SEC. 574. PAYMENT OF PRIVATE BOARDING SCHOOL TUITION FOR MILITARY DEPENDEI\TTS IN OYERSEAS AREAS NOT SERYED BY DEFENSE DEPENDENTS' EDUCATION SYSTEM scHooLs. Section 1407(bX1) of the Defense Dependents' Education Act of l97B (20 U.S.C. 926(bX1)) is amended by inserling after the first sentence the following new sentence: "Schools to which tuition may be paid under this subsection may inelude private boarding schools in the United States.". COIJNCIL AND POI,ICY AND PI,ANS T'OR, MILITARY FAMILYREADINESS.

(a) Im Gnnrnni,.-Subchapter I of chapter 88 of title 10, UnitedStates Code, is amended by inserting after seetion 1781 the fol-lowing new sections:

"$ 1781a. Department of Defense Military Family ReadinessCorrncil

"(a) Iu GnNuner,.-There is in the Department of Defense theDepartment of Defense Military Family Readiness Council (in thissection referred to as the'Council').

"(b) MnMenRS.{l) The Council shall consist of the followingmembers:

"(A) The Under Secretary of Defense for Personnel andReadiness, who shali serve as chair of the Council.

"(B) One representative of each of the Army, Naty, MarineCorps, and Air Force, who shall be appointed by the Secretaryof Defense.

paragraph (1XC) shall be lhree years."(c) Mnnnmcs.-The Council shall meet not less often than

twice each year."(d) Drrrps.-The duties of the Council shall include the fol-

lowing:

- "(!) To review and make recommendations to the Secretaryof Defense regarding the policy and plans required under sec-tion 1781b of this title.

'(2) To monitor requirements for the support of militaryfamily readiness by the Department of Defense.

:{3) To evaluate and assess the effectiveness of the militaryferruly readiness prograrns and activities of the Departmentof Defense."(e) ANnuaL REpoRTS.{1) Not later than February 1 each

year, the Council shall submit to the Secretary of Defense andthe _congressional defense committees a report on military familyreadiness.

"(2) Each report under this subsection shall inelude the fol-lowing:

"(A) An assessment of the adequacy and effectiveness ofthe military family readiness programs and activities of theDepartment of Defense during the preceding fiscal .year inmeeting the needs and requirements ofmilitary families., "(B) Eecommendations on actions to be taken to improve

the capability of the mililary family readiness programs andactivities of the Department of Defense to meet the needsand-requirements of military families, including actions relatingto the allocation o-f funding and other resources to and amongsuch programs and activities.

j'(a) Pomcv aNn Pr,er.is Ruqutnen.-The Secretary of Defenseqhall develop a policy and plans for the Department of Defensefor the support of military family readiness.

_ "(b) Pr-rsposEs.-The puq)oses of the policy and plans requiredunder subsection (a) are as follows:

_ *(1) To ensure that the military family readiness programs

and activities of the Department of Defense are comprehensive,effeetive, and properly supported.

- "(2) To ensure that support is continuously available tomilitary families in peacetime and in war, as #ell as duringperiods of force structure change and relocation of militaryunits.

- "(3) To ensure that the military family readiness programsand activities of the Department of Defense are available toall military families, including military families of membersof the regular components and military families of membersof the r€serye components,

"(4) To make military farnily readiness an explicit elementof applicable Department of Defense plans, programs, and budg-eting activities, and that achievement of military f+*ily readl-ness is expressed lhrough Department-wide goals that areidenlifrable and measurable.

"(5) To ensure that the military family readiness programsand activities of the Department of Defense undergo continuousevaluation in order to ensure that resources are allocated andexpended for such programs and activities to achieve Depart-ment-wide family readiness goals."(c) ElrunNTS oF Por,rcv.-The policy required under sub-

section (a) shall include the following elements:"(1) A list of military family readiness programs and activi-

ties."(2) Department of Defense-wide goals for military family

support, including joint programs, both for military familiesof members of the regular components and military familiesof members of the r€sewe components.

"(3) Policies on access to military family support programsand activities based on military family populations served andgeographical lceation.

"(4) Metncs to measure the perfofinance and effectivenessof the military family readiness programs and activities ofthe Department of Defense.

