PREFACE This publication entitled 2001 POPULATION AND HOUSING CENSUS: SUMMARY REPORT, VOLUME I presents data obtained/captured from the various censal instruments which include: the primary Census Questionnaire (see Annex I), Institutional Questionnaire, Visitation Records, Proxy Data (data provided by an informant for a target household of which he/she is not a member), and from other well informed relevant sources. These data are presented in tabular form/n-dimensional matrices, charts (Bar Graphs, Histograms, Pie Charts, Other..) and to a small degree, in Qualitative format. The data reflects coverage of all residents (including temporary non-residents viz., Tourists/Visitors, Business, etc.; excluded are persons who are normally residents of the country but who were absent/abroad at the time of the enumeration (on Census Day). The tabulations herein display the Social, Economic, Demographic, and Housing characteristics and wherever applicable and/or possible data disaggregated by sex/gender are shown; these indicators include and address topics of the primary questionnaire – the Census Questionnaire according to the Sections defined therein. Sections 1 – 8 and Section 13 captured data asked of all non-institutional residents and about every housing/dwelling unit (referred to as the 100-percent questions). Sections 9 – 12 captured data asked of persons (non-institutional residents) 15 years of age and older. The Sections are: Section 1 – Migration, Section 2 – Housing, Section 3 – Crime, Section 4 – Relationship to Head of Household, Sex/Gender, Date of Birth/Age, Ethnic Origin, and Religion; Section 5 – Disability, Section 6 – Health, Section 7 – Birth Place and Residence, Section 8 – Education, Section 9 – Professional, Technical and Vocational Training , Section 10 – Marital Status/Union Status, Section 11 – Fertility, Section 12 – Economic Activity, and Section 13 – Where Spent Census Night. There have been no attempts to provide data analyses here; these will be dealt with in detail in the Analytical Report. A Post Enumeration Survey1 was not done for this Census 2001 owing to cost constraints .The measure of accuracy of field data presented herein was by means of mathematical/analytical methods(see Appendix A—Accuracy of Data ). This publication includes and presents /provides benchmark data for use by the general public, Research Consortia/Organizations, Government, Students, Funding Agencies (World Bank, IMF, UNFPA,..) and/or any other agency/corporate body that utilize quantitative/numerical data in decision/planning processes. There is no Braille version of this compendium at this time, but future versions will address this issue. The accuracy of the estimated totals is ninety-nine point four per centum (99.4%, see Appendix A—

