Background of the relief operation From 27 Dec. up to 29 Dec. following a request from Vavuniya Government Agent and Health department, FSD started operation by supporting ICRC and conducted various casualtiy evacuations by using FSD ambulances, in Mulativu district. From 30 Dec. following a request of TRO, FSD deployed part of his teams in Ampara district. The first tasks were the search and recovery for dead bodies, casualty treatment and evacuation, distribution of food and relief items to the survivors. FSD/HDU teams have been deployed by TRO in Mulativu and Baticaloa district. From 04 January total of Vavuniya FSD project was moved and fully deployed in Ampara district (2 Inter 75 FSD11 Land cruiser 4x4, 6 Land cruiser 4x4 ambulances, 5 trucks), in order to support TRO by transporting and distributing food, relief items and providing medical support, camp management in 43 improvised refugee’s camp. From 11 January up to 17 January arrival of Fee Madhavi (Relief project manager) and Gabriela Friedi (Water and Sanitation engineer), Roberto Rigor, Pepito Mateo, Jean Claude Amand (supervisors), Fernando Meier (logistic), Tobias (press and media) and Jose Nueva (doctor). A temporary FSD base is establish in Akkaraipattu. The deployment area of FSD teams is with Northern limit Kalmunai, and with Southern limit Pottuvil.

Objectives After the arrival of the additional staff on 11. January. the first 2-3 days were used for a short assessment. Together with the information from the GMAA team at that time the following was concluded:

1. There are certain areas that have not received any humanitarian assistance such as Palmunnai, Oluvil, Kulmanai Kody, and Peryia Kallar.

2. Within the areas where big relief agencies operate, usually only the big refugee camps are attended. Many small to medium sized camps (10- 50 families) or people living within their broken houses, often have no services such as food, drinking water sanitary facilities or assistance of any kind.

3. Many of the camps were located in schools and planned to be emptied within 1-2 weeks time, so that the school can restart. However, for many families there was no place in the semi-permanent camps yet. Under the pressure of the timeframe the local government tends to plan to put too many people within the new camps resulting in congested living areas for the refugee again. However, these cramped living conditions together with the traumatic experience of the disaster may have adverse affect on the health of the refugees causing not only depression but also respiratory illnesses. If the sanitary conditions are not adequate also diarrhea will be a problem.

4. Long term or even intermediate planning at that point (2, 5 weeks after the Tsunami) was still difficult as the situation was changing daily.

Affected families moved from and too new areas and NGOs started new programs in new areas daily.

In conclusion of the observations above, the FSD team ground decided to do the following (with the overall objective was to enhance the living conditions of the refugee):

a) To improve the semi- permanent camps. Concentrate on small to medium sized camps that lacked assistance, even in areas which in general received a lot of relief assistance from other NGOs. These activities included construction of latrines in Kalmunai area as well as setting up a semi-permanent camp in Akkaraypattu. Detailed information on each project see below.

b) Support families that are willing to move back into their village and enable them to restart their “normal” life. This line of action included the repair of boats of fishermen in the village of Oluvil and to clean the existing open wells to provide washing water to the returning families. Details see below.

c) Support the reopening of the schools so that children have activities outside the overcrowded refugee camps. In schools where the sanitary facilities have been destroyed, semi permanent latrines where constructed to ensure a safe and healthy environment for the school children.

d) Primary health care in camps with no health services. Beside the new activities, the emergency response such as support to camp managements and food distributions was continued where needed. General Mine assessment teams On 09 January GMAA teams started activities in the costal area between Kalmunai and Pottuvil. The first priority was a mine/Uxos threat assessment around the various military camps affected by the Tsunami along the costal area. Additionally the GMAA team collected information about Tsunami destruction numbers of deaths and the survivor’s situation from the coastal villages.

Summary of achievements

Transport and Logistics: Managing food and relief items transport and distribution for 25 welfare centers with 15'000 beneficiaries in support to TRO.

Administration and food distribution: Management of food storage and food distribution in 18 welfare centers with 13’700 beneficiaries in support to TRO. Primary Health: Primary health care service in 9 camps to 5'429 beneficiaries with no health services. Cleaning of wells: Cleaning of 42 polluted wells and chlorination according WHO guidelines. Construction of Latrines: Water and sanitary project: building of 15 semi-permanent latrines for schools, welfare camps and churches. Construction of Welfare Center: Installation of one complete Welfare center in Akkaraipattu, YMCA center. Fishing boats: Repairing of damaged 16 fishing boats in Oluvil. 48 families are the beneficiaries. General Mine assessment teams: 22 villages along cost visited by GMAA-teams. Collection of data regarding mine/Uxos threat, Tsunami destruction numbers of deaths and the survivor’s situation.


Recommended