"(5) A summary, by frscal year, of the allocation of funds(including appropriated funds and nonappropriated funds) formajor categories of military family readiness programs andactivities of the Department of Defense, set forth for eachof the military departments and for thLe Office of the Secretaryof Defense."(d) Aluvusr, Rnponr.-Not later tiran March 1, 2008, and'each

year thereafter, the Secretary of Defense shall submit to thecongressional defense committees a report on the plans requiredunder subsection (a) for the five-fisca) year period beginning withthe frscal year in which the report is submitted. Each reporb shallinclude the plans covered by the report and an assessment ofthe discharge by the Department of Defense of the previous planssubmitted under this section.".

(b) Rnponr oN Mrlrranv Fenrrr,y RuRorunss Por.rcv.-Not laterthan February 1,2009, the Secretary of Defense shall submit tothe congressional defense committees a report setting forth thepolicy develcped under section 1781b of title L0, United StatesCode, as added by subsection (a).

{c) Slrevsvs oF MILTTARy Feur,rrs.---Section L7B2 of title 1"0,

United States Code, is amended by adding at the end the followingnew subsection:

"(d) Strnvnv Rnernenn roe Frscet, YEAR 20l0.-Notwith-standing subsection (a), during fiscal year 2010, the Secretary ofDefense shall conduct a survey otherwise authorized under suchsubsection. Thereafber, additional surveys may be conducted notless often than once every three fiscal years.".

(d) Ci,enrcAr, Aununnnerqr:.-The table of sections at the begrn-ning of subchapter I of chapter 88 of such title is amended byinserbing after the item relating to section 1781 the following newitems:

SEC. 582. YELLOW RIBBON REII\]"IEGRIITION PROGR-&M.

(a) EstaeLrsHMENT oF PRocRAM.-The Secretary of Defenseshall establish a national combat veteran reintegration programto provide National Guard and Reserve members and their families

to identify and assist local educational agencies experiencinggrowth in enrollment due to foree structure changes, relocation ofmilitary units, or base closure and realignments. The provisionwould make the defrnition of "military dependent students" con-sistent with the definition used for pu{poses of computation of pay-ments under the Federal Impact Aid program authorized in section7703 of trtle 20, United States Code.

The House bill contained no similar provision.The House recedes.

The House bill contained a provision (sec. 561) that wouldamend section 1-407(bX1) of the Defense Dependents' Education Actaf 7978 (20 U.S.C. 926(b){L)) tn authorize the Secretary of Defensetn pay tuition for attendance at private boarding schools in theUnited States for military dependents in overseas areas not servedby Department of Defense schools.

The Senate amendment contained a similar provision (sec.564).

The House recedes with a clarifying amendment.

Subtitle H-Military Families

Department of Defense Mi|itary Family Readinnss Cauncil and, pol-icy and. plans for military fam.ity readiness (sec. 581)

The Senate amendment contained a provision (sec. 581) thatwould amend chapter 88 of title 10, United States Code, to estatr-lish a Depariment of Defense Mititary Family Readiness Council toreview and make recommendations on Department of Defense pol-icy requirements for the supporb of military family readiness; tomonitor requirements for the support of military family readiness;and to evaluate and assess the effectiveness of military familyreadiness prograrns and activities of the Department of Defense.

The Senate amendment contained another provision (sec. 582)that would amend chapter BB of title 10, United States Code, to re-quire the Secretary of Defense to develop a policy and plans for thesupport of military family readiness.

The House bill contained no similar provisions.The House recedes with a clarifying amendment that would

combine the Senate provisions and include the senior enlisted advi-sors of the Army, NaW, Marine Corps, and Air Force, or the spouseof a senior enlisted member from each service as a member of theDepartment of Defense Military Family Readiness Council.

The conferees expect the council to meet not less often thantwice each year, and that not more than one of these meetings willbe in the National Capitol Region.

Yellow Ribban Reintegration Program (sec. 5BZ)

The House bill contained a provision (sec. 515) that would es-tablish a Department of Defense working group to identify and as-sess the reintegration needs of members of the reserve componentswho return from overseas operational deployment.
