I, Head of the Department and Dean Faculty of Law, take the pleasure of welcoming you tothe Faculty of Law, University of Delhi.

Faculty of Law of DU is the time tested legal institution of par excellence. It is the nationalhub of legal studies. Since its inception in 1924, the Department has been a leader producing manylegal luminaries, Supreme Court and High Court judges, leading advocates, political leaders,policy makers and trend-setters in all walks of life. The Department is endowed with elitist alumni.As soon as one joins in, he/she gains the institutional relationship with everyone who matters inlegal business in India.

With the unparalleled expertise of faculty members, multicultural environment and its seatat the heart of national capital, the Department attracts brilliant students from all over the countryand abroad. The Department has more than 130 teachers and about 7000 students at present butfunctions within limited resources. The Department is in the constant process of improving itsoverall infrastructure with state of the art facilities.

We offer three year LL.B., LL.M., and Ph.D. courses. As the number of students grew, theDepartment established its first Centre as Law Centre – I in 1970 and the second as Law Centre – IIin 1971 and eventually the LL.B. curriculum of the Department was rechristened as the CampusLaw Centre in 1975. LL.M. and Ph.D. programmes are looked after directly by the Dean. Wepursue the case method of teaching law; the Department is not dependent on publishers’ neweditions of books as the case materials of LL.B. and LL.M. are revised by the faculty membersevery semester with dedication and printed copies are distributed to all students without profit. Inaddition, we have a rich print library with e-resources.

The faculty members are drawn with diversified knowledge and experience. Professorsfrom other Universities including foreign Universities visit on various fellowship programmes andconduct research in this institution. A number of delegations from universities abroad visit theDepartment to share their knowledge and benefit the students. A few Memorandum(s) ofUnderstanding (MOU) have been signed between the Department and corresponding departmentsof the foreign universities.

Law teaching has to be socially relevant, technically advanced and concentrate on newerremunerative branches such as insurance, negotiations, information technology and wealthgeneration. The faculties in the Department have been pioneers in developing new fields of law forthe whole country: like Intellectual Property, Environmental Law, Human Rights education, GenderSensitivity; Women Upliftment and PovertyAlleviation.

The faculties have successfully contributed by way of legislative interventions impacting thelives in fighting dowry deaths, introducing accountability of media in helping establishment of PrasarBharati Corporation, promoting secularism, ushering rule of law and fighting against feudalism andoligarchies. It is desired to rise against female foeticide.

The senior faculty members have a longstanding tradition of contributing prestigious booksand literature in their fields of specialization which elevates the stature of Delhi Law Faculty as a tallacademic leader contributing to the spread of legal knowledge throughout the country by training thetrainers.

We believe that learning does not end in the class rooms; windows have to be kept wide opento invite different perspectives and expertise from diverse sources and practitioners. National andInternational Seminars, Conferences and Workshops are organized regularly at the department leveland in three Centres to share and deliberate upon legal issues and new ideas.

Moot Court competitions, debates, group discussions, client counseling competitions areregular features in the three Centres of the Department. Our aim is to equip students to participate inproviding good governance in democratic tradition and outshine the competition in all aspects of life.

The normal strength of a National Law School is at best 600 students compared to over 7000students we have. We do it consciously to cater to the large masses and deprived sections. I amconfident that about 30% of our students outclass the best in comparison to national law schools withjust about one tenth of budget allocations and fee. Our strength lies in the tradition of committedteaching and keenness of our students. The teachers at this Department are accessible to discusscourse material, legal issues and career goals etc. I have absolutely no hesitation in claiming thatfreshers should join the Faculty of Law with the conviction of becoming innovative legalprofessionals and public leaders.

Our Department has a long tradition of creating pioneer leaders and social engineers for thecountry. We will continue to do this involving the strength of our faculty and students. Our studentsshould be proud of this feature of our Department and dedicate themselves to be more relevant to thedevelopment of our country and eradicating social evils. I welcome new ideas, dedication to learning,knowledge creation, adoption of best practices and research. My earnest appeal is that let all themembers take the Faculty of Law to new heights unitedly.

The Faculty of Law was established in 1924. Prof Ashwani Kumar Bansal analumni of Delhi Law Faculty who adorns the seat of Dean is twenty-fifth Dean

of Faculty of Law. Dr. Hari Singh Gaur, was its first Dean and was also ViceChancellor of the University; the legacy was continued by eminentProfessors like Sh Ram Kishore, L.R Sivasubramaniam, P.K Tripathi, K.B.Rohtagi, Upendra Baxi, M.P.Singh, and immediate past Dean being Gurdip

Singh. The Faculty of Law was initially housed in the Prince’s Pavilion in theOld Vice Regal Lodge Grounds.

In 1963 it was moved to its present location at the Chhatra Marg, University of Delhi, Delhi.Bachelor of Laws (LL.B.) Degree course was initially treated as a two-year part-time course and theteaching was conducted in the morning with ten teachers. The evening classes got started in the year1942. The teaching for one year Master of Laws (LL.M.) was started in the year 1944. LL.M. wasmade a whole-time two-year course in the year 1947. Two new courses, viz. Degree of Bachelor ofCivil Laws (B.C.L.) and Certificate of Proficiency (Law), were made a whole-time course thoughclasses were held both in the morning as well as in the evening. With the enactment of theAdvocatesAct, 1961, the Certificate of Proficiency (Law) course was abolished. The B.C.L. Degree coursewas discontinued in the year 1966.

