    AZTEC CLUB OF 1847Chronicle.

    On the 13th of October, 1847, a-s soon as the UnitedStates Army was quietly established in the City of Mexico,a meeting of officers was called with a view of forming aClub and opening a club-house for the entertainment ofits members and their guests while in the city.

    It is not known that any record exists of the early pro-ceedings of the Club thus formed, but the following wereamong the promoters or took an active part as club officersfrom the start

    General Quitman, as President ; Captain J. B. Graysonand Colonel 1:. F. Smith, as First Vice-Presidents; Capt.J. B. Magruder, as Second Vice-President; Lieutenant R.P. Hammond, as Treasurer; Captain George Deas andLieutenant H. Coppee, as Secretaries.

    The original home of the Club was the handsome resi-dence of Seiior Boca Negra, who had been formerly minis-ter to the United States from Mexico, and was located onone df the streets leading out of the Calle Plateros, andnot far from the headquarters of General Scott, Com-mander-in-Chief.On the 13th of January, 1848, a Constitution wasadopted and a new election was held. The initiation feewas made $20, payable in advance. General Winfield Scottand Chaplain John McCarty were elected honorary mem-bers.On March 3d, 1848, by resolution of the Club, a Con-stitution, with a list of the members, was printed at theoffice of the ''American Star," in the City of Mexico.A meeting of the Aztec Club was held in May, 1848,when it was determined that no satisfactory plan couldbe then proposed for continuing the existence of the Club,

    10 AZTEC CLUB OF 1847.after returning to the United States; but, ''desiring topreserve some lasting memorial of the pleasure and ad-vantages derived from this institution that may serve forall time as an additional bond of friendship and brother-hood among its members/' it was

    ''Resolved, That the organization of the Club shall con-tinue with its present officers for a period of five yearsfrom the 14th September, 1847."

    At the time of the withdrawal of the Army from Mex-ico the Club consisted of 160 members and 2 honorarymembers.

    In 1852 an election of new officers was made accord-ingly, but no regular meeting of the Club took place untilSeptember, 1867, when officers were elected, a place andday for the next annual meeting named, a list of theoriginal members ordered to be printed and distributed,and a commemoration badge to be designed for trans-mission to living members and to the families of thosedeceased.

    The action taken at this meeting was submitted to thesurvivors of the Aztec Club, and confirmed by the votesreturned to the Secretary.

    At future regular meetings resolutions have beenadopted, in accordance with Article XII of the Constitu-tion of 1847, as follows:

    In 187 1 it was decided to admit to membership officerswho may apply, having served in any part of Mexico dur-ing the war, after nomination and election by the Club.

    In 1882 it was decided that officers killed in battle orwho died of wounds in Mexico before the formation of theClub might, upon application of a son or nearest bloodrelative, be admitted to the roll of membership, to be rep-resented by the son or nearest blood relative, after hisnomination and election by the Club.

    Ill 1887 i^ was decided that officers now deceased whoserved in Mexico during the war, never members of the

    AZTEC CLUB OF 1847. UClub, but eligible to membership if living, may be admittedto the roll of membership, each to be represented by hisnearest blood relative, when duly elected by the Club, uponthe written application of such blood relative approved bytwo members to whom he is known.

    In October, 1888, it was deemed proper, in view of theexpressed desire of the original Club, in May, 1848, "topreserve for all time some lasting memorial that may serveas an additional bond of friendship and brotherhood amongits members;" and the decided continuance of the AztecClub of 1847 ii^ "perpetuity," as expressed in the Consti-tution of 1887, and again in the revised Constitution of1888, that the Club should be known

    in some part of Mexico, ''as an oMcer, during the zvar withthat country/' and

    resolution of 1871.3d. All admitted and who may be admitted under

    resolution of 1883.4th. All admitted and who may be admitted under

    resolution of 1887.In 1889 the Constitution was altered by adding the

    words "Navy or Marine Corps" after the word "Army,"in the second line of Article II, on membership, so as toread "as an officer of the Army, Navy or Marine Corps."

    T893. At the Meeting held in St. Louis, Mo., October13, 1893, the Secretary reported that during the year the"Army and Navy Club" of Washington, D. C, extendedits eligibility to membership so as to include with the mem-bers of the Order of the Cincinnati and Loyal Legion,those of the Aztec Club of 1847.A resolution to change the button of recognition fromenameled metal to one of silk, similar in size and form tothat now worn by the Military Order of the Loyal Legion,the colors of the ribbon to be green, white and red as inthe present metal button was proposed and was presentedat the next Annual Meeting held in New York City, Oc-tober 13, 1894, for final action, was lost on being put tovote.