Accuracy of Data ). Application of the data for purposes of projections, and other demographic, social and economic analyses should be based on the Tabulated (100-per centum-Tabulations) population data since this set captures all the measured characteristics(in the Census Questionnaire). Limitations of the Data - The data provided herein are limited to (and dependent on) the accuracy of response to the questions from all sections of the Census Questionnaire. The most data-critical areas/sections viz., Economic Activity, Fertility, Education and Disability were given rigorous mathematical/ statistical treatment consistent with universal best practices and protocols in order to optimize these data sets; to correct/adjust for under-reporting/over-reporting with respect to parameters like Income (incl. remittances from abroad); Employment Status (indicators of unemployment, underemployment-visible and invisible), Hours of Work-hours worked last week/..last twelve (12) months. The methodology employed would seek to minimize data errors - integrity and inconsistencies and coverage/scope, and would therefore yield unbiased estimates of the relevant parameters. This Office is indeed grateful for the technical assistance provided by CELADE and the US Bureau of the Census and for the availability of relevant resources that facilitated optimal data processing and information output/schemes. Concepts and Definitions Census Day . This is a reference day for the enumeration (counting)—ending at midnight. For the 2001census, the designated “census day” was May 28, 2001. This means that all answers to all questions on the census were supposed to give information that was valid on May 28, 2001. Enumerators were allowed to take up to two weeks to gather census for the entire State of Antigua and Barbuda; nevertheless they were expected to ensure the validity of information with respect to the May 28, 2001 date De Facto Population. This is defined as the enumeration of all persons present in the country/State—Antigua and Barbuda on Census Day, and therefore includes short term Tourists/Visitors, but excludes persons normally resident in the country /State, but who were abroad on Census Day. The de jure population however represents people who “belong” to a given area in some way or another, regardless of whether or not they were there on census day (Shyrock et al., 1973:1992). We do not conduct a de jure count in Antigua and Barbuda. Total Resident Population. This comprises the enumeration of all occupants of: Private Households, residents of Open and Restricted Institutions (resident therein for a period of six (6) months or more), and Long Term Guests in hotels/Guest Houses (resident therein for a period of six (6) months or more). Enumerated Population. This comprises the enumeration of persons for whom a questionnaire was completed, in addition to persons recorded in the Visitation Records but were not interviewed for sundry reasons. Tabulated Population. This total comprises only respondents for whom the Census Questionnaire was completed. There were other questionnaires used in the field for data capture, viz. the Institutional (Open and Restricted) questionnaires and the Long-Term Hotel/Guest House questionnaires used to capture these types of data. There were no questionnaires completed for Tourists/Visitors or other persons temporarily in the State/country at enumeration time. Estimated Population. This comprises the Enumerated Population in addition to estimates of the number of persons in households reported as Refusals or No Contacts; for these households the estimates/household sizes were based on the knowledge of the average/mean household size within the area/Parish wherein these households existed (see Appendix A —Accuracy of Data for computation). Private Households. These consist of one or more persons living together—in a Dwelling Unit and sharing at least on of the principal/main daily meals, and excludes residents of Institutions and Long-Term guests of hotels and/or Guest Houses. Dwelling Unit. Any building/edifice/structure or separate and independent part of a building/edifice/structure wherein resides a person or group of persons—Private Households, at the time of the census enumeration process. Open Institution. Group dwelling whose occupants are free to go and come as they please/without restriction, e.g. Hostels, Barracks, etc. Restricted Institution. Group dwelling whose occupants are unable to come and go as they please, e.g. Prison, Hospital, etc.

Visitation Records. These comprise recorded data by the enumerators during the enumeration process. These data/records include:

• Number of Buildings • Number of Dwelling Units • Number of Households • Total population in Private Households • Number of Businesses and Institutions • Number of Employees

The Visitation Records therefore provide the first source for establishing a population count per area. These are the very records that informed the Antigua & Barbuda Preliminary Census Report 2001—and also the Preliminary Census Report of 1991. Population Totals —The total number of persons enumerated (see Table 1.0 below) according to category are shown in column one (1), whilst the entries in bold typeface shown in column two (2) are the estimated totals. The estimated population for Private Households (75,816) was arrived at by the adding to the Tabulated Population (63,863) a correction component for “No Contact/Not at Home” and “Refusals” (see Appendix A— Accuracy of Data for computation procedures/details).

