CDC celebrates FreeportCDC of Long Island, local dignitaries,

Citibank employees, and volunteersrecently revitalized the property of alow-income Freeport homeowner, dedi-cated a memorial garden, and celebratedthe work of revitalization projectsthroughout the Village of Freeport. Inrecognition of these accomplishments,Citibank contributed $20,000 to CDC ofLong Island.

"Community improvement activitiesare a vital piece of neighborhood revital-ization," said President and ChiefExecutive Officer of CDC of LongIsland, Wilbur Klatsky. "The appearanceof a neighborhood helps to attract newhomeowners and allows existing resi-dents to see that progress is taking placein their neighborhood."

"The CDC of Long Island project inFreeport-is a win-win for everyone," saidFreeport Mayor Bill Glacken. "It enableshomeowners to remain in their housesprotecting their major investment, andhelps to revitalize the neighborhood.Today's event, with neighbors volunteer-ing to help neighbors, is a perfect exam-ple of the true spirit of Freeport."

Armed with shovels, rakes, seedlings,mulch, and potting soil, more than 35volunteers consisting of Freeport resi-

dents, Citibank employees, and CDCstaff, assisted Freeport homeownersSally and Roosevelt Simpson residing at222 East Dean Street in Freeport with anextreme garden makeover. The land-scaping project included a complete gar-d^n renovation and expansion..

- In addition to the beautification proj-ect, Mayor Glacken and Mr. Klatsky pre-sented the Simpsons with a Japanesemaple and memory rock inscribed withthe word "Dad" in remembrance of EllieCarter, the deceased father and father-in-law of the Simpsons.

The Simpsons, an elderly couple, donot have the resources for home mainte-nance. As a result, of CDC's WRAP(Weatherization Rehabilitation AssetPreservation) program, the Simpsonswere able to receive grants and loans torehabilitate their property with energyconservation improvements.

The June 14 Baldwin Board ofEducation meeting, which lasted untilalmost midnight, could be described asa three-act play, albeit one which couldhave used a firmer hand in editing.

Act One was the portion devoted tohonoring retiring staff. (See articleelsewhere in this issue). Act Twoincluded the regular business agendaof contract awards, textbook adoptionsand policy discussions. Act Three,however, included most of the dia-logue, plot, characters, conflict, andclimax, but contrary to audience wish-es and hopes, did not include the finaldenouement or resolution.

The plot began with middle schoolEnglish teacher and chairperson KevinHarrington's announcement to 'stu-

tions that he has elected not to applyfor the extra-curricular position ofmusical director. (Such positions areannually posted and appointments arefor one year). The complication that

.has ensued is partially caused by thefact that school boards, by law, cannotdiscuss any personnel issues in public.

In a phone call to Mr. Harrington byThe Leader, the 10-year musical direc-tor noted'that he would also prefer toremain silent on the issue and indicat-ed that it was unfortunate that hissilence might have been misconstruedor misinterpreted by some people.

The cast of characters is large - overtwo dozen students and a somewhat

' smaller number of parents dramatical-ly and emotionally presented their caseas to why the board should "make Mr.Harrington stay." Some students readtheir comments which were, for the

Village trustees approved severalroutine items and requests for blockparties and a complaint from a resi-dent about enforcement of parkingregulations at multi-apartment resi-dences at Monday's board meeting.

A change in a CommunityDevelopment Block Grant withBrandy Enterprises J-LC for $82,000received approval for a facadeimprovement project at • 8 WestMerrick Road.

The board agreed to a one-year jointfunding agreement with the U.S.Geological Survey to operate and

maintain a tide-stage gauge with tele-phone and satellite telemetry atHudson Bay for a total cost of $9,610,of which $5,760 will be contributedby. Freeport.

Trustees approved an agreementwith Cablevision Lightpath Inc. -. toinstall .underground land lines forbroadband communications at the.northeast watershed for a five-yearperiod that began April 1 at no cost tothe village. . . .

