    The demonstrators

    have threatened to shut

    down Bangkok after the

    New Year, with plans to

    block roads in up to 20

    places, although the scopeof their protests has not al-

    ways matched the promises

    made by their leader, Suth-

    ep Thaugsuban.

    Yingluck has not been

    in Bangkok for more than a

    week, spending time among

    supporters in the north,

    but she used social media

    to send a message seeking

    peace and reconciliation.

    Afghanistan rejects

    grim US intelligence

    forecast as baseless

    KABUL, 31 Dec Af-

    ghanistan on Monday re-jected as baseless a US in-telligence forecast that the

    gains the United States andallies have made in the past

    three years will be signi-

    cantly rolled back by 2017.The US National In-

    telligence Estimate alsopredicted that Afghani-stan would fall into chaos

    if Washington and Kabul

    failed to sign a pact to keepan international military

    contingent there beyond2014.

    President Hamid Kar-

    zais spokesman dismissedthe US forecast, reportedby the Washington Post on

    the weekend, and suggestedthere was an ulterior motivefor it.

    We strongly rejectthat as baseless as they havein the past been proved in-

    accurate, Faizi told Reu-ters. Relations betweenAfghanistan and the United

    States have grown seriouslystrained recently by Kar-zais refusal to sign the se-

    curity pact that would per-mit some US forces to stay.

    US ofcials have said

    that unless a deal is reached

    to keep perhaps 8,000 UStroops, the Talean mightstage a major comeback

    and al-Qaeda could regainsafe havens.

    The pact must also be

    signed for the United Statesand its allies to provide bil-

    lions more dollars in aid.Without a deal, the

    United States could pull

    out all troops, the so-called

    zero option, leaving Afghanforces to battle the Taleban

    on their own.The United States has

    set a Tuesday deadline for

    Afghanistan to sign thepact but the White Househas said it is prepared to let

    the deadline slip until earlyJanuary. The US intelli-gence estimate predicted

    setbacks even if some UStroops remained. But some

    US ofcials felt the forecastwas overly pessimistic, theWashington Post said.

    Faizi suggested the

    leaking of the gloomy USintelligence report was partof bid to press Karzai into

    granting the Taleban con-trol of some areas as part of

    Integral operation of GSDF intelligence,

    special units being considered

    TOKYO, 31 Dec Japans Ground Self-De-fence Force has been con-

    sidering integral operationof its intelligence and spe-cial units since around 2008

    for overseas hostage rescuemissions, inltrations intoenemy territory and target

    surveillance, former sen-ior defence ofcials told

    Kyodo Newson Monday.

    The existence of the in-telligence unit was reportedby Kyodo News in Novem-

    ber. It has secretly gathered

    intelligence abroad sincethe Cold War era without

    informing the prime minis-ter, the commander-in-chiefof the Self-Defence Forces,

    or defence minister, a prac-tice considered as deviating

    from civilian control.While the government

    denies its existence, a for-

    mer senior ofcial of theGSDFs special unit, whichwas established in 2004 to

    counter terrorist and guer-

    rilla attacks, said, We needa powerful intelligence unitto enable the special unit to

    sneak into enemy bases toattack them.

    According to the former

    ofcials and other sources, itis envisioned that the intel-ligence unit would be intro-

    duced in special operationswith an eye on overseasdeployment of the SDF, fol-

    lowing the example of theUS Navy SEALs, known forstorming and killing al-Qae-

    da chief Osama bin Laden in

    Pakistan in 2011.While the special unit

    was created to tackle at-tacks that police forces can-not deal with, its overseas

    duties, including recon-struction support for war-

    ravaged Iraq, have expand-ed since then. On the otherhand, the special unit has

    secretly engaged in drillsfor rescuing hostages over-

    seas and inltrating intoenemy territory as well as

    conducting reconnaissancefor aerial bombardmenttargets, according to the

    sources.Through such train-

    ing, the special unit has

    found it does not havesufcient capabilities togather information using lo-

    cal informants. The GSDFhas already started linking

    the reshufe of senior of-

    cials in the special unit withpersonnel changes in theintelligence unit. The intel-

    ligence unit has set up bases

    in countries such as Russia,China, South Korea and

    Poland, and several dozenGSDF members have en-gaged in intelligence activi-

    ties overseas without legalbasis and by assuming false

    identities, such as ofcialsof Japanese governmentbodies other than the De-

    fence Ministry and employ-ees of Japanese trading com-panies, according to former

    NEWYORK,31 Dec The US aviation regulatortook a step toward openingthe skies to aerial droneson Monday, authorizingsix sites where unmannedaircraft can be tested for avariety of uses.