SUMMARY REPORT: POPULATION AND HOUSING CENSUS – 2001 INTRODUCTION

All data from Census 2001 are compiled and presented in three printed report series: 1. Summary Report 2. Administrative Report 3. Analytical Report The Summary Report—provides data based on the Census Questionnaire (100-percent questions), Institutional Questionnaires (Open/Restricted Institutions), Hotels/Guest Houses Questionnaires (Long-term); Tourists/Visitors, Crews onboard Ships in harbour on census day, and Vagrants The Administrative Report—details all the procedures used in the census (administrative arrangements, Forms/Documents, Manuals, used, Staffing, Budgets, etc...); covers Planning for the Census, Field Enumeration and Post-census activities. This is a two volume series in which Volume I covers the foregoing and Volume II covers mainly the descriptions of the Enumeration District (ED) boundaries. The report series constitutes a Log/Handbook of censal activities and would therefore serve to inform future census takers accordingly. The Analytical Report—provides detailed analyses of the findings/data from the 2001 census and data comparisons with previous censuses. Data from each Section of census questionnaire undergo rigorous analyses. This report put faces on the facts and figures; highlighting patterns, trends, anomalies, stating projections—providing explanatory narratives to data matrices. Further census data and/or information— not provided/presented in the foregoing literature may be obtained from the National Statistics Office (Statistics Division of the Ministry of Finance and the Economy) upon request. It is worthy to note that a preliminary report—Antigua and Barbuda Preliminary Census Report 2001 was issued in December 2001. This is a customary/traditional best practice precursor to the Summary Report. This preliminary Report provided preliminary data on the population of each Enumeration District, based on a manual count of the data/characteristics captured in the Visitation Records compiled by the enumerators. The following notes presented herein constitute only an outline of the conduct of the census for the benefit of data users (see the Administrative Report for detailed coverage). CENSUS DATE Census Day was May 28, 2001, with census moment being midnight on this date! No census was conducted in 1980/1981 due to non-optimal prevailing conditions at that time, and although a census was conducted in 1970, little is known /recorded about its allied methodology and procedures. There is evidence of an Administrative Report or Analytical Report, only a Summary—Three Volume Series of results in tabular form is available. What is known /gleaned from the morass is that the few tables presented in the Volumes were based on analyses of a twenty per centum—20% sample of completed Census Questionnaires.

POPULATION COVERED

The primary aim of the 2001 census was to determine the number (and characteristics) of all persons present in the State/country on Census Day. This mode of enumeration defines the de facto population which enumerates not only the usual residents of the country but also all non-resident Tourists/Visitors, Businessmen temporarily in the country. Usual residents of the country abroad/absent on Census Day were excluded. There were however, some limitations to the enumeration method cited above, in respect of the treatment of Tourists/Visitors and Businessmen, Crews on board ships in harbour/port, inmates of certain types of institutions, and Vagrants. Only very limited data were collected on these sub-populations and although they are included in the enumerated Totals, they are in most cases, excluded form the Tabulations. Institutions were divided into three (3) groups:-

• Open Institutions— where occupants were free to come and go (free mobility status) and/or engage in normal economic activity.

• Restricted Institutions—where occupants were not free to come and go (restricted mobility

status) and/or can not engage in normal economic activity.

• Hotels/Guest Houses (accommodating six (6) or more persons).

Institutions included in Tabulations (Open Institutions): i. Hostels for Nurses, Teachers, Students, and Others ii. Police Barracks and Police Stations iii. Defence Force iv. US Navy Base v. US Air Force Base.

Institutions excluded from Tabulations (Restricted Institutions):

i. Holberton Hospital and Adelin Clinic ii. Mental Hospital iii. Fiennes Institute and other Homes for the Aged iv. Her Majesty’s Prison and Boys’ Training School v. Lepers’ Home.

Hotels/Guest Houses (accommodation six (6) or more persons): • Long-term residents (residing for six (6) months or more) are included in the Tabulations.

It should be noted that only occupants of Restricted Institutions for a period of six (6) months or more were recorded as residents therein. Occupants resident for fewer than six (6) months should have been recorded as Residents at their usual place of residence. If an Institution (including Hotels/Guest Houses) contained separate Quarters for Staff, Care-takers, etc., these were treated as Private Households. REGIONAL CO-ORDINATION

As with previous censuses in the Region, there was a significant degree of coordination among the anglophone Member States/countries. Regular meetings were convened among the respective census officials/experts of the Region under the auspices of the Regional Census Coordinating Committee (RCCC) established by the CARICOM Council of Ministers; all Census Offices were represented.

