Summary

- The Immigration Law of 1924 was a federal law signed by President Calvin Coolidge in May, 1924.- The Act limited the annual number of immigrants who could be admitted from any country to 2% of the number of people

from that country who were already living in the US in 1890.-The United States Border Patrol is created.

Target Group

- The law limited the Southern and Eastern Europeans whowere immigrating in large numbers starting in the 1890s, aswell as prohibiting the immigration of Middle Easterners, East  Asians and Asian Indians.

Historical Circumstances- During the late 1800s and early 1900s, United States' immigrant population hugely increased.

- Labor market competition: immigrants worked for lower wages

than Americans.- Red Scare: After the Communist Revolution in Soviet Union,the US government did not want many communist immigrantscoming to the United States.- Racism and Nationalism.

Advocates in Government & Society

- Congressman Albert Johnson and Senator David Reed werethe main supporters of the Act. They wanted to establish adistinct American identity by favoring native-born Americans.

- It was passed with strong congressional support.

- Laborers were in favor of the Act because they did not want tocompete with foreign workers who worked for lower wages.

Opposition in Government & Society

- Big buisness groups were against the passage of the Act because they benefited from cheap immigrant labor.

- Some representatives from the House of Representatives,such as Emmanuel Celler, strictly opposed the Act.

Effects of the Law

- It established a "consular control system" which mandated that no alien should enter the US without a valid immigrationvisa.

- The Act reduced the annual immigration ceiling to 165,000.

- It significantly decreased immigration from Japan, China,Korea, Vietnam, Laos, Indonesia, India, Thailand, Singapore,

Cambodia, and Burma.

- 40 years of Great Pause in immigration.

Repeal of the Law

- During the Civil Rights movement, some politicians and President John F. Kennedy called the quota system "nearly intolerable." 

- United States needed more scientists to improvetechnology which would help the United States to remain in power during the Cold War.

- The Immigration Act of 1924 was repealed (abolished) by 

the Immigration and Nationality Act of 1965 under thePresident Lyndon B. Johnson.

Connection to Today

- Although the Act was reformed in 1965, there still are itssupporters in the government and society. There are constant debates going on between the groups of people who are infavor of immigration and groups of people who are against immigration from certain regions.

-Today, United States' immigrant population is still increasing.