    1894. The last paragraph of Article U of the Consti-tution was altered to read in the first line "three (3)months" instead of "ten (to) months" so that in future theparagraph will read : "Should an elected applicant neglectfor three (3) months after election to send his acceptanceand pay the prescribed fee his name shall be reported to theClub by the Treasurer for its action at the next regularmeeting, and unless a good reason for such neglect is pre-sented, his name shall be dropped"

    1895. A resolution taxing all members two dollars perannum for the period of five years and giving them theprivilege of paying the lump sum of ten dollars in lieu ofyearly subscription, thereby releasing them from all futuretaxation, which sum with any other available funds shall beinvested in some well established security or bonds, which

    security shall be placed in trust in such Trust Companyin New York City as the President, Secretary and Treas-urer of the Club may adopt ; the interest of said funds onlyto be used in defraying the x\nnual expenses of the Ciub,the principal of said fund in no case to be used except forre-investment or upon the dissolution of the Aztec Club,when it shall be divided among those taxed or their suc-cessors, was adopted.A communication from Major Theodore J. Eckerson,U. S. Army, presenting to the Club the original GeneralOrder No. 30, of General Zachary Taylor, a reduced copyof which is inserted in this register, was received.

    1896. The Amendment to Article III of the Constitu-tion relating to furnishing diplomas to Members who shallhave lost theirs or who are not already entitled to themunder the present Constitution, etc., was adopted.

    The Amendment to Article IV, section 5, of the Con-stitution relating to the appointment of Assistants to theSecretary and Treasurer, was adopted.

    The Amendment to Article VIII of the Constitutionsanctioning informal gathering of members unable to bepresent at the regular Annual Meeting of the Club, wasadopted.The Amendment to Article II of the By-Laws relatingto invitations to guests to the Annual Banquet, wasadopted.

    1897. The Club celebrated the fiftieth Anniversary ofits formation by the largest attendance since it transferredits home to the United States. There were thirty-fivemembers present. Among these were Col. Parmenas T.Turnley, Admiral Bancroft Gherardi, General Fitz JohnPorter, Col. De Lancey Floyd-Jones, General John P.Hatch, Col. Charles Thorburn, Chief Engineer Shock,General Francis E. Pinto, General Robert Murray, Gen.W. W. H. Davis and General Egbert L. Viele, all of whomsaw service in the Mexican War.

    14 AZTEC CLUB OF 1847.A commemorative bronze medal with appropriate de-

    signs, executed by Tiffany & Co., was prepared for theoccasion and distributed gratuitously to all members notin arrears to the Treasury of the Club.

    1898. Amendment to Article II 5 1|2 of the Constitu-tion relating to avoidance of delay in the election of Can-didates for admission to the Club and vesting in the Com-mittee on Admissions the power to elect such Candidatesat quarterly meetings of said Committee, was adopted.

    In May the dies for the Semi-Centennial Bronze Medalwere destroyed as per instructions given at the last AnnualMeeting.

    1899. The resolution proposed at the meeting, October13, 3898, to place in the Cullum Memorial Hall at WestPoint, N. Y., a bronze Memorial Tablet to the three Cap-ron's. Members of the Club, who died in the Service, wasamended to include the names of all officers. Members ofthe Club, who were killed in battle or who died of woundsreceived in the line of duty.

    The Secretary Avas ordered to prepare, for distributionamong the members, the tri-annual Register containingthe Constitution and List of Members.

    1900. The Committee appointed to secure a fund forthe erection in Cullum Memorial Hall, at West Point, N.Y., of a bronze memorial tablet, to the memory of thosemembers of the Aztec Club of 1847 who were "killed inbattle or who died of wounds received in action," reportedthat the tablet was placed in Cullum Hall, June 12, 1900.

    Article 2, Section 5, Constitution of 1900, was soajnended as to read:"In view of the fact that the Club is in such strong

    financial condition, it is directed that all the Annual Dueshereafter collected be applied to the General Fund, for suchuse as the Club may direct."

    190 1. The Club having been notified through the Sec-retary of the Tablet Committee that the tablet erected in

    16 AZTEC CLUB OF 1847.sary signatures to the certificate of re-incorporation andsecure for the Aztec Club of 1847 ^ perpetual charter.A recommendation to fix upon a permanent home forthe Club was by resolution ordered to be submitted by theSecretary to the members of the Club for their opinion asto its advisability, etc.

    1905. The Secretary reported that in response to therequest in the last year's proceedings for the views of themembers of the Club as to the advisability of a permanenthome for the Club, but three replies w^ere received.

    1906. The revised Constitution of the Aztec Club of1847, published in the proceedings of last year, was, onresolution, approved and accepted, and a Charter re-incor-porating the Aztec Club of 1847 ^^ perpetuity, under theRevised Statutes of the United States relating to the Dis-trict of Columbia, vv^as obtained July 6, 1906.

