Getting Around in Lincoln If you're driving in Lincoln, numbered streets run north-south, with the street numbers increasing as you travel eastward. Lettered and name streets run east-west, and "O" Street provides the reference point for north-south street designations. Bus transportation is available throughout the city, including a "mini-bus" loop around the downtown and university campus. (Please see attached Bus Vendors)

Administration of Event Proof of Performance Forms

Entry for the NCAA Midwest Regional competition is done through the submission of Proof of Performance Forms for the

2008 NCAA Division I Track and Field Championship. Descending order lists are updated for viewing regularly. On-line

submission of marks with a Proof of Performance form for the 2008 Outdoor season is available only to authorized

schools.

A password is required. Authorization may be obtained by completing the on-line Password Request Form. POP forms will

not be needed for performance obtained at the regional competition site.

Entry and Declaration Procedures

Declaration for the regional competitions will be completed online. The declaration form for each institution includes all

individuals or relay teams which have achieved the qualifying standard for the event and conference champions not

previously on the qualifying list. Availability of and access to online declaration forms is detailed in the 2008 NCAA

Division I Men’s and Women’s Outdoor Track and Field Championships Handbook.

The declaration process for the regional competition is the first step in the final qualification procedure for the regional

competition. Competition in an event at the regional championship is required for consideration to participate in that event

at the national championships. Any individual or relay team on the descending order list for each event, from which the

participants in the national championships will be selected, must declared and participate in the regional competitions,

except for those events not contested at the regional meet ( men’s decathlon, women’s heptathlon, and men’s and women’s

10,000 meter races). The performances on the final descending order list used for the national championships selections

will be the best mark achieved during the regular season and through the regional championships. Institutions with relay

teams on the final descending order list for the national championships selection must declare four student-athletes who:

(1) were declared for the regional championships, with their best time during the regular season or they bettered that time

at the regional championships; or (2) ran at the regional meet if their time was faster than the originally declared quartet’s

best time ( any four of the pool of six student-athletes declared for the regional championships may run at the regional

meet).

For each event at the regional competitions, all declared student-athletes will be accepted into competition and be required

to compete in compliance with Rule 4-2.2, “Failure to Participate.”

Only one relay team per institution per event which has made the qualifying standard may be declared for the regional

competition. That team will be accepted into the competition. It will be seeded by its qualifying time, and that time will be

preserved for possible use in preparing the descending order list for the national championships.

A relay team for the regional meet is defined as a declared “pool” of six (6) student-athletes. The composition of this pool

must be: (1) The four student-athletes on the originally declared team; and (2) May include two additional student athletes.

These additional student-athletes may be from those already in the meet in another event, or designated alternates in the

meet.

The competing team of four, in any round at the regional meet, may be comprised of any student-athletes in the declared

pool. For national championships qualifying purposes, the relay team’s best mark on the final descending order list will be

its original regular season qualifying time or its regional time (if it is an improvement over its regular season qualifying

time).

The four student-athletes who comprised the fastest time for the institutions declared relay at the regional meet, whether

during the regular season or during any round of the regional meet, will be the four student-athletes that the institution must

declare for the national championships.

Automatic qualification to the national championships will be awarded to the top five declared finishers from each regional

individual event and the top three declared finishers from each regional relay event. This guarantees a specific number of

automatic qualifiers from each region.

opportunity to submit a declaration form after 3 p.m. Any student-athletes not declared by the deadline will be scratched and not

have the opportunity to compete.

Weather Policy

The meet referees and NCAA committee liaison will monitor the weather and use weather detection services that are

available to determine if a delay is necessary. As recommended by the NCAA Committee on Competitive Safeguards

and Medical Aspects of Sports and the National Severe Storms Laboratory, consideration will be given to terminating

competition when the lightning is eight miles away (flash-to-bang time of 30 seconds or less). This is an accepted

method to determine the threat of lightning in situations where other sources (such as technology and instrumentation)

are not available.

Electronic detection shall be used as additional tools to determine severity of weather. However, information

obtained from such devices shall not be used as the only source to terminate competition.

If competition is suspended, the meet referees, the NCAA committee liaison and the meet manager will decide if and

when competition will continue.

In the event of poor weather or threatening weather during the Midwest regional competition in Lincoln we

have provided maps of Nebraska and surrounding counties so that you are aware of the location of a storm in

conjunction with the city of Lincoln and Lancaster County. (Maps are located on pages 27-29)

Breaking Ties Shot Put, Discus, Hammer, Javelin, Long Jump and Triple Jump: In the case of ties for the final automatic

qualifying positions to the national championships, the tie will be broken using the procedure outlined in Rule 7-1.5.

At-large position by student-athletes not competing in the final of an event will also be determined based on the tie-

breaking rule for advancement 7-1.5 (e.g., next best effort in a field).

