own volition. Green sea turtles, Chelonia mydas, and hawk.sbill sea turtles, Eretmoche/ys imbricata, are the two turtle species observed to occur around the coast ofOuam.

Effect on marine mammals and sea turtles would be minimal during the construction phase. Requiring work to stop when sea tmtles or marine mammals are observed minimize any interaction between the project and these species.

Cora] growth occurs at the mouth of Agfayan Bay, but coral growth is minimal at the project site due to silt deposited by the nearby river. Should any construction in the water be necessary, silt screens will be used to minimize any silt from being deposited into the marine environment

Contractual work at the pier and boat ramp facility has two primary conditions to deal with the presence of marine mammals and sea turtles. Construction debris is prohibited from entering the water and contractual work is required to cease when these protected species are observed in the vicinity. Also, Fisheries staff conduct on­site inspections to ensure that the contractual work comply with these conditions. AD contractual work done with Boating Access funds require federal and local permits that have environmental stipulations to ensure that any possible adverse impacts to protected species are minimized. However, since these marine mammals are rarely observed in the vicinity of the boat ramp and pier, there has been no interaction with these species during work performed at the facility.
