At a meeting of the special committee on
publicity and conduct of the business of the Board,
held in the office of the Governor of the Board at
3 p. m., on Wednesday, November 10,
PRE3ENT:
Mr. Hamlin, chairman Mr. Harding
Mr. Warburg Mr. Willis, Secretary
Mr. Allen, Assistant Secretary.
On motion it was voted to adopt the follow-
ing as a report on the present conduct of business:
RESOLVED,
1. That there shall be three stated weeklymeetings of the Board, with such specialmeetings as the Governor of the Board maychoose to call in addition.
2. That these stated meetings shall be heldon Mondays, Wednesdays, and Fridays at11:00 a. la.
3. That under the supervision of the Execu-tive Committee, the Secretary of the Boardshall directly assign pending business toexisting standing and special committees.
4. That such committees shall be authorizedto secure the aid of Counsel in passingupon the subject submitted to them when-ever necessary.

5. That there shall be placed on eachdocket a call of committees, theSecretary to provide separate listsshowing the division of pending bus-iness among the committees. Reportto be made by each committee withina specified period.
6. That all matters which for any reasoncan not conveniently be disposed of bycommittees, or which it is the desireof members to present without such pre-liminary consideration, shall be placedon a unanimous consent list, and thesubjects in such list shall be discussedonly after all others have been disposedof, except that, by unanimous consent,at the request of any member of the Board,any such subject may be taken from theunanimous consent list for immediate con-sideration.
7. That a representative of Counsel's officemay, at discretion, attend Board meetingsin order to familiarize himself with pend-ing business.
8. That it shall be the duty of the Secretarybefore transmitting any letter involvingnew constructions of the Federal ReserveAct, or changes in, or further developmentsof, the general policy of the Board, tokeep advised the office of Counsel.
9. That the Secretary shall regularly circu-late to members executive correspondenceand matters requiring no direct action.

1. That the Governor of the Board shallsemi-weekly hold a conference withnewspaper representatives for the pur-pose of discussing such pending busi-ness of the Board as is of a publicnature.
2. That the Secretary of the Board shallcontinue the routine management of pub-licity on the present basis, but shallsubmit to the Governor items for dis-cussion at the semi-weekly conferences.
