3.1 0-14 Year-Old Children Safety

3.1.1 0-3 Year-Old Children Safety Promotion Program

z Early-Education Activity Room We have set up early-education activity rooms in the kindergartens in the

community to receive around the clock 0-3 year-old infants’ entrance. Such rooms

separately have such functional zones as of self-service games, parent-offspring

activity, infant health care, regional operation, preschool education, etc, and we have

created a safe activity environment for infants and their parents, for instance, the soft

bags on the wall, the sharp angles being dispelled, the slip-resistance treatment of the

floor, etc.

z Safety knowledge Education and Skill Teaching to 0-3 Year-Old

Infants’ Parents Parents lead their infants to participate in safety education activities together, and

foreign matter by mistake. We organize children and their parents to drill for

evacuation in case of fire, and train them for coping with strangers.

3.1.2. Theme Education on Kindergarten Safety

Thematic Lectures on Unexpected Injury: We instruct parents how to

adjust and create a suitable and safe living environment for their children. Safety Management Summer Vacation Time: In summer vacation time, we

organize children to launch activities that are of value to the body and mind, and lead

them to be far away from an unsafe playground or from an activity that is apt to cause

injury.

Training Teachers for Safety: We train teachers, health workers and dietitians

for safety, with the training contents including methods for dealing with common

children’s injuries and for handling emergencies. Children’s Safety Counseling Spot: We regularly invite experts to listen to

inquiries from children’s parents, answer their questions about preventing children’s

injury.

Classroom Safety Education: In classrooms, we offer game activities, like “Do not

follow a stranger and do not get on a stranger’s car", "Serve as a little driver and work

as a little traffic policeman", etc. We write children's songs on safety and teach

children how to discern injury-causing factors.

3.1.3 Theme Education on School Safety z We have made the "Three Character Primer" on safety which is easy to

understand, suits teenagers and is suitable for reading, and hung copies of the primer

in each grade and classroom of the middle and primary schools for students to read.

We organized students to watch pictures, and exhibitions of paintings on safety

knowledge, granted the "School Safety Publicity Manual" to the students, offered

lectures on traffic safety, fire prevention, knowledge on fleeing for one's life, etc,

organized students to look for hidden dangers in the campus and community and

showed the dangers in the form of cartoons, and made common signs for traffic safety

into display boards for showing and explaining in the campus.

3.1.3 Small Invention for School Safety The Kongjiang Ercun Primary School organizes students to launch the activity

for small invention. They have invented the walking stick that can give out light,

3.3.1 Home of Sunshine By facing the 16-35 year-old mentally-handicapped persons and relying on the

community's schools and university student-volunteers, we offer such courses as of

senior citizens in the area under its jurisdiction.

4.2. Volunteers’ Medical Team The Community Health Service Center’s family doctors and some retired

medical workers have jointly formed a volunteers’ medical team, and relying on the

senior citizen’s activity rooms, offer touring services to senior citizen, such as

measuring blood pressure, medical treatment and health care, health consultation, etc.

4.3. Promoting Senior citizen's Psychological Health

4.3.1. Three-Level Work Network for Senior citizen's Psychological

once every three months, the center holds psychological health lectures and launches

week, the station arranges consultation on psychological health; weekly, the station

quarter, the station holds psychological guidance lectures for the psychological

4.4. Transforming Environmental Facilities in Kindergartens and

Campus

4.4.1. Improving Indoor Environment Safety: We changed the sharp angles

of the tables and chairs into round angles or gave protection; laid non-slip mats on the

part of the floor which was slippery and apt to result in falling down; put soft bags on

the interior walls of the activity rooms; set up danger identification marks at the

places of switches and sockets; put warning signs for preventing scalding and electric

shock at the boiling water boxes and ammeter boxes.

4.4.2. Improving School Place Safety: We laid plastics on the cement

playgrounds of the schools, gave safety protection to the outer walls of the school

buildings, and laid slip-resistance ceramic tiles on the floor of the dining halls.

