Sullivan, Chief of Staff, and Sergeant Major of the Army, Richard A. Kidd. This letter announced Army Family Team Building as an “official” Army program. 2007 December 16, 1994- The Army Family Team Building (AFTB) program policy letter was jointly signed by General Gordon .R. Sullivan, Chief of Staff, and Sergeant Major of the Army, Richard A. Kidd. This letter announced Army Family Team Building as an “official” Army program. 2007– Solder Family Assistance Center established to provide a more efficient access for Warrior Transition Unit Soldiers and their Family Members. 2009 2009- Survivor Outreach Services- was designed to provide long term support to surviving Families of Fallen Soldiers. 1981 The first Family Advocacy Program was established in 1981, which was followed by the first Army Family Symposium in 1981. 1980, 1981, 1982 Army Family Symposia (Family Symposium) January, 1981- Emma Marie Baird wrote the Army Community Service Its History and Development 1983 The Family program White Paper was written.