    1907. The Secretary was ordered to prepare for dis-tribution among the members the Register containing theConstitution and List of Members.

    1908. A resolution providing that other sons or nearestblood relatives of a primary member may be elected tomembership in the Club as associate members was adopted.A resolution permitting all members of the Club to wearthe colors of the Club on a narrow bar was adopted.

    1909. Under the several decisions, the whole numberof primary members now enrolledofficers who personallyserved in Mexico during the war with that countryis asfollows

    GENERAL TAYLOR'S ORDER NO. 30.

    The original of this order was presented to the AztecClub by Major Theodore J. Eckerson, U. S. Army. In hisletter of presentation he says : ''This general order wascarried in my knapsack on the marches from CorpusChristi to the Rio Grande; from Matamoras to Camargo,and thence to Monterey; from Monterey to Tampico;from Tampico to Vera Cruz; from Vera Cruz to the Cityof Mexico, and thence back to the coast. It was pres-ent at Palo Alto, Resaca de la Palma, Monterey, VeraCruz, Cerro Gordo, Contreras, Churubusco, Chapultepec.and the capture of the City of Mexico."

    20 AZTEC CLUB OF 1847.cation by the eldest son or nearest male lineal descendant of theofficer so killed such son or nearest male lineal descendant maybe eligible to membership as representing his dead relative. Whensuch representative has been duly elected and qualified, the nameof the dead officer and the battle where he was killed shall beentered on List Number One, in a separate group with his repre-sentative in the order of election.

    Fourth. As provided in 1887, the son or nearest male bloodrelative of any deceased officer who never himself applied formembership (though eligible thereto because of personal servicein Mexico during the war) may make written application foradmission as the representative of his father or blood relativeupon nomination by two members to whom he is known. If electedand qualified, the name of such dead officer shall also be enrolledon List Number One, in the same numerical series, in a separategroup, and in the order of the date of admittance of the linealdescendant.

    FUTURE ACTIVE MEMBERSHIP.Fifth. To provide for the continuance of the Club in con-

    formity with the resolution of September, 1874, each PrimaryMember admitted upon personal application may nominate ashis successor his son or a male blood relative, who during thelife of the Primary shall be known as an Associate Member, andentitled to all the privileges of the Club except that of voting,and upon the death of the Primary shall be entitled as his repre-sentative to full membership. Should a Primary die without hav-ing named his successor, his son Hist or nearest blood relativenex't may, on written application, be nominated as his representa-tive by two members to whom he is known ; but no one proposedfor aii Associate Member or as the representative of a deceasedmember shall be voted for until the Committee on Admission shallreport him eligible and qualified to join the Club.A Representative Member may nominate as his successor hisson or a male blood relative of the Primary Member, whose statusshall be that of an Associate Member, as heretofore stated.

    If application as the successor of a Primary or Representa-tive Member be made within five years from the date of thedeath of the Primary or Representative Member, the status ofthe elected applicant shall be that of Associate Member, in thathis initiation fee shall be that of an Associate Member. Suchelected applicant shall immediately succeed to full membership asa Successor upon election, and shall be recorded as a Representa-tive Member.

    If minors are proposed for membership, their names will beretained for future action until they attain majority.When the Primary or Representative Member has failed to

    AZTEC CLUB OF 1847. 21nominate his successor, then the prospective Representative Mem-ber shall be the nearest in blood, male relative of the deceasedPrimary Member, if there be one qualified to become an acceptablerepresentative of said Primary.To prevent delay in the admission of candidates to member-ship in the Club, the Committee on Admissions shall meet fourtimes each year, viz., first Tuesday of January, first Tuesday ofApril, first Tuesday of June, and first Tuesday of October, andall candidates for admission to the Aztec Club of 1847 who passthe ordeal of that body will be at once reported to the Secretary,who will notify the candidate that he is^ admitted to membershipwithout further action, provided he duly' qualifies for the same.The Club may act at the regular annual meeting upon anycase that may, from any cause, be referred to it.Should the election of a member take place at the annual meet-ing of the Club, at least thirteen affirmative votes (in person orby letter) shall be required to admit the applicant, while twonegative votes will reject him.The names of candidates for election shall be presented bymembers only upon the express request of said candidates.

    Article III.Initiation fees shall be payable to the Treasurer of the Clubupon date of receipt of notification of election.The initiation fee for Primary Members and RepresentativeMembers shall be Thirty-five (35) Dollars. The initiation feefor Associate Members shall be Fifteen (15) Dollars.Should an elected applicant neglect for one (i) month after

    elected to send his acceptance and pay the prescribed fee of hisclass, his name shall be reported to the Executive Committee bythe Treasurer, and unless a good reason for such neglect is pre-sented, his name shall be dropped from the rolls of this Club.There shall be no annual dues for those members not in ar-rears at the date of the adoption of this Constitution. Whenthose in arrears shall have paid, in full, their obligations underthe Constitution of 1900, there shall be no annual dues requiredof any member.The funds now in the hands of the Treasurer and all moneyscollected hereafter by him as dues shall be applied to a TrustFund, which Trust Fund shall be invested in interest-bearingbonds whose increment shall be sufficient to satisfy the necessaryrunning expenses of the Club.