High Jump and the Pole Vault: In the case of ties for the final automatic qualifying position to the national

championships, the tie will be broken using the procedure outlined in Rule 7-1.6c.i, normally applied for breaking ties

for first place. This jump off will continue until the tie is broken in order to obtain distinct fifth through eight places.

At-large positions will be determined based on the tie-breaking rule for advancement 7-1.5 (e.g., next best effort in a

field event.) Actual ties in the high jump and pole vault will increase the at-large pool.

Implement Certification 2008 NCAA Division I Midwest Regional Outdoor Championships

Implement Certification Process and Procedures

• The Implement Check-In will be located inside Cook Pavilion in the garage bay. • Implements may be dropped off for impound and certification during the following hours:

Thursday, May 29 10:00am - 6:00pm Friday, May 30 10:00am - 6:00pm Saturday, May 31 10:00am - 6:00pm • Implement check in for each throwing event will close THREE HOURS PRIOR to the start of the event. At

this time, all implements will undergo the certification process for use in the competition. If an implement is not checked in prior to this deadline it will NOT be considered for certification.

• We would like to respectfully request all implements to be used on Friday and Saturday's throwing events be

checked in on Thursday and Friday (the day prior), respectively. This will allow implement certification to occur the evening before the event to ensure the weights & measures officials have plenty of time to do the best, most accurate job they possibly can.

• One hour prior to each event, the impounded, certified implements will be transported to the event site. • Upon completion of the event, the implements will be returned to the implement certification area.

Ed Weir Track Stadium Nestled between Memorial Stadium and the NU Coliseum, the Huskers’ outdoor track is in the very heart of

Nebraska’s athletic complex. Ed Weir Stadium is surrounded by vine-covered columns and provides a beautiful

setting for home meets. During the 30-year existence of the stadium, Nebraska hosted eight National Junior

Olympics, a USA-USSR Junior Dual Meet, six Big Eight Outdoor Championships, 2003 Midwest Regional

Championships, and the 2007 Big 12 Outdoor Championship. The stadium celebrated its 25th anniversary with a $2

million track replacement in the spring of 2000.

The Ed Weir track is a state of the art Mondo facility. Only 1/4” pyramid spikes will be allowed. Competitors may

not use chalk to mark the track or field event runways. The track is eight lanes and runs east to west.

Parking Team bus and van parking will be located in Lot 5, north of the Ed Weir Track Stadium. See Map on Page 16.

Spectator parking will be located in the parking garage west of the stadium, northeast of the track as well as in

metered lots on Saturday.

The University is strict in its parking policies. Spectators and coaches are responsible for parking in the correct lots to

avoid receiving parking tickets.

Admission for Competitors and Coaches Coaches and essential staff will receive credentials to be worn as admission to the meet and access to coaching areas

around the track. Competitors will be admitted with their bib numbers.

Clerking Areas The clerking area will be located at the southwest corner outside Cook Pavilion, which is located in the northeast

corner of the track.

Athletes should check in and receive hip numbers 45 minutes prior to the starting time of their event.

Hawks Championship Center will be available as a staging area for competing athletes.

Cook Pavilion will also be available as a pre-staging and warm-up area for athletes prior to the race in which they will

be participating.

Ticket Prices

NCAA Regional Ticket Prices are as follows:

All Session Ticket: $20.00 Single Session: Adults $12.00

** If the participant’s institutions are interested in doing a team pass list, they must contact Nebraska ticket office by

Monday May 26, the week of the start of the regional competition. Nebraska ticket office will bill your institution

ticket office afterwards for the number of tickets used.

Tickets can be ordered in advance through the Nebraska Ticket Office by calling (402)472-3111 OR 1-800-

8BIGRED. Nebraska Ticket Office is open Monday-Friday, 8 am-5 pm. The ticket manager is Holly Adam. Tickets

will also be available at the Ed Weir Track Stadium beginning at noon on Friday, May 30 and Saturday May 31.

Seating and Concessions All seating is general admission. Concessions and restrooms will be in Memorial Stadium at Gate # 20 and on the

east plaza of the Stadium. Spectators will be readmitted to the meet via a wristband.

Merchandise will be available by the columns south of the main entrance to the Ed Weir Track.

Athletic Medicine The University of Nebraska Athletic Medicine staff would like to welcome you and your team to the NCAA Regional

Track and Field Championships at the Ed Weir Track. The University of Nebraska athletic medicine staff is eager to

help you in anyway possible during your stay in Lincoln. Please read the information below for services available for

the duration of the meet.

1. On Thursday, May 29, ice bags and cold water will be available on the track during practice times. If you

are in need of any additional modalities or treatments on this day, please contact Lisa Grzeskowiak for

assistance, phone number listed below.