The underground communicationsystem will serve three cellular com-panies that will pay the cost of theconnections.

Mr. Martinez also called for betterenforcement of parking-space sizes-inprivate lots of multi-unit complexes.

In other business, the board voted toadvertise for bids on several items and

They reduced the 2005-06 taxassessment for 44 Lessing Place and770 Miller Avenue, and settled a claim•for damage to a fire hydrant for

"I canstand up in public and speak because ofMr. Harrington"..."He made me believethat I could act"..."He had a vision and hemade it happen." "We were selected as thefirst school to present 'Ragtime' because ofMr. Harrington."

Parents also got into the act. NatalieCrowe, president of Baldwin Friends ofMusic, outlined the importance of musicand fine arts in general and the musicalproductions in particular. She suggestedthat their success was directly linked to thequality of Mr. Harrington's skills and per-sonal enthusiasm.

Another parent spoke of the social andsociological benefits derived from themusical productions while still anotherqueried, "Would the board allow the coachof a winning football team to get awaywithout calling to find out what was thematter?" (This issue does not affect Mr.Harrington's teaching or supervisoryresponsibilities.)

When parental comments meanderedinto a host of both veiled and pointed criti-cisms of the board and the district, board

Baldwin students express views dramaticallyPresident James Scannell noted "my dis-agreement with some of your premises."Otherwise, however, he extended wide-spread concessions to the audience, evenallowing a 15-minute open period for ques-tions earlier in the meeting since so manyof the potential speakers were studentswho had a test the next day.

This courtesy, however, did not deter atleast a dozen of the students and several ofthe parents from staying, only to resumetheir comments after 11 p.m. Bound bylegalities, Mr.Scannell essentially just lis-tened, and his fellow four board memberssaid not a word in response.

Even when parent Dr. James Sobermanstood to comment on his personal interpre-tation of a "confidential" phone conversa-tion with Mr. Harrington, Mr. Scannellallowed the free-flow dialogue to continue.Mr. Soberman described the issue as "amatter of honor regarding the difficultieshe's having."

He suggested that the educator was"overburdened...and doesn't feel as, if he'sgetting the support services he needs." Hesaid that "a promised meeting to addressthese problems never occurred" andadvised the school board that "a couple of

phone calls are in order." Turning to thestudents he said, "Mr. Harrington lovesyou guys and this is hurting him."

Responding to The Leader concerningthose alleged comments, Mr. Harringtonsaid that it was unfortunate that his silencemight have been misconstrued or misinter-preted.

Mr. Scannell reiterated the board's com-mitment to the future of the fine arts pro-gram and to the middle school and highschool musicals. He said, "I promise, and Isay this somewhat tongue-in-cheek, wewill conduct an intergalactic search for areplacement." Specifically, he spoke ofadvertising the position in the New YorkTimes and theater-related media.

But students and parents don't want areplacement. "We don't want the curtain togo down on this era," one student said."Your inaction is as bad as an action," a

parent accused. "We implore you to revisitthis...You have about two weeks to iron itout."

In a heartfelt statement, young SamCohen, who has starred in several of themiddle school musicals, pleaded, "Justmake a phone call."

Act Three is not over. The board madeno specific promises. One student pledgedto "come back again and again" until Mr.Harrington returns. Parents made veiledreferences to future budget votes.

At this final board meeting of theschool year, the dialogue and plot werenot unlike the final episode of a long-run-ning television classic. What characterswill return? Will there be an epilogue?Will the audience learn to love anotherleading man? Will everyone learn that in

• theater and in life, somehow, the showgoes on?

COMMUNITY SERVICE AWARDHarriet Johnson Harriet L. Johnson, a resident of Freeport

since 1980, has found many avenues of serv-ice since moving here. Religious service wasfound in the choirs of The First BaptistChurch and The First Presbyterian Church.For lighter music, she sings with the FreeportCommunity Chorale. Guest editorial:Tips for a successful prom night

Prom night may be the most anticipated night of the yearfor teens, and the most dreaded for their parents.