The regionally coordinated approach ensured: a) A uniform approach to the overall planning of the census b) Consistency/standardization of the Census Questionnaire as far as the core questions are

concerned; customization along the lines of country-specific requirements could be accommodated.

c) A common approach/standardization to the terms and definitions used

d) Uniform/common/standardized guidelines and materials for training at all levels of the census

operations.

e) A uniform approach to the methods employed in Data Processing. MAIN PROCEDURES OF THE CENSUS For the purposes of the Census (Census 2001), Antigua and Barbuda was divided into two hundred and eighty eight (288) Enumeration Districts (EDs). These were areas so defined to enclose a comfortably enumerable number of households—about eighty to one hundred (80–100) and to fall within the boundaries a given Parish; those EDs at extreme points of the Parish would have their boundaries coincide with the Parish boundaries accordingly. There were a few EDs whose boundaries overlapped the Parish boundary. One enumerator was allocated/assigned to one such ED and was required to list all buildings in the ED and to interview every household to obtain the required information. Data on each building, Dwelling Unit and household—including the number of persons residing in the household, were entered in the Visitation Record. The enumerator was instructed to interview the Head of the household in order to obtain the census information in respect of all persons within the household and to enter all such data onto the Census Questionnaire. They were specifically instructed further, to ask/pose questions to the respondent exactly as written on the Questionnaire. Since it was not possible to interview all households on Census Day, EDs were therefore enumerated during the two (2) weeks prior to Census Day in order to obtain the detailed information, then in the two (2) days after Census Day each household was revisited to verify the status of the household size—number of household occupants, and to make any necessary adjustments of count accordingly—new births would be added and deaths would be subtracted to update the household data. DATA PROCESSING

The Census Questionnaire was a mark-sensing document on which most of the questions pre-coded thereby requiring enumerators simply to shade the appropriate bubbles completely—using a specific graphite grade pencil. Completed Questionnaires underwent a manual first-edit, and those questions requiring written responses were coded onto the Questionnaire at this stage, so that all manually recorded/captured on questionnaires could now be easily transformed into electronic format by means of data capture via an Optical Mark Reader—(OMR) machine simply by passing the appropriately prepared documents through the Reader attached to a computer; the scanned data were then captured and stored on the computer for further processing.

This Office used the Integrated Microcomputer Processing System (IMPS) and CSPro 1 software packages for the data processing aspect of the 2001 census. The scanned data were subjected to rigorous and exhaustive processes of editing, verification and consistency checks to ensure optimal quality control and data output. The clean—error free and consistent data produced were then tabulated accordingly. The core tables produced—using IMPS’s QUICKTAB and CENTS modules, were in accordance with a Regional Tabulation Plan. In addition to the core sets of tables presented in the various Census Reports/Series, data users may access more detailed/user-specific data directly from the Census/Statistics Office. These “extra” Tables would then be extracted by the application of CENTS—CENsus Tabulation System where Table-specific Procedures/subroutines would have to be developed, compiled and run/executed. This is the second time in the history of Antigua and Barbuda—the first being the 1991 Census of Population and Housing, that population census data have been in its entirety, electronically processed here/in the State. THE CENSUS QUESTIONNAIRE

SECTION 10—MARITAL STATUS, UNION STATUS (FOR ALL PERSONS 15 YEARS AND OVER)

Some of these Sections, as shown above are directed to specific “universes”/sub-populations viz., Heads of Households, persons aged fifteen (15) years and over, females aged 15 – 64, etc….Tables relating to each of the questions in the Questionnaire may not appear in this particular Report, hence reference should be made to other Volumes/Series. A copy of the Census Questionnaire is included in Appendix B . IDENTIFICATION This Section of the Questionnaire—HOUSEHOLD MEMBERS, recorded the names (Surname and First Name) of all members of the household but this information was not entered into the computer nor was it read/scanned by the Optical Mark Reader (OMR).This information was recorded for official purpose—not accessible by unauthorized persons.