4.4.3. Ensuring Sports Facilities Safety: We safeguarded the locations of the

sports apparatuses that were apt to cause bodily injury, for instance, maintaining and

wrapping up with soft sponge, the basketball stands and sports stands, so as to

4.5.1. Fire Control Safety Exhibition Hall The Fire Control Safety Exhibition Hall has such show areas as "Regulations on

Fire Control", "Fire-Fighting Equipment", " General Knowledge on Fire Prevention",

"Tactics for Fleeing for Your Life" , "Fire Control Signs", "Fire Control Model", etc.

Here, students can hold educational activities, such as a summer camp, and we

arrange safety education courses, or teach student fire control knowledge in the forms

of seeing films, cartoons, games, simulated drills, etc.

4.5.2. Traffic Safety Experience Hall The Traffic Safety Experience Hall has such show areas as "Traffic Signs",

"Traffic Identifications", "Traffic Knowledge", etc. In the hall, students can run such theme education activities as "Serve as a little traffic policeman once", "Serve as a little envoy once" and "Command little traffic once", and can simulate pedestrians

4.6. Fire Prevention

4.6.1. Setting up Fire Control Publicity Workroom In part of the neighborhoods, we have set up fire control publicity workrooms,

with fire control police and the neighborhoods' public security directors guiding fire

control work. The community has also set up a fire control volunteers’ team, which

patrols at night, and every night, utilizes electric loudspeakers to remind the

community’s residents of using fire, electricity and gas safely.

4.6.2. Fire Control Education Entering the Community We launched the activity of "Get through the life passageway and structure a

harmonious building", putting up posters with knowledge on fleeing for one's life and

with the "Residents’ Fire Control Pact" in the residential buildings.

We held fire control knowledge lectures and placed fire control knowledge

display boards, granted the "Fire Control Safety Manual" free of charge to residents,

organized residents to watch fire prevention knowledge publicity films and taught

residents how to use fire, electricity and gas correctly. In the residential quarters and

personnel assembling areas, we organized drills for putting out a fire to save life and

property and for fleeing for one's life.

4.6.3. Fire Control Publicity Entering Schools We have set up the Juvenile Fire Control Police School, have set up the Fire

Control Experience Hall, offer educational lessons on fire control, and organize fire

control drills and the like during summer vacations. We invite officers and men of the

fire control detachment to the schools for the purpose of teaching fire control

knowledge, holding fire control knowledge photo exhibitions, and drilling for fleeing

for one's life in case of fire.

4.6.4. Fire Control Publicity Entering Enterprises We invite fire control officers and men to enter enterprises for explaining fire

control knowledge to their employees, and for organizing them to drill for fleeing for

their lives, for saving themselves and for putting out a fire, etc.

4.6.5. Increasing Fire Control Safety Input

From 2009 to 2010, we provided 20 residential quarters each with a mobile fire

engine, placed fire extinguishers and yellow sand barrels in 181 door openings of the

residential buildings; installed 1,070 fire-control escape ropes in the residential

buildings, checked kitchens’ gas utensils and rooms’ electric apparatuses and electric

wire for the solitary senior citizens free of charge, and installed gas alarms and safety

valves for the no-family solitary senior citizens.

4.7. Promoting Occupational Safety

4.7.1. Enterprises’ Safety Credit Rating Assessment

z We organized social safety assessment organizations to carry out safety

credit rating assessment and classification to the enterprises for three times, and

divide the safety credit rating degrees of the enterprises into three grades, A, B and C,

namely, carrying out comprehensive scoring in accordance with such 7 major aspects

as producing and managing in accordance with the law, organizational system

guarantee, safety education and training, safeguarding employees' rights and interests,

safety business management, place' s primary conditions and accident management

and the like and all the items, and carrying out safety supervision in accordance with

the safety credit rating grades, A , B and C. 4.7.2. Establishing Safety Production Information Platform

The Kongjiang Community Safety Production Information Platform has the basic

safety production information involving the enterprises in area under our jurisdiction,

the basic information of administrative law enforcement and such functions as

internal office automation, etc. We utilize safety production analysis, safety

production file management and safety production touring inspection to strengthen

supervision and perfect operation specifications so that we have realized dynamic

supervision to 854 enterprises. . 4.8. Road Traffic Safety

z 4.8.1. Optimizing the Traffic Control Environment at

Crossings: We rearranged in an all-round way the traffic facilities, traffic signs and

marking lines at all the crossings in the area under our jurisdiction, adjusted the traffic

signs and marking lines whose setting was unreasonable and was not striking,

adjusted the time ratios of the signal lamps at 4 crossings of Zhoujiazui Road/ Huang

