Introduction

The ITU Regional Preparatory Meeting for the Americas region (RPM-AMS) was organized by the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) in Asunción, Paraguay, from 22 to 24 February 2017, at the kind invitation of the Comisión Nacional de Telecomunicaciones (CONATEL) of Paraguay. The Regional Preparatory Meeting was proceeded by the Regional Development Forum (RDF-AMS) which was held on 21 February. The summary of discussions of RDF-AMS can be found here.

The objective of RPM-AMS was to identify priorities, at the regional level, for the development of telecommunications and information and communication technologies (ICTs), taking into account contributions submitted by Member States and ITU-D Sector Members from the region. The meeting arrived at a set of proposals on priority issues for the region that will serve as a basis for the formulation of contributions to the World Telecommunication Development Conference to be held in Buenos Aires, Argentina, from 9 to 20 October 2017 (WTDC-17), which will consider the ITU-D activities to be carried out over the next four-year period (2018-2021).

This report gives an account of the work and results of the meeting.

Participation

The meeting was attended by 166 participants representing 19 Member States and 2 observer Member States, 7 ITU-D Sector Members and 4 observer Sector Members. The list of participants can be found here.

Meeting of heads of delegation

The meeting of heads of delegation was held on 21 February 2017 and, following ITU's long-standing practice, recommended that the host country, Paraguay, would nominate Ms Teresita Palacios, President of the Comisión Nacional de Telecomunicaciones (CONATEL), Paraguay, as Chairman of RPM-AMS for WTDC-17. The draft agenda, time-management plan, and allocation of documents were also informally agreed upon, pending adoption on the first day of RPM-AMS.

Ms Teresita Palacios, President of CONATEL

Ms Teresita Palacios extended a cordial welcome to the delegates of the ITU Regional Preparatory Meeting for the Americas (RPM-AMS) and welcomed distinguished visitors to the Republic of Paraguay. She recalled that the WTDC-17 would be held in October, and that this Conference would serve to examine issues, projects and programmes, establish strategies and objectives, provide guidance to the Telecommunication Development Sector for the future, to enable the region and the world to promote the development of accessible and affordable broadband, making it possible to take advantage of the benefits of a knowledge society and a digital economy. Ms Palacios noted further that, in order to coordinate preparations at the global level, Regional Preparatory Meetings (RPMs) were being organized around the world, including this RPM for the Americas region. She then thanked ITU for the confidence placed in Paraguay and CONATEL for hosting the event, which is a source of pride for the country. She recalled that Paraguay hosted the First Regional Forum on Connectivity in 2014 and, with this meeting, the country is on one of the planned paths to be recognized as an international world player as set out in its 2030 National Development Plan. She noted that this meeting was attended by the highest authorities of the ITU Development Sector, as well as Sector Members, to prepare contributions and proposals from the region, such as Regional Initiatives, to be presented at WTDC-17. However, she stressed that the main beneficiary of our work in this meeting is the people for whom we work.

She acknowledged, with appreciation, the presence of the four government Ministers, which not only highlights the importance of the RPM but also affirms Paraguay's commitment to the development of telecommunications/ICTs. In closing, Ms Palacios indicated that the decisions taken at this RPM will impact people's lives in the coming five years in line with the slogan of the Government: "Building the future today." She therefore wished the greatest success in the deliberations and thanked the visitors for their presence.

Mr Brahima Sanou, Director of the ITU Telecommunication Development Bureau (BDT)

Mr Brahima Sanou, Director of the ITU Telecommunication Development Bureau, first thanked the Paraguay Administration for hosting the event and for the warm welcome extended to all of the participants. He then welcomed all participants to RPM-AMS, the fourth Regional Preparatory Meeting, for the next World Telecommunication Development Conference (WTDC-17) to be held in Buenos Aires, Argentina from 9 to 20 October 2017 under the theme of ICT④SDGs. Mr Sanou expressed his deepest gratitude, on behalf of all participants, to the Ministers representing the government of Paraguay, for honouring the meeting with their presence, which is a clear testimony of the importance given to ICTs as a driver for economic development in the country. Mr Sanou also thanked Ms Teresita Palacios, President of CONATEL, and the staff of CONATEL for the hospitality and perfect organization of the meeting.

Mr Sanou highlighted the significance of the year 2017 for the ITU's Development Sector - in addition to holding WTDC-17, the Sector celebrates its 25th anniversary. He then called for all to join forces to mark this important anniversary. He stated that over the past 25 years, immense contributions have been made to the rapid growth and expansion of telecommunication and ICT networks and services, therefore putting ICTs in the hands of billions of people.

Mr Sanou expressed that the WTDC-17 theme, ICT④SDGs, reaffirms the tremendous potential of ICTs to accelerate the attainment of the SDGs. Mr Sanou further explained that e-education, e-health, e-agriculture, big data, open data, cloud computing, and the development of the Internet

of Things and artificial intelligence offer huge opportunities for achieving sustainable development. In this regard, Mr Sanou reflected on BDT's contributions not just on assisting Members in providing broadband and universal access to ICT services at affordable prices, but we must go beyond the ICT sector to take into account the ICT ecosystem where ICTs are about streamlining government processes, and bringing education and health to the neediest people in order to create national cohesion, inclusiveness and economic growth. He then expressed that in this ecosystem, ICTs are just about people.

Mr Sanou thanked the regional organizations, particularly representatives from CITEL, COMTELCA, CANTO and CTU, among others, noting that Administrations in this region have been working hard with these organizations. He added that his main priority over the past few years has been the implementation of the Dubai Action Plan (DuAP), with an emphasis on the Regional Initiatives. He then highlighted that Document 2 provides an overview of the main achievements during the years 2015-2017, and the results achieved, in line with results-based management principles. In this regard, he thanked all for contributing to the successful implementation of the DuAP.

In closing, the BDT Director thanked all Administrations of the region, and the ITU Regional Office for the Americas region (ITU RO-Americas) for their commitment and dedication. He continued to thank all partners including the Latin American Development Bank, the Inter-American Bank and the Government of Korea. Mr Sanou also thanked all participants for their active participation and invaluable contributions to the Regional Development Forum for the AMS region, held the day before, which was a great success. The Summary of Discussions is available as an Information document here. He expressed that in 1994, the first WTDC was held in Argentina and it is notable to have the WTDC hosted here again in this dynamic region. He concluded by stating his aspirations that the next WTDC will embrace the new ICT landscape in order for ITU and ITU-D to remain an active player and facilitator of all innovations of ICT for sustainable development.

Mr Santiago Peña, Minister of Finance

Mr Santiago Peña welcomed participants and apologized on behalf of the President of Paraguay who was unavoidably absent because of a matter of national importance. He said that the vision of the country is to develop a more diversified economy. This meeting reflects the government's vision as contained in the National Development Plan 2030 which was developed following discussions with more than 2 000 leaders throughout the country. In these discussions, telecommunications were identified as fundamental tools that would help Paraguay meet its goals. Noting the size of the country and the dispersed population he stressed the importance of technology to connect everyone regardless of their location.