The seventeen (17) digit identification number, together with the Person Number with respect to the household uniquely identifies the individual. This number also serves to identify Country, Parish, Major Division, Constituency, Urban/Rural, ED and Household in that order—the first two digits represent the Country, the third and fourth digits represent the Parish, the fifth and sixth digits represent the Major Division, seventh and eighth digits represent the Constituency, the ninth represents Urban/Rural areas, the tenth to fourteenth digits represent the ED and the last three (fifteenth to seventeenth) digits represent the household. QUESTIONS SEGMENT: SECTION 1—MIGRATION These questions sought information on the external migration of any household member or members during the period 1991 – 2001; by Year Moved (1991 – 2001), Educational Level when Moved, Gender/Sex , Age when Moved, Occupation when Moved, and Name of Country of Migration . These questions were directed to the Head of the Household and requested of each migrant household member. SECTION 2—HOUSING These questions were primarily directed at the Head of the Household and the categories used were relatively self-explanatory (see Census Questionnaire in Appendix B). Type of Dwelling The concepts of Townhouse and Double House/Duplex are not well known in Antigua and Barbuda since there are few of these types of Dwelling Units. Construction Material of Outer Wall The term Makeshift is used to include unconventional materials viz., Galvanized Sheets, Cardboard, etc. Construction Material of Roof As in the case of Material of Outer Wall, the Construction Material of Roof includes unconventional materials viz., Cardboard, Roofs of Cars/Vehicles, etc. Type of Toilet Facilities At the time on enumeration there were no Sewer systems connected to Households in Antigua and Barbuda. Number of Rooms The Number of Rooms actually used for living is recorded here and is defined as areas permanently separated /partitioned from other parts of the Dwelling Unit by means of walls, and excludes Verandahs, Toilets, Pantries, Corridors, and Kitchens. A room curtained off by a temporary partition is not considered to be a separate room. Number of Bedrooms As in the case of Number of Rooms above, makeshift arrangements with Curtains or Blinds may not be regarded as Bedrooms. A Bedroom must be used mainly for sleeping purposes.

SECTION 3—CRIME These questions sought to solicit data on:

o Whether any member of the Household had been a victim of crime during the five year period (1996 – 2001)

o Whether any member of the Household had bee a victim of crime during the twelve (12) month period( May 200 – May 2001)

o The Nature of the crime, and o Whether or not it was reported to the Police.

SECTION 4—CHARACTERISTICS (FOR ALL PERSONS) This section asked of all persons, and covers the basic social, demographic and economic characteristics of household personnel, viz., Age, Gender/Sex, Ethnic /Racial/National Group, Religion, and Relationship to Head of Household. Relationship to Head of Household The Head of the Household was simply defined, for the purposes of the census, as the person acknowledged as such by members of the Household or a person self designated; the Head of the Household is merely the reference person to whom the all questions asked of each member of the Household, are directed. The eight (8) categories used in the classification are:

1 Head 5 Grandchild 2 Spouse/Partner 6 Parent/Parent-in-Law 3 Child 7 Other Relative 4 Son/Daughter-in-Law 8 Non-Relative

These categories are interpreted broadly to include the Spouse/Partner of the Head Thus, the category 3—Child means a child of either the Head of the Household or of the Spouse/Partner of the Head of the Household. Similarly, for categories 4, 5, 6, and 7. Non-Relative may include a household Helper (living within the Household), a Friend, A Guest, or any other person not related to either the Head of the Household or to the Spouse/Partner of the Head of the Household. Some misconceptions of the term Son/Daughter-in-Law did occur and were detected during the editing phase. Several instances did arise where a person was recorded as Son/Daughter-in-Law but was too young for this category. Most appeared to be the Child or Grandchild of the Spouse/Partner of the Head of the Household; the necessary corrections were made accordingly. Gender/Sex Gender/Sex was recorded as either Male or Female. It was stipulated that during the editing of the data that Gender/Sex was recorded for each person; there are therefore no record of persons having the value for Gender/Sex as Not Stated (NS). Age Age was recorded/defined as, “age last birthday”. Enumerators were also instructed not to leave this variable with a Blank value; if Age was not known (by the respondent), then enumerators were advised to make estimates based on references to times of occurrences of outstanding/historical/epic events viz., Fires, Floods, Hurricanes or Earthquakes. The data was scrutinized in detail during the editing

