2. On 31 October 2015, cancellation of trips were reported due to vessel’s mechanical trouble and big waves at Benoni, Mahinog, Camiguin Port to Balingaon, Misamis Oriental Port. This resulted to 70 stranded passengers. They were able to embark on the following day.

A. NATIONAL / NDRRMC
1. NDRRMC Operations Center (NDRRMOC)
a. The National Disaster Risk Reduction and Management Council (NDRRMC) conducted Preparedness Measures Meeting for the Annual Commemoration of All Saints’ Day and All Souls Day on 29 October 2015 at the NDRRMC Building, Camp General Emilio Aguinaldo, Quezon City to discuss the Member Agencies’ preparations and contingency plans to ensure public safety, transport security, health emergency, and peace and order.
b. NDRRM Operations Center maintains "BLUE ALERT" status on 29 October 2015 relative to “ALERTO UNDAS 2015” for prompt coordination, monitoring, and reporting, to provide decision-makers, the public, and all concerned stakeholders with valuable information.
2. Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)
a. Continuously monitors the weather situation and provides/disseminates weather advisories, updates, and weather outlook from 26 October – 02 November 2015 during the period of UNDAS 2015.
PAGASA REGION X a. Provide weather updates and bulletins to RDRRMC member agencies, local
government units and media.
PAGASA CAR a. Provided weather advisories and updates during the period of UNDAS 2015 in
Baguio City and the rest of the region.
3. Department of Interior and Local Government (DILG)
a. Issued Memorandum Circular No. 2015-124 dated October 26, 2015 directing Local Chief Executives (LCEs) to: Convene their respective Local Peace and Order Councils / Committees
(LPOCs): Formulate contingency plan and proper courses of action to anticipate
the expected heavy movement of people from different places, always making sure that adequate transportation and emergency medical services are available
Cause the mobilization and deployment of Law Enforcers, Barangay Tanods and Medical Personnel in: Vicinity of public and private cemeteries, memorial parks to ensure

DILG REGION IV-B a. Directed local executives to convene their local P eace and Order Council
to formulate a contingency plan on peace and order and public safety that will be operationalized to prevent any untoward incident during UNDAS.
b. Directed local officials to mobilize and deploy law enforcers, barangay tanods, and medical personnel: In the vicinity of public and private cemeteries and memorial parks to

5. Armed Forces of the Philippines (AFP)
a. AFP, GHQ Radiographic Message Directive dated 28 October 2015 to Unified Commands, JTF-NCR, and Major Services: Unified Commands and the JTF-NCR to coordinate with their PNP
counterparts (thru JPSCC) for the conduct of joint target hardening to secure targeted facilities and establishments against the threat and organized crime groups in order to ensure the security and safety of the general public at places of convergence like cemeteries, transport terminals, malls, beaches, local tourist spots, markets, and churches and other places of worship

b. Intensify Community Awareness Campaign: Conduct lectures, seminars/symposia or a two-hour community information
drive from 27 October to 02 November 2015 Such materials or lectures may include but are not limited to Candle
Safety Tip, Precautionary Measures before leaving the house, What to do in case of fire, and Fire Code (RA 9514)
Unlike the usual fire truck visibility, the roaming personnel shall announce in public the fire safety measures in the home

c. Intensify Fire Safety Inspection: Conduct fire safety inspection at all transport stations and terminals (land

Stations and officers in urban areas with media coverage, guesting and interviews are advised to be coordinated to further intensify the information dissemination; and to conduct fire safety inspection at all transport stations and terminals (land/air), marine public transportation facilities and piers, mortuary chapels, columbaria, public and private cemeteries, and other places of assembly during the season.
e. Inspections of facilities shall be in consonance with the provisions of Rule 10 of the IRR of RA 9514, especially on measures pertaining to required firefighting appliances installed exit ways and means of egress and lights and signages, and must be completed as much as possible before the celebration of All Saints and All Souls Days to ensure that the communities are safe as they gather to those facilities.
f. During the All Saints and All Souls Days, every station is expected to deploy personnel and f i re fighting appara tus , ambulance and EMS to visible points of public/assembly on 30 October – 03 November 2015.

distribution of leaflets containing candle safety.