He noted further that the National Development Plan 2030 is directly related to the SDGs and has three main pillars: poverty reduction, inclusive economic growth and inclusion of Paraguay in the world. He further indicated that these three pillars will help achieve the country's national vision. The challenge is to connect the countries of South America not only physically with routes and bridges, but also technologically with telecommunication networks, reducing their costs, and increasing the quality and speed of connections. In closing he wished participants a successful meeting and wished them an enjoyable stay in Asunción.

The following government ministers from Paraguay were also present at the opening ceremony: the Minister of Public Works and Communications, His Excellency Mr Ramón Jiménez Gaona, the Minister of Education and Science, His Excellency Mr Enrique Riera Escudero, and the Interior Minister, His Excellency Mr Miguel Tadeo Rojas.

2 Election of the Chairman and Vice-ChairmenFollowing the recommendation from the heads of delegation meeting Ms Teresita Palacios, President of the Comisión Nacional de Telecomunicaciones (CONATEL), Paraguay was unanimously elected as the Chairman of RPM-AMS.

The meeting also endorsed the recommendation from the heads of delegation meeting for the following to be elected as Vice-Chairmen: • Mr Cecil McCain, Director, Post and Telecommunications, Ministry of Science, Energy &

Technology, Jamaica;• Mr Santiago Reyes, Senior Policy Advisor and Canadian Councillor to ITU, Innovation,

Science and Economic Development, Canada;• Mr Héctor Valdés, Director de Organismos y Negociaciones Internacionales de

Telecomunicaciones, Secretaria de Comunicaciones y Transportes, Mexico.

Mr Bruno Ramos, Director of the ITU Americas Regional Office, was introduced by the Chairman as the Secretary of RPM-AMS.

3 Approval of the AgendaThe meeting approved the agenda as presented in Document 1.

4 Consideration of the Time Management PlanThe BDT Secretariat noted that RPM-AMS had received 39 contributions: 27 from ITU members and 12 from the BDT Secretariat. Considering that the proposed Time Management Plan (TMP) includes an Ad Hoc Group meeting on Thursday morning to discuss the Regional Initiatives for the Americas Region, the meeting agreed that the contributions on Regional Initiatives identified in agenda item 8 of the TMP would be presented on Wednesday afternoon after agenda item 7.3. On this basis, the meeting adopted the proposed Time Management Plan in Document DT/1. Subsequently, the meeting agreed to further changes to the TMP to create a second Ad Hoc Group on the draft WTDC-17 Declaration in Document DT/1 (Rev.3). All the meeting documents are available on the RPM-AMS website.

5 Report on the implementation of the Dubai Action Plan (WTDC-14), and contribution to the implementation of the WSIS Plan of Action and the Sustainable Development Goals (SDGs)

Document 2(Rev.2): The document, entitled "Report on the implementation of the Dubai Action Plan in the Americas Region", was introduced on behalf of the BDT Director.

The Dubai Action Plan (DuAP) implementation framework encompasses programmes, regional initiatives, study group Questions, resolutions and recommendations, and facilitation of the World Summit on the Information Society (WSIS) action lines (http://www.itu.int/net/wsis/). The DuAP structure follows the structure of the ITU strategic plan, so as to ensure a consistent planning hierarchy and linkage across the different planning tools and instruments within ITU (strategic, financial and operational planning).

In keeping with results-based management principles, this report provides an overview of the main outcomes of BDT activities since the beginning of DuAP implementation from 2015 until the present time and emphasizes the link between expected results and achievements. The report also details the implementation of the Regional Initiatives (Appendix 1) and the budget implementation for the Operational Plan and Projects, by Region (Annex 1).

The presenter noted that the Americas region had made tremendous progress and provided examples of activities that had been successfully implemented under each regional initiative. He also highlighted some challenges that remain, such as securing more funding from partners for projects related to the implementation of the regional initiatives.

Some participants expressed their gratitude to ITU for the activities implemented in the region and suggested that the issue of financing activities, including through public-private partnerships, should be part of the discussion on future regional initiatives.

Document 6 (Rev.1): The document, entitled "ICT trends and developments in the Americas Region", was introduced on behalf of the BDT Director.

Document 6 (Rev.1) provides an overview of trends and developments in ICT infrastructure, access and use in the Americas Region. The document highlights how the ICT sector in the Americas region has continued its remarkable transformation and its impact on society and economic and social growth since the last World Telecommunication Development Conference in 2014 (WTDC-14). It also tracks the evolution of regulation, ICT developments, reports on the ICT Development Index as well as price and affordability of ICTs in the region.

The presenter highlighted that the region was doing well overall in terms of ICT developments, with ICT penetration rates above the world average for several indicators. At the same time, there are major differences within the region, which includes several high- and middle-income countries as well as one Least Developed Country (LDC), several Small Island Developing States (SIDS) and two Landlocked Developing Countries (LLDCs). Continued efforts are therefore required to bridge the digital divide across all countries in the region.

RPM-AMS welcomed the document and took note of the contribution.

Document 3: The document, entitled "ITU-D contribution to the implementation of the WSIS outcomes and the 2030 Agenda for Sustainable Development" was introduced on behalf of the BDT Director.

This document provides an update on the contribution of ITU-D to the implementation of the outcomes of the World Summit on the Information Society (WSIS) and the 2030 Agenda for Sustainable Development. It takes into account the outcomes of the UN General Assembly (UNGA) Summit on Sustainable Development (September 2015) and the UNGA Overall Review of the Implementation of the WSIS Outcomes (December 2015) that called for a close alignment between WSIS and SDG processes.

RPM-AMS welcomed the document and took note of the contribution.

6 Report on the implementation of outcomes of other ITU Conferences, Assemblies and meetings related to ITU-D work: Plenipotentiary Conference (PP-14), Radiocommunication Assembly (RA-15)/World Radiocommunication Conference (WRC-15), and World Telecommunication Standardization Assembly (WTSA-16)

Documents 4 and 5 were considered together.

Document 4: The document, entitled "Outcomes of RA-15 and WRC-15", was introduced on behalf of the BDT Director.

Document 4 and its Annex summarize the results of the Radiocommunication Assembly 2015 (RA-15), the World Radiocommunication Conference 2015 (WRC-15) and the first meeting of the Conference Preparatory Meeting 2019 (CPM19-1) and highlight the relevant decisions which are important, particularly for developing countries.

In addition, Document 4 lists the Resolutions which request actions from ITU-D and the BDT.

Document 5: The document, entitled "Outcomes of WTSA-16 related to ITU-D", was introduced on behalf of the BDT Director.

Document 5 and its Annex provide a summary of the outcomes of WTSA which have an impact on the work of ITU-D and BDT noting that out of the total number of WTSA-16 Resolutions relevant to ITU-D and BDT, ten new Resolutions had been agreed on, 14 Resolutions had been amended and one Resolution was kept unchanged. There were many topics of interest to ITU-D that were adopted including among others climate change, cybersecurity, accessibility and WSIS follow up.

It was noted that Document 4 and Document 5 were linked to Document 11 on streamlining WTDC Resolutions as that document will discuss the actions to be taken towards the streamlining of resolutions.

RPM-AMS welcomed Documents 4 and 5 and took note of the contributions.

7 Preparation for WTDC-17A video to demonstrate the ITU-D Events App for meetings was played, and participants expressed their appreciation for the App.

