An ordinance changing the zoning classification on the following property:
BEING a tract of land in City Block 5372 on the east corner of Farola Drive and MonterreyAvenue; fronting approximately 401.76 feet on the east line of Farola Drive; frontingapproximately 256.23 feet on the west line of Itasca Drive; fronting approximately 860.58 feeton north line of Monterrey Avenue; and containing approximately 6.557 acres,
from an R-7.5(A) Single Family District to Planned Development District No. 896; amending
Chapter 5lP, “Dallas Development Code: Planned Development District Regulations,” of the
Dallas City Code by creating a new Article 896; establishing use regulations and development
standards for this planned development district; providing a penalty not to exceed $2,000;
providing a saving clause; providing a severability clause; and providing an effective date.
WHEREAS, the city plan commission and the city council, in accordance with the
Charter of the City of Dallas, the state law, and the ordinances of the City of Dallas, have given
the required notices and have held the required public hearings regarding the rezoning of the
property described in this ordinance; and
WHEREAS, the city council finds that it is in the public interest to establish this planned
development district; Now, Therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DALLAS:
SECTION 1. That the zoning classification is changed from an R-7.5(A) Single Family
District to Planned Development District No. 896 on the property described in Exhibit A, which
is attached to and made a part of this ordinance (“the Property”).

SECTION 2. That Chapter 51P, “Dallas Development Code: Planned Development
District Regulations,” of the Dallas City Code is amended by adding a new Article 896 to read as
follows:
“ARTICLE 896.
PD 896.
SEC. 51P-896.1Ol. LEGISLATIVE HISTORY.
PD 896 was established by Ordinance No.

passed by the Dallas City Councilon April 13, 2016.
SEC. 51P-896.102. PROPERTY LOCATION AND SIZE.
PD 896 is established on property located at the east corner of Farola Drive andMonterrey Avenue. The size of PD 896 is approximately 6.557 acres.
SEC. 51P-896.103. DEFINITIONS AND INTERPRETATIONS.
(a) Unless otherwise stated, the definitions and interpretations in Chapter 51 A applyto this article.
(b) Unless otherwise stated, all references to articles, divisions, or sections in thisarticle are to articles, divisions, or sections in Chapter 51 A.
(c) This district is considered to be a residential zoning district.
SEC. 51P-896.104. EXHIBITS.
The following exhibits are incorporated into this article:
(1) Exhibit 896A: development plan.
(2) Exhibit 896B: landscape plan.
(3) Exhibit 896C: traffic management plan.

SEC. 51P-896.105. DEVELOPMENT PLAN.
(a) For public school, development and use of the Property must comply with thedevelopment plan (Exhibit 896A). If there is a conflict between the text of this article and thedevelopment plan, the text of this article controls.
(b) For all other uses, no development plan is required, and the provisions of Section51A-4.702 regarding submission of or amendments to a development plan, site analysis plan,conceptual plan, landscape plan, and development schedule do not apply.
SEC. 51P-896.106. MAIN USES PERMITTED.
(a) Except as provided in this section, the only main uses permitted are those mainuses permitted in the R-7.5(A) Single Family District, subject to the same conditions applicablein the R-7.5(A) Single Family District, as set out in Chapter 51A. For example, a use permittedin the R-7.5(A) Single Family District only by specific use permit (SUP) is permitted in thisdistrict only by SUP; a use subject to development impact review (DIR) in the R-7.5(A) SingleFamily District is subject to DIR in this district; etc.
(b) The following main use is permitted by right:
-- Public school other than an open-enrollment charter school.
SEC. 51P-896.107. ACCESSORY USES.
As a general rule, an accessory use is permitted in any district in which the main use ispermitted. Some specific accessory uses, however, due to their unique nature, are subject toadditional regulations in Section 51 A-4.2 17. For more information regarding accessory uses,consult Section 51A-4.217.
SEC. 51P-896.108. YARD, LOT, AND SPACE REGULATIONS.
(Note: The yard, lot, and space regulations in this section must be read together with theyard, lot, and space regulations in Division 51A-4.400. If there is a conflict between this sectionand Division 51A-4.400, this section controls.)
(a) In general. Except as provided in this section, the yard, lot, and space regulationsfor the R-7.5(A) Single Family District apply.
(b) Public school.
(1) Setbacks from street.

