    Field Surface

    Matches may be played on natural orartificial surfaces, according to the rules ofthe competition.

    The color of artificial surfaces must begreen.

    Where artificial surfaces are used ineither competition matches betweenrepresentative teams of memberassociations affiliated to FIFA orinternational club competition matches,

    the surface must meet the requirementsof the FIFA Quality Concept for FootballTurf or the International Artificial TurfStandard, unless special dispensation isgiven by FIFA.

    Field Markings

    The field of play must be rectangular andmarked with lines. These lines belong tothe areas of which they are boundaries.

    The two longer boundary lines are calledtouch lines. The two shorter lines are

    In addition to the requirements ofLaw 2, acceptance of a ball for use inmatches played in an official competitionorganized under the auspices of FIFA orthe confederations is conditional uponthe ball bearing one of the following:

    the official FIFA APPROVED logo

    the official FIFA INSPECTED logo

    the INTERNATIONALMATCHBALL STANDARD logo

    Such a logo on a ball indicates that ithas been tested officially and found tobe in compliance with specific technicalrequirements, different for each logo andadditional to the minimum specificationsstipulated in Law 2. The list of the

    Players

    A match is played by two teams, eachconsisting of not more than elevenplayers, one of whom is the goalkeeper.A match may not start if either teamconsists of fewer than seven players.

    Official Competitions

    Up to a maximum of three substitutesmay be used in any match played in anofficial competition organized under theauspices of FIFA, the confederations or

    the member associations.

    The rules of the competition must statehow many substitutes may be nominated,from three up to a maximum of seven.

    Infringements and Sanctions

    If a substitute enters the field of playwithout the referees permission:

    the referee stops play (although notimmediately if the substitute orsubstituted player does not interfere

    with play) the referee cautions him for unsporting

    behavior and orders him to leave the fieldof play

    if the referee has stopped play, it is

    restarted with an indirect free kick for theopposing team from the position of theball at the time of the stoppage (see Law13 - Position of Free Kick)

    Safety

    A player must not use equipment or wearanything which is dangerous to himselfor another player (including any kind of

    jewelry).

    Basic Equipment

    The basic compulsory equipment of a playercomprises the following separate items:

    a jersey or shirt-if undergarments are worn,the color of the sleeve should be the samemain color as the sleeve of the jersey or shirt;

    shortsif undershorts are worn, they mustbe the same main color as the shorts;

    stockings;

    The Authority of the Referee

    Each match is controlled by a refereewho has full authority to enforce theLaws of the Game in connection

    with the match to which he has beenappointed.

    Powers and Duties

    The Referee:

    enforces the Laws of the Game

    controls the match in cooperation with theassistant referees and, where applicable,

    with the fourth official ensures that any ball used meets the

    requirements of Law 2

    ensures that the players equipment meetsthe requirements of Law 4

    acts as timekeeper and keeps a record of thematch

    stops, suspends or abandons the match, athis discretion, for any infringements of theLaws

    Decision 1

    A referee (or where applicable, anassistant referee or fourth official) is notheld liable for:

    Any kind of injury suffered by a player,official or spectator

    Any damage to property of any kind

    Any other loss suffered by any individual,club, company, association or other body,

    which is due or which may be due toany decision that he may take under the

    terms of the Laws of the Game or inrespect of the normal procedures requiredto hold, play and control a match.

    This may include:

    a decision that the condition of the field ofplay or its surrounds or that the weatherconditions are such as to allow or not toallow a match to take place

    Duties

    Two assistant referees may be appointedwhose duties, subject to the decision ofthe referee, are to indicate:

    when the whole of the ball leaves the fieldof play

    which team is entitled to a corner kick, goalkick or throw-in

    when a player may be penalized for beingin an offside position

    when a substitution is requested

    when misconduct or any other incidentoccurs out of the view of the referee

    when offenses have been committedwhenever the assistant referees have a betterview than the referee (this includes, incertain circumstances, offenses committed in

    the penalty area) whether, at penalty kicks, the goalkeeper

    moves off the goal line before the ball iskicked and if the ball crosses the line

    Periods of Play

    The match lasts two equal periods of45 minutes, unless otherwise mutuallyagreed between the referee and thetwo teams. Any agreement to alter theduration of the periods of play (forexample, to reduce each half to 40minutes because of insufficient light)must be made before the start of playand must comply with competition rules.

    Half-Time Interval

    Players are entitled to an interval at half-time. The half-time interval must notexceed 15 minutes. Competition rulesmust state the duration of the half-timeinterval. The duration of the half-timeinterval may be altered only with the

    consent of the referee.

    Preliminaries

    A coin is tossed and the team whichwins the toss decides which goal it willattack in the first half of the match.

    The other team takes the kick-off tostart the match.

    The team that wins the toss takes thekick-off to start the second half of thematch.

    In the second half of the match theteams change ends and attack the

    opposite goals.

    A goal is scored when the whole of theball passes over the goal line, betweenthe goalposts and under the crossbar,provided that no infringement of theLaws of the Game has been committedpreviously by the team scoring the goal.

    Offside Position

    It is not an offense in itself to be in anoffside position.

    A player is in an offside position if:

    he is nearer to his opponents goal line thanboth the ball and the second last opponent

    A player is not in an offside position if:

    he is in his own half of the field of play or

    he is level with the second last opponent or

    he is level with the last two opponents

    Cautionable Offenses

    Free kicks are either direct or indirect.

    A penalty kick is awarded against a team

    If the referee gives the signal for a penaltykick to be taken and, before the ball is inplay, one of the following occurs:

    A throw-in is a method of restarting

    play.

    A throw-in is awarded to the opponentsof the player who last touched the ball

    when the whole of the ball crosses thetouch line, either on the ground or inthe air.

    A goal cannot be scored directly from athrow-in.

    A goal kick is a method of restarting

    play.

    A goal kick is awarded when the wholeof the ball passes over the goal line,either on the ground or in the air, havinglast touched a player of the attackingteam, and a goal is not scored inaccordance withLaw 10.

    A corner kick is a method of restarting

    Away goals, extra time and kicks from

    the penalty mark are the three methodsapproved for determining the winningteam where competition rules require thereto be a winning team after a match hasbeen drawn.

    Away Goals

    Competition rules may provide that whereteams play each other home and away, if theaggregated scores are equal after the secondmatch, any goals scored at the ground of theopposing team will count double.

    Extra Time

    Competition rules may provide for twofurther equal periods, not exceeding 15minutes each, to be played. The conditions ofLaw 8 will apply.

    The technical area relates to matches

    played in stadiums with a designatedseated area for technical staff andsubstitutes as described below.

    While the size and position of technicalareas may differ between stadiums, thefollowing notes are issued for generalguidance:

    the technical area extends 1 m (1 yd) oneither side of the designated seated areaand extends forward up to a distanceof 1 m (1 yd) from the touch line

    A fourth official may be appointed under