Members' Contributions

Documents 25, 26, 27 and 38 were considered together.

Document 25: T he document, entitled "Draft modification of Resolution 9 (Rev. Dubai, 2014) - Participation of countries, particularly developing countries, in spectrum management", was introduced by the Republic of Paraguay Administration.

The contribution proposes modifications to WTDC Resolution 9 to include additional text under "considering" and "recognizing" concerning the measurement of electromagnetic fields and access to ratio spectrum.

Document 26: T he document, entitled "Draft modification of Resolution 23 (Rev. Dubai, 2014) - Internet access and availability for developing countries and charging principles for international Internet connection", was introduced by the Republic of Paraguay Administration.

The contribution proposes modifications to WTDC Resolution 23 to include references to PP Resolution 139 (Rev. Busan, 2014) and WTDC Resolution 37 (Rev. Dubai, 2014), to add text on taxes and tariffs, to invite ITU-D Study Group 1 and ITU-T Study Group 3 to cooperate and to recommend to Member States to take appropriate measures concerning taxes and tariffs on international connections.

Document 27: T he document, entitled "Draft modification of Resolution 45 (Rev. Dubai, 2014) - Mechanisms for enhancing cooperation on cybersecurity, including countering and combating spam", was introduced by the Republic of Paraguay Administration.

The contribution proposes modifications to WTDC Resolution 45 to include references to Objective 3 of the strategic plan for the Union for 2016-2019 and Question 22 of ITU-D Study Group 1.

Document 38: "Brazilian Proposals for the Preparatory Process of WTDC-17", was presented by the Brazilian Administration.

The contribution highlights the need to optimize the BDT's human and financial resources including by prioritizing activities related to Regional Initiatives and reducing the number of Resolutions. The contribution also proposes to further strengthen ITU-D Recommendations and link ITU-D training programmes, such as in the Centres of Excellence (CoE) and ITU Academy, to issues addressed by the Regional Initiatives and Study Questions. In addition, the contribution proposes to create benchmarks to measure BDT activities in relation to the SDGs.

Participants requested clarifications on the proposals from Paraguay and Brazil as well as on the procedure for considering such proposals in the RPM. Several delegates noted their appreciation to Paraguay and Brazil for their contributions but wished to study the proposals further. The BDT Director clarified that the presentation of proposals such as those presented by Paraguay and Brazil are part of the consensus-building process, adding that the TDAG meeting in May will compile the conclusions of all RPMs to see how they can be combined to make them more user friendly. He further noted that while he prefers consensus regional proposals, Member States are of course always free to bring their individual proposals directly to WTDC-17.

The meeting thus noted and welcomed the proposals. Delegates agreed that it is important to present such proposals in the RPM and reference them in the RPM-AMS Chairman's Report, but that more detailed discussion on these proposals would take place in regional meetings in the preparation for WTDC-17.

Document INF/9: T he document, entitled "Argentina reconverts the "Telecommunications/ICT-enabling environment" paradigm through the New Convergent Communications Law", was mentioned by the Argentine Administration.

The contribution describes the new government agenda for serving and working towards the country's development, including opening international dialogue to enhance accountability, government transparency and economic reform, as well as to increase market competition and diversification with the aim of promoting investment and public-private partnerships, and to transform results into effective regulation. Adopted measures include ending foreign exchange restrictions, new rules for imports, inflation controls and reducing tax deficits. The contribution also identifies Argentina's telecommunication/ICT priorities, including developing fixed and mobile high-speed broadband infrastructure, improving the quality of the mobile network, developing a modern regulatory framework that addresses both technological convergence and the new challenges posed by the digital economy as well as bridging the country's digital divide and

eradicating digital poverty. The proposal further highlights a series of new relevant laws, plans and programmes, such as the new Convergent Communications Law, the Federal Internet Plan and the Access to Mobile Internet Program.

The meeting took note of the INF/9 submitted by Argentina. The Secretariat informed participants that they could view the document on the RPM-AMS website.

Report from previous RPMs

Summary of Information Documents INF/1, 2 and 3 was presented.

Document INF/1: The document, entitled "Report by the Chairman of RPM-CIS", was introduced on behalf of the BDT Director. This information document provides the report of the Chairman of RPM-CIS. RPM-CIS was organized by the ITU Telecommunication Development Bureau (BDT) in Bishkek, Kyrgyz Republic, from 9 to 11 November 2016, at the invitation of the Government of the Kyrgyz Republic. The meeting was attended by 104 delegates representing 9 Member States from the CIS region and two Member States from other regions.

The objective of RPM-CIS was to identify priorities, at the regional level, for the development of telecommunications and information and communication technologies (ICTs), taking into account contributions submitted by Member States and ITU-D Sector Members from the region. The meeting arrived at a set of proposals on the priority issues for the region that will serve as a basis for the formulation of contributions to WTDC-17 which will consider ITU-D activities to be carried out over the next four-year period (2018-2021).

Document INF/2: The document, entitled "Report by the Chairman of RPM-AFR", was introduced on behalf of the BDT Director. This information document provides the report of the Chairman of the RPM-AFR. RPM-AFR was organized by the ITU Telecommunication Development Bureau (BDT) in Kigali, Republic of Rwanda from 6 to 8 December 2016, in collaboration with the Ministry of Youth and ICT (MYICT), at the kind invitation of the Government of Rwanda. The meeting was attended by around 170 participants representing 24 Member States and 3 Member State Observers from other regions.

The objective of RPM-AFR was to identify priorities, at the regional level, for the development of telecommunications and information and communication technologies (ICTs), taking into account contributions submitted by Member States and ITU-D Sector Members from the region. The meeting arrived at a set of proposals on priority issues that will serve as basis for the formulation of contributions to WTDC-17 which will consider ITU-D activities to be carried out over the next four-year period (2018-2021).

Document INF/3: The document, entitled "Report by the Chairman of RPM-ARB", was introduced on behalf of the BDT Director. This information document provides the report of the Chairman of the RPM-ARB. RPM-ARB was organized by the ITU Telecommunication Development Bureau (BDT) in Khartoum, Sudan, from 30 January to 1 February 2017, at the kind invitation of the Ministry of Communication and Information Technology and the National Telecommunications Corporation of Sudan (NTC). The meeting was attended by 195 participants representing 19 Member States and 1 Observer according to Resolution 99, 10 ITU-D Sector Members, 6 international organizations and 1 ITU-D Sector Member from other regions.

The objective of RPM-ARB was to identify priorities, at the regional level, for the development of telecommunications and information and communication technologies (ICTs), taking into account contributions submitted by Member States and ITU-D Sector Members from the region. The

meeting arrived at a set of proposals on priority issues for the region that will serve as a basis for the formulation of contributions to the World Telecommunication Development Conference to be held in Buenos Aires, Argentina, from 9 to 20 October 2017 (WTDC-17), which will consider the ITU-D activities to be carried out over the next four-year period (2018-2021).

The presenter provided a brief summary on these reports, covering major outcomes on the RPM-CIS, RPM-AFR and RPM-ARB and issues dealt with during the meetings for information for RPM-AMS participants.

RPM-AMS welcomed the documents and took note of the information.

