Sudarshan Bhagat, Hon'ble Union Minister of State for Rural Development, Mrs. Vandana Kumari Jena, Secretary, Dr. Krishnan, Additional Secretary, Dr. Sandeep Dave, Joint Secretary & other senior officers of DoLR, besides senior officers from states, SLNA's, national & international organizations. On the same occasion many documents were also released namely IWMP Jingle, New Name for IWMP “JAL SADHANA”, Logo, Tagline Conserve Water Conserve Life”, Convergence Guidelines, Bench Marking Guidelines, Inauguration of Public Financial System (PFMS), Bhuvan Portal (Shristi) & Mobile App (Drishti). It may be added here that earlier Karnataka WDD has received many national awards such as National Productivity Award -2006 & 2009, National Water In the same event, the book on “Best Practices under IWMP in India” jointly published by DoLR & WDD, Karnataka was also released by the Union Minister Shri. Bharatlal Meena, IAS Principal Secretary for Agriculture on 24/01/2015. In this regard, a farewell function was organized jointly by WDD & KSDA at Vikas Soudha on 11/02/2015. The event was attended by the Minister of Agriculture GoK, Shri. Krishna Byregowda, Commissioners, Directors & Senior Officers of WDD & KSDA and also all the Vice-Chancellors of Agriculture Universities in the state. The Department of Land Resources (DoLR), Ministry of Rural Development, Govt. of India had organized an

NRM IN WATERSHEDS

The importance of natural resources,

comprising land, water and vegetation, is

more than ever before for the need to

ensure sustainability in the face of

changing climate, increased biotic

pressure and declining resource productivity. Economic growth can be inclusive only if the natural resources are sustainably managed. Land degradation continues to be a threat to the food and nutrition security of the country.

Hence, watershed-based planning for Natural Resources

Management (NRM) has been the major focus in the

recent past because of the scientific basis underlying in

the 'watershed' concept. Hydrologically, watershed refers

to a land area having a single drainage outlet. However,

it is also a social and biological entity having similar

land, climate and water resource conditions. The integrated watershed management approach consider the participation of the stakeholders for optimum utilisation of land, water and biological resources to meet the basic needs of human and animals in a sustainable manner. Depending upon the land situation, the three basic principles of soil erosion control, and water control, reducing the velocity and volume of run-off, are employed through site-specific suitable

measures so as to achieve optimum productivity without

much degradation to soil, water bodies and environment.

For effective planning and management of natural

resources, DoLR has implemented three major

programmes of watershed management, viz. Drought

Prone Areas Programme (DPAP) in 1972-73, Desert

Development Programme (DDP) in 1977-78, and

Integrated Wasteland Development Programme (IWDP)

in 1989. However, all the three have been merged to a single programme called Integrated Watershed Management Programme (IWMP) since 2009-10. The main objectives of IWMP are to restore the ecological balance by harnessing, conserving and developing degraded natural resources such as soil, vegetation cover and water. This enables multi-cropping and the introduction of diverse agro-based activities, which help provide sustainable livelihoods to the people residing in the watershed areas.

Book Review

The book features the best practices in watershed management achieved through innovations & adoption. The book is the outcome of the workshop on Best Practices Organized by DoLR in 2014 at Bangalore wherein Institutions & States had presented best practices covering the areas like: Application of Remote Sensing (RS), Geological Information System (GIS) & Information Technology (IT) in planning & management of watersheds, innovative field practices in improving the performance of watersheds, financial management of watershed projects etc. The contributions are from three Hyderabad based Institutions who played a very significant role in promoting watershed programme in the country viz. NRSC-ISRO, ICRISAT, & NIRD & PR. and 13 states: Andhra Pradesh, Chhattisgarh, Gujarat, Jammu & Kashmir, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Nagaland, Odisha, Rajasthan, Tamil Nadu & Telangana. The last chapter way forward throws light on the future charter of DoLR to improve the effectiveness of the IWMP. Now, there will be shift towards outcomes & impacts of the programme instead of the output based approach. It has also set standards for outcome measurement by fixing watershed development indicators for bio diversity index, quantity & quality of water, climate, soil & socio-economic changes. Transparency, accountability & adoption of state of the art technology receive greater attention. It is also envisaged to involve corporate houses under Public-Private-People's Partnership in IWMP identifying potential areas to use their CSR funds, with watershed plus approach. The book has very good appealing photographs which depicts different activity needed forwatershed development on scientific lines. The book is very useful document to State Level Nodal Agencies, academicians, development practioners & students of agriculture, policy makers, officers, NGO's & all stakeholders involved in watershed mangement. National Bureau of Soil Survey and Land Use Planning (NBSS&LUP) was established by the Indian Council of Agricultural Research (ICAR) in 1976, with its head quarter at Nagpur. The head quarter houses three Research Divisions viz. Division of Remote Sensing Applications, Division of Soil Resource Studies and Division of Land Use Planning. Subsequently, five regional centres came into existence at Bangalore, Delhi, Jorhat, Kolkata and Udaipur to address regional specific issues. Besides, there are a number of units and sections, which provide scientific and technical support to the research divisions and regional centres in accomplishing varied tasks. The Regional Centre at Bangalore is the partner for SUJALA-III project.