(A) Farola Drive.
(i) Minimum setback is 25 feet.
(ii) Light poles, flag poles, and similar poles are allowed in thesetback area.
(B) Monterrey Drive. Minimum setback is 10 feet.
(C) Itasca Drive. Minimum setback is eight feet.
(2) Rear yard. Minimum rear yard is 10 feet.
(3) Floor area. Maximum floor area is 122,500 square feet.
SEC. 51P-896.109. OFF-STREET PARKING AND LOADING.
(a) Except as provided in this section, consult the use regulations in Division 51 A-4.200 for the specific off-street parking and loading requirements for each use.
(b) For a public school other than an open-enrollment charter school, one space perclassroom is required. Off-street parking is permitted in required yards and is not required to bescreened.
SEC. 51P-896.11O. ENVIRONMENTAL PERFORMANCE STANDARDS.
See Article VI.
SEC. 51P-896.111. LANDSCAPING.
(a) Except as provided in this section, landscaping must be provided in accordancewith Article X.
(b) For a public school other than an open-enrollment charter school, landscapingmust be provided as shown on the landscape plan (Exhibit 896B). If there is a conflict betweenthe text of this article and the landscape plan, the text of this article controls.
(c) Plant materials must be maintained in a healthy, growing condition.

Signs must comply with the provisions for non-business zoning districts in Article VII.
SEC. 51P-896.113. TRAFFIC MANAGEMENT PLAN.
(a) In general. Operation of a public school other than an open-enrollment charterschool must comply with the traffic management plan (Exhibit 896C).
(b) Traffic study.
(1) The Property owner or operator shall prepare a traffic study evaluating thesufficiency of the traffic management plan. The initial traffic study must be submitted to theDirector by November 1, 2017. After the initial traffic study, the Property owner or operatorshall submit updates of the traffic study to the director by November 1st of each odd-numberedyear.
(2) The traffic study must be in writing, performed by a licensed engineer,based on a minimum of four samples taken on different school days at different drop-off andpick-up times over a two-week period, and must contain an analysis of the following:
(A) ingress and egress points;
(B) queue lengths;
(C) number and location of personnel assisting with loading andunloading of students;
(D) drop-off and pick-up locations;
(E) drop-off and pick-up hours for each grade level;
(F) hours for each grade level; and
(G) circulation.
(3) Within 30 days after submission of a traffic study, the director shalldetermine if the current traffic management plan is sufficient.
(A) If the director determines that the current traffic management planis sufficient, the director shall notify the applicant in writing.
(B) If the director determines that the current traffic management planresults in traffic hazards or traffic congestion, the director shall require the Property owner to

submit an amended traffic management plan. If the Property owner fails to submit an amendedtraffic management plan within 30 days, the director shall notify the city plan commission.
(c) Amendment process.
(1) A traffic management plan may be amended using the minor planamendment fee and public hearing process in Section 51A-l.105(k)(3).
(2) The city plan commission shall authorize changes in a traffic managementplan if the proposed amendments improve queuing or traffic circulation; eliminate traffichazards; or decrease traffic congestion.
SEC. 51P-896.114. ADDITIONAL PROVISIONS.
(a) The Property must be properly maintained in a state of good repair and neatappearance.
(b) Development and use of the Property must comply with all federal and state lawsand regulations, and with all ordinances, rules, and regulations of the city.
SEC. 51P-896.115. COMPLIANCE WITH CONDITIONS.
(a) All paved areas, permanent drives, streets, and drainage structures, if any, must beconstructed in accordance with standard city specifications, and completed to the satisfaction ofthe city.
(b) The building official shall not issue a building permit to authorize work, or acertificate of occupancy to authorize the operation of a use, until there has been full compliancewith this article, the Dallas Development Code, the construction codes, and all other ordinances,rules, and regulations of the city.”
SECTION 3. That, pursuant to Section 51A-4.701 of Chapter 51A of the Dallas City
Code, as amended, the property description in Section 1 of this ordinance shall be construed as
including the area to the centerline of all adjacent streets and alleys.
SECTION 4. That development of this district must comply with the full-scale versions
of Exhibit 896A (development plan), Exhibit 896B (landscape plan), and Exhibit 896C (traffic
management plan) attached to this ordinance. Reduced-sized versions of these plans shall be