    The Federal AviationAdministration already hasapproved limited use ofdrones in the US for law

    enforcement, surveillance,atmospheric research andother applications.

    But Mondays movewill give companies, uni-versities and other entitieslocations at which to testmuch broader use, suchas crop spraying, catchingexotic-animal poachers ordelivering packages.

    It provides the platform

    for this research to be car-ried out on a very large scaleacross the country, FederalAviation Administration Ad-ministrator Michael Huerta

    told reporters.The rst test site is

    expected to be open in sixmonths and the sites willoperate at least until Feb-ruary 2017. The FAA saidthe test sites will be de-veloped by the Universityof Alaska, the state of Ne-vada, Grifss International

    Airport in New York state,the North Dakota Depart-ment of Commerce, TexasA&M University at CorpusChristi, and Virginia Poly-technic Institute and StateUniversity, which includeslocations in New Jersey.

    The FAA is required towrite initial rules govern-ing commercial operationof drones by 2015. The testsites will operate longer, al-lowing rules to evolve withfurther testing, Huerta said.

    Drones are smaller

    and less costly alternativesto manned aircraft, andare a growing business foraerospace companies suchas Boeing Co, Northrop

    Grumman Corp, LockheedMartin Corp and AeroVi-ronment Inc.

    Beyond military ca-pabilities, they also offeruses to businesses and re-searchers. Amazon.comInc recently unveiled plansfor drones to deliver smallpackages to homes.

    Global spending on un-manned aircraft will almostdouble to $11.6 billion ayear by 2023, according tothe latest estimate by avia-tion and aerospace industryresearch rm Teal Group.

    The Association for Un-manned Vehicle SystemsInternational (AUVSI), anindustry group, estimatesthe industry could contrib-ute more than $80 billionto the US economy over adecade and create more than100,000 jobs.Reuters

    chased the remaining 35percent of a Brazilian off-shore oil block from theirpartner, Brazils state-runPetroleo Brasileiro SA(PETR4.SA), Shell said ina statement on Monday.

    Under the accord,which the companies begannegotiating in September,Shell will get an additional23 percent of BC-10, rais-ing its stake to 73 percent.ONGC will get an addi-tional 12 percent, boost-ing its stake to 27 percent,Shell said.

    Make lms worthy of

    praiseAcademy Awards are a set of awards givenannually for excellence of cinematic achieve-

    ments. As one of the most prominent award cer-

    emonies in the world, the Academy Award cere-

    mony is televised live in more than 100 countries

    annually. Most recently, the Myanmar Motion

    Picture Academy Award ceremony for the year

    2012 had successfully concluded. The academy

    awards were chosen from the lms out of 17

    that were shown in a year. This year saw only

    nine academy awards against 11 that are nor-

    mally given.

    Altogether nine statuettes were awarded,

    honoring artists, directors and other personali-

    ties of the lmmaking industry for their excel-lent works during the year 2012. It is encourag-

    ing to see this year that a child actor won the

    Academy Award as a special award. But we are

    deeply touched by the fact that there were no

    movies in 2012 that won the Academy Award.

    And it can be concluded that there were no mov-

    ies that met the standard set by the award scru-

    tiny and choosing committee.

    In his address at the ceremony, Union Min-

    ister for Information U Aung Kyi said that mo-

    tion picture is recognized worldwide as a high-

    value creative industry in knowledge economy.

    Creative industry is different from conventional

    one. Whereas the latter manufactures conven-

    tional products with substantial capital, ma-chinery and labor, the former has its essence in

    individual creativity, skill and talent founded

    upon innovation and cultural knowledge, and

    urged those in the rm world to equip them-

    selves with unlimited resources of intellectual

    creativity and skill, insight and inspiration.

    Nowadays, with TV set, VCD, DVD and oth-

    er communication devices, lm production has

    been on the decrease alongside movies goers.

    This has resulted in a decrease in quality mov-

    ies whose scripts are of lower quality. Most of

    directors are focusing on the producing of com-

    edies usually with a happy ending that are nor-

    mally economical. Therefore, it is compulsory to

    produce a number of quality lms, of which theAcademy Award winning lms can be chosen.

