The definition of your Baseline Inventory Emission is

essential to allow the LAs to have a clear vision of the

priorities for actions and evaluate the impact of the

measures.

Definition of the year of the BEI (from 1990 to… today);

Collecting all the information required for each sector;

Take into account that estimates based on

national/regional averages would not be appropriated in

most cases.

Starting from this analysis we are ready to select the measures to reduce CO2 emissions in our territory.

Take into account that LGs CO2 emissions represent 2-3% on the total emissions in your territory.

LGs measures to reduce CO2 emissions are very important not only to reduce emissions but also to encourage citizens and stakehoders of private sectors;

The involvement of citizens and stakeholders in the SEAP development process it’s a fundamental step to reduce energy consumption.

successful results is essential to reduce emissions in

those sectors.

The level of detail should be sufficient to avoid further discussion at the political level and to have an energy and environmental tool useful for the territory management