The Bureau is the country's only premier national institute mandated for Research, Development and Training (RD&T) in the field of soil survey, land use planning and allied aspects. The role of the National Bureau of Soil Survey and Land Use Planning (NBSS&LUP) becomes all the more important in view of the serious challenges the country faces, in terms of shrinking soil and land resource base, soil & land degradation, depleting nutrient stock, deterioration in soil & land quality, changing climate, land use conversion and non-judicious planning of land use.

Major Achievements:

Soil reflectance properties have been successfully used as a potential tool to provide information on a wide range of soil properties.

The Bureau has been an active partner in generating harmonized statistics of the degraded lands/wastelands according to which the country has about 121 m ha area under different forms of degradation.

As per estimates made by the Bureau, the total carbon stocks in Indian soils at 150 cm depth is up to a 64 pentagrams (pg) (1 pg=10 to the power of 15g) with considerable amount of inorganic form. This is the first ever estimate made on Stock of Agricultural Soils (SOC) at national level.

The Bureau has developed land use options for 5 agro-ecosystems, namely, Rainfed, Irrigated, Arid, Hill, Mountain and Coastal.

An outstanding achievement has been in generating the Soil Resource Map of the Country on 1:1 million scale and its different states on 1:500000 scale.

A 20-Unit Agro-ecological region and a 60-Unit agro-ecological sub-region map of the country were developed for regional planning.

273 soil series have been entered into the National Register.

A method has been developed for using remote sensing data, namely IRS-1C [An ISRO-built (Indian Space Research Organization) second generation remote sensing satellite] Panchromatic Camera (PAN) merged data for large scale mapping of soils at village and watershed level.

Software Solutions:

The Bureau has developed software solutions for soil correlation and land evaluation. The software's have replaced age old, tedious and time-consuming manual methods of undertaking the aforesaid activities.

The role of National Bureau of Soil Survey & Land Use Planning in SUJALA-III Project:

1. Develop standard protocols, Proformas and Manuals for field survey and laboratory analysis for soil & water samples;

2. Train the State Agricultural Universities (SAUs) and State Horticultural Universities (SHU) / community in Remote Sensing, Geographical Information System (GIS) and Natural Resources Survey / Characterization;

3. Undertake characterization of correlated soil series from the project districts;

4. Perform periodic review and setting priorities related to field survey, correlation & data interpretation, data integration, generation of thematic layers and authentication;

5. Provide guidance to all project partners in establishing Digital Library, and provide guidance to UAS Raichur for hosting Watershed Management Portal;

6. Assisting Watershed Development Department (WDD) to develop Decision Support System (DSS) in collaboration with project partners;

7. Assisting WDD to develop guidelines , draw treatment plans integrating with other Programmes and finally incorporating into the Participatory Micro-watershed Master Plans including Land use plan;

Know the Project Partner Institution:

There are 12 partners in SUJALA-III implementation who provide technical inputs in different disciplines to improve the effectiveness of the watershed development programmes of this pilot project. This regular column introduces each institution

every quarter. NBSS&LUP is one among them and also a Lead stPartner and 1 organization to be covered in this periodical.

