Freeport schools end '06-'07by Mark Treske

The last 2006-2007 meeting of theFreeport school board, Wednesday, June20, at New Visions, was a night of goodnews, as the district's math studentshave shined on the yearly state exams.

Assistant Superintendent RobertHarris introduced Nancy Shemp, whopresented the district results of the 2007math assessment. They had good newsto report: The district's percentage ofstudents scoring level 3 or 4 (meetingstate standards and meeting state stan-dards "with distinction") was above thestate average for every grade.

The percentage also either improvedor stayed even over the 2006 test forevery grade: In grade 3, it went to 94percent from 93: in grade 4, it stayed at94 percent: grade 5: to 79 percent from58; grade 6: to 72 percent from 60;grade 7: 79 percent from 45 and grade 8:62 percent from 51.

Broken down by school, the numberswere as follows: Archer: grade 3-99percent, from 98; grade 4 remains at 99percent; Bay view: grade 3-91 percent,from 88; grade 4-93 percent, from 89;Giblyn: grade 3-89 percent, from 90;grade 4 - 9 0 percent, from 95; NewVisions: grade 3 remains at 98 percent;grade 4 - 97 percent, from 100;Atkinson: grade 5-80 percent, from 59;grade 6-72 percent, from 60; Dodd:grade 7-80 percent, from 45; grade 8 -62 percent, from 51.

Hello, goodbyeIt was also a night of hellos and good-

byes. As the last meeting of the schoolyear, it was Mike Raab's last meetingafter six years as a school board mem-ber, and the superintendent and theboard offered him flowers and heartfeltthanks for his service.

Mr. Raab could say, with satisfaction,"I'm leaving the district with goodhealth and an optimistic future." Heencouraged the board to continue to"answer the calling" of education, andwished Mike Pomerico, his successor onthe board, good luck in the job.

Also receiving congratulations wereLaura Cardoso, who is ending her term aspresident of the PTA Council, as well asa list of 45 staff members (including fouradministrators) who received tenure.

Two major administrative appoint-ments were announced: Jonathan J.Bloom will be the district's new athleticdirector, and Patricia Cacace the new-school lunch manager. The boardaccepted three leaves of absence, sixresignations, administrators of the sum-mer school program, eight probationary

and three temporary instructionalappointments. A list of supervisor}' andco-curricular appointments was alsoapproved.

Other businessIn a fairly busy action meeting, sever-

al other important matters wereaddressed by the board:

• The board accepted the first readingof a new professional development plan.Robert Harris explained that administra-tion and staff put together the plan, which outlines opportunities and proce-dures for improving teachers and staff.

• The board authorized the issuance ofS9.5 million in tax anticipation notes. These notes are-used if the district has acash-flow problem while waiting for taxrevenues. Deputy SuperintendentKishore Kuncham -explained that thevote merely authorized issuing thenotes: it was expected that the districtwould not need to actually issue thenotes.

• The board approved and forwardedto Albany a resolution calling for therepeal of the Wicks Law, a state statutethat requires separate contractors forplumbing and electrical work in con-struction projects, thus" inflating con-struction costs on many school capitalimprovements. It was noted that, withthe end of the legislative session twodays away, a deal may have beenreached by the governor and legislatureto reform the law.

• Also approved was a list of energy-saving capital improvements at the vari-ous district buildings in connection withthe district's energy performance con-tract. In sending them to Albany forapproval, the district also certified theimprovements as Type II actions underthe State Environmental Quality ReviewAct (SEQRA) - meaning no furtherenvironmental review was required.

• The board authorized die district tosign an agreement with Nassau BOCESfor technology upgrades.

In other business the board:• Approved a resolution to participate,

in the Long Island Cafeteria Directors'sAssociation cooperative bids.

•Approved a transfer of $1.2 millionto the retirement contribution reserve tofinance contributions to the New YorkState and Local Employees RetirementSystem.

• Made other transfers to fund com-pensated absence payments and work-er's compensation claims.

The 2007-2008 school year willbegin with Reorganization Night, which will be Tuesday, July 3, at 7:30p.m. at Giblyn School.

First in the nationThe New York State Legislature has passed the

first state Airline Passengers' Bill of Rights, which was awaiting the governor's signature atthis writing.

Our own local state senator, Charles Fuschillo,Jr., has been the impetus behind this bill and held ahearing recently at JFK airport, scene of a majorsnafu on Valentine's Day.

His bill creates an Office of Airline ConsumerAdvocate for passengers and also requires airlinesto post information on how to complain to them. Itgives passengers stranded on the tarmac at NewYork airports for more than three hours the right tofresh air and water, working restrooms and snacksand water.