process and any remaining Blanks for the variable, Age were replaced with imputations based on familial relationships, and in some instances, on further probing and/or enquiries; there are therefore no records of persons having the value of the variable for Age as Blank or Not Stated (NS). Ethnic/Racial/National Group As it pertains to all questions on the Census Questionnaire, Enumerators were instructed to as the question verbatim—as printed on the Questionnaire: To what Ethnic, Racial or National Group do you think……belongs ? The category selected/recorded was according to the respondent’s response and not according to the enumerator’s opinion gleaned from observation or other. The categories/options were:

SECTION 7—BIRTHPLACE AND RESIDENCE (FOR ALL PERSONS) Birthplace Enumerators were instructed to record the place of normal/usual residence of the mother, rather than the location of the hospital or home where the birth actually occurred. For locally born population, the location—Major Division and District/Parish was recorded. International Migration For the locally born population, additional questions were asked as to whether the person/respondent had ever lived in another country, and if so What Country? No questions were asked of the respondent as to what time period the respondent returned to this Country. However, persons born abroad were asked, in what year did you/he/she last come to live in this country? NOTE: A further question was asked concerning International Migration, under SECTION 1—MIGRATION where the emphasis/information sought was on permanent migration so that persons who had left for purposes of Study, Medical Treatment or Extended Vacation were not included. Internal Migration These questions were asked of all persons whether or not locally born or foreign born—born abroad, and attempted to identify movement of persons within the country. The duration of work referred to here was not necessarily continuous but should take up “most”/a greater portion of the reference period compared with the duration of work done under any other category [of work/economic activity]. Had a job but did not work —applied to persons who had a job but spent most of the reference period away from the job mainly owing to illness, injury, vacation or some other cause(s).Also included are persons on Temporary Lay Off, or Industrial Dispute. The economically inactive population comprises: those engaged in Home Duties (e.g., housewives and others engaged in cooking, cleaning, child rearing, etc. but who did not receive monetary pay for such activities; Attended School —applies to those who for most of the reference period were full-time students at school or university; these persons could/may have entered the labour force for a minor part of the reference hence they would still be categorized as Attended School. The remaining categories of the economically inactive population were, Retired , and Disabled. Other and Not Stated completed the category. Question 90 sought to find out what the respondent did most during the past 12 months (relative to Census Date)—the categories are in bold type face above. This response set would provide data that would determine the Usually Employed Population, level of unemployment, underemployment with respect to this reference period. Question 91 sought to find out whether any form of work at all (including work at home, e.g. piece work, decorative stitching, smocking, etc.) was done during the past 12 months (relative to Census Date) Question 92 asked whether or not the respondent ever worked or had a job. Question 93 sought to find out how many months the respondent worked during the past 12 months (relative to Census Date). Question 94 sought to find out what the respondent did most during the past week—the categories are in bold type face above. This response set would provide data that would determine the Currently Employed Population—a snapshot of the employment status that would provide data on, level of unemployment, underemployment with respect to this reference period. Question 95 sought to find out whether the respondent took any steps to look for a job during the past two months (relative to Census Date). Question 96 sought the reason for not looking for work if the response for Question 95 was, “No/Did Nothing”. The respondent would then make the appropriate selection from the categories provided. Question 97 sought to find out whether the respondent did any other kind of work at all last week (relative to Census Date) for any length of time; including helping in a family business/farm, street vending or work at home, and if so—Question 98, how many hours worked during this reference period Question 99 sought to find out what sort of work the respondent did/performed/carried out in his/her main occupation. The enumerator was advised to list the details of the work described/reported in order to enable/facilitate optimal coding according to the (International Standard Classification of Occupations) ISCO at the 4-digit level, in the boxes provided. Question 100 sought to find out what type of business is/was carried on at respondent’s workplace. The enumerator was advised to list the details of the type of business described/reported in order to enable/facilitate optimal coding according to the (International Standard Industrial Classification) ISIC at the 4-digit level, in the boxes provided. Tabulations herein reflect the Industrial Categories which are:

Question 101 sought to find out the name and address of the respondents present workplace. The enumerators were instructed to record the details accordingly in the space provided, thus facilitating appropriate coding. Each workplace was identified according to the Enumeration district (ED) in which it fell based on a master list of buildings and business places drawn up by the Census Office from the Visitation Records, previously completed by enumerators. These EDs were grouped into Major Divisions within Parishes identifying each village in the “rural” areas and the main locations within the city; each workplace was coded according to its appropriate Major Division/Community- Parish— a composite four digit code where the first two digits represent the Major Division/Community and the last two digits represent the Parish. Question 102 sought to find out means of travel to workplace, and Question 103 sought the time (in minutes) taken to arrive at the workplace. (N.B. that Questions 102 – 108 were asked only of persons who gave a name and address of present workplace; persons who reported “No present workplace” were asked Question 109 and following). Question 104 sought to find out whether the respondent carried on his/her business, worked for a wage or salary or as an unpaid worker in a family business. The categories were:

(1) Paid Employee-[Government] —persons working for Government and receiving payment in the form of wages or salaries.

(2) Paid Employee -[Private] —persons working for private organizations and receiving

payments in the form of wages, salaries, commissions, tips, piece rates, or in kind.

(4) Unpaid Worker —persons working in a business, (e.g. a Farm), which is run for profit, but who receives no remuneration/payment in cash. Such persons may be a family members, apprentices/ trainees who actually contribute to the production of Goods and Services.

enterprises with hired employees receiving wages or salaries.

Question 105 was asked of respondents for whom category 5—Own Business -[with paid Help] was selected and sought to find out the quantum/number of paid Help/employees. Question 106 dealt with Movement of Goods. This question sought to find out whether the respondent moved all his/her Goods (e.g. fruits, nuts, lottery tickets, clothing/shoes, etc...) every night. This is an indirect way of identifying Informal Traders. Informal Traders have no fixed business addresses where Goods may be safely stored overnight; their stock is usually relatively small and portable. Question 107 dealt with Last Pay/Income Period. This sought to identify the income/pay period from a list/categories given below:

For Self-employed persons enumerators were instructed to obtain the “net income”, i.e., Receipts less Business Expenses. Question 110 dealt with Remittances from Abroad and hence sought to find out how much money the respondent received last year (2000), from family and/or friends abroad. The Income Flash Card was then shown to the respondent for income level/category selection. The enumerators would then code the appropriate income group in the boxes provided (on the questionnaire). Question 111 sought to find out on an average, how many hours did the respondent spend per week on housework (includes cleaning the house, laundering, care of children, care of the elderly, etc….). The enumerators would then code the number of hours spent in the boxes provided (on the questionnaire). SECTION 13—WHERE SPENT CENSUS NIGHT Where spent census night —owing to the fact that members of the household were initially enumerated prior to census night, this question aimed at checking the members of the household actually present on census night. Persons who were no longer members of the household owing to death, permanent migration, institutionalization, or ceased to belong to the household for other reasons, were deleted from the questionnaire by drawing a line across the appropriate pages. Additions to the household, such as due to births, temporary visitors and new members of the household (e.g. from marriage, or returning residents) were enumerated at this time and added to the questionnaire. The categories for question 112—Where did…spend census night? Were: 1—At this address (end interview) 2—Elsewhere in this country (Go to Q. 113) 3—Abroad (end interview) Question 113—the last question on the questionnaire, was asked if the answer to question 112 was “Elsewhere in this country”, and asked,”What part of the country was that? If known, please specify. The interviewer/enumerator was instructed to write as full an address as possible.