The CEPT Delegate expressed his appreciation for the opportunity to attend and to be given the chance to address the RPM-AMS meeting. He informed the meeting about the status of the European preparatory work toward WTDC-17.

Document INF/12 : The document, entitled "Status of RCC preparations for WTDC-17", was contributed by the Regional Commonwealth in the Field of Communications (RCC). Its annex contains a presentation on the status of RCC preparations for WTDC-17, including a summary of the outcomes of the RPM-CIS held in Bishkek, Kyrgyz Republic, from 9 to 11 November 2016.

RPM-AMS welcomed the document and took note of the contribution.

7.1 Preliminary draft ITU-D contribution to the ITU Strategic Plan for 2020-2023

Documents 7, 14, 18, 21 and 24 were considered together.

Document 7: The document, entitled "Preliminary draft ITU-D contribution to the ITU Strategic Plan for 2020-2023", was introduced on behalf of the BDT Director.

The document is a revised version of the draft zero ITU-D contribution to the draft Strategic Plan of ITU for the period 2020-2023 that was developed by the TDAG Correspondence Group on the Strategic Plan, Operational Plan and Declaration (CG-SPOPD) which was presented to TDAG-15 in April 2015 as a progress report. The revisions reflect the guidance provided by CG-SPOPD on 15 March 2016 as reported in Document TDAG16-21/10. TDAG adopted the document at its meeting on 16-18 March 2016 and decided that it should be posted on the website for online consultation by the ITU-D membership by 30 June 2016. No modifications were proposed by this deadline.

The draft ITU-D contribution to the ITU Strategic Plan is being submitted to all the RPMs in the lead up to WTDC-17. The draft WTDC-17 Action Plan is based on the structure of the ITU-D contribution to the ITU Strategic Plan.

This draft ITU-D contribution to the draft ITU Strategic Plan for 2020-2023 includes four objectives in line with the following three points:1) It is more results-focused than the current 2016-2019 Strategic Plan in keeping with a

results-based management approach. 2) It retains content of the 2016-2019 ITU-D Strategic Plan that have been streamlined,

and references to the corresponding Outcomes and Outputs of the current Strategic Plan have been provided in the contribution. In addition, the 2016-2019 Strategic Plan is included as Annex E for ease of reference.

3) The current five Objectives of the 2016-2019 Strategic Plan are presented in four Objectives which use language that can be recognized by ITU members and stakeholders and speak to the broader public so that people not currently involved in

ITU-D can associate themselves with our important work. The contribution aims to simplify the language of the current Strategic Plan, including eliminating any duplications.

As requested by TDAG-15 the document presents, in Annex A, the draft objectives and outcomes of the ITU-D contribution to the ITU Strategic Plan for 2020-2023 along with references to the 2016-2019 ITU-D Strategic Plan, as well as to the SDGs approved by the United Nations General Assembly on 25 September 2015, the WSIS Action Lines of the Geneva Plan of Action, taking into account the WSIS+10 Vision for WSIS beyond 2015, and also the 2030 Agenda for Sustainable Development.

Document 14: The document, entitled "United States input on Preliminary draft ITU-D contribution to the ITU Strategic Plan for 2020-2023", was introduced by the United States Administration.

The contribution proposes amendments to Document 7, "Preliminary draft ITU-D contribution to the ITU Strategic Plan for 2020-2023" with the aim to: 1) more closely align the proposed ITU-D Objectives, Outputs and Outcomes with principles of results based management; and 2) consolidate all Outputs relating to the regulatory aspects of the enabling environment within Objective D.3. This contribution also proposes moving the Outputs relating to frequency planning and assignment, spectrum management, radio monitoring and the transition from analogue to digital broadcasting to Objective D.3 and proposes modifications to Outcome D.2-2 related to cybersecurity.

Document 18 : T he document, entitled "Revised draft Strategic Plan", was introduced by the Argentine Administration.

The contribution proposes modifications to the draft ITU-D Contribution to the ITU Strategic Plan for 2020-2023 to include "spectrum management" in Outcome D.2-1; "the provision of emergency communications equipment" as a new Outcome D.2-4; "enhanced cooperation and public private partnership" as a new Outcome D.3-5; and text on new technologies (IoT, IoE, etc.) in Outcome D.4-2.

Document 21: The document, entitled "Preliminary Draft Strategic Plan", was introduced by the Republic of Paraguay Administration.

The contribution proposes modifying Outcome D.4-1 in the draft ITU-D Contribution to the ITU Strategic Plan for 2020-2023 to include access of Landlocked Developing Countries (LLDCs) to international high-capacity fibre cables and high-bandwidth networks.

Document 24: The document, entitled "CITEL Working Document: DRAFT ITU-D Contribution to the ITU Strategic Plan for 2020-2023: objectives, outcomes and outputs", was introduced by the Inter-American Telecommunication Commission (CITEL).

The contribution, a working document of CITEL, contains all the amendments to Document 7, "Preliminary draft ITU-D contribution to the ITU Strategic Plan for 2020-2023", proposed in Documents 14, 18 and 21.

Participants noted that they needed more time to consider the proposals since there are many points in the four contributions that they would like to clarify and analyse in greater detail.

The meeting agreed that discussions on the proposals related to the Preliminary draft ITU-D contribution to the ITU Strategic Plan for 2020-2023 would continue in order to develop a

common proposal for the Americas region, including a mechanism to ensure coordination with Cuba which is not a CITEL Member, to be shared at TDAG in May and WTDC-17.

7.2 Preliminary draft ITU-D Action Plan 2018-2021 (including Study Group Questions)

Documents 8, 15, 22 and 32 (Rev.1) were considered together.

Document 8: The document, entitled "Preliminary draft ITU-D Action Plan 2018-2021", was introduced on behalf of the BDT Director.

The document was developed by the TDAG Correspondence Group on the Strategic Plan, Operational Plan and Declaration (CG-SPOPD). It has been reviewed to take into account some of the revisions agreed at the meeting of the Correspondence Group on 15 March 2016, notably the change of the title and the reference to Plenipotentiary Conference Resolutions, as reported in Document TDAG16-21/30. The Draft Action Plan was furthermore submitted to TDAG-16 for consideration. TDAG provided inputs that have been integrated into the document. TDAG-16, under the indications of the CG-SPOPD, instructed BDT to make the document available for online consultation by the ITU-D membership until 30 June 2016. The document was made available and no further comments or request for changes were submitted. Overall, the Draft Action Plan builds upon the WTDC-14 Action Plan to operationalize the mandate of BDT, in accordance with results-based management (RBM), articulating the agreed Objectives, Outcomes, and Outputs in structured streams of activities that will be measured according to well-defined benchmarks, so as to assess the impact of the work of BDT on Member States.

It was further clarified that this document is considered a living document subject to comments and inputs from Member States through RPMs as well as TDAG-17, which will aggregate all inputs received and submit the consolidated version to WTDC17.

Document 15: The document, entitled "United States input on Preliminary Draft ITU-D Action Plan 2018-2021", was introduced by the United States Administration.