8. Co-ordinate with WDD in capacity building programs;

9. Review to finalise and incorporate the Treatment and Master plan revision as validated in the pilots;

10. Advise on setting up Management Information System (MIS);

11. Assisting WDD in preparation of Procurement Plan

Total cost as per the MoU is `. 1515.25 lakhs to cover 11 districts & 931 micro watersheds.

Significant Activities undertaken during 2013-14 & 2014-15:

Events:

· Review workshop was organized at NBSSLUP on st nd

21 and 22 April 2013.

· Field orientation training program for all the project th th

scientists of Sujala was organized from 25 to 29 Nov, 2013 at Madahalli watershed, Chamarajnagara district Karnataka 45 scientists and Watershed officials participated in the event.

· NBSSLUP organized 10 days (24 Feb to 5 March, 2014) field training on “Land Resources Inventory” for 4 project partners at Horticultural college Bidar, Karnataka. 29 scientists from 5 partner institutes participated in the event. One micro-watershed by name: Mandakanhalli, Bidar Taluk was surveyed as part of the training program.

· Workshop on developing ToR for developing Digital Library, Geo-portal and Decision Support System was organized at NBSSLUP in which SAU partner institutes participated. The ToR was developed and submitted to

th th Project Director, Sujala-III. (4 to 7 April, 2014)

· Organized the field review visit on 23/04/2014 for World Bank review team, Commissioner, WDD and for all the project partner scientists at Madahalli watershed Gundlupeth, Chamarajnagar district. The visiting team was explained the various technical programs carried out in generating the detailed land resources inventory of the watershed and how it can be made use in “Net Planning” activity of the IWMP program. One transect with four soil profiles were shown to the visiting review team.

A meeting for finalizing the socio-economic studies was held at NBSSLUP on 17/05/2014. All the Projectpartners participated and the dataset to be collected and kind of analysis to be carried out was finalized.

NBSS team visited one of the study districts Chamarajanagar of Sujala project on 16/06/2014 to explain the programs envisaged to the Agriculture Minister and other officials of the Watershed Development Department and Agriculture Department GoK.

Workshop was organized on 12/06/2014 on Hydrological Research component of the project and how it can be linked with LRI” at NBSSLUP with the participation of IISc, INRA Scientist (Dr Laurenz Ruiz) and SAU partners.

Financial Achievement of SUJALA-III Project:The cumulative financial achievements since

stinception upto 31 March 2015, is `.33.02 lakhs. (This includes both WDD & Horticulture)

One day workshop was held on 21/08/2014 at NBSSLUP for finalizing the ToR for Digital Library, geo-portal and Decision Support system for the Sujala-III project.

training workshop” for 6 days (13 to 18 October, 2014) in collaboration with Indian Institute of Science and INRA France. 35 participants from 10 institutes participated in the event.

Tasks undertaken:

Field guide for soil survey was prepared and distributed to the project partners (July 2014).

Existing soil and agro-climatic information for the project districts were provided to the WDD which can be made use in DPR preparation and Net planning for the Batch-IV watersheds of IWMP (24-5-2014).

The third meeting of the Project Technical Cell (PTC) of KWDP-II (SUJALA-III) was held on 06/01/2015 under the chairmanship of Project Director & Commissioner Shri. H.G. Shivananda Murthy.

The Project Technical Cell (PTC) would provide advice & project related support on technical matters for integrated watershed planning, overall monitoring, evaluation & reporting. The meeting deliberated on various issues including procurement different equipments, approval of action plan for 2015-16, restructuring of the project & revised cost tables.

Third Project Empowerment Committee meeting was th th

held on 20 January 2015 and 4 February 2015 under the Chairmanship of Ms. Latha Krishna Rau, ACS & Development Commissioner. The PEC is providing overall guidance policy relating to watershed development & integration of programmes of variousdepartments. The committee reviewed the progress of the SUJALA-III project implementation. The committee also approved the revised cost tables and procurement plan revision.

Workshop on Hydrogeological Monitoring and Assessment

One day Workshop was organized on 19/02/2015 at NBSS&LUP, Bangalore campus on Hydrogeological monitoring and assessment in Sujala-III project. The workshop was inaugurated by Shri. J.N. Raj, Executive Director of Sujala-III project. 14 Micro Watersheds are selected for pilot studies in the selected 11 project districts which represent project watersheds.