Most teens heading off to their prom this year will tell theirparents that they know everything about drinking and driv-ing, and about their parents' other concerns. However,according to safety experts, it will take more than talk toensure a safe evening for all.

•"No matter how strong the family relationship, many par-ents are still unaware of the choices that teens face everyday," said Ray Palermo, director of public information fornational car insurer Teachers' Insurance Plan.

"For parents to successfully reach their kids, they'll have toapproach safety issues in new, often more direct ways." Heoffered several tips that go beyond "don't drink and drive."

For parents:• Get involved in planning your teen's Prom night.• Talk to your teen in advance about how important it is not to

ruin a great evening. Despite what they may say, teens want par-ents involved in their safety. Talk about what they should say ordo in certain high-risk situations. Consider having a "contract"for the night, laying out the rules everyone agrees on.

• Set out rules regarding post-prom parties or other activi-ties, with whom they will be, where, for how long and whatthey will be doing.

» Get a complete itinerary for the evening, including namesof other prom-goers they will be with and phone numbers oftheir parents.

• Set a curfew based on past behavior, but be reasonable.This is a special night. Have your teen call if there is a delay.

• Send your teen a text message during the nighttelling them to have fun, but reminding them not toruin a great time. /•

• Be on call for a ride home or other emergency.• Have a "no questions asked" (at least not that night) pol-

icy on getting home safely.. • Join with other parents and rent a limo for them. .

• Be the chauffeur for the night, but don't meddle. Rent avintage car to make it more special.

For teens:• Make an agreement with parents to not drink and drive,

and not to ride with anyone else who is drinking.'•Resist high-risk activities of all types.• To avoid tampering, do not leave your beverage unattended.• As a surprise, check in with your parents during the night.

It will reassure them about how you are doing.• Always buckle up.

In short, follow your parents' rules.

The contingent from the Freeport School was involved in car-rying out the tasks associated with a working dairy farm. Beethoven composed symphonies, con-certos, string quartets, songs, pieces of chambermusic, two masses and one opera, "Fidelio."

CREDIT CARD SCAMS...We werescammed, almost. It's not as though Ihaven't heard a variety of presentationson identity theft or credit card scams,but both my husband and I tend to bepretty-cautious about securing personalinformation.

The other day, however, we received acall from our credit card companyinforming us that our credit card numberwas used, or at least attempted to beused, by an employee- of a store atwhich we shopped in Connecticut. Asubsequent legitimate use of our cardnumber by phone triggered the creditcard company's security oversight andso we received the phone call.

I must say that the credit card peopleweren't initially all that forthcomingabout the details of the situation, and somy husband called back using the cus-tomer service number on the credit cardfor our own personal verification - tomake sure that the intended scam wasreal and we weren't being scammed bythe phone call.

While we were pleased that no realdamage was done - except we willreceive a new credit card and accountnumber - it is disconcerting to think ofjust how vulnerable we all are to scams.There seems to be no scarcity of verybold people who are willing to takerisks.

At the train station the very next day,my husband overheard two men talkingabout problems they had just encoun-tered with their credit cards, both withemployees using the credit card num-bers of customers.

For that reason, I am particularly dis-tressed about the growing tendency ofstores not to check credit cards.Supermarkets no longer verify signa-tures, In fact, one major drug store chaindoesn't even require a signature on cred-it card purchases under $25.

Today many people charge almosteverything since so many credit cardshave some sort of pay back - money,frequent flyer miles, etc. for purchases.Because of the quantity of such purchas-es, there might-be the temptation not tokeep receipts and not to reconcile pur-chases with monthly statements.

When I spoke to the representativefrom the company with which I hadmade the telephone credit card purchase,he said that sometime ago, he had paidhis own monthly credit card bill thatincluded a $12 purchase which he justassumed his wife had made. Whenanother $12 charge appeared the follow-ing month, he asked her about it only todiscover that the charge for both monthswas a fraud. We then discussed thescammer's philosophy - just how muchcan you charge before a person is suspi-

Superintendent of Schools Dr. RobertBritto released the following statementregarding a recent Newsday articleconcerning violence in Long Islandschools.

