Possible Jamming of GPS Signal?

over 40,000 high powered transmitter sites throughout the United States. The waiver was

granted on a "fast-track" basis in that it was approximately 60 days from application to grant.

This included a very brief period in which to file comments from interested parties on the

merits of the request. In short, the waiver grants a company, Lightsquared authorization to

build high powered transmitters using frequencies assigned to satellite communications for

the purpose of bringing increased broadband communications to commercial users.

The frequencies are located in what is known as the L-Band and they are adjacent to the L1

frequency used to send the timing signals from the US GPS Constellation to GPS units.

Laboratory testing from Garmin has shown a personal navigation device such as the GPS

unit used in vehicles will lose the satellite's signal at a distance of over 5 miles from one of

these transmitters while aircraft relying on GPS technology will lose signal at distance of

over 12 miles.

How is transportation affected? Many systems already deployed rely on the precision timing

signals transmitted from the GPS constellation. Systems affected include survey

instruments, radio systems, cellular telephone networks and, virtually all credit card

transactions as they rely on the high precision timing data from GPS used as date/time

stamps on the transactions.

To our collective knowledge, this is the first waiver of technical rules issued by the FCC

without conducting extensive testing prior to ruling. The ruling has several conditions, the

most critical is the requirement Lightsquared must demonstrate their system will not interfere

with the reception of GPS satellite signals. The enclosed memo details some of the

conditions Lightsquared must meet before they are allowed to commercially deploy their

system.

AASHTO, in conjunction with both governmental and industry groups on this issue and will

keep you informed of further developments. The next milestone is Lightsquared must

produce a report detailing a plan to mitigate interference in mid-June”

CLSA State Board Agenda

1) President Aaron Smith noted that BPELS issued an opinion response to Davi Hobbs, A PLS from LS, regarding questions about monument preservation, duties and responsibilities. It is available in pdf on the CLSA forums.

2) Central Office notes the following:

A) CLSA/NALS Conference is March 5-9th in Las Vegas. Central office is soliciting donations from chapters for door prizes and student assistance.

B) March 20th-26th is National Land Surveyors week.

3) Education Foundation Chairman Steve Martin notes: on January 28th at the 50th annual Fresno State Geometrics Conference Awards Banquet 3 Central Coast Chapter sponsored scholarships were awarded:

A) Central Coast Chapter Scholarship - $750 to Menash Pickard

B) Cliff Lewis Memorial Scholarship - $1000 to Tucker Sanders

C) Jeremy Redmond Memorial Scholarship - $750 to Carl Magagnosc

4) CLSA Liaison Steve Martin notes that the CSRC has about $45,000 dollars in funding, down from about one million in 2008. The time has come for the CSRC to seek help and support from outside the community, perhaps from the GIS & Precision Agriculture Communities.

5) Carl De Baca, NSPS Area 9 Director, urges surveyors to obtain or maintain NSPS memberships. Some benefits of NSPS are the ALTA/NSPS Land Title Survey Standards, just updated, and the Joint Government Affairs Committee, which lobbies on behalf of surveyors at the national level.

6) State TrigStar coordinators Andrea Tirapella & Greg Sebourn report that a new form to request funding support for Trigstar Programs is available & must be submitted 30 days prior to a scheduled board meeting. Winter reports are due May 9th.

George M. brought up continuing education subject as it was addressed at the Fresno Conference. Counting education was very close to passing for Architects and may pass with the new administration in the state. If it passes for Architects it will most likely pass for surveyors. If CLSA continues to support continuing education and offers class/seminars it may be likely that if the state requires mandatory continuing education than CLSA will be the group providing that education and we (the surveyors) can shape how we educate ourselves and help control our futures

Motion: Terry Green to prepare letter to SLO Board of Supervisors congratulating Doug Rion on his position as County Surveyor and all his work and the survey departments on getting maps online. Motion: Dan Hutchinson new CLSA members and meeting attendees get dues paid (state and chapter) if they attend 5 meetings within the year. Motion: publish meeting attendees list in Parallax