Senator Fuschillo wants to make sure passen-gers are not "held hostage without amenities, butrather are treated with respect."

This law would protect passengers at some of thenation's busiest airports and is hailed by a nationalairline passenger group. It should give themammunition to fight for a federal law that ensureshumane treatment of airline passengers and crew.

Fly the flag!Next week, July 4, is the "birthday" of our nation.

More than any other national holiday, it defineswho we are, a people who fought for the rights of"life, liberty and the pursuit of happiness." Ourflag emphasizes that we come from many places, colors, sizes and shapes, but this patchwork quilt isstronger than a single fabric would be.

We salute each public-spirited sponsor of thepaper flag printed inside this newspaper this week, and ask our readers to display it proudly in theirwindows on July Fourth!

THE FAMILY BUSINESS,..Some yearsago I was at a luncheon sponsored by agroup which bills itself as non-partisan.Several times, however, I heard speakersrail against the nepotism they saw in theelection of President George Bush.

In an inconsistency that perhaps onlycomes when people are really angry, theyapplauded the senatorial election of HillaryClinton and I am sure today will be eagerlyawaiting the opportunity to vote for hershould she become the Democratic nomi-nee for president

Mom and Pop stores and family busi-nesses which encompass several genera-tions are viewed as positives in the life of acommunity. I lite doing business with acompany that has been around for a whileand whose employers and employees (chil-dren and grandchildren of the original own-ers) continue their commitment to the busi-ness itself and the community in which it islocated I'm not so sure how I feel aboutsuch nepotism in more public arenas.

In the field of entertainment, I'm amusedby the children of celebrities who enter thebusiness and who complain about how hardthey have it trying to emulate their popularand talented parent For the most part, itseems that they fail to see the value of theaccess that they have been provided, some-thing other equally if not more talented per-formers lack

In the field of politics, we are certainlyseeing nepotism in action. In reading aboutthe early Founding Fathers, it is interestingto learn that George Washington himselfnoted that one of his assets in becoming thenew country's first president was that hedidn't have any children. In a countrywhose citizens were rislong their fives inbreaking away from an inherited monarchy.

our first president recognized that his lackof a biological heir would set an importantprecedent.

In our country's long history, theRoosevelt cousins, Theodore and FDR,both served as president but until 2001,John Quincy Adams was the only son of apresident to become president himself. However, the tendency to see relatives ofelected officials move into positions ofpower is not unique to John QuincyAdams, an especially talented heir whoserved as his father's secretary when theywere together in France.

In the top race for the presidency today,we see that both Mitt Romney and HillaryClinton have had a leg up because of theirfamily's name recognition. While bothhave acquired their own set of impressivecredentials - as governor and senatorrespectively - it certainly didn't hurt thatthey already knew the ropes and initiallyhad their way eased, not necessarilybecause of their own capabilities but ratherbecause of the contacts and power of theperson to whom they were related

The list of offspring of politicians whoare now in poKtics themselves abound VicePresident Al Gore's father was a longtimesenator. Other famous political offspringinclude Speaker of the House Nancy Pelosi, former Governor Jerry Brown, a variety ofKennedys, including Governor ArnoldSchwarzenegger, a Kennedy by marriage, the D'Amatos - brothers and now wife,Andrew Cuomo, County ExecutiveThomas Suozzi, the Becker family ofLynbrook - the list goes on and on.

If the list is long when it comes to poli-tics, how much longer is the list when itcomes tphusmessas;we read about the off-spring of extremely powerful people whose

ventures are either funded by wealthy par-ents or whose path is facilitated by their par-ents' clout? Nepotism is defined as"patronage bestowed or favoritism shownon the basis of family relationship as inbusiness and politics." Nepotism aboundsand it is hard for rivals to compete againstthat power.

It's always interesting how many peopleoppose the concept of affirmative actionbased on certain factors such as race or gen-der. How many of those same people, how-ever, are opposed to preferences that are theresult of legacy? None who are the benefi-ciaries, I'm sure.

At the founding of our country, GeorgeWashington already foresaw the problem oflegacy, and even then, as they wrote theDeclaration of Independence and negotiat-ed its signing as well as our subsequentconstitution, our founding fathers knew thatwhile they might be creating a country inwhich "all men are created equal," theywere not necessarily creating a country inwhich all men and women could functionas equals.

It will be interesting as our presidentialrace continues (does it even have a begin-ning or end anymore?) to see just howoften candidates will need to draw upontheir legacies. And as we read the papersand view television and hear about society'smost reported players, we should ask our-selves how many of them are there becauseof inherited power, wealth and access?