2. We will be setting up a training room area inside the Hawks Championship Center (indoor football

practice area) adjacent to the outdoor track (see map on page 16). The training rooms will be open 2 hours

before and approximately one hour after the meet each day.

3. The training room will be fully equipped with various electrical modalities, ice, hydrocollator, cold baths,

etc.

4. University of Nebraska team physicians and emergency medical services will be on-site during the

Regional competition. Important phone numbers are listed on page 19.

5. Athletic training credentials (if needed) may be picked up in the training room when you arrive at the Ed

Weir Track at anytime on or the day before the meet.

6. There will be plenty of room for you/your massage therapist to set up tables for the purpose of treating

your athletes.

Media Relations Information/Credentials Each Media Relations Staff and media member should request media credentials from Jeremy Foote, Track and Field

Sports Media Relations contact. A credential request form can be found at the back of this manual and should be

submitted by fax (402) 472-2005 no later than Monday, May 26, 2008. Media credentials will be available at packet

pick-up on Thursday, May 29, from 2-4 pm on the third floor of the Osborne Complex, as well as the ticket will-call

booth on both days of the competition. Credentials must be worn and shown at all times by all media and

photographers. Media will have limited space in a covered work area with available power. An indoor work area with

phone lines will be available for media and photographers in the northeast end of the north concourse of North

Stadium (Tom Osborne Complex), which is located just southwest of the Ed Weir Track Stadium.

Interviews An interview area will be available with an NCAA backdrop on the east side of the track for all media to conduct

interviews.

All event winners may be escorted to the interview area for a brief interview if and when a request for an interview is

made. Winner quotes will be available to the media and provided in the final results package.

Heat Sheets/Results Five heat sheets will be available for each team prior to the day’s competition. Heat sheets will be available in the

meet management area at gate 16 at northeast corner of Memorial Stadium.

Results will be provided to media and Media Relations Staff on an event-by-event basis. Following each day’s

competition, a complete results packet will be available for coaches and media. The final results may be picked up in

the meet management area on the upper level. (Gate-16)

Results will also be periodically updated on the Nebraska Athletics Web site at huskers.com and will be available at

NCAA.com.

Hospitality The hospitality room is located outside the main track area. It is on the southwest side of Ed Weir Track which will be

the northeast corner of Memorial Stadium through gate # 15. Media, staff, VIPs, and Meet Officials will be allowed

access to the hospitality room with their credential. Lunch will be served between 1 and 3 pm on Friday and

between 2 and 4 pm on Saturday in the northeast corner of Memorial Stadium.

Directions Getting around in Lincoln – If you’re driving in Lincoln, the numbered streets run north-south, with the street

numbers increasing as you travel eastward. Lettered and name streets run east-west, and “O” Street provides the

reference point for north-south street designations.

Directions from Lincoln Airport to Ed Weir Track Stadium:

From the Lincoln Municipal Airport: Take West Adams Street, turn right onto NW 12th Street, continue on W.

Cornhusker Hwy, keep straight on Cornhusker Hwy, and keep right toward 14th Street. Turn right onto 14th, Road

name changes to N Antelope Valley Pkwy. Turn right onto Salt Creek Roadway, turn left onto 14th Street, after

passing the 14th Street parking structure the team bus should take the first street on the right onto Avery Avenue

which is a dead end street. On Avery Avenue the team parking is on your right (the flat surface lot west of the parking

structure). Track fans can make a right into lot #9, which is the 14th street parking structure. (See Map)

Directions from Omaha Eppley Airport to Ed Weir Track Stadium:

From Omaha’s Eppley Airport: Depart Eppley Airfield, turn right onto Abbott Drive, take ramp left and follow signs

for US-75 South/North Expressway. Keep straight onto I-480 West, at exit 452C take ramp right to I-80 West toward

Lincoln. (Approx. 60 miles). At exit 402, take ramp right for I-180 South toward 9th St. /Downtown, take ramp right

for Cornhusker Hwy toward State Fair Park. Keep straight onto US-6 East/Cornhusker Hwy; keep right toward N

14th St. Turn right onto N 14th, Avenue road name changes to N Antelope Valley Pkwy, turn right onto Salt Creek

Roadway, turn left onto 14th Street, after passing the 14th Street parking structure the team bus should take the first

street on the right onto Avery Avenue which is a dead end street. On Avery the team parking is on your right (the flat

surface lot west of the parking structure). Track fans can make a right into lot #9, which is the 14th street parking

Directions from Downtown Hotels to Ed Weir Track Stadium

Take 10th Street and stay in second lane from the right (it will curve and turn into Holdrege St). Road name then

changes to Salt Creek Roadway. Follow Salt Creek Roadway until you pass the Hawks Championship Center indoor

football facility. There is a flat parking surface on your right prior to the parking structure and stoplight at the

intersection of 14th Street and Salt Creek Roadway. Turn right into lot #5 (See Map).