The contribution proposes amendments to Document 8, "Preliminary draft ITU-D Action Plan 2018-2021", in order to more closely align the proposed ITU-D Objectives, Outputs and Outcomes with principles of results-based management; clarify ITU's role related to the WSIS Action Lines and the Sustainable Development Goals (SDGs); as well as ITU-D's role in contributing to their implementation; it also consolidate all Outputs relating to the regulatory aspects of the enabling environment within Objective D.3 and removes performance indicators for each objective.

Document 22: The document, entitled "Preliminary Draft ITU-D Action Plan", was introduced by the Republic of Paraguay Administration.

The contribution proposes modifications to the preliminary Draft ITU-D Action Plan, particularly Objective 4, Output 4.1 to fulfil commitments under the Vienna Plan of Action (2014) for Landlocked Developing Countries (LLDCs).

Document 32 (Rev.1): T he document, entitled "CITEL Working Document: Preliminary Draft ITU-D Action Plan", was introduced by CITEL.

The contribution, a working document of CITEL, contains all the amendments to Document 8, "Preliminary draft ITU-D Action Plan 2018-2021", contained in Documents 15 and 22.

Participants noted that it was important to maintain key performance indicators as part of the Action Plan and agreed to review them in light of the proposals that were made. Participants agreed that it was important to develop a common regional proposal for the Draft ITU-D Action

Plan 2018-2021, including all contributions from administrations, for the upcoming TDAG meeting and WTDC-17. CITEL will continue to coordinate the development of a common proposal while ensuring that proposals from all Member States of the Americas will be considered.

In summary, participants made suggestions on how to improve contributions. In this regard, the RPR-AMS discussed the contributions of the Secretariat and other entities and agreed to develop a common proposal of the Preparatory Working Group of WTDC-17 for submission to TDAG-17.

7.3 Preliminary draft WTDC-17 Declaration

Documents 9, 16, 20, 34, 35(Rev.1) and 39 were considered together.

Document 9: The document, entitled "Preliminary draft WTDC-17 Declaration", was introduced on behalf of the BDT Director.

The document was developed by the TDAG Correspondence Group on the Strategic Plan, Operational Plan and Declaration (CG-SPOPD) and presented to TDAG-15 in April 2015. It was revised by CG-SPOPD on 15 March 2016 as reported in Document TDAG16-21/ 31 (Rev.1) . TDAG 2016 adopted the document and decided that it should be posted on the website for online consultation by the ITU-D membership by 30 June 2016. Comments were received by three countries and reflected in this current version. The BDT Director indicated during TDAG-16 that he planned to submit the preliminary draft WTDC-17 Declaration to all the RPMs in the run-up to WTDC-17. This document also contains, for reference, the Dubai Declaration which was adopted during the World Telecommunication Development Conference held in Dubai, United Arab Emirates, from 30 March to 10 April 2014.

The preliminary draft WTDC-17 Declaration was prepared using language that reflects a broader perspective that will be easily captured by people outside of ITU, in addition to Member States and Sector Members. It focuses on the essential role that telecommunications/ICTs will have on the achievement of the Sustainable Development Goals and Targets and their transformative role in fostering sustainable development.

Document 16: T he document, entitled "United States input on preliminary draft WTDC-17 Declaration", was introduced by the United States Administration.

The contribution proposes a number of modifications and editorial changes to the draft WTDC-17 Declaration, including adding references on WSIS Action Lines, innovation and multi-stakeholder partnerships and deleting references to the Internet of Things and big data.

Document 20: T he document, entitled "Preliminary Draft WTDC-17 Declaration", was introduced by the Republic of Paraguay Administration.

The contribution proposes modifications to the preliminary draft WTDC-17 Declaration, to consider especially countries and persons in vulnerable situations and to add reference to cloud computing.

Document 34: T he document, entitled "Inputs from Mexico to the Draft WTDC-17 Declaration", was introduced by the Mexican Administration.

This contribution proposes several modifications to the Draft WTDC-17 Declaration, including topics such as innovation in the deployment of infrastructure; open applications; efficient use of spectrum to contribute to the convergence process; and ensuring that an inclusive information society takes into account the needs of persons with disabilities and specific needs as well as disadvantaged and vulnerable groups for equal access to telecommunication/ICT services.

Document 35 (Rev.1): T he document, entitled "CITEL working document: Preliminary Draft WTDC-17 Declaration", was introduced by CITEL.

The contribution, a working document of CITEL, contains amendments to Document 9, Preliminary draft WTDC-17 Declaration, proposed by Argentina, the Dominican Republic, Mexico, Paraguay and the United States.

Document 39: The document, entitled "Document on the Preliminary Draft Buenos Aires Declaration WTDC-17", was contributed by the Argentine Administration, and includes the Preliminary Draft Buenos Aires Declaration, which is aligned to the contribution of CITEL contained in Document 35.

RPM-AMS took note of Documents 9, 16, 20, 34, 35(Rev.1) and 39. It was further proposed and agreed that an Ad-Hoc Group on the Declaration led by the Argentine Administration be convened to work on a consolidated Contribution on the Preliminary draft WTDC-17 Declaration from the RPM-AMS.

The Ad Hoc Group chaired by Ms Solana de Aspiazu, discussed the Contributions and reached a consensus on the Preliminary draft WTDC-17 Declaration from the RPM-AMS contained in Annex 2.

7.4 Rules of procedure of ITU-D (WTDC Resolution 1)

Documents 10 (Rev.1) and 19 were considered together.

Document 10 (Rev.1): The document, entitled "Rules of procedure of ITU-D (WTDC Resolution 1)", was introduced on behalf of the BDT Director.

Building upon the extensive work undertaken during WTDC-14, the TDAG Correspondence Group on Rules of Procedure of ITU-D (WTDC Resolution 1) is reviewing the existing text in Resolution 1 (Rev. Dubai, 2014) to give practical interpretation of the working methods and prepare proposals for further consideration. The Group first met on 27 April 2015 and reviewed the contribution by the Chairman and agreed most of the substantive changes, while modifying some of the text. Further modifications have been made by Correspondence Group members by correspondence. During its meeting held on 15 March 2016, a number of additional changes were made and items requiring further work identified. It was noted that the Correspondence Group would appreciate receiving further input for consideration so that it can conclude its work to present recommendations on the ITU-D Rules of Procedure for consideration by the next TDAG meeting in May 2017.

Paraguay thanked BDT for the document submitted and informed the Administrations that they will propose some modifications to be considered at future regional meetings in preparation for WTDC-17, especially on paragraph 35 of the document, in order to link the functions of TDAG vice-chairmen to the analysis and follow-up of Regional Initiatives.

RPM-AMS welcomed the document and took note of the contribution.

Document 19: The document, entitled "United States input on WTDC Resolution 1", was introduced by the United States Administration.

The contribution proposes modifications to Resolution 1 on the ITU-D rules of procedure related to the WTDC, study groups, Questions, contributions, recommendations, other groups, regional and world meetings of the sector, TDAG, templates and the Rapporteur's checklist.

The proposed changes are intended to more fully capture and preserve the valuable experiences and lessons learned that are shared by ITU Members in written contributions to study group meetings, and to make available at an earlier point in the study cycle and at intervals throughout, best practices and non-prescriptive guidelines for review, discussion, and consensus.