provided in Chapter 51 P. Permits shall be issued based on information provided on the full-scale
versions of the plans.
SECTION 5. That the city attorney is authorized to insert the enrolled number of this
ordinance in the legislative history section of Article 896 in Chapter 51 P.
SECTION 6. That a person who violates a provision of this ordinance, upon conviction,
is punishable by a fine not to exceed $2,000.
SECTION 7. That the zoning ordinances of the City of Dallas and Chapter 51 P of the
Dallas City Code, as amended, shall remain in full force and effect, save and except as amended
by this ordinance.
SECTION 8. That the terms and provisions of this ordinance are severable and are
governed by Section 1-4 of Chapter 1 of the Dallas City Code, as amended.
SECTION 9. That this ordinance shall take effect immediately from and after its passage
and publication, in accordance with the Charter of the City of Dallas, and it is accordingly so
ordained.

INTRODUCTIONDeShazo Group, Inc. (DeShazo) is an engineering consulting firm based in Dallas, Texas providing licensedengineers skilled in the field of traffic/transportation engineering. The services of DeShazo were retained byMasterplan on behalf of the Dallas Independent School District to provide a requisite traffic managementplan (TMP) for the Casa View Elementary School campus located at 2100 N. Farola Drive in Dallas, Texas. Theschool is currently in operation at the subject site with an enrollment of approximately 712 students in PreKindergarten through grade. The school proposes to do a minor floor area expansion of the currentfacilities for additional classrooms; however, enrollment is not expected to increase by more than 31students. A proposed site plan provided by Masterplan is attached for reference.
The school property is currently zoned R-7.5(A). In order to gain entitlements for the proposedimprovements, DISD is seeking approval of a zoning change to a Planned Development District. If approved,the implementation of the proposed site and operational modifications are anticipated to take place beforethe start of the 2017-2018 school year.
As part of the approval process for Planned Development District, submittal of a TMP to the City of Dallas isrequired as a record of the preferred strategies to be used by the school to ensure overall traffic safety andefficiency. A TMP is intended to assess the existing and/or anticipated traffic conditions at the school duringthe morning drop-off and afternoon pick-up peak periods on the basis of satisfying these objectives. Byconsent of the TMP submittal, the school is agreeing to the strategies presented herein for which the schoolwill be held self-accountable until and unless the City of Dallas deems further measures are appropriate.

TRAFFIC MANAGEMENT PLANA Traffic Management Plan (TMP) is important to safely achieve an optimum level of traffic flow andcirculation during peak traffic periods associated with student drop-off and pick-up. By properly managingthe vehicular traffic generated during the critical periods, the safety and efficiency of other modes of travel —
including walking — will also inherently improve, and the operational impact on the public street systemshould also be minimized. The TMP should not be considered a comprehensive set of instructions to ensureadequate safety; however, it should be used as a tool to facilitate a safer and more efficient environment.
The analysis summarized below utilizes the proposed school site plan to evaluate aspects such as passengerloading/unloading and vehicle queuing (i.e., stacking) that occur at the school in order to accommodate theobserved peak demands within the site. A concerted effort and full participation by the schooladministration, staff, students, and parents are encouraged to provide and maintain safe and efficient trafficoperations. [NOTE: In this report the term “parent” refers to any parent, family member, legal guardian, orother individual who is involved in the pick-up or drop-off of one or more students at the school.]