    And only then, will the Academy Award be con-

    sidered worthy of praise.

    More earthquakes recorded inGroningen due to gas extraction

    THE HAGUE, 31 Dec

    Gas extraction in Groningen

    in 2013 caused a record num-

    ber of earthquakes, Dutch

    national broadcaster NOS

    reported on Monday.

    This year a total of 127

    earthquakes were measured,

    compared to 80 quakes in

    2012. This coincides with

    a signicant increase in gas

    production. The Dutch Pe-

    troleum Company (NAM)collected 52 billion cubic

    metres of gas from the ground

    in 2013, 10 percent more than

    last year.

    Experts expect a new

    earth quake record in 2014.

    In January this year the State

    Supervision of Mines (SSM)

    reported that increased gas

    production since 2000 of

    about 20 up to 50 billion

    cubic metres per year has

    not only led to a rise in the

    number of earthquakes but

    also to an increased risk of

    severe earthquakes.

    The heaviest earthquakein recent years in Groningen

    was on 16 August, 2012, near

    Huizinge, with a magnitude

    of 3.6 on the scale of Richter.

    The study of SSM

    showed that the number of

    earthquakes is not expected

    to decrease in the short term.

    Only with a very drastically

    reduction of the gas or even

    a stop, it is expected after

    several years virtually no

    perceptible earthquakes

    will occur in the Groningen

    gas eld.

    According to the NOS,

    the Dutch government maytake a decision on a possible

    reduction of getting gas in

    Groningen next month.

    Cambodia aims to adopt law on

    The Cambodian govern-

    ment said on Monday that alaw on access to informa-tion will be adopted in three

    years.Information Minister

    Khieu Kanharith said at aneditors forum organizedby the Club of Cambodian

    Journalists in Phnom Penhthat the law on access toinformation will be adopted

    by the end of 2016 or early2017.

    The law is important as

    it will help provide infor-mation of all sources fromthe government to citizens,

    particularly through jour-nalists, he said.

    When asked why it willtake up to three years to

    have the law adopted, Kh-ieu Kanharith said it needsto be fully explained to all

    parties concerned so thatthey better know the signi-

    cance of this law for goodgovernance.

    Cambodia has spent

    more than a decade work-ing on this draft law. Theformation of a new gov-

    Western Australia prepares for

    cyclone overnightCANBERRA, 31 Dec

    A red alert has been issuedfor people in some areas of

    Western Australias Kim-berley and Pilbara region asTropical Cyclone Christine

    is expected to hit the coastaround midnight on Mon-

    day. The Australian Bu-

    reau of Meteology (BoM)said Cyclone Christine will

    continue to intensify and isexpected to cross the coastbetween Karratha and Port

    Hedland, about 1,200 kmnorth of Western Austral-ian capital city of Perth on

    Monday night or early onTuesday morning.

    lives and homes. You arein danger and need to actimmediately, the Depart-

    ment of Fire and Emer-

    gency Services (DFES) ofWestern Australia warned

    on its website. The DFESalso informed that a reloca-tion point has been set up in

    JAKARTA, 31 Dec Mount Sinabung, one ofthe most active volcanoes

    in Indonesia, erupted againmidnight on Tuesday, thestrongest since September,

    spewing hot ash up to 7,000metres high along with lavaand forcing more evacuation,

    an ofcial said.Hot lava burst forth with

    ames from the crater andslid off the southeast slope ofthe volcano, leading the au-thorities to warn all residents

    nearby to evacuate, SutopoPurwo Nugroho, spokesman

    of disaster management andmitigation agency, told Xin-

    huaby phone.

    The people are askedto evacuate, especially thoseliving on the southeast side

    of the mountain as hot lavaand ash keep bursting to thedirection, said Sutopo.

    The rumbling vol-cano started minor eruptionon Monday afternoon and

    erupted intermittently forseven times, according to thespokesman. He added that

    there were no casualties.The 2,457-metre Mount

    Sinabung in Karo district ofNorth Sumatra has rumbledto life since September after

    being quiet for 400 years,but it went into overdrive inNovember, forcing the au-

    thorities to extend evacuationzone to within a radius of 5km from 3 km.

    The Mount Sinabung isamong the 129 active volca-noes in the vast archipelago

    country, which is prone toseismic upheaval as it lays

    on the Pacic Ring of Fireencircling the Pacic Ocean.