Dr. Shekar Muddu, Associate Professor, Indian Institute of Science, Bangalore, Lead Partner explained in detail the reasons and methodology for conducting studies in the model watersheds. The scientists-in-charge of Hydrogeological Studies from UAS, Raichur, Dharwad, Bangalore, UHS Bagalkot, UAHS Shivamogga, Bangalore University, Regional Director NBSS&LUP and Director KSNDMC participated in the workshop. Various doubts expressed by the partners were clarified and priority list was drawn on activities to be undertaken in the next two months. Dr. G S Srinivasa Reddy, Director KSNDMC explained the role of KSNDMC in the project and offered his whole hearted involvement in s u p p l y i n g w e a t h e r d a t a t o t h e p a r t n e r s . Dr. Renuka Prasad K.T, Professor of Geology, Bangalore University (BU) explained the role of BU as a partner in the project regarding Geophysical studies in the selected model micro watersheds.

The first meeting of Hydrological & Geophysical Technical Committee, was also held on the same day at NBSS-LUP campus, Bangalore. The Committee scrutinized the necessity & specifications of various hydrological and geophysical equipments & gave its recommendation.

Livestock Training cum Demonstration

One day training cum demonstration on different activities of livestock was organised by Karnataka

Veterinary, Animal and Fisheries Sciences University (KVAFSU) under KWDP-II, Sujala-III project at Ragimasalwada village of Davanagere district on 20/02/2015. The Programme was inaugurated by Gram Panchayath president Smt. Jayamma in the presence of Prof. K.C. Veeranna and his team & officers from the line departments, (Agriculture, AH &VS & Fisheries) and PDO. Around 100 farmers from Ragimasalwada and Nimbalur villages participated in the programme.

The multidisciplinary team consisting of Prof. Dr. K.C. Veeranna (Principal Investigator & Extension Specialist), Dr. Mahadevprasad (Veterinary public h e a l t h ) , D r. A n a n d K . J . ( P a r a s i t o l o g y ) , P r o f . N a g a b h u s h a n ( A n i m a l N u t r i t i o n ) , Dr. N. Manjappa (Aquaculture) and field staff made a Rapid Rural Appraisal (RRA) by taking a transect walk across the village for assessing the production potential, resource inventory, common facilities & constraints. The data was collected by interacting with livestock farmers and key informants.

The training cum demonstration activities included in the event were awareness and demonstration on clean milk production, parasitic diseases and their control, collection of fiscal matter, milk and water samples for analysis, balanced feed preparation and utilization of water bodies for growing fish.

Weather Information Service by KSNDMC

The one of the Project Partners of SUJALA-III, the Karnataka State Natural Disaster Monitoring Centre, (KSNDMC) Bangalore is providing weather related information, forecast and advisory service free of charge to enable the farmers to plan their agricultural activities and minimise crop loss due to adverse weather conditions, under its VARUNA MITRA p r o g r a m m e . Chamarajanagara District:

Selected farmers from Chamarajanagara District had an exposure visit to Krishi Vignyna Kendra, Hirehalli (Tumkur District) on 22 January 2015. Farmer's were given information on the activities of bio-centre, plant nutrition & organic farming.

Training activities under Horticulture

Yadgir District:

Exposure visit to Horticulture University: A group of 40 farmers from Yadgir District of Sujala-III Micro Watershed area visited the campus of University of Horticulture Sciences (UHS), Bagalkot on 15-17, December 2014. They were explained about the scientific package of practices of gerbera under protected cultivation in poly houses and also studied drip irrigation in watershed areas.

An unique World Bank aided project which provides scientific input in planning & execution for ongoing Integrated Watershed Management Programme (IWMP) projects, during the period (2013-2018) in the selected 11 districts with the intervention of watershed development, horticulture & livelihood. SUJALA e-Newsletter is a virtual communication medium among the stakeholders of Karnataka Watershed Development Project - II (SUJALA-III). WDD invites contributions in the form of news & events, success stories, progress reports & letters to the editor etc. The material should be short, crisp & concise along with good JPEG photographs to be sent to [email protected].