Is our system better man most?Absolutely. However, as we approach July4, the holiday which commemorates ourcountry's freedom, we cannot ignore thechallenges that nepotism poses to our free-dom of choice in all sectors of Americanlife.

ENOUGH IS ENOUGH: For almost a year these intrepid individuals have stoodoutside the Freeport Post Office each Saturday in protest of the United States'involvement in Iraq. Freeport residents Alvin and Rochelle Dorfman wereamong the protesters. "It's horrible what our country is doing in the world,"said Rochelle Dorfman, who added that "this is not the first time I've stoodout here. I was here for Vietnam and during the Contra hearings and to protestour policies in El Salvador." And how does the public react to the protesters?"Overall, people are very positive. About one in 50 cars honks their horn insupport. Of course some people tell us to get a life and a few curse," saidMrs. Dorfman. "I do have a life but I think it's important to be here everySaturday and I'm willing to give up an hour and half of my life [each week] forthis." If you'd like to participate, the demonstrators are at the post officebetween 11 a.m. and 12:30 p.m.

by Robert L. Harrison

Despite his rejection by the NassauLegislature, the poetry community ofNassau County proclaimed Freeportresident Maxwell Corydon Wheat, Jr.as Nassau County poet laureate.

Over 140 people gathered on June24 at Cedarmere, the home of 19thcentury poet William Cullen Bryant tocelebrate "the people's choice" ofMaxwell Wheat as their Nassau poetlaureate. Paula Camacho, the eventorganizer, made the announcement tothe cheering crowd as Mr. Wheat was

coroneted with a wreath of goldenlaurels.

Legislator Wayne Wink (PortWashington) and poets Judy Turek, PattiTanna and Susan Blake, with a host ofothers, made their congratulatory remarksafterwards. An e-mail from Suffolk.County's first Poet Laureate GeorgeWallace summed up the day's event whenhe said, "This is not a day to discuss theunfortunate and clumsy actions of theNassau County Legislature. Freeport electric rate increasefrom pagel

In a press release from the village, itstated that the rate increase was necessi-tated by rising costs to the utility. Thosecosts include salary increases associatedwith contractual obligations as well asthe increased expenses due to the risingcosts of state-mandated pension contri-butions and the higher costs of medicalbenefits for employees.

Freeport Electric has also created areserve to help pay for potential disas-ters caused by hurricanes or otherstorms and must offset increased inter-est and depreciation associated withthe cost of upgrading and improvingthe electric utility's infrastructure. Theincrease also helps to address addi-tional staffing to meet expandingworkload.

On July 26, 2006, Freeport Electricrevised original tariffs providing forrates and other conditions designed toproduce an estimated annual aggregateincrease in revenues of $4.73 millionbased on forecast billing data for the12 months ending February 29, 2008,proposed to be effective September 1.2006, according to the PSC pressrelease.

Under the Joint Proposal approvedJune 20, revenues will increase $3.29million or approximately 9.1 percent. The rate modifier credit for the rateyear is estimated at $1.4 million. Therevenue requirement reflects a pay-ment in lieu of taxes (PILOT) byFreeport Electric to the village in theamount of $3.757 million.

Freeport Electric is to include on allcustomer electric bills a statement thatindicates the dollar amount of thePILOT payment and dial it represents

approximately 10 percent of cus-tomer's bill. Rates will increase by auniform percentage for all customerservice classes.

Additional provisions of the JointProposal require Freeport Electric tofile tariffs with the commission toestablish a late payment charge for res-idential customers in compliance with16 iNYCRR, §11.15.

Freeport Electric is required to be infull compliance with consumer protec-tions provided under the Home EnergyFair Practices Act (HEFPA) as soon aspossible as well as to comply with therequirements in 16 NYCRR Part 92regarding meter testing and reporting. The Joint Proposal requires fundsremaining in the Smart Metering pro-gram to be allocated to conservationprograms.

The commission will issue a writtenorder approving the rates, terms, andconditions contained in the JointProposal. That order, when available, may be obtained from the commis-sion's website at www.dps.state.ny.us.

"Freeport's municipal electric utilitycontinues to provide a consistent sup-ply of safe, reliable, electrical serviceto its residential and, commercial con-sumers," read a statement provided toThe Leader from the Village ofFreeport.

"As a result of its investment in newgeneration at its Power Plant II, andother cost-saving measures, FreeportElectric's customers can depend on asteady supply of electricity at a ratethat remains approximately 35 percentless than the Long Island PowerAuthority's (LIPA) rates."