7. Department of Health (DOH)
a. Identified medical teams to be deployed in response to any untoward incident during the All Saints’ Day and All Souls Day. Number of medical teams on stand-by with ambulances in their respective
hospitals in Metro Manila: 20 (from 20 DOH-retained Metro Manila Hospitals)
All DOH-retained Hospitals from 16 other regions already have response teams ready for deployment to respond to any untoward incidents
b. Identified receiving hospital within the Metropolitan Manila and sixteen (16) other regions. All DOH-retained Hospital nationwide
c. Dissemination of health advisories to the public. d. Raised its alert level status to Code White Alert from 30 October to 02

8. Department of Transportation and Communication (DOTC)
DOTC-CAR a. Conducted inspection of Public Utility Vehicles in Transport Terminals since 27
October 2015 and will continue until November 03, 2015 to ensure safety of passengers and good working condition of vehicles.
b. On 24/7 monitoring and strictly prohibits non-yellow plate vehicles and overloading of public utility vehicles.
Land Transportation Franchising and Regulatory Board (LTFRB) a. Inspection and monitoring of all bus terminals and garage inspection of
selected transport vehicles in Metro Manila scheduled on 26 October – 28 October 2015.
b. Conduct of Inter-Agency random drug testing of PUV drivers and conductors. c. Deployment of LTFRB Help Desks in all Major Provincial Bus Terminals. d. Conduct of random roadside inspections.
LTFRB REGION X Ensure that there are adequate trips to cater to the volume of passengers. Ensured drivers are fit to conduct passengers and the road-worthiness of
all public transportation. Ensured the franchises are valid & existing. Enforce passenger capacity of all public transportation and that priority
seats are given to PWD, senior citizens, pregnant and children. Maintain Action Centers in Bus Terminals to cater to the inquiry,
complaints, etc of the riding public.
Land Transportation Office (LTO)
LTO REGION II a. Establish Public Assistance and Complaint Desk (PACD) and Motorist
Assistance Center in the Provinces of Cagayan, Nueva Vizcaya and Isabela since 26 October 2015.
b. Conducted inspection of PUBs and PUVs in terminals within the Region to check if vehicles are roadworthy.
LTO REGION III Motorist Assistance Command Post was in place to ensure immediate
response in case of fire incident, road accidents and other emergencies
LTO REGION IV-A a. Directed law enforcers to proceed to their respective areas of assignment
to enforce the provisions of RA 4136 and other land transportation laws, rules and regulations being enforced by the LTO including the

Further, PCG Personnel has inspected a total of Three Hundred Seventy Seven (377) vessels, and Eight Hundred Twenty Eight (828) Motobancas in different ports nationwide.
Coast Guard District (CGD) Bicol a. Activated Passenger Assistance Center in stations and ports. b. Close monitoring the situation.
CGD GenSan a. On alert status and monitoring maritime activities. b. All Operational Control (OPCON) units are on full alert and all floating assets
are prepositioned.
CGD Southern Tagalog (CGDSTL) a. Ensures the effective implementation of LO1 NR 032-2015 (OPLAN
LIGTAS BIYAHE: UNDAS 2015). b. Coordinate with the Local PPA and MARINA in the area regarding the
establishment of DOTC Passenger Assistance Center. c. Coordinate and work closely with the local PNP, AFP, PPA and Shipping
companies to emphasize respective or integrated commitment to security and safety in water transport services by improving and enforcing safety standards and regulations such as inspection of baggage and implementation of security layers in the ports and passengers terminals to prevent hostile elements from penetrating terrorist acts and likewise, to ensure no overloading of passengers.
d. Initiate coordinative meeting with concerned government agencies and NGOs regarding the establishment of PAC if no PPA office is present in the area.
e. Organize, train, and equip personnel who will compose the PACs to effectively achieve the mission.
f. Ensure that all Stations/Substations within AOR to observe heightened alert