    Article IV. Insignia of Membership.The insignia of the Club shall be pendant from a ribbon by a

    gold ring and flat link and shall be of the form and pattern asadopted in 1867, and such as is now in use.

    22 AZTEC CLUB OF 1847.The ribbon shall be watered silk, ribbed, one and five-six-

    teenths inches in width and one and one-half inches in displayedlength, of Mexican green, or that shade of green used in theMexican flag, one-half inch wide, bordered with a piping of white,three thirty-seconds inches wide, and edged with dark bttre, five-sixteenths inches wide.Each member shall be entitled to receive the insignia struckfrom the dies belonging to the Club. The insignia shall be wornby the members on all occasions when they assemble as an organ-ization, for any stated purpose or celebration, and may be wornon any occasion of ceremony.

    It shall be worn conspicuously on the left breast; but tlieelected officers, while in office and after retirement therefrom,may wear it suspended around the neck.The insignia shall never be worn as an article of jewelry.The insignia is to descend to the duly elected representative ofthe dead member.Each member shall be entitled to receive a parchment diplomaprinted from the plate in possession of the Club.The diploma is to descend to the dul)'' elected representativeof the deceased member.The dies for the medal and the plate for the diploma shallbe retained in the custody of the Treasurer, and shall he usedonly for multiplying copies in compliance with the vote of theClub.The Secretary shall, upon application, issue a parchmentdiploma to members who from any cause have accidentally losttheirs or who are not already entitled to them under the presentConstitution, always provided the members so applying shall payto the Treasurer of the Club the sum of $2.00. In the case ofAssociate Members or Successors to Members ,the diplomas to befilled in with their class as above indicated.Members of all classes may wear the tri-colored, gold enamelbutton of recognition authorized by the Club.

    Article V. Officers.1. The officers of the Club shall be a President and a Vice-President, Treasurer and a Vice-Treasurer, a Secretary and an

    Assistant Secretary.2. The Vice-President shall be elected annually, and at the

    end of his term of service shall become President of the Gub forthe next year.

    3. In the case of death or resignation of the President or Treas-urer, the Vice-President or Vice-Treasurer shall immediately suc-ceed to the respective chief office without other election, and at thenext regular meeting all vacant offices shall be filled.

    AZTEC CLUB OF 1847 234. Should the office of Secretary become vacant, the Assist-

    ant Secreary shall take charge of the records until the position isfilled by the election of a Secretary.

    5. The Secretary and Treasurer may appoint their Assistantsfrom either the Members or the Associate Members of the Club.All other officials shall be chosen by ballot.

    Article VI.Duties of the Treasurer.The Treasurer shall be held responsible for the funds of theClub, shall disburse them under its direction, and report yearlythe Club's financial condition.

    Article VII. Duties of the Secretary.The Secretary shall keep a record of the Club's proceedings:

    conduct its correspondence; notify members at least one monthin advance of its regular meetings; keep and affix its seal; pre-serve its archives; and perform such other duties appropriate tothe office as Secretary as the Executive Committee may direct.

    Article VIII. Executive Committee.There shall be a permanent Executive Committee of the Club,

    to consist of its President and Vice-President, Treasurer and Sec-retary, and three other members to be appointed and removed bythe President, to act for the Club in the intervals between its reg-ular meetings. Three of the Executive Committee designated bythe President shall constitute a sub-committee to examine andreport to the Club at its regular meetings, upon qualifications ofapplicants for admission.

    Article IX. Quorum.Business may be transacted at any duly appointed meeting of

    the Gub, provided the number of members present shall not beless than eleven (11), and that not less than nine (9) affirmativevotes be given to carry any measure proposed.Members who may not be able to attend the regular annualmeeting but who may be able to meet together in sufficient num-bers in other places on the same day, are urged to do so, and todirect one of their number to report the number there present,and any Club business there suggested, by letter to the Secretaryof the Club. Such letters shall be read and recorded by the Secre-tary in the Club Records at the next Regular Annual Meeting.

    The President of the Club shall take notice of any irregularitiesthat may disturb the harmony of its social and business meetings.Should his admonitions be unheeded, he may suspend the offend-ing member from the privileges of the Club until his action shallbe reversed by a majority vote of its members at an annualmeeting.

    Article XL Alterations.Any proposition to alter this Constitution must be made at a

    regular meeting of the Club, action thereon to be taken at the nextregular meeting.