The Administrations of Paraguay, Argentina, Brazil and Canada expressed their gratitude to the United States Administration for submitting the proposal and expressed their interest to further discuss the modification and develop a common proposal. It was agreed that the work will continue with a view to develop a common regional proposal for TDAG and WTDC-17.

RPM-AMS welcomed the document and took note of the contribution.

7.5 Streamlining WTDC Resolutions

Documents 11, 17, 28, 29, 30 and 31 were considered together.

Document 11: The document, entitled "Report of the 2nd meeting of the TDAG Correspondence Group on Streamlining WTDC resolutions" was introduced on behalf of the BDT Director.

The document provides information on the work of the TDAG Correspondence Group on Streamlining WTDC Resolutions (CG-SR) and the way forward. Based on Members' contributions, a set of principles for streamlining existing WTDC Resolutions had been elaborated, which was submitted for discussion during the second meeting of the group in September 2016. Depending on the work carried out and taking due consideration of the discussions during Regional Preparatory Meetings (RPMs), a report will be developed in time for TDAG-17, for consideration. The final report of CG-SR will be submitted to WTDC-17 for appropriate action.

The Correspondence Group continues its work through electronic means. Contributions and concrete proposals are encouraged in order to advance the task of the Correspondence Group. The third meeting of CG-SR was held on 25 January 2017, and the fourth meeting of the group will take place on 3 April 2017 at 1 p.m. at ITU headquarters in Geneva, Switzerland.

Member States were invited to put forward concrete proposals for combining, integrating, merging and revising existing WTDC Resolutions based on the document developed by the BDT secretariat aimed at, as recalled by the BDT Director, mapping the WTDC resolutions with other ITU conferences' resolutions, and the WSIS Action Lines and the SDGs.

RPM-AMS welcomed the document and took note of the contribution and agreed that further work will be carried out on streamlining resolutions for WTDC-17. In this regard, it was proposed to take into account the implications these resolutions have on human and financial resources during future regional meetings in preparation for WTDC-17.

Document 17: T he document, entitled "Preliminary considerations to reduce the number of Resolutions", was introduced by the Argentine Administration.

The contribution informs ITU members from the Americas Region about the work of the TDAG Correspondence Group on streamlining Resolutions and proposes a number of guidelines for streamlining resolutions.

RPM-AMS welcomed the document and took note of the contribution.

Documents 28 and 31 were considered together.

Document 28: T he document, entitled "Draft merger of Resolution 46 (Assistance and promotion for indigenous communities in the world: Information society through information and

The contribution proposes merging Resolution 46 (Rev. Doha, 2006) "Assistance and promotion for indigenous communities in the world: Information society through information and communication technology "with RESOLUTION 68 (Rev. Dubai, 2014) "Assistance to indigenous peoples within the activities of the Telecommunication Development Bureau in its related programmes".

Document 31: T he document, entitled "Proposed deletion of Resolution 68, Assistance to Indigenous Peoples within the Activities of the Telecommunication Development Bureau in its related programmes", was introduced by the Republic of Paraguay Administration.

The contribution proposes the deletion of Resolution 68, following the proposed merging of Resolution 46 (Rev. Doha, 2006) "with Resolution 68 (Rev. Dubai, 2014).

The Secretariat clarified that RPM-AMS is not expected to take a decision on the proposed merger of Resolutions. The Chairman's Report will reflect the proposal with the understanding that Administrations will continue to work on proposals with the aim of revising, merging and abrogating Resolutions.

On this basis, RPM-AMS welcomed the documents and took note of the contributions from Paraguay and agreed that more detailed discussion on these proposals would take place in future regional meetings in preparation for WTDC-17.

Documents 29 and 30 were considered together.

Document 29: T he document, entitled "Draft merger of Resolution 50 (Optimal Integration of Information and Communication Technologies and Their Applications) with Resolution 54", was introduced by the Paraguay Administration.

The contribution proposes merging Resolution 50 (Rev. Dubai, 2014) "Optimal integration of information and communication technologies and their application" with Resolution 54 (Rev. Dubai, 2014) "Information and communication technology applications".

Document 30: T he document, entitled "Draft elimination of Resolution 54", was introduced by the Republic of Paraguay Administration.

The contribution proposes the deletion of Resolution 54 (Rev. Dubai, 2014) "Information and communication technology applications", following the proposed merging of Resolution 50 with Resolution 54.

RPM-AMS welcomed the documents and took note of the contributions from Paraguay and agreed that more detailed discussion on these proposals would take place in future regional meetings in preparation for WTDC-17.

Preliminary draft structure of Conference

Document 12: The document, entitled "Preliminary draft structure of the World Telecommunication Development Conference 2017", was introduced on behalf of the BDT Director.

The document presents a draft structure for WTDC, terms of reference for the meeting of heads of delegation and terms of reference for the five proposed committees (Steering Committee, Budget

Control, Objectives, ITU-D Working Methods and Editorial Committee) and for the Working Group on the ITU-D Strategic Plan, WTDC Declaration and Resolutions.

The presenter noted that the draft WTDC-17 structure is similar to the structure of the previous WTDC.

RPM-AMS welcomed the document and took note of the contribution.

In addition, to improve the efficiency of WTDC-17, RPM-AMS took note of three high level principles proposed by one delegation: Refrain from creating informal Ad Hoc Groups, avoid parallel meetings of Sub-Working Groups or Ad Hoc Groups, and the work on Resolutions should take place in Committees 3 and 4, as appropriate.

8 Priority setting for Regional Initiatives, related projects and financing mechanisms

Document INF/5: The document, entitled "Brainstorming for the preparation of the Regional Initiatives 2018-2021", was contributed by the BDT Director. The document presents some suggestions of the BDT Director to Regional Telecommunication Organizations based on the experience of BDT in the implementation of regional initiatives. It has been submitted to Regional Telecommunication Organizations for their consideration as they deem appropriate when considering regional initiatives for the period 2018-2021.

Document INF/6: The document, entitled "Regional initiatives for the Americas Region as adopted by WTDC-14", was contributed by the BDT Director. This document presents the Regional Initiatives for the Americas region as adopted by the World Telecommunication Development Conference 2014.

Document INF/7: The document, entitled "Consideration of study and meeting outcomes of international organizations for effective development" was contributed by NEC Corporation for information.

The contribution provides the outcomes of study by Inter-American Development Bank and outcomes of the Asia-Pacific Economic Cooperation meeting 2016. It also provides ideas for input on preliminary draft ITU-D Action Plan 2018-2021.

Document INF/8: The document, entitled "Summary of discussions of the AMS Regional Development Forum", was contributed by the BDT Director. The document presents the summary of discussions of the Regional Development Forum for the Americas Region held on 21 February 2017.

Document INF/10: The document, entitled "Status of the draft biennial budget of the Union for 2018-2019 as presented to the Council Working group", was contributed by the BDT Director. As requested by the Heads of Delegation meeting, this information document contains the document submitted by the Secretariat to the Council Working Group on Financial and Human Resources at its meeting in January 2017, detailing the status of the draft biennial Budget for the years 2018-2019.