Newsday's article this week onschool violence in Long Islandschools, though based on statisticsfrom the State Education Department,resulted in a broad range of numbersthat suggests districts are reportingincidents differently. As a result, thisshould not result in direct comparisonsbetween districts.

In Baldwin, we report all incidents,and all reported incidents are, in turn,

sent to the state. We maintain stan-dards for student behavior and holdstudents responsible for their actions.That is, in and of itself, a good practicewe do not want to discourage.

We actively support character educa-tion programs in our schools and haveaddressed school climate this year atthe middle and high school. Nextschool year, we are adding the GREATprogram from Nassau County Police tothe curriculum.

It is also unfortunate that under theviolent offense category, there is nodistinction between incidents thatrange from homicides to minor alterca-tions and, as a result, this does notclearly or accurately reflect our district.

The "bill" looked authentic; itlooked as if it was sent by a municipal-ity; the sum was small enough so that abusiness might not bother checking itsvalidity.

The bottom line is that we must bescrupulously careful about our finances.The irony is, however, that some of thevery information which we are told notto' share with anyone is absolutelyrequired for certain services. SocialSecurity numbers are mandatory in doc-tors' offices, since most health insuranceis based on that form of identification.To purchase a cell phone and cell phoneservice, you must also give out yourSocial Security number. When I pur-chased my cell phone, I jokingly told theyoung man who processed the order thatI would personally haunt him if I hadany subsequent problem involving mySocial Security number.

It's rather ironic that everyone is up inarms about privacy when it comes to thegovernment and its attempts to providesecurity to the nation. Yet, we willinglygive out essential information to almostanyone.

Some suggestions - put your name on/ the Do Not Call Registry. That should

stop most unwanted phone solicitations.Unfortunately that law does not apply tocharities (or political calls) and so we allmust be equally tough about cutting offconversation with representatives of

"I promised I wasn't going to cry,"said high school .science teacherTimothy Morsch who remembered"volunteering" to go from the old jun-ior high school to the high school as thenewest member of the staff during aperiod of declining enrollment andteacher lay-offs.

Teacher James Senicola suggested thataudience members write a letter to ateacher who influenced them, since oftenteachers never see the final fruits of theirefforts. Elementary teacher MarilynChairamonte spoke of a varied careerafter graduating from a commercial high

school. She spoke of finding her "heart"when she settled into teaching secondgrade, and she urged the audience to beopen to the changes which come intolife.

Secretary Janet Bryck added a doseof levity to the occasion, noting that her•husband Jack had retired six years pre-viously; "His vacation is now over."

Ed was born in Freeport in 1919 atthe home of his parents, Anne andWilliam L Martin, Sr. The year before,William had founded the Martin CoalCompany. As a young man, Ed shov-eled coal from the trucks into the coalbins all over the village. He graduatedftom the Holy Redeemer School andthen Freeport High School.

Recently, he helped organize areunion of his Holy Redeemer class-mates and still attended the footballgames at Freeport High. He was actingtreasurer of the Half Century Club,which was for graduates of FreeportHigh School 50 years ago or more.Twice a year they held get-togethers,with the next one scheduled for May25.

He married Mary Brown of Mineolaon the day of his high school gradua-

To The Leader:This past week the Civil Service

Employees Association (CSEA) notifiedthe Baldwin Public Library that CSEAhas rejected further mediation of a settle-ment. CSEA has represented the staff ofthe library in labor negotiations forincreased wages and benefits during thepast two years of labor negotiations.

The library's board of trustees desiresto continue working towards resolutionof the wage and benefits issues separat-ing the library and the union even thoughCSEA broke off mediation efforts andhas initiated "fact:finding" proceduresunder the Taylor Law.

Since CSEA has ceased participationin mediation, the library's Board ofTrustees is obliged to report to theBaldwin community its efforts thus far toreach an amicable resolution of contractnegotiations with CSEA, as well as itsutter frustration with the union's refusalto continue mediation.

