WATERWAY AND LOCATION: North Fork of the St Lucie River, mile 10.4, and North Coral Reef Waterway, mile 0.1, as well as Evans Creek (non-navigable) located within the City of Port St Lucie, St Lucie County, Florida, Latitude 27° 18.332' N, Longitude 80° 18.951' W. CHARACTER OF WORK: Construct a fixed, mid-level highway bridge as an extension of the Crosstown Parkway across the North Fork of the St Lucie River on a new alignment between West Virginia Drive (at Manth Lane) and US l/Federal Highway (at SE Village Green Drive). The length of the proposed bridge is 4,034 feet, and the length of the project corridor, includes connecting roadways, is 1.96 miles. The out-to-out bridge width varies from 102 feet to 131 feet, with twin bridge segments at each end. Bridge pier protection is not proposed. The bridge typical section will provide six lanes of traffic, plus shoulders, bike lanes, traffic railing and sidewalks. The proposed action is anticipated to alleviate traffic congestion on the two existing river crossings, at Port St Lucie Boulevard (mile 7.3), and Prima Vista Boulevard (mile 16.0), as both are currently over capacity. MINIMUM NAVIGATIONAL CLEARANCES: Proposed Horizontal: Vertical: 108 feet between pile caps, normal to the axis of the channel 21 feet above Mean High Water (MHW); 22 feet above Mean Low Water (MLW) ENVIRONMENTAL CONSIDERATIONS: The Federal Highway Administration (FHWA), as lead federal agency, approved a Final Environmental Impact Statement, including a Section 4(f) evaluation, for this project, in accordance with the National Enviromnental Policy Act of 1969 (NEPA), as amended (42 U.S.C. 4321 et seq.), the National Historic Preservation Act (NHPA), as amended (16 U.S.C. 470 et seq.) and the General Bridge Act of 1946. The FHWA selected Alternative Cl in a Record of Decision (ROD) that was signed on 24 February 2014. The documents are available for review at the above address, Monday through Friday, 7:30 a.m. to 4:00 p.m.

The bridge is located in the floodplain and crosses the North Fork of the St Lucie River, the North Coral Reef Waterway and Evans Creek. Design high water (the JOO-year flood level) is 6.20 feet above mean sea level (MSL), while elevation of the low steel of the bridge is approximately 12 feet Mean Sea Level. Approximately 6.83 acres of wetland will be directly impacted by the project (8.34 functional loss units, which includes indirect impacts). Impacts to essential fish habitat (EFH) include direct wetland impacts plus shading of 1.15 acres of open water habitat. For purposes of DOT Act 1966, Section 4(f), the project will use 0.02 acres of Aquatic Preserve (AP) (also designated as Outstanding Florida Waters), and 2.14 acres of the Savannas Preserve State Park (SPSP), and will affect the Halpatiokee Canoe and Nature Trail (to be relocated). For purposes ofNHPA 1966, Section 106, no historic properties will be affected by the project. Water quality certification for this project pursuant to Section 401, Public Law 92-500, 33 USC Section 1341, as amended, was issued by the South Florida Water Management District, Environmental Resource Permit No. 56-03461-P dated 23 December 2016.
SOLICITATION OF COMMENTS:
Mariners are requested to comment on navigational safety issues, such as the need for a bridge protective fendering system, clearance gauges, navigational lights and extent of nighttime navigation past the bridge site.
Interested parties are requested to express their views, in writing, on the proposed bridge project including its possible impact on minority and/or low income population, if any, giving sufficient detail to establish a clear understanding of their reasons for support of or opposition to the proposed work. Comments will be received for the record at the Office of Commander, Seventh Coast Guard District, 909 Southeast First A venue, Miami, Florida 33131, and should be mailed on or before 30 days of this notice.