Document INF/11: The document, entitled "Report of the Ad Hoc Group of CITEL for the preparation of the Regional Preparatory Meeting for the Americas Region for WTDC-17", was contributed by the Inter-American Telecommunication Commission (CITEL) and presents an earlier version of the five new Regional Initiatives for the Americas region, their objectives and expected results.

Document 23: T he document, entitled "Proposal for Regional Initiatives ", was contributed by the Republic of Paraguay Administration, and proposes the same five Regional Initiatives contained in Documents 13 and 36.

Document 36: The document, entitled "Regional Initiatives (Working Document)", was introduced on behalf of the Inter-American Telecommunication Commission (CITEL).

The contribution presents a revised version of the five new Regional Initiatives for the Americas region, their objectives and expected results, contained in Document 13, taking into account comments from additional Member States. The five new Regional Initiatives proposed are:

1) Disaster Risk Reduction and Management Communications

2) Spectrum Management and Transition to Digital Broadcasting3) Deployment of Broadband Infrastructure, especially in Rural and Neglected Areas, and

Strengthening of Broadband Access to Services and Applications4) Accessibility and Affordability for an Inclusive and Sustainable Americas Region 5) Development of the Digital Economy, Smart Cities and Communities (SCC) & Internet

of Things (IoT), promoting innovation.

Document 37: "Brazilian Considerations on Regional Initiatives", was presented by the Brazilian Administration.

The contribution proposes modifications to the expected results elaborated in Document 36, "Regional Initiatives (Working Document)" submitted by CITEL, in an effort to simplify the expected results and make them more clear and objective. The contribution also identifies several principles to be considered as the Americas Region finalizes its Regional Initiatives, such as aligning Regional Initiatives with ITU-D Study Group Questions and avoiding overlap between the expected results of the different Regional Initiatives.

Document 40: The document, entitled "Proposed regional initiatives", was contributed by the Argentine Administration, and includes a proposal for "Regional Initiative 5", which is aligned to the contribution of CITEL contained in INF/11.

Paraguay explained that the CITEL contribution on the Regional Initiatives is the result of a consultative process that involved a series of in-person and virtual meetings. Paraguay added that participants who worked on these proposals had an agreement in principle that the CITEL working document would form the basis of the deliberations at RPM, and proposed that any changes agreed at RPM-AMS be minor.

Delegates drew attention to Document INF/10, "Status of draft biennial budget of the Union for 2018-2019 as presented to the Council Working Group", noting the importance, in refining and streamlining the Regional Initiative proposals, to focus attention on the resources available to BDT to implement the Regional Initiatives, while bearing in mind that these funds are to be used as seed funds.

Participants agreed to meet in a second Ad Hoc Group on the Regional Initiatives to be chaired by Mr Victor Martinez from Paraguay.

During the Ad Hoc Group on the Regional Initiatives, participants agreed to certain modifications to the Regional Initiatives contained in Document 36, based on proposals included in Document 37 and other proposals made during the Ad Hoc Group. Following these discussions, RPM-AMS approved the following AMS Regional Initiatives for 2018-2021 contained in Annex 1:

1) Disaster Risk Reduction and Management Communications

2) Spectrum Management and Transition to Digital Broadcasting3) Deployment of Broadband Infrastructure, especially in Rural and Neglected Areas, and

Strengthening of Broadband Access to Services and Applications4) Accessibility and Affordability for an Inclusive and Sustainable Americas Region 5) Development of the Digital Economy, Smart Cities and Communities (SCC) & Internet

of Things (IoT), promoting innovation.

Main outcomes

RPM-AMS, after considering 57 input documents and extensive discussions, came to the following conclusions:

RPM-AMS recognized that the ITU-D regional initiatives constitute an effective mechanism for fostering implementation of the WSIS outcomes and 2030 Agenda for Sustainable Development, including achievement of the Sustainable Development Goals.

RPM-AMS approved five Regional Initiatives for 2018-2021 contained in Annex 1:

1) Disaster Risk Reduction and Management Communications

2) Spectrum Management and Transition to Digital Broadcasting3) Deployment of Broadband Infrastructure, especially in Rural and Neglected Areas, and

Strengthening of Broadband Access to Services and Applications4) Accessibility and Affordability for an Inclusive and Sustainable Americas Region 5) Development of the Digital Economy, Smart Cities and Communities (SCC) & Internet

of Things (IoT), promoting innovation.

RPM-AMS approved modifications to the preliminary draft WTDC-17 Declaration contained in Annex 2.

RPM-AMS considered five contributions on the preliminary draft ITU-D contribution to the ITU Strategic Plan for 2020-2023 four contributions to the preliminary draft ITU-D Action Plan 2018-2021 (including Study Group Questions). On the basis of these contributions presented, it was agreed to continue to develop a common proposal for the Americas region for the upcoming TDAG meeting and WTDC-17.

It also examined the proposals for the revision by WTDC-17 of eight resolutions (Resolutions 1, 9, 23, 45, 46, 50, 54 and 68).

Regarding streamlining resolutions, the participants took note of the available guidelines proposed by the TDAG Correspondence Group on Streamlining WTDC Resolution and the guidelines proposed by the Argentine Administration.

The Director of BDT, Mr Brahima Sanou, thanked the Government of the Republic of Paraguay for having hosted the Regional Preparatory Meeting and all participants for their active participation and invaluable contributions. He particularly expressed his gratitude to the Chairman, Ms Palacios, of the RPM. He noted the important outcomes reflected in the Chairman's report, which would serve as the basis for the preparation of contributions to WTDC-17. He also thanked the three Vice Chairmen and the Chairmen of the Ad Hoc Groups, for their excellent leadership of the meeting. The World Telecommunication Development Conference (Buenos Aires, 2017), which took place in Buenos Aires, Argentina, under the theme of "ICT for Sustainable Development Goals”" (ICT④SDGs),

Recognizes recognizing

a) that

Telecommunications telecommunications/ICTs are a key enabler for social, environmental, cultural and economic development;, and consequently for accelerating the timely attainmentimplementation of the World Summit on the Information Society (WSIS) Action Lines and assisting efforts to achieve the Sustainable Development Goals and Targets set out in the Transforming our world: the 2030 Agenda for Sustainable Development;

b) Telecommunicationsthat ITU-D should adapt and reinforce the existing links between the WSIS Action Lines and the Sustainable Development Goals and Targets through the regional initiatives and Action Plan and by contributing to the ITU Strategic Plan, in order to support global evolution;

c) that technological change and the new and innovative opportunities provided by telecommunications/ICTs should be accompanied by ambitious decision-making and measures aimed at reducing poverty and inequalities and fostering the protection of our planet, all of which are spheres that are critical to the progress of humankind;

d) that telecommunications/ICTs also play a crucial role in various areas such as health, education, agriculture, governance, finance, commerce, poverty reduction, disaster risk reduction and management, climate change mitigation and adaptation; particularly in least developed countries (LDCs), small island developing States (SIDS), landlocked developing countries (LLDCs) and countries with economies in transition;

c) Accesse) that access to modern, secure and affordable Telecommunicationtelecommunication/ICT infrastructure, applications and services offers opportunities for boosting productivity and efficiency, improving peoples' lives and ensuring that sustainable development across the world becomes a reality, particularly in Least Developed Countries (LDCs), Small Island Developing States (SIDS), Landlocked Developing Countries (LLDCs) and countries with economies in transition;