The year 1966 was memorable in the history of the Faculty of Law and legal education in thecountry: Dean P.K. Tripathi and his team of dedicated teachers adopted and implemented almost allthe recommendations of the Gajendragadkar Committee on Legal Education (appointed by Vice-Chancellor Dr. C.D. Deshmukh) 1964 Report. The two-year LL.B. course was made a three year(six semester) course. There were major innovations in the method of teaching.

The discussion method of teaching was to be followed and not simply the lecture methodwhere students were merely passive recipients of information. Towards this end, the “case method”of teaching with decided cases and other study materials being given to the students in advance wasintroduced. This enabled the Delhi Law Faculty to achieve the goal of making students activeparticipants in the learning process, also ensuring an in-depth study of law. Teacher participation inthe management of the Law School was ensured through appointment of various committees. Allthese developments were and are pioneering and unique in the teaching of law for any Indian lawschool.

Till 1970, both morning and evening classes were being held in the Faculty building atChhatra Marg. Evening classes were shifted to an evening Law Centre with enhanced number ofseats at Mandir Marg, New Delhi in the year 1970, which Centre was relocated at the North Campus,Chhatra Marg, in year 1994. The demand for more seats led to the establishment of another eveningLaw Centre in South Delhi known as Law Centre – II at A.R.S.D. College premises, Dhaula Kuan,New Delhi-110021 in the year 1971 where it still continues. A unique feature was that teacher orgroup of teachers teaching the course would examine his/their students; the model is followed in alladvanced developed Law Schools.

In the year 2007 a uniform and common teaching and examination schedule has beenadopted for all the three Law Centres. The common Case Materials are being thoroughly revisedeach semester in each of the 40 courses taught in the Faculty of Law. The materials are also availablefree of cost at Delhi University website which is a contribution we make to the legal education in thecountry.

and Three- year part-time course (meant for all), Doctor of Philosophy (Ph.D.) and Doctor of CivilLaws (D.C.L.) programmes along with Master of Comparative Laws (M.C.L.) for foreign nationals.The admissions are made strictly on the basis of merit in the LL.M. Entrance Test. Not more than 10foreign nationals are admitted to the M.C.L. programme. The LL.M./M.C.L. students are suppliedwith detailed updated reading materials of high standards in all the courses.

The Faculty of Law has been admitting and receiving students for LL.B., M.C.L. and Ph.D.programmes from many countries such as Bhutan, China, Ethiopia, Fiji, Germany, Indonesia, Iran,Japan, Jordan, Korea, Mongolia, Nepal, Sri Lanka, Sudan, Ukraine, United States of America,France, Vietnam, etc. The applications from foreign nationals with degrees from foreign countriesare accepted only through Foreign StudentsAdvisor of the University of Delhi. The foreign nationalsare exempt from appearing in LL.B. / LL.M. Entrance Test. The admission of foreign nationals ismade from amongst applications received upto 15 June of the year in which admission is sought. TheFaculty of Law has a comprehensive research programme leading to the award of Ph.D. and D.C.L.Degree. In all, more than 200 research scholars have been awarded Ph.D. Degree.

Various units of the Department bring out three popular law journals –(JOLT-I) and (NCLJ) –

which are published by the Department, Law Centre-I and Law Centre-II respectively. Campus LawCentre is likely to join the effort from this year.

The Faculty Placement Council got tremendous response since its inception from the bigcorporate houses and multinational companies, leading law firms, LPOs, KPOs, NGOs andinternational publishers.

With the unflinching efforts made by the Dean, Faculty of Law, Director, Placement Counciland the core group of students, the Council got new dimensions. The Council is giving utmostimportance to the personality development of the students right from the first year of LL.B. course tomake them acquire quality legal skills and the ability to face challenges in the legal disciplines. Thisis helping the students to exhibit their best in writing their competitive examinations, groupdiscussion (GD) and personal interviews.

The Faculty is witnessing campus recruitments on regular basis. All the students of theFaculty are taking part in the placement activities enthusiastically as they know that they have not tostruggle after completion of their studies to find a good career. In the past, the students got offersthrough the Placement Council in Reliance Industries Limited, Mawana Sugars, India InfrastructureFinance Co. Ltd., OSC Export Services Ltd. (KPO), Gurgaon, PANGEA3 (LPO), Mumbai, H5AsiaPacific (KPO) Mumbai, LexisNexis Butterworths, New Delhi, Manupatra Information SolutionsPvt. Ltd., NOIDA, Parivartan (NGO), Human Rights Law Network (NGO), Delhi, Partners for Lawin Development, etc. The Council has been successful in providing excellent jobs with lucrativepackages to the students.

The students got the opportunity as interns at the National Human Rights Commission,National Commission for Women, Supreme Court and High Court of Delhi, Central InformationCommission, Oil and Natural Gas Commission.