Existing Traffic Conditions
Site Access and Circulation
The subject site currently provides a small parking area for faculty and staff, which is accessed fromMonterrey Drive. However, no on-site area is available for student loading and unloading—allloading/unloading takes place within public rights-of-way. The site is also part of an entire block thatcomprises the school and an adjacent park. All adjacent public streets are two-lane, undivided roadwayscurrently operating in both directions. Considering the need for waiting areas associated with student pickup activities, parents currently park and/or stand on public streets surrounding the subject block.
Passenger Unloading/Loading and Vehicle Queuing
During the afternoon pick-up period, the vast majority of students are transported by parents in personalvehicles. The school does not provide a loading station for students. Currently, vehicles approach the schoolfrom different directions and park on both sides of the streets. School faculty and staff facilitateloading/unloading of students to/from the school property by mustering their corresponding group towardsthe edges of the school property. Staff also carries small signs with their name and grade for parent to betteridentify students’ grade group. However, once in position, students are dismissed with the ability to exit theschool property through one of several access points. There are six breaks along the fence facing MonterreyDrive and Itasca Drive through which students exit towards their pick-up vehicles.
The vast majority of students are transported by parents who drive personal vehicles and drop-off/pick-uptheir children. The surrounding streets become very congested with vehicles during the correspondingmorning and afternoon periods; however, conditions are generally very orderly.
Based upon field observations conducted by DeShazo during typical school-day conditions in Fall 2015, thepeak number of parent-vehicles accessing site during the afternoon pick-up period was approximately 200,including vehicle in queue or parked on-street.
NOTE: The same operation is in effect during the morning; however, the overall volume of vehicles is less concentrated during themorning, so the peak vehicle demand are lower than in the afternoon. Therefore, detailed analysis results are based upon theafternoon pick-up period.
RecommendationsThe following recommendations are provided by DeShazo to Casa View Elementary School for themanagement of vehicular traffic generated by the school during peak traffic conditions. [NOTE: Generally,traffic delays and congestion that occurs during the afternoon pick-up period is notably greater than thetraffic generated during the morning drop-off period due to the timing and concentration characteristics. Inmost instances, achieving efficiency during the afternoon period is most critical, while the morning trafficoperations require nominal active management. Therefore, except where stated otherwise, therecommendations provided herein pertain specifically to the afternoon period operations.]
School faculty will continue to dismiss students through three access points on each side of the property(Farola Drive, Monterey Avenue, and Itasca Drive). Additional general recommendations will also betteraccommodate the traffic needs of the school and facilitate an enforceable and safe management plan:

• To maximize personal safety, passenger loading/unloading within the public right-of-way shouldstrive to only occur in areas designated the City of Dallas.
• To minimize liabilities, no persons other than deputized officers of the law (including crossing guards)should engage or attempt to influence traffic operations in public right-of-way.
• The full cooperation of all school staff members, students, and parents is crucial for the success of aTraffic Management Plan. Proper training of school staff on the duties and expectations pertainingto the Plan is recommended. Sufficient communications at the beginning of each school term (andotherwise, as needed) with students and parents on their duties and expectations is alsorecommended.
Although traffic congestion is appreciable under current condition, there is no known history of trafficaccidents. Based upon DeShazo’s review of the proposed site conditions and the anticipated needs of trafficduring peak conditions, it is recommended that the proposed circulation plan and traffic operations bemaintained. The existing conditions are also a result of an investment in resources and refinements made bythe school and by the City of Dallas over many years. Given that the traffic demands are not expected tochange and no additional resources or space expansion options are available, the status quo is considered toprovide the best alternatives and has the advantage of familiarity. Exhibit 1 provides a graphical summary ofthe existing/recommended circulation plan.
SUMMARYThis TMP is to be used by Casa View Elementary School to provide safe and efficient transportation ofstudents, staff, and faculty to and from the site. The Plan was developed with the intent of optimizing safetyand efficiency and the goal of accommodating vehicular traffic generated by the school at peak trafficperiods within the site. The details of the TMP shall be reviewed by the school on a regular basis to confirmits effectiveness.