The Board of Trustees commencednegotiations with CSEA in July 2004 inthe hope of arriving at a mutually agree-able labor contract establishing fair andequitable wage increases for the library'sstaff.

Various settlement proposals wereoffered, including the most recent libraryoffer of a July 1, 2006 salary adjustmentof $2,000 and 14.5% in percentage salaryincreases over five years, retroactive toJuly 2004, as well as the library's contri-butions towards retired employees' andtheir dependents' health insurance premi-ums for the initial 8 years of retirement.The library's offer would provide most

tion. Mary's late father had been thepolice lieutenant of the Garden CityPolice Department and one of hisgrandsons, Edward Martin III, is adetective on the Freeport PoliceDepartment. In 1943 he entered theU.S. Navy and proudly served hiscountry during the War, one of the"Greatest Generation." While he wasserving, the first of their four childrenwas born.

Upon his discharge, Ed took over thecoal business which eventually becamea fuel oil business known as the MartinCoal & Oil Co. During the over 60years of business in the company, Edcontributed his time and talent to manyorganizations.

He was a member of the fuelMerchants Association and TerminalOwners Association. He was instru-mental in founding the former Oil HeatInstitute of Long Island, He served aspresident of the Chamber ofCommerce and the Freeport ExchangeClub. He was Commander of theWilliam Clinton Story Post of theAmerican Legion.

Ed was devoted to his family, hischurch and his community. His was alife based on love and service. His wifeMary passed away in 1986 after 45yens of marriage. Along with his chil-dren Carol, Edward Jr,, Diane andMary, he is survived by 15 grandchil-dren and 15 great-grandchildren.

In addition to the organizationsalready mentioned, Ed's current serv-ice included: treasurer of: FreeportHistorical Society, Freeport ExchangeClub, Freport Chamber of Commerce,NAIM and the Holy Redeemer Widowand Widowers club, He was a memberof the Mayor's Veterans AdvisoryCommittee, .the Architectural ReviewBoard and the Sign Committee.

He was a member of the SalvationArmy Advisory Board and servedmeals and washed dishes every Fridayat the INN in Freeport. He served onSPLASH, a boat patrol that cleaned upthe debris in the waterways ofFreeport. As a lifelong member ofHoly Redeemer Church, he waspresently head usher at the 11:30 Masson Sundays. He recently received

You know... nothing articu-lates the importance of the "mes-sage" like working in a school ; especially when the kidsyou work with come to imitate what you do and/or say.

Let us consider money, for instance... Now we allknow, at least in this part of the world that it is a highlycoveted asset. How do we discriminate (and help ourchildren to discern) where to draw the line around issuesof money and its significance as a contingent reward.

I was always bothered by the fact that drug dealersare placed on a level playing field with bankers, doctors,lawyers, and directors of philanthropic organizations;by quite a few based on their financial plane. This issimply because all groups-rich, poor, academic, andlaborer unfortunately place the highest premium onmoney, its acquisition, and universal recognition as ameasure of accomplishment. This leaves those of uswho are commissioned to act as examples, as in the caseof being employed by the school system, in a bit of aquandary.Given our present proximity to Father 's Day, I recall myown father's personal, childhood history of being onpublic assistance.

I've heard of the concept of character and its fre-quent juxtaposition with qualities such as empathy,pride, loyalty, respect, and integrity. My question isthis... Can we hold ourselves (and our children, forwhom we model) to a standard high and balancedenough to have both a healthy attitude towards moneyas well as character?

Here we go with the opinion again... You knew itwas coming.

Let us take a closer- look at school personnel.Remember the scandalous Roslyn School Districtaffair? The superintendent was on the take for 8 milliondollars while financing the lifestyles of lovers on bothcoasts of the country, simultaneously.

