The project has not been included specifically in theMedium Term /Five Year Plan.

Reference page154, para 6 of the Eighth Five yearPlan.Agriculture production system is a complexenterprise requiring interaction of large number oforganization, institution and specialized agencies atfederal, provincial and grass root levels. Poorinteraction between the agencies directly involved inagricultural development is the single mostimportant factor responsible for the low efficiency ofthe agriculture sector.

As per the Plan, the primary sectoral goal is theachievement of a growth rate higher than thepopulation growth, in order to ensure food security,self sufficiency and large exportable surpluses. ThePlan laid emphasizes on the following;a) lntegrated Management of agriculture, irrigation

4The strateov of SPDP is in line with the quidelines of the Five Year Plan. The integratedapproach is practice in true sense in SPDP. Theviews of all relevant departments, agencies arediscussed with communities and appropriatecoerces of action are selected and are executedthrough a joint team of project staff andcommunities.

Further more SPDP is primarily based oncommunity farming which is the best tool forincreasing productivity and exportable surpluses.Wasteland is developed for optimum production onthe basis of Land / Water Use Planning. Drylandaqriculture is promoted on wastelands due to the-r-__-