Faculty Library

The library of Faculty of Law was established in July, 1924. It is one of thebest law libraries in the country. It is maintained by a staff of 20 employees. It hasover one lakh fifty thousand books and a large number of law reports andjournals. It subscribes to nearly 140 national and international journals. Thelibrary caters to the needs of students and researchers engaged in legal studies,besides catering to the needs of the Bench and the Bar. The Library usesTROODON:4 software for the issue and return of the books with the bar codemethod.

The library has a dedicated E-Resource Centre with computers for accessing alarge number of electronic databases of journals and reference sources subscribed by it. The librarylink is http://crl.du.ac.in/law/index.htm on Delhi University website. The online databases subscribedby the library include :

The offline databases include Patent & Trade Mark Cases, Annual Survey of Indian Law,Journal of Indian Law Institute, Lawpack. The library regularly organizes orientation and literacyprogrammes for students for the promotion of usage of e-resource.

Some other public domain resources like Judgment Information System, Online ReferenceSources, E-Journals, Electronic Books and useful links are available on library website. Specialarrangements have been made for the visually impaired students at the library.

Faculty Legal Services Programme

Moot Court Competitions

The Faculty has been running a Legal Services Programme since the early seventies. Themain objectives of Legal Services Programme are to: (a) impart clinical legal education, (b) providesocial service opportunities, and (c) impart socially relevant legal education. The Faculty has acomprehensive programme for clinical legal education. The Faculty has been organizing Legal AidandAwareness programmes regularly in Delhi and adjacent areas.

The Moot Court competitions, debates, Client Counselling and group discussions (GD) areorganized regularly in all the Centres of the Faculty. The students do their best in the Moot Courtcompetitions organized in different parts of the country and won many prestigious awards. Variousteams keep winning prizes and bring laurels to the Department.

The Faculty of Law and all its three Centres, namely, Campus Law Centre, Law Centre-I andLaw Centre-II regularly organize national and international seminars and conferences in differentacademic areas of law, which are normally presided over by legal luminaries comprising SupremeCourt and High Court judges, eminent Professors and legal attorneys of national and internationalrepute. It provides exposure to the teachers and students of law and share knowledge and opportunityto interact.

Student Unions

The Faculty of Law, in its spirit to promote leadership qualities and democratic ethos,conduct Student Union elections at the Department level for LL.M. and in all the three Centres onannual basis for the posts of President, Vice-President, Secretary, Joint Secretary and CentralCouncilors. The elected student functionaries have their proper offices provided in the premises.They are responsible for socio-political and cultural life as also welfare of students. The electionsare governed by the guidelines laid down by Lyngdoh Committee.

The students of LL.B. and LL.M. are eligiblefor a number of prizes, medals, scholarships, etc.offered by the University. The prizes include theUniversity Law Union Prizes, Sukhdevi GirdharilalGrover Prize and Professor P.G. Krishnan MemorialPrize. The scholarships/fellowships include Post-Graduate scholarship, Dr. Ram Kishore MemorialScholarship, Vijay Kumar Chadha MemorialScholarship, National Scholarships, C. Rai Barristerof Sialkot Memorial Scholarship, Nain Sukh Gaubaand Devi Huti Gauba Memorial Scholarship andJustice Sunanda Bhandare Fellowiship inConstitutional Law. The medals include Dr. ShankerDayal Sharma Gold Medal, Professor L.R.Sivasubramanian Gold Medal and Justice SunandaBhandare Gold Medal in Family Law. Besides theabove, financial assistance is also given to deservingand needy students out of Vice-Chancellor’s StudentFund. There is also provision for sizarships. Detailedinformation can be obtained from the Registrar,University of Delhi, Delhi.

Prizes, Medals, Scholarships

Law Centre–I won the Commendation Award ofRs.1 lakh in the Antardhvani Best PracticeCompetition 2013 organized by the Universityof Delhi

The University has also received donation for institution of Sohan Lal Sethi MemorialScholarship. The scholarship consisting of Rs. 25,000/- in cash is to be given to the studentssecuring highest marks in LL.B. I, II, III, IV and VTerm Examination in each year.

Hostel Accommodation

Council for Cultural Affairs

There are thirteen hostels for male and female students who are pursuing full-timeProgrammes in the University. These are: Ambedkar-Ganguly Students’ House for Women, D. S.Kothari, Gwyer Hall, International Students’ House, International Students’ House for Women,Jubilee Hall, Meghdoot, Mansarover, North East Students’House for Women, Post-Graduate Men’sHostel, University Hostel for Women, V.K.R.V. Rao and W.U.S. University Hostel. The hostelfacilities in some of these hostels will be available to a limited number of full-time students of LL.B.and LL.M. as per rules and procedure prescribed from time to time by the University and the hostelauthorities about which information can be obtained directly from the Provost of the concernedhostel.

The Culture Council is a statutory body of the University of Delhi functioning under theaegsis of the Dean, Students Welfare. It reaches out to all bona fide students of Colleges andDepartments of the University of Delhi. It is a vibrant cultural body and organizes a variety ofcultural programmes/competitions at the University/College level.