d) Widespreadf) that widespread pilot programmes on conformance and interoperability of telecommunication/ICT equipment and systems through the implementation of relevant programmes, policies and decisions can increase market opportunities, competitiveness and reliability and encourage global integration and trade;

e) Telecommunicationg) that telecommunication/ICT applications can be life-changing provide innovative and beneficial services for individuals, communities and societies at large, but they can also increase the challengeentail difficulties in terms of building confidence and trust in

the availability, reliability and security in the use of telecommunications/ICTstelecommunication/ICT systems;

f) Broadbandh) that broadband access technologies, broadband-enabled services and ICT applications offer newbetter opportunities for interaction among people, for sharing the world's knowledge resources and expertise, for transforming peoples' lives and for contributing to inclusive and sustainable development across the world;

g) Despitei) that despite all the progress made during past years, the digital dividedivides still remainsremain, and isare compounded by disparities in access, use and skills between and within countries, in particular between urban, rural and ruralunderserved areas, as well as in the availability of accessible and affordable telecommunications/ICTs, particularly for women, youth, children, the elderly, indigenous people and persons with disabilities and specific needs;

h) j) that ITU is committed to improving people’s lives and making the world a better place through the use of telecommunications and information and communication technologies (ICTs); ;

Thereforek) that developing telecommunication/ICT infrastructure in rural, remote and underserved areas and ensuring the availability of affordable and accessible ICTs is a priority, calling for the identification of effective, innovative, affordable and sustainable solutions,

therefore declares that

1. Universally that widely accessible and affordable telecommunications/ICTs aremake a fundamental contribution towards the achievement of the to implementation of the WSIS Action Lines and of the 2030 Agenda for Sustainable Development Goals by 2030;

2. Innovation that innovation is essential in usheringenabling infrastructure deployment and boosting the penetration of high-speedcapacity, high-quality ICT infrastructure and services; , and that new and emerging technologies should be harnessed in the interests of supporting global efforts aimed at further development of the information society;

3. With convergence, that policy-makers and regulators should continue to promote widespread, affordable access to telecommunications/ICTs, including Internet access, through fair, transparent, stable, predictable and non-discriminatory enabling policy, legal and regulatory environments, including common approaches to conformance and interoperability that promote competition, increase consumer choices, foster continued technological and service innovation, based on standards, platforms, environments and provideopen applications, as well as on provisions which facilitate the harnessing of network capacities and efficient use of the spectrum, while at the same time creating investment incentives at the national, regional and international levels;

4. New that innovation and emerging technologies such as big data and evolution in the Internetuse of Things should be harnessed for purposestelecommunications/ICTs play, or are capable of supporting global efforts aimed at further playing, a fundamental role in the development of the information societydigital economy, having a transforming effect on individuals, societies and economies throughout the world;

5. Digital that digital literacy and ICT skills, as well as human and institutional capacity in the development, appropriation and use of telecommunicationstelecommunication/ICT networks,

applications and services should be enhanced to enable people to contribute to ideas, knowledge and humansustainable development;

6. that telecommunications/ICTs can contribute to the creation of significant opportunities for education and training throughout people’s lives, including people with disabilities and specific needs, and that achieving this calls for the adoption of immediate, sustained and specific measures in the interests of ensuring an inclusive, egalitarian and quality education;

7 that the “Measuring the Information Society Report” and providing theelaborating proper and comparable indicators/statistics areis important for both Member States and the private sector with the former being able, as well as other relevant sectors, in order to identify gaps that need public policy intervention, and the latter, in identifying and finding investment opportunitiesthe levels of progress and development and any digital divides that still remain;

7. An8 that an inclusive information society should take into accountbe committed to fostering people’s social and economic progress, with emphasis on the needs of persons with disabilities and specific needs; and of vulnerable and marginalized groups, and should pursue mechanisms for creating new forms of social and educational relationships in which female and male stereotypes make way for a new vision in which all individuals, irrespective of gender, age, race, religion and so on, are acknowledged as essential agents for sustainable development;

8. Building9 that an inclusive information society should create opportunities for women and girls, ensuring a global approach to gender equality;

10 that opportunities provided by telecommunications/ICTs should be fully exploited with the aim of ensuring equitable access to telecommunications/ICTs and to innovations that foster sustainable socio-economic development, poverty alleviation, job creation, entrepreneurship and the promotion of digital inclusion and empowerment for all, particularly women, young people, children, the elderly, indigenous peoples and persons with disabilities;

11 that an information society should be backed up by a multistakeholder approach in which telecommunication/ICT development and growth provide investment predictability and leverage sustainability through innovation, competitiveness and integration, acknowledging essential principles for the implementation of the WSIS Action Lines and the Sustainable Development Goals in 2030;

12 that building trust, confidence and security in the use of telecommunications/ICTs requires furtheris a priority that calls for greater international cooperation and coordination between governments, relevant organizations, private companies and other stakeholders., in the interests of capacity building and exchange of best practices;

9. Cooperation13 that cooperation between innovators in developed and developing countries, as well as amongbetween developing countries are, is to be encouraged as this, since it paves way for technical cooperation, technologicaltechnology and knowledge transfer, and joint research activities;

10. Public14 that the promotion of investment for the development of broadband infrastructure, services and applications contributes to the sustainable and integrated economic growth of peoples, and that in this respect the ITU Telecommunication Development Sector must be a key player in the creation of alliances and spaces for cooperation between Member States, the private sector, international funding agencies and other stakeholders;

15 that there is scope for the further strengthening of public and private models and of public-private partnerships need to be further strengthened in order to identify and apply innovative technological solutions and financing mechanisms for inclusive and sustainable development;

11. Innovation16 that innovation should be integrated into national policies, initiatives and programmes to promote sustainable development and economic growth through multi-stakeholder partnerships, between developing countries and between developed and developing countries to facilitate technology and knowledge transferthe voluntary transfer of knowledge and of ecologically rational technologies under favourable conditions and on mutually agreed terms;

12. International17 that international cooperation should be continuously enhanced amongstand promoted among ITU Member States, Sector Members, Associates, Academia, and other partners and, stakeholders to pursueand initiatives in the interests of achieving sustainable development, through the use of telecommunications/ICTs;

13. 18 that the ITU membership and other interested parties should cooperate in implementation of the Connect 2020 global telecommunication/information and communication technology goals and targets.;

19 that the regions have articulated their specific priorities in a set of regional initiatives, which can be found in the Buenos Aires Action Plan adopted by this conference, and that the implementation of those initiatives deserves a high priority on the part of ITU-D.

Accordingly, we, the delegates to the World Telecommunication Development Conference (WTDC--17), declare our commitment to acceleratecatalysing the expansion and use of telecommunication/ICT infrastructure, applications and services for theimplementation of the WSIS Action Lines and timely attainment of the Sustainable Development Goals and Targets as set out in the document entitled "Transforming our world: the 2030 Agenda for Sustainable Development.".

The World Telecommunication Development Conference (WTDC-17) calls upon ITU Member States, Sector Members, Associates, Academia and all other partners and stakeholders to contribute towards the successful implementation of the Buenos Aires Action Plan.