and activate respective PACs together with cognizant agencies with appropriate number of personnel manning the help desks. Likewise, to adopt the same safety and security arrangements.
g. Ensure that no colorum watercrafts are operating in their respective AOR Coast Guard district down to their lowest operating units, to initiate an intensified and sustained public awareness campaign against the peril of patronizing colorum watercrafts as means of transportation, and to strictly enforce laws/regulations against violence.
h. Ensure that all OPCON Units afloat shall likewise observe heightened alert. i. Report daily number of inbound and outbound passengers from each port
within respective AOR. j. Coordinate/set-up procedures for the processing of stranded passenger’s
vessel and cargo. k. Conduct an information campaign to increase awareness among passenger
regarding the increase risk of petty crimes during high passengers volume travels period at seaports.
l. Provide a minimum effective number of security personnel and/or equipment on duty during the OPLAN period.
m. Introduce policies to minimize opportunities of unscrupulous entities that may take advantages of the situation.
n. Introduce new standards within ports to allow for the quicker flow of passenger through the ports
o. Conduct coordinated effort with MARINA in the processing of special permit for vessels.
p. To assist His Excellency President Benigno Simeon Aquino III during his visit to one of selected Ports and Harbors in their respective AOR.
q. Coordinated with ship-owners to ensure that their vessels/motorbancas are in seaworthy condition.
r. Advised beach owners to make precautionary measures and closely monitor their respective guests/customers.
CGD Palawan (CGDPAL) a. Ordered all Coast Guard District Palawan Stations and Sub Stations to
observe heightened alert by strict compliance with existing safety and security measures on ports, harbors and passenger terminals within respective areas of responsibility in connection with the traditional All Saints Day and All Souls Day which will be observe from 30 October to 02 November 2015.
b. Advised all Coast Guard Stations and Sub Stations to ensure that all maritime activities within their respective areas are monitored 24/7 and personnel and assets are readily available and prepared to respond to any untoward maritime incident that may happen, and to be in heightened alert for security purposes
c. Double- up personnel on all critical ports to ensure orderly, safe, convenient and secure sea travel in compliance with DOTC Oplan Ligtas Byahe: Undas 2015.
d. Directed Coast Guard K9 teams and respective inspectors to exercise extra vigilance in ports and passenger terminals by implementing random inspections on passengers and luggage more than usual.
e. Advised Ship owners and operators, and passengers to be in their respective port terminals at least 3 hours before departure time and avoid restricted cargoes such as flammable liquids and solids, corrosive materials, toxic and infectious substance, compressed gases, radioactive materials and explosive to avoid search delays and inconvenience.
CGD Western Visayas (CGDWV) a. Activated Public Assistance Center (PAC) from 31 October 2015 to 02
November 2015. To provide assistance on the following concerns: Assist in the embarkation and disembarkation of passengers Provide medical/first aid assistance when needed

CGD North Eastern Luzon (CGDNELZN) a. Activated Passenger Assistance Centers (PACs) in all ports, harbors and
areas where heavy maritime traffic is expected, starting from 28 October to 08 November 2015.
b. Intensified public awareness campaign against peril of patronizing colorum (unregulated) watercrafts as mean of transportation.
c. Activated its Deployable Response Team (DRTs) for possible deployment. d. Directed all stations/sub-stations to understake the following:
Inspect seaworthiness condition and Emergency Readiness of passenger water transport to ensure that it complies with the existing regulation;
Coordinate with the local PPA and MARINA for the availability of appropriate area for the establishment of the DOTC’s Passenger Assistance Centers (PACs);
Work closely with local PPA, PNP, AFP and shipping companies to ensure security and safety particularly in water transport service by strictly enforcing safety standards and regulations;
Ensure that “no colorum” watercraft shall be operating in their respective Area of Responsibility (AOR); and
Strictly enforces laws/regulations and impose maximum penalties against all violators.

g. Distributed crime prevention and safety tip pamphlets to all units for further distribution to all places of convergence.
h. In coordination with other concerned law enforcement agencies, LGUs and private security providers, conducted police presence operations and security patrols in areas frequented by the general public (e.g., malls, transport facilities and terminals, cemeteries, churches, resorts and other vulnerable areas).
i. Coordinated with security agencies and company guards for assistance to the PNP on the immediate reporting of crime incidents.
j. Coordinated with LGUs, concerned government agencies and radio groups for assistance in addressing traffic congestion in major thoroughfares.
k. Conducted information operations by informing the public on the prohibited items at the cemeteries and columbarium (e.g., intoxicating drinks, firearms, bladed weapons and sound system) and the necessary items (e.g., water, food, umbrella, extra clothing and ID for children).

g. Intensify intelligence, counter-intelligence, and police operations to pre-empt/prevent terrorist activities.
h. Coordinate with the LGUs, concerned government agencies, NGOs and radio groups for their assistance in addressing traffic congestion in major thoroughfares.
i. Undertake active security patrols in residential areas during the occasions to prevent break-ins and “akyat-bahay” incidents.

PDRRMC Tarlac Placed on RED ALERT STATUS on 30 October 2015 to closely monitor
the situation. Close coordination with PNP, BFP, DPWH and LTO re OPLAN UNDAS
2015. First Aid Station and Motorist’s Assistance Command Center was
activated on 30 October 2015 at 5:00 PM, along McArthur Highway in front of SM City Tarlac to closely monitor the situation, to provide immediate assistance in cases of vehicular accidents, mechanical/engine breakdowns, other untoward incidents and emergencies.
Deployed one (1) DART/EMS team with ambulance to act as stand-by Medic and First Aid Station at Ma. Cristina Park, Capitol grounds for the Halloween program.
All LDRRMCs are in full alert and closely monitoring the situation in their AOR.
Tarlac Police Provincial Office and the Municipal Police Stations Motorist Assistance Hubs were activated to ensure the safety of motorists, commuters and the general public passing through its jurisdiction and provide security and traffic assistance in cemeteries, churches, malls and other tourist spots.