Xing Road and s o on, improved the traffic capacity of vehicles at the crossings

related with these, repaired the damaged and rugged roads, arranged policemen whose

business was overall and whose skills were superior to be on duty at the highway

sections whose traffic was heavy, and increased police and assistant traffic

administrators at rush hours, realizing the dredging of pedestrians and vehicles during

a key period.

4.8.2. Solving the Problem of Motor Vehicle Trailing at Crossings: The crossing of Zhoujiazui Road/ Huang Xing Road has 3 rising and falling ring road

mouths joining the Inner-Ring Overpass and Yangpu Bridge, and in order to scramble

for roads, some drivers would often strive to race against time with the traffic lights,

forming the problem of motor vehicle trailing. The improving measures were to

strengthen management to the zebra crossing lines and the stop lines for motor

4.8.4. Civilization Index Evaluation We launched the traffic civilization establishing activity which takes renovating

"Pedestrians cross roads arbitrarily and non-motor vehicles are ridden arbitrarily" and

establishing traffic civilization highway sections as the theme and participated in the

activity of traffic-civilization composite index testing and assessing. The crossings of

Zhoujiazui Road / Huang Xing Road and of Zhongshan Beier Road /Huang Xing

Road listed among the tested and assessed targets for traffic civilization have been

among the best for many times in traffic civilization index testing and assessing.

4.9. Community’s Road Safety Promotion

z The property management companies are responsible for registering and checking

the neighborhood's motor vehicles. They have set up an information base for the

neighborhood's motor vehicles and list vehicle types, car owners' identities,

contact ways, etc, into the range of their management.

● We have installed reflectors at the location with dead angles for sight, set up deceleration strips at the neighborhood entrances and exits and at the school gates, installed school warning sings on both sides of the campus, and carried out re-planning and reasonable disposition to the parking spaces for motor vehicles and non-motor vehicles on the neighborhood roads. z We engaged professional personnel for site inspection and planning vehicle travel

routes so as to reduce vehicles going reversely and prevent them from going in

4.10. Home Gas Safety

4.10.1.Gas-Safety Assistant Administrators’ Team: The sub-district has

established a gas-safety assistant administrators' team specializing in the community' s

gas safety checking, supervision, rectification and improvement, and formulated the

"Work Contents and Requirements of the Gas-Safety Assistant Administrators of

Kongjiang Road Sub-district" and "Management System for Gas-Safety Assistant

Administrators of Kongjiang Road Sub-district", defining the working duties and

working disciplines of assistant administrators for gas .

4.10.2. Setting up a Database of Gas Accidents and Injury: The assistant administrators for gas safety put in order and analyze the information

handrails free of charge in the toilets of the community' s limb-disable d persons, installed barrier-free facilities free of charge for limb-disabled or eyesight-disabled persons, granted auxiliary devices to disabled persons of various kinds, and made 102 heavily-disabled adoptees enjoy at-home care.

Administration 9. International Safe Communities Activity and Exchange

z In February 2011, the group leader of the leading group led a team and went

to Wunshan District of Taipei City so as to learn and exchange experience in

establishing the safe community. z In October 2009, director of the Office of Establishing the Safe Community

participated in the Fifth Asian Safe Community Conference and National Safe

Community Working Conference held in Beijing. ●We have organized for many times the directors of the safety promotion Program groups to go to learn from international safe communities, like Youth Park Sub-district of Shandong' s Jinan' s Huaiyin District, Shanghai' s Pudong New Area' s Huamu Sub-district, Jinqiao Town, Shanghai' s Luwan District' s Huaihaizhong Road Sub-district, Ruijiner Road Sub-district, Shanghai' s Putuo District' s Changzheng Town, Shanghai' s Yangpu District' s Xinjiangwancheng Sub-district, Siping Sub-district and Wujiaochang Sub-district.
