bulgare et la Croix-Rouge russe de Bulgarie, en vue de

l 1évacuation en Bulgarie d'un millier d1infirmes et de

leurs familles. Aux termes de cet arrangement, la Croix-

Rouge russe se chargera entièrement de tous ces malheureux,

après leur arrivée, et l'on estime pouvoir^ de cette ma­

nière^ évacuer de Constantinople, dans un avenir rappro­

ché, un nombre de réfugiés qui ne sera pas inférieur à

2,500. Un premier contingent, d'environ 300 infirmes, est

déjà parvenu à Varna. ^

Le Haut-Commissariat et 1«-Cemmiaaion de Constan­

tinople envisagent également des mesures pour le rapatrie­

ment d'un millier de Sibériens,de Constantinople à Vladi­

vostok ; il négocie en outre, avec l'Association de la

Colonisation juive (Jewish Colonisation Association) et 1^_

9ongnia^5n central^ sioniste (Central Zionist Committee),

le transfert d'environ 500 réfugiés russesVisraélites en

Palestine, où les Organisations juives en question pren­

nent des dispositions en vue do leur h)laa^ement.

II.- ETAT S3RBE.-CROATE-SLOVSim.- VLe Haut-Commissaire est heureux de pouvoir décla­

rer que ses négociations avec le Gouvernement de l'Etat

Serbe-Croate-Slovène ont été menées à bonne fin. La Com­

mission d'Stat serbo-russe de l'Etat Serbe-Croate-Slovène

s'est, en effet, entièrement chargée de 1.500 ^dl^réfugiés

que par le Haut-Commissariat.

III.- BULG^RIE.-

Le Haut-Commissaire tient à signaler la façon par­

ticulièrement généreuse dont le Gouvernement bulgare a ao

aooueilli lee réfugiés russes, infirmes . venant de Constan­

tinople. Aux termes de l'arrangement qui a été passé, il

sera payé oomme premier versement une certaine somme par

tête au Gouvernement bulgare, qui a consenti à consacrer

50 fo des sommes qui pourront lui être ainsi versées, à l'en­

tretien d'enfants réfugiés russes, précédemment évacués de

Constantinople en Bulgarie. Cet arrangement assurera, pour

un certain nombre de mois, l'entretien de quelques centaines

d'enfants réfugiés russes qui se trouvent en Bulgarie.

Pour répondre au désir exprimé par les représentants

des Organisations de réfugiés du Don, le Haut-Commissaire a

consenti^ à l'un de leurs représentants^ un versement qui

permettra le transfert et l'entretien, dans les écoles russes

de Tchécoslovaquie et de Bulgarie, du reste des élèves de

l'école de cadets du Don, qui ont été dernièrement évacués

d'Egypte. Cet arrangement mettra ces jeunes gens à même de

poursuivre leurs études, sous la direction de leurs compa­

triotes.

Le Haut-Commissaire a fait ressortir^ dans ses pré­

cédents rapporta q u ^ en fin de compte, il ne pourrait y

et définitive au problème que constitue la présence en Eu­

rope d'un nombre de réfugiés atteignant un million et demi.

C'est la question que l'American Relief Administrât ion po­

sait dernièrement dans les termes suivants :

"La Croix-Rouge ayant suggéré l'opportunité qu'il

y aurait à faire rentrer dans leurs plusieurs

milliers de ces réfugiés russes, nous avons été invi­

tés à nous faire les interprètes de cette suggestion

auprès de la Société des Hâtions, au nom de la

Croix-Rouge américaine, à demander que la Société, par

for example, w ith tho Bulgarian Government and the Russian

Red Cross in Bulgaria fo r the evacuation of about 1000 in v a l id s

with th e i r f am ilie s to Bulgaria . By t h i s m rangement tho Russian

Reft Gross w i l l assume complote r e c p c n s i b i l i t y fo r tho in v a l id s

and t h e i r dependents, a f t e r t h o i r a r r i v a l , and i t ic

a n t i c ip a t e d th a t by t h i s means i t should bo p o ss ib le to évacua to

in the near f u tu re no fewer than 2,500 refugees from

Constantinople . The f i r s t con tinssen t o f about 300 in v a l id s

has a lready a rr iv ed a t Varna.

The High Commissioner's o rg an isa t io n and the C onstantincpls

Committee are a lso con s id e r in g stops for th e r e p a t r i a t i o n of

about 1000 S iberians from Constan tinop le t o Vladivostock

and are a l s o n e g o tia t in g w ith tho Jewish Colonisation Association j

and the Contral ZiOniat Committee fo r the t r a n s fe r of about

600 Jewish Russian refugees to P a les t in e v/here theno Jewish

c rg a n isa t io n s are making arrangements to plaoo them in

employment.