On a far less spectacular scale, I am aware of anumber of situations of teachers becoming pregnantwhile not married. This was actually a news issue notlong ago where a teacher working in a Catholic schoolwas asked to resign, given her situation. It came close tohome, since I had been involved in a cabaret group thatrehearsed at St. Rose of Lima parish in Massapequa,where the case took place. Liberal as I am, and non-judgmental as 1 attempt to be, 1 must say... it was appro-priate that she be asked to resign.

No, I don't care what you do in your own home,on your own time. Feel free to disgrace yourself all youwant. But don't you dare then get up in front of a class-room full of children and present yourself as an exam-ple... not to my children. What are we doing to our kids?

I'll tell you what we're doing... in addition to con-fusing the heck out of them about what's right andwrong... we're whacking them over the head with astandard of LESS-THAN-ness. 1 know that for myself,admittedly selfishly; that when I'm old, disabled andunder a surgeon's knife, I want the doctor to take prideand be equally as selfish about the image and the work-manship (s)he puts forth.

What do we hold sacred... (if anything) as a socie-ty?... as educators? Furthermore, What are teaching ourdaughters about dating, marriage, and fidelity?

Maybe the educational industry is just so desper-ate that they'll hire anybody, promoting any behavior,from embezzlement to out-of-wedlock child bearing...By the way, isn't the single-parent family situation abit-time prognosticator for bad stuff happening???Read the research. In addition tothe library's generous salary offer, libraryemployees will continue to receive exten-sive employment benefits each and everyyear of the contract of up to 25 days vaca-tion leave, 13 sick leave days, 11 paidholidays and 4 personal leave days.. In addition to substantial salaryincreases and vacation/holiday/sick/per-sonal leave benefits, the library providesits employees with 100 percent of theannual cost of individual comprehensivehealth insurance, with annual costs to the

By reason of the skyrocketing costs ofhealth insurance, the library Board ofTrustees has requested of employees amodest contribution of .$635 annuallytowards health insurance costs, even

though CSEA has, thus far, steadfastlyrefused to compromise.

The library Board of Trustees valuesits employees and their services to theBaldwin community; however, in fair-ness to our taxpayers, annual salaryincreases must be equitable and employ-ees must shoulder a nominal portion oftheir health insurance costs. The Boardof Trustees will continue to participate inlabor negotiations with CSEA and itsstaff representatives, with the goal ofachieving a contract with equitablewages and employee benefits, fair to boththe library's staff and the community'staxpayers.

The monetaryaward covers both undergraduate andgraduate studies, plus room, board andtextbooks, and could amount to up to$700,000 for Heidi, who plans a pre-med course of study at ColumbiaUniversity.

Her goal to become a cardiologistdates from sixth grade at AtkinsonSchool, where she conducted inde-pendent research about the humanheart and was fascinated by the sub-ject.

"I'm excited and determined to provemyself to my community and to my fel-low students," says Heidi, who ranksninth in Freeport High School's seniorclass. The new Gates Scholar wrote noless than eight essays on various topicsto earn the award, and is the second inher family to do so - her brother Lenny,also a Freeport High School graduate,was a recipient in 2000.

Heidi has attended the FreeportPublic Schools since pre-kindergarten.She is the president of the FHS KeyClub, a service organization connectedto Kiwanis International. BE IT RESOLVED by the Board of Trustees (the"Board of Trustees") of the Village of Freeport,Nassau County, New York (the "Village") (bythe favorable vote of not less than two-thirds ofall the members of said Board of Trustees) asfollows:

Section 1. 'Based upon the review of thisaction by the Village, the Board of Trusteeshereby determines that it is a Type II Actionunder the State Environmental Quality ReviewAct (Article . 8 of the EnvironmentalConservation Law) and therefore no furtherenvironmental review is required.

