presented, including the 2016 fee schedules and out-of-state travel requests and forward to 26

Re: Purchase of Quanti-Tray Sealer for water testing.

POLICY QUESTION:

Should the BOH/Finance Committee approve the purchase of a Quanti-Tray Sealer for water

testing?

DISCUSSION:

The Environmental Health Specialists (EHS), under contract with the Department of Natural

Resources, provide water testing of privately owned but publicly accessed wells throughout the

county. (MOU attached.) In compliance with Wisconsin Statute 254.46

(http://docs.legis.wisconsin.gov/statutes/statutes/254/IV/47) and in cooperation with Washington

County Planning and Parks (P&P), the Health Department (HD) also provides beach testing

services at Washington County parks.

Currently, water samples are handled a couple different ways. For the beaches, the water

samples are sent to Wisconsin State Lab of Hygiene for testing. The cost for shipping is covered

by the P&P. There is a turnaround time of 2 days from date of sampling to results. If the results

are high enough to warrant posting a warning or closure of the beach, there is a protocol for

obtaining additional samples and waiting again for results. Samples cannot be sent on days

which result in lab receiving them on a weekend. This can result in beaches being posted or

closed at peak use times.

A few years ago, the Health Department purchased equipment that allows in-house testing for

well water. The ability to do the testing ourselves has improved efficiency of operations as well

as service to our licensed facilities. However, the equipment we have provides only a safe or

unsafe result. The Quanti-Tray Sealer (See attached product information sheets.) is an additional

piece of equipment which when used with our current equipment, provides a “Most Probable

Number (MPN)” result. The result not only indicates whether or not the water is safe but can

provide information about the severity of contamination as well as a possible source. This can

greatly decrease the amount of time and money spent by the owner to rectify the problem and,

for facility operators, get on with business. In addition, the sealer provides the ability to test the

beach water, streamlining that process for both the HD and P&P and, hopefully, keeping the

beaches open to the public as much as possible. Because Ozaukee County also provides both

well and beach testing, the equipment could be used for both counties.

FISCAL EFFECT:

Cost of the equipment including an extended warranty, 100 trays, a comparator, and shipping is

$5,125.73. This cost can be covered by unspent funds in the 2015 budget.

Since our current lab certification covers this process, there are no additional start-up costs. Any

cost for supplies in the future would be covered by the revenue from the DNR contract. There is

potential savings to the P&P for the cost of shipping samples to Madison throughout the summer.