Appendix A. Accuracy of the Data The main and essential focus here shall be to explain errors associated with data capture, processing and output in respect of the conduct of the 2001 Census of Population and Housing and how these were optimized. A brief introduction to the mathematical methods applied in respect of error calculation and totals estimation are dealt with herein below. NONSAMPLING ERROR In any large-scale/ macro statistical operation, such as a census—Census 2001, human and processing errors do indeed occur. These types of errors are commonly referred to as nonsampling errors. Such errors may include: not having enumerated every household or every household member or every person in the population; failing to obtain all required information from respondents; obtaining incorrect and/or inconsistent information; and recording information incorrectly. In addition, errors can occur during the field review of the enumerator’s work by supervisors; during clerical handling of the census questionnaires, or during electronic data processing of the questionnaires. While it is impossible to completely eliminate nonsampling errors from operations as large and as complex [decennial] censuses, the National Statistics Office of Antigua and Barbuda (NSO)—the Statistics Division of the Ministry of Finance and the Economy made vehement and sustained efforts attempts to control the sources of such errors during the data collection and processing operations. The main sources of nonsampling errors and the programmes/procedures adopted to control/minimize these errors in this Census [2001] are described below: Types of Nonsampling Error Nonresponse. Nonresponse to a particular question or questions on the census questionnaire, or failure to obtain any information for a household allows for the introduction of bias into the data because the characteristics of the nonrespondents have not been observed and may differ from those reported by respondents. As a result any imputation procedure using respondent data may not completely reflect these differences either at the elemental level (individual or household) or on average. Characteristics for the nonresponses were imputed electronically using a task specific software—CONCOR that utilized reported data of households with similar characteristics. This method optimized [minimized] nonresponse errors. Respondent and Enumerator Error. The Respondent error contribution here was negligible since the mail questionnaire was not used, hence the errors which would probably be introduced owing to oversight or misunderstanding/misinterpretation of a question (or questions), or response to a question (or questions) in such a manner that cannot be correctly interpreted by the data capture system, were minimized. However, the enumerator in administering the questionnaire may misinterpret or otherwise incorrectly record information provided by a respondent, and fail to capture/collect some of the information for a person or household. This type of error was minimized as Enumerators were monitored carefully in respect of these field enumeration problems. All Field staff were trained extensively and were therefore fully prepared for their tasks. Processing Error. The many phases involved in processing the Census data provide latitude/potential sources for the introduction of non-sampling error. Errors may be introduced here by the misinterpretation of the data by the data capture system [Optical Mark Reading System], or the failure to capture all the information that the respondents provided on the questionnaire to the enumerators. Coded entries may also be a source of errors. The errors here in respect of the various field, coding, and computer operations were minimized as numerous quality control measures/regimes were rigorously employed. Reduction of Nonsampling Error All the various techniques cited herein above were implemented during the planning and development phases/stages of the Census to minimize the various types of nonsampling errors. Quality assurance methods were used throughout the data collection and processing phases to improve data quality. In addition, the Census

Office embarked on several initiatives during census 2001 to minimize under-coverage of both Population and Housing Units, and to reduce costs. These initiatives were based on experience garnered for the 1991 Census operations; included here were outreach programs for the Spanish communities—rigorous/robust publicity programs in Spanish along with the employment of a greater number of highly skilled Spanish interpreters used as enumerators or as enumerator assistants. Also provisions were made for respondents to be enumerated at convenient locations apart from their homes, viz. offices/place of work. CALCULATION OF ERRORS AND POPULATUION ESTIMATES The Estimated Resident Population and the calculation of errors in the estimates are shown/derived below: The Estimated Resident Population (Pter) consists the algebraic sum of: the Resident Population in Private Households (Perph); the Population in Open Institutions, Restricted Institutions, Hotels [Long-Term Guests], and Vagrants (Pihv). The Estimated de facto Population (Pdef) consists the algebraic sum of: the Estimated Resident Population (Pter), and Crew onboard ship(s) in Harbour/Port and Hotel and Guest House Visitors (short term), (Pcshgv).