Section 2. The Village is hereby authorizedto finance the cost of additions to or recon-struction of class "A" buildings owned by theVillage, .including original furnishings, equip-ment, machinery or apparatus required for thepurposes for which such additions to suchbuildings or for which such reconstructed orconverted buildings are to be used, and cer-tain building alterations, including the installa-tion or reconstruction of a heating, lighting,plumbing, ventilating, elevator or power plantor system, including without limitation, windowreplacement at Freeport Fire DepartmentHeadquarters, Hose Company No. 1 andVillage Hall, bay door replacement at FreeportFire Department Headquarters and HoseCompany No. 3 and a concrete drain andfloor at Freeport Fire DepartmentHeadquarters. The estimated maximum cost ofsaid specific object or purpose, including costsincidental thereto and the financing thereof, is$300,000 and said amount Is hereby appropri-ated therefor. The plan of financing includesthe issuance of $300,000 serial bonds of theVillage to finance said appropriation, and thelevy and collection of taxes on all the taxablereal property of the Village to pay the principalof said bonds and the interest thereon as thesame shall become due and payable. Noamount has been previously authorized by theVillage to be applied to the payment of suchspecific object or purpose.

Section 3. Serial bonds of the Village in theprincipal amount of $300,000 are herebyauthorized to be issued pursuant to the provi-sions of the Local Finance Law, constitutingChapter 33-a of the Consolidated Laws of theState of New York (herein called "Law"), tofinance said appropriation.Section 4. The following additional matters arehereby determined and declared:

(a) The buildings are of_at least Class "A"construction within the meaning of Section11.00(0)0) of the Law.

(b) The period of probable usefulness of saidspecific object or purpose for which said$300,000 serial bonds authorized pursuant tothis resolution are to be issued, within the limita-tions of Section 11.00 a. 12.(a)(l) and 13. of theLaw, is 10 years.

(c) The proposed maturity of the bondsauthorized by this resolution will exceed five (5)years.

Section 5. Each of the bonds authorized bythis resolution and any bond anticipation notesissued in anticipation of the sale of said bondsshall contain the recital of validity as prescribedby Section 52.00 of the Law and said bondsand any notes issued in anticipation of saidbonds, shall be general obligations of theVillage, payable as to both principal and inter-est by general tax upon all the taxable real

property within the Village without limitation ofrate or amount. The faith and credit of theVillage are hereby "irrevocably pledged to thepunctual payment of the principal of and inter-est on said bonds and any notes issued inanticipation of the sale of said bonds and pro-vision shall be made annually in the budget ofthe Village by appropriation for (a) the amorti-zation and redemption of the bonds and anynotes issued in anticipation thereof to mature insuch year and (b) the payment of interest tobe due and payable in such year.

Section 6. Subject to the provisions of thisresolution and of the Law and pursuant to theprovisions of Section 21.00, Section 30.00.Section 50.00, Sections 56.00 to 60.00. andSection 63.00 of the Law, the powers andduties of the Board of Trustees relative to autho-rizing bond anticipation notes, determiningwhether to issue bonds with substantially levelor declining annual debt service, prescribingthe terms, form and contents of the bondsherein authorized, bond anticipation notesissued in anticipation of said bonds, andrenewals of said bond anticipation notes, andany other powers or duties pertaining to or inci-dental to the sale and issuance of the bondsherein 'authorized, bond anticipation notesissued in anticipation of said bonds, and therenewals of said bond anticipation notes, arehereby delegated to the Village Treasurer, thechief fiscal officer of the Village.

Section 7. The validity of the bonds autho-rized by this resolution and any bond anticipa-tion notes issued in anticipation of the sale ofsaid bonds, may be contested only if:a. such obligations are authorized for an objector purpose for which the Village is not autho-rized to expend money, or

b. the provisions of law which should-becomplied with at the date of the publication ofthis resolution, are not substantially compliedwith, and an action, suit or proceeding con-testing such validity, is commenced withintwenty days after the date of such-publication,or

c. such obligations are authorized in viola-tion of the provisions of the constitution of theState of New York.

" Section 8. This resolution is adopted subjectto permissive referendum and shall take effectthirty (30) days after its adoption or, if a referen-dum is held, upon the affirmative vote of amajority of the qualified electors of the Villagevoting on the referendum.
